2 RULES. The regatta will be governed by the rules as defined in The Racing Rules of Sailing..2 The prescriptions and special regulations of Yachting Australia (YA).Part 2 will apply..3 The applicable class rules will apply..4 The racing rules of sailing are changed by the Sailing Instructions as follows: a. RRS 26 is changed by SI 0.4 b. RRS 28 is changed by SI.2 c. RRS 35 is changed by SI 4.2 d. RRS 44. is changed for the 29er, 49er and 49er (FX) classes by SI 3. e. RRS 60. (a) is changed by SI 5.6 f. RRS 62.2 is changed by SI 5.2 g. RRS 63. is changed by SI 0.4, SI 4.2 and SI 5.9 h. RRS 66 is changed by SI 5. i. RRS Appendix A2 is changed by SI 6 j. RRS Appendix A4 is changed by SI 0.3 and SI 4.2 k. RRS Appendix A5 is changed by SI 04 and SI 4.2 l. RSS Appendix A is changed by SI 0.4 m. RRS Appendix P is changed by SI 3. and SI NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located on the fence adjacent to the main rigging lawn. 3 CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted at least sixty (60) minutes before the earliest warning signal on the day it will take effect, except that any change to the schedule of races will be posted by 800 on the day before it will take effect. 4 SIGNALS MADE ASHORE 4. Signals made ashore will be displayed on the official flag pole located adjacent to the RQYS main rigging lawn. 4.2 When flag AP is displayed ashore, minute is replaced with not less than 45 minutes in the race signal AP. 4.3 Flag D with one sound means The warning signal will be made not less than 45 minutes after Flag D is displayed. [Boats are requested not to leave the harbour until this signal is made] 4.4 ALPHA COURSE When a White flag with the letter A is displayed ashore signals refer to the Alpha course only. 4.5 BRAVO COURSE - When a White flag with the letter B is displayed ashore signals refer to the Bravo course only. 4.6 CHARLIE COURSE When a White flag with the letter C is displayed ashore signals refer to the Charlie course only. 4.7 DELTA COURSE When a White flag with the letter D is displayed ashore signals refer to the Delta course only. 5 SCHEDULE OF RACES 5. The schedule of races is shown in Attachment. 5.2 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made. 5.3 On the last day of the regatta no warning signal will be made after 500 hours. 6 CLASS FLAGS, COURSE ALLOCATION AND TIME LIMIT allocation and Class flags are described in Attachment 2. 7 RACING AREAS Attachment 3 shows the location of racing areas. 8 THE COURSES 8. The diagrams in Attachment 4 show the courses, including the order in which marks are to be passed, and the side on which each mark is to be left.
3 8.2 No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg. 9 MARKS 9. Marks, including starting and finishing marks, are described in Attachment A race committee boat signalling a change of a leg of the course is a mark as provided in SI.2. 0 THE START 0. The starting line will be between a staff displaying an orange flag on the start vessel at the starboard end and the course side of the port-end starting mark. 0.2 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 0.3 A boat starting later than five (5) minutes after her starting signal will be scored Did Not without a hearing. This changes RRS A If flag U has been displayed as the preparatory signal, no part of a boat s hull, crew, or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or resailed or postponed or abandoned before the starting signal. This changes RRS 26, 63. and A5. RRS 29. Individual recall does not apply. The scoring abbreviation for a flag U penalty is UFD. This changes A. CHANGE OF THE NEXT LEG OF THE COURSE. To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position..2 Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes RRS THE FINISH 2. The finishing line will be between a staff displaying a blue flag on the finishing boat at the starboard end and the course side of the port-end finishing mark. 3 PENALTY SYSTEM 3. For the Hobie, 29er, 49er and 49er (FX) class, RRS 44. and P2. are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 3.2 Appendix P will apply as changed by SI 3. and Rule P2.3 will not apply and Rule P2.2 is changed so that it will apply to any penalty after the first one. After the second penalty, any breech of RRS 42 may result in the Jury taking further action under RRS2 and or RRS TIME LIMITS AND TARGET TIMES 4. Time limits and target times are described in Attachment Boats failing to finish within the time stated in the Window after the first boat sails the course and finishes will be scored DNF without a hearing. This changes RRS 35, 63., A4 and A5. 5 PROTESTS MEDIATION AND REQUESTS FOR REDRESS 5. Protest forms are available at the RQYS Sailing Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 5.2 For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later. 5.3 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, beginning at the time posted. 5.4 Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 6.(b). 5.5 A list of boats that, under SI 3.2, have been penalised for breaking RRS 42 will be posted.
4 5.6 Breaches of SI 0.2, 7, 20, 22, 23 and 24 will not be grounds for a protest by a boat. This changes RRS 60.(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 5.7 A mediation hearing will be conducted for all protests lodged in accordance with RRS 6 which allege an infringement of a rule of Part 2 or 4. Such hearing will be held subsequent to the protest being lodged and prior to the protest hearing. 5.8 The time and place of the mediation hearing will be decided by the mediator and such advice may be given verbally. One representative of each boat shall attend the mediation hearing and no witnesses shall be allowed. The mediator shall decide the manner in which testimony is given. 5.9 After taking testimony at a mediation hearing the mediator shall make one of the following conclusions: (a) The protest does not comply with RRS 6 and the protestor may withdraw the protest. This changes RRS 63.. (b) The matter should proceed to a protest hearing. (This may be because rules other than Part 2 or 4 are or may be involved, or because evidence is too complex or divergent to reach a reasonable and timely conclusion, or due to the apparent severity of the alleged infringement, or for any other reason decided by the mediator.) (c) No rule was broken and the protestor may withdraw the protest. This changes RRS (d) 63. A rule was broken by one or more of the boats involved and all parties to the mediation agree, the infringing boat(s) may accept scoring points equal to a finishing place midway between the boat's actual finishing place and a disqualification, and if so accepted the protestor shall withdraw the protest. (Half points shall be disregarded and the points of other boats shall not be adjusted.) If the parties do not agree, the protest shall proceed to a hearing. This changes RRS A mediation hearing shall not be re-opened. No conclusion of a mediator shall be subject to appeal or be grounds for redress. Should the protest proceed to a protest hearing then the mediator may be a member of the National Jury. Any evidence given by a mediator during a protest hearing shall be given only in the presence of the parties to the hearing 5. On the last scheduled day of racing a request for reopening a hearing shall be delivered (a) within the protest time limit if the requesting party was informed of the decision on the previous day; (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS Decisions of the jury will be final as provided in RRS SCORING 6. Four (4) races are required to be completed to constitute a series. (a) When fewer than five (5) races have been completed, a boat s series score will be the total of her race scores. (b) When from five (5) to eight (8) races have been completed, a boat s series score will be the total of her race scores excluding her worst score. (c) When from nine (9) to twelve (2) races have been completed, a boat s series score will be the total of her race scores excluding her two (2) worst scores. (d) When thirteen (3) or more races have been completed, a boat s series score will be the total of her race scores excluding her three (3) worst scores. 6.2 For Hansa Access 303 Dinghies; race is required to constitute a series. A boat s series score will be the total of her race scores. 7 SAFETY REGULATIONS 7. Check-Out and Check-In: All skippers shall SIGN ON before racing each day and SIGN OFF at the earliest possible time after the completion of racing (but not later than the end of protest time). The sign on will be available near the main rigging lawn 2 hours prior to the first warning signal scheduled on the day of racing.
5 7.2 The skipper of a boat that retires or does not intend to continue racing is required to SIGN OFF immediately on return to shore. 7.3 A boat that retires from a race shall notify the race committee as soon as possible. 7.4 Competitors shall comply with with the following harbour bylaws: (a) All sailing vessels shall give way to powered vessels at all times whilst inside the Manly Boat Harbour. Once outside the Manly Boat Harbour, competitors are to as soon as possible stay outside of the main channel, keeping clear of powered vessels. (b) No Spinnakers are to be flown in the Manly Harbour 6-knot area. 7.5 Boats failing to comply with these safety regulations may be subject to protest by the race committee. Penalties for these breaches may be less than disqualification if the protest committee so decides. 8 REPLACEMENT OF CREW OR EQUIPMENT 8. Substitution of competitors will not be allowed without prior written approval of the race committee. 8.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made in writing to the committee at the first reasonable opportunity. 9 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated area for inspection. 20 EVENT ADVERTISING Boats shall display any event advertising supplied by the organizing authority.. 2 OFFICIAL BOATS Official boats will be marked with a white flag with the letter RC, J or Media. 22 SUPPORT BOATS 22. It is a requirement of Royal Queensland Yacht Squadron that all coach and team boats are registered with the RQYS Sailing Office. Only registered boats will be allowed to launch, retrieve, berth and/or refuel at RQYS Team leaders, coaches and other support personnel shall stay 00m outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment Support boats shall be marked with an identifying board incorporating a number in black. Support boats are required to register with the RQYS Sailing Office to acquire this board and to supply the skipper s details, boats call sign, contact number and competitor they are representing When code flag W is flown on the Vessel support boats are required by the race committee to remain afloat and assist all sailors. 23 TRASH DISPOSAL Trash may be placed aboard support or official boats. 24 RADIO COMMUNICATION 24. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 25 PRIZES Prizes will be given as follows: 25. Prizes will be awarded to st, 2 nd and 3 rd in each eligible class/division Other prizes may be awarded at the discretion of the race committee 26 RIGHTS TO USE NAME AND LIKENESS
6 By participation in an event, a competitors automatically grants to the Organising Authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at the discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for said event in which the competitor participated and in all material related to the said event without compensation. 27 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 28 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $0,000,000AUD per incident or the equivalent.
