1 1 RULES 2016 JSA LIS Optimist Championship Monday & Tuesday August 15 & 16, 2016 Hosted by: The WaterFront Center, Oyster Bay, NY SAILING INSTRUCTIONS 1.1 The regatta will be governed by the rules as defined in the current version of The Racing Rules of Sailing. 1.2 The 2016 Rules for JSA of LIS (JSA) Events will apply. 1.3 Rule 60.3 is changed to permit the protest committee to protest a boat when, from its own observation or a report received from any source, it believes that a competitor may have committed a breach of sportsmanship or the Rules for JSA Events. 1.4 Rule 61 is changed as follows: Immediately after finishing a race, without consultation with instructors, coaches or spectators, a boat shall notify the race committee finish boat of its protest against another boat and (if possible) provide the sail number or skipper s name of the protested boat. 1.5 Appendix T, Section B, Post-Race Penalties will apply as modified by sailing instruction 16: Penalty System 1.6 Rule 63 is changed to add: 63.9 The JSA Arbitration Procedure (as described in Appendix C of the 2016 Rules for JSA Events) will apply to protests involving Part 2 rules, and the arbitration penalty described in C8 shall be 30%. 2 NOTICES TO COMPETITORS Notices will be posted on the official regatta notice board located in the Regatta Tent and on the 2016 JSA Opti Champs App. 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted no fewer than 30 minutes before the harbor start on the day the changes take effect. 3.2 Any change in the harbor start or first warning signal will be posted no later than the end of the protest time on the day before the changes take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the Race Committee Signal Boat. 4.2 The harbor start will be signaled by a horn on the Race Committee Signal Boat. No boat shall leave Beekman Beach until the harbor start has been signaled. 4.3 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 5 REGATTA FORMAT SCHEDULE OF RACES 5.1 The Race Committee will divide competitors into four (4) divisions: Green, Pink, Black, and Yellow. A colored streamer corresponding to the division each boat is assigned will be provided at registration and shall be affixed to the sprit pole loop at the peak of the sail prior to safety inspection. 5.2 Divisions will compete in pairs in each race. Each race will consist of two starts. Three races in a round-robin amongst the divisions will constitute one set. In the event of an incomplete round robin, there may be unbreakable ties. 1

2 5.3 The starting rotations for each race are shown in Addendum 1. The Race Committee Signal Boat will display the colored flags for the divisions competing in the next race. These flags will be lowered at the warning signal. 5.4 While on the water, each boat shall at all times display the colored streamer for her division at the top of the sail. 5.5 The size and shape of the streamer shall not be changed. 5.6 The Race Committee reserves the right to change the order and combination of races. 5.7 The racing schedule is as follows: Day Date Time Activity Location Sunday August Registration Regatta Tent Measurement & safety equipment check Boat Parking Lot Monday August Registration Regatta Tent Measurement & safety equipment check Boat Parking Lot 0915 Instructors Meeting Regatta Tent 0930 Competitors Meeting Regatta Tent 1000 Harbor Start Beekman Beach TBA Lunch on the water West Harbor TBA Dinner Regatta Tent 2030 Curfew for housed competitors & pickup Tuesday August Competitors Meeting Regatta Tent 0830 Harbor Start Beekman Beach TBA Lunch on the water West Harbor As soon as is reasonable Presentation of Awards Regatta Tent 5.8 Flag A displayed, with no sound, while boats are finishing means No more racing today. 6 RACING AREA The racing area will be West Harbor, Oyster Bay, NY. 7 THE COURSES 7.1 SI Addendum 2 illustrates the course, the approximate angles between legs, the order in which marks are to be passed and the side on which each mark is to be left. The course length and configuration will be based upon sailing conditions. 8 MARKS 8.1 Rounding Marks 1 and 2 shall be orange cylinders. 8.2 Rounding Marks 3s and 3p shall be large inflatable pyramids. 8.3 Rounding Mark 4 shall be a yellow cylinder. 8.4 The starting marks will be the Race Committee Signal boat at the starboard end of the starting line and the Race Committee Pin boat on the port end. 8.5 The finishing marks will be the Race Committee Finish boat at the port end and a yellow cylinder mark at the starboard end. 2

3 9 RESTRICTED AREAS 9.1 The racing area is the space encompassing the course, the starting area, and the finishing area. It extends 100 yards beyond any racing boat and marks 1, 2, 3s, 3p, 4, starting boats, and the finishing marks. Except as permitted by SI 18, only competing boats and official boats (designated by the race committee) may enter the racing area while boats are racing. 9.2 The waiting area will be below the starting line and to the starboard side of the Race Committee Signal Boat as depicted in Addendum 2. It will be defined as to leeward of a series of small yellow and pink marks. Coach and support (parent and spectator) boats are to anchor so that their anchors, rodes, and boats are on the opposite side of the waiting area marks from the racing course. 9.3 The return to start corridor is a lane between the finishing line and the starting line outside the bounds of the race course. It will be bounded by small yellow and pink marks. 10 THE START 10.1 Races will be started using Appendix S, Sound-Signal-Starting-System (3-minute start). This changes rule Appendix S is changed as follows: o o S6 (individual recalls) is deleted and replaced by SI 11 (Recalls of OCS boats) S2 (signals): Audible signals shall govern and the following supplemental visual signals will be used: The Optimist class flag will be hoisted with the warning signal and will be dropped at the start. If either rule 30.1 (the I flag rule ) or rule 30.2 (the Z flag rule ) is in effect, the appropriate flag will be displayed with or before the warning signal and will be dropped one minute before the start A series of short sounds will be used to call attention just before each warning signal The starting line will be between staffs displaying an orange flag on the starboard and port end Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races Additional races may start very soon after each division completes the preceding race. 11 RECALLS OF OCS BOATS 11.1 When an individual recall is signaled ( X Flag and one sound signal) the race committee will attempt to hail the sail numbers of all boats that are OCS. This changes rule If code flag I and/or Z, or the black flag has been displayed, the race committee will attempt to hail the sail number(s) of boats on the course side of the starting line during the minute before her starting signal A general recall will be signaled by First Substitute flag and two sound signals. After a general recall, a new warning signal will be made one minute after the lowering of the First Substitute flag Failure of the race committee s amplification system, the order of the hails, or failure of a boat to hear her number hailed shall not be grounds for a boat to request redress. This changes rule CHANGE OF THE NEXT LEG OF THE COURSE 12.1 The position of the marks may be adjusted slightly for shifts in the mean wind without signaling a change of course. Any adjustments will be made before the first boat is on the leg of the course to the affected mark. This changes rule To make a more major change the next leg of the course, the race committee will place a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark When the mark for the next leg of the course is replaced, the race committee will signal the new direction with a green flag for a change to starboard or a red flag for a change to port. 13 THE FINISH 3

4 13.1 The finishing line will be between a yellow flag on the Race Committee Finish boat at the port end and the course side of a yellow cylinder mark at the starboard end. 14 TIME LIMITS 14.1 The time limit for the first boat in each division to finish shall be 60 minutes Boats failing to finish within 25 minutes after the first boat in their start sails the course and finishes will be scored TLE (time limit expired) without a hearing. They shall receive points equal to the number of boats finishing before the time limit expired plus 2 points, but not worse than DNF. (This changes rules 35, A4 and A5) 15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available at the Regatta Information desk under the red tent in the Regatta Village. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit For each class, the protest time limit is 30 minutes after the Race Committee Signal Boat reaches the dock or mooring, which will be posted promptly on the Notice Board The first sentence of rule 62.2 is changed as follows: The request shall be in writing and be delivered to the Regatta Information desk no later than the protest time limit or two hours after the incident, whichever is later, with the following exception: if the race committee posts a list of boats scored OCS, ZFP or BFD on the official notice board before the protest time limit, a request for redress based on such a posted score shall be made no later than 30 minutes after the protest time limit Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located on the main floor of the WaterFront Center as soon as practicable Notices of protests by the race committee or protest committee will be posted before the protest time limit to inform boats under rule 61.1(b) Protests under sailing instructions 4.2, 17, 18, 19, 20, and 21 may be made only by the race or protest committees. This changes rule Redress Hearings: Any competitor who may wish to become a party to a scheduled redress hearing, should: 1) check the daily schedule of protest hearings that the protest committee will post on the official notice board describing the nature of the redress request and the time of the hearing, and 2) submit a written request to participate in the hearing to the protest committee before it begins. See US Sailing prescription to rules 60.3 and The penalties for breaches of the Rules for JSA Events will be at the discretion of the protest committee and may be less than or greater than DSQ for one or more races. This changes rule SI 16 PENALTY SYSTEM 16.1 A boat may take a Post-Race Penalty by informing the protest committee (not the race committee) in writing upon coming ashore at the end of a day s racing in accordance with Appendix T, Section B. If a protest has been filed regarding the incident for which a boat wants to take a Post-Race Penalty, the protest committee will determine if either an arbitration meeting or protest hearing is required before the Post-Race Penalty can be taken. When it is satisfied that the requirements of rule T2.1 are met, then the protest committee will assign the appropriate scoring penalty based on submission time and give a report to the scorer. 17 SCORING 17.1 If fleets are split into divisions, one set (complete round robin; see SI 5.2) is required to be completed to constitute a series. A set is completed when each division has competed against each of the other divisions. If the fleet is not split into divisions, three races are required to be completed to constitute a series When fewer than six (6) races have been completed, a boat s series score will be the total of her race scores. When six or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 4

5 18 SAFETY REGULATIONS 18.1 Each boat must comply with the USODA rules and with the 2016 JSA Optimist Inspection Checklist. An inspection of some or all boats may be carried out at any time Competitors and instructors are required to wear properly fastened, USCG approved PFDs with a whistle attached at all times (except for brief periods to adjust clothing) when on the water or on the dock in accordance with JSA Rules Following Harbor Start, all competitors shall proceed between the Safety Gate marked by two Race Committee Boats flying red flags located just north of the WFC mooring field. Boats shall sail or tow through this gate and hail their Sailor Identification Number, assigned at registration, and wait to be acknowledged before proceeding to the race course. Failure to comply with this procedure may result in DSQ for all races sailed that day A boat that retires from a race shall notify a race committee boat before leaving the race area. If this is not possible, the competitor shall notify a regatta representative at the Regatta Information Desk immediately after arriving ashore. 19 SUPPORT & SPECTATOR BOATS 19.1 All coach boats must register during Check-In and receive an assigned number flag. Coach boat flags must be displayed on the coach vessel while in the racing area Coaches, support personnel and spectators shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired, or the race committee signals a postponement or abandonment. Coaching is not permitted after a general recall Coaches and support personnel are required to monitor the race committee on VHF channel 72 and follow any safety instructions issued by the Race Committee Coach boats will be moored and/or docked according to assignments by the Race Committee. All other visiting vessels, including spectator boats, are invited to anchor north of the WFC mooring field and hail WFC launch on VHF 19 for transport. 20 TRASH DISPOSAL Boats shall comply with rule 55. Trash may be placed aboard support and race committee boats. The penalty for a breach of SI 20 may be less than disqualification; this changes rule RADIO COMMUNICATION 22.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications of any kind. This restriction also applies to mobile telephones and any other wireless devices Race Committee will monitor VHF 72. WFC monitors VHF 19.
