1 Rhode Island Sailing Events Committee National Championship Regatta Sail Newport Newport, Rhode Island Sailing Instructions 1. RULES 1.1. The regatta will be governed by The Racing Rules of Sailing (RRS) When the sailing instructions state this rule is in effect, RRS Appendix P shall be in effect with the changes below. (a) Delete the word first in the title and body of P2.1. (b) Delete P2.2 and P2.3. (c) P3 is changed to read: If a boat has been penalized under Rule P1 and the Race Committee signals a postponement, general recall or abandonment, the penalty is cancelled RRS T1 shall apply No contestant shall use, either on or off the water, alcoholic beverages (beer, wine or distilled spirits) or use any controlled substance (marijuana, cocaine, etc) the possession of which is unlawful. This prohibition is in effect during the entire event, from date and time of arrival through date and time of departure from Sail Newport and Fort Adams State Park. Penalties for a violation of the prohibition may range from a reprimand to dismissal from the regatta. A hearing may be held in accordance with the RRS. 2. NOTICES TO COMPETITORS 2.1. Notices to competitors will be posted on the official notice boards located at the Sail Newport Mule Barn. 3. CHANGES IN THE SAILING INSTRUCTIONS 3.1. Any change in the sailing instructions will be posted before 0830 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.

SIGNALS MADE ASHORE 5.1. Signals made ashore will be displayed at the flagpole at the Dr. Robin Wallace Youth Building Flag 'AP' displayed ashore means Races are postponed. The first warning signal will be made not less than 60 minutes after the AP displayed ashore is lowered. This changes RRS, Race Signals - AP. 6. RACE SIGNALS 6.1. During the Qualifying Round, the class flag will be a colored flag that corresponds to the streamer color of a given division During the Medal Round, the warning flag will be corresponding streamer colors. 7. OFFICIAL BOATS AND ON-THE-WATER JUDGES 7.1. The signal boat will be marked by flying a blue flag with the Race Committee emblem. Judges boats will be marked by flying a white flag with the word JUDGE or code flag J A member of the Race Committee or Protest Committee intending to protest a boat, following an incident that is observed in the racing area, may, at the first reasonable opportunity, inform the boat by making a sound signal, hailing "protest" and her sail number. The signaled boat is then allowed to take an alternate penalty, as available under RRS 44 (Changes RRS 61.1(b)).

3 8. RACING AREA, LAUNCHING AND OBSTRUCTIONS 8.1. The rendezvous location will be announced daily at the competitor s meeting, and a corresponding flag will be displayed from the flagpole. Rendezvous A: In the vicinity of Potter Cove, north of the Newport (Pell) Bridge. Rendezvous B: Between Rose and Goat Islands, north of the Newport harbor entrance Boats shall launch using the Brenton Cove Beach at Fort Adams Boats transiting to Potter Cove shall wait to cross the channel until passing north of the Newport Bridge. Boats shall transit between Rose and Goat Islands traveling to and from the racing area Sailors must pass the beach safety checkpoint and verbally confirm their intent to race each day. Sailors must pass checkpoint upon returning each day. Failure to abide by this may result in a penalty at the discretion of the Protest Committee. 9. MARKS AND COURSES 9.1. Course will be an inner loop, outer loop or a greater trapezoid as shown on the course attachments All courses will utilize inflatable marks. The inner course shall use orange marks and the outer course shall use yellow marks. 10. THE START The starting sequence will be as described in RRS The Race Committee may attempt to hail the boat(s) on the course side of the starting line prior to the starting signal. The Race Committee will attempt to hail boats who are OCS; failure of the boat to hear the Race Committee shall not be grounds for redress The starting line will be between a staffs displaying orange flags from Race Committee boats (see diagram) A boat starting later than 5 minutes after her starting signal will be scored Did Not Start without hearing. This changes RRS A4 and A Rule 30.1, I Flag Rule, is modified such that boats that are subject to this rule shall sail to the prestart side of the line around either end of the line (RC boats A or D), or around Race Committee boats B or C, leaving it to port before starting (see diagram below). OCS Competitor #1 may clear itself by rounding A to starboard OR B to port. OCS Competitor #2 may clear itself by rounding either B or C to port. OCS Competitor #3 may clear itself by rounding either C or D to port. 11. THE FINISH The finishing line will be between a staff displaying an orange flag (or shape) on the Race Committee finish boat and a staff displaying an orange flag on another Race Committee boat (or the course side of a nearby finishing mark).

4 12. TIME LIMITS The time limit for the first boat to sail the course and finish shall be ninety (90) minutes. If no boat sails the course and finishes within the time limit, the flight will be abandoned Boats failing to finish within 20 minutes after the first boat of a flight sails the course and finishes, will be scored Time Limit Expired (TLE) without a hearing. Boat(s) scored TLE shall be scored last to finish plus one. This changes RRS 35, A4 and A If a boat in last place in a race is delaying the start of another race, the Race Committee may terminate the race and notify the boat that she will be scored in the place she would have finished. 13. PROTESTS AND REQUESTS FOR REDRESS The protest time limit is 60 minutes after the finish boat docks. Hearings will be held at the Sail Newport Main Office Notices of protests by the Race Committee or protest Committee will be posted to inform boats under rule 61.1(b) Breaches of instructions 15, 16, 17, 18 and 20 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest Committee so decides A protesting boat shall, at the first reasonable opportunity after finishing, notify both the Race Committee and the protested boat of intent to protest. Failure to do so may be grounds for closing the protest (Changes RRS 63.5) The red flag requirement of RRS 61.1(a) is deleted and when the identity of the protested boat could be uncertain, the boat s sail number shall be included in the hail. Also, failure of a hailed boat to hear the hail shall not, by itself, be grounds for closing the protest. (Changes RRS 61.1(a)) Scoring inquiries must be filed by 0900 hrs on the day following the race in question or two hours after the posting of the preliminary results for that race, whichever is later, except for the last day of racing. For races held the last day of racing, scoring inquires must be filed within the protest time limit or 20 minutes after the provisional final results are posted, whichever is later On the last scheduled day of racing a request for reopening a hearing shall be delivered as follows. This changes RRS 66. If the requesting party was informed of the decision on the previous day, the request to reopen shall be delivered within the time limit. If the requesting party was informed of the decision on that day, the request to reopen shall be delivered no later than 30 minutes after the requesting party was informed On the last scheduled day of racing a request for redress shall be delivered no later than 30 minutes after the decision has been posted. This instruction changes RRS SCORING The Low Point Scoring System, Appendix A2, will be used except as modified below Three races must be completed to constitute a regatta There will be a qualifying round and there may be a medal round. In both of the rounds only complete sets of races will be scored. This changes Rule A In the qualifying round the fleet will be divided into two flights if 180 boats or less, or 3 flights if above 180, as directed by the class executive director for the first day, after the first day the fleet will be divided based on current regatta standings The division colors will be communicated at the regatta When five or more sets have been completed, a boat s score will be the total of her scores excluding her worst score. Five sets of races must be completed in order to move on to the medal round. If five or more races are not completed before the start of the last day of competition then the regatta will stay in the qualifying round format. Scores from the qualifying round will carry forward into the medal round The scores to be used to determine to whom the trophies for Top Girls and Top Juniors shall be the scores of the competitors as amongst all competitors. To qualify for the Top Girls awards, both skipper and crew must be female. To qualify for the Top Juniors awards, both skipper and crew must be under age 17 throughout 2015.

5 15. SAFETY A boat that retires from a race shall notify the Race Committee either before leaving the race course area or, if that is impossible, immediately after arriving ashore. Failure to notify the Race Committee in a timely manner may result in disqualification for the days racing. 16. REPLACEMENT OF CREW OR EQUIPMENT Substitution of competitors will not be allowed without prior written approval of the jury Substitution of damaged or lost equipment will be allowed without prior approval by the jury. 17. COACH/SUPPORT BOATS AND SPECTATOR BOATS General coach/support and spectator boat requirements Coach/support boats must register prior to the first competitors meeting on the first day of racing with the Organizing Authority and fly a flag with a number provided by the Organizing Authority (a $20 cash or check deposit will be required) at all times while on the water. Coach/support boats shall carry a working VHF radio and monitor the Race Committee channel Spectator boats must register prior to the first competitors meeting on to the first day of racing with the Organizing Authority and fly a flag with a number provided by the Organizing Authority (a $20 cash or check deposit will be required) at all times while on the water Coach/support and spectator boat restrictions All coach/support and spectator boats shall stay clear of the racing area at all times while boats are racing, except where permitted in this instruction All coach, support and spectator boats shall further stay more than 100 yards away from any racing boat 50 yards outside the racing area, whichever is greater and move slowly and with minimal wake All coach, support and spectator boats shall stay out of the starting area at all times Coach/support and spectator boats that break SI 20 may be subject to disciplinary actions up to and including exclusion from the venue No coach/support or spectator boat shall tie up to or congregate around any aid to navigation, such as buoys or channel markers. 18. RADIO COMMUNICATIONS A boat shall neither make radio transmissions while racing nor receive radio communications not available to all other boats. This restriction also applies to mobile telephones. 19. DISCHARGE OF TRASH Discharge of trash into the water by competitors, support boats, Race Committee, judges, or safety boats is prohibited. 20. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. Neither the Organizing Authority nor sponsors shall accept any liability for material damage, personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

6 21. RIGHTS TO USE NAME AND LIKENESS By participating in this event, competitors automatically grant to the Organizing Authority and the event sponsors the right, in perpetuity, to make, use and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 22. 8 Sailing Instruction Addendum 2: Transit Diagram Transit to and from the Potter Cove race course shall cross the shipping channel only from a point north of the Newport (Pell) Bridge. Boats must travel to and from the racing area between Rose and Goat Islands as shown on this chart. Be alert and aware of other boat traffic and any commercial vessels which may be restricted in their ability to maneuver.
