1 SKEL RICE 3 PEAKS SAILING INSTRUCTIONS
2 1. RULES 1.1 The organizing authority shall be the Royal Papua Yacht Club. The event will be governed by the current rules as defined by the International Sailing Federation Racing Rules of Sailing , the special regulations of the Australian Yachting Federation ( AYF ), the prescriptions of the PNG Yachting & Boating Association Inc. ( PNGYBA ), the rules of the Royal Papua Yacht Club ( RPYC ) (except as any of these are altered by the sailing instructions) and by the sailing instructions. 2. ENTRY and FEES Boats may enter by completing the Entry Form which shall be given to the race committee at the briefing on or before Saturday 13 th May The entry fee of one hundred and twenty Kina (K120.00) for boats and forty Kina (K40.00) per runner, twenty Kina (K20.00) per crew member shall also be paid at the briefing on Saturday 13 th May 2017 at hours at the RPYC Wet Bar if not having been paid before hand. Late entries may be accepted at the discretion of the race committee. Alterations to the Entry Forms/Crew Lists must be completed and handed to Race Officials before 1000 hrs on the day of the race. 3. SPECIAL RULES 3.1 The crew of each boat must include two designated runners who will complete the running/swimming course. The designated runner/swimmers cannot be substituted unless a runner is injured and a race official has given permission for the substitution of another member of the crew as a designated runner/swimmer. 3.2 At Manubada (Local) and Lolorua Islands, boats shall not cross the line between the committee boat and the inflatable buoy ( arrival line ). Boats that cross this line will incur a ten (10) minute time penalty for each occurrence. 4. NOTICES TO COMPETITORS All notices to competitors, including changes to sailing instructions, will be posted on the wet bar notice board. 5. CHANGES IN SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 1000hrs on the day of the event. 6. SIGNALS MADE ASHORE 6.1 There will be no signals made ashore. 7. SCHEDULE OF EVENTS 7.1 The event will be held on Saturday 13 May The warning signal for the start (see starting procedures 9. below) will be at hrs. 7.2 In the event that there is insufficient wind to hold the race as scheduled (less than 5 knots) the race will be postponed for one week and run on Saturday 20th May THE COURSE Course for Boats 8.1 The course for boats shall be from the start marked by a committee boat displaying an orange flag outside the west wall of the RPYC marina (see 9.1 below) to Manubada (Local) Island, and Lolorua Island to starboard. The finish line will be before the RPYC marina entrance. 8.2 At Manubada (Local) Island and Lolorua Island, boats shall sail up to, but not cross, the arrival line (marked at one end by a inflatable buoy and the other end by the mark boat) where the runners shall disembark from the boat. Boats shall not cross the arrival line for reasons of safety. 8.3 The boat shall then sail away from the arrival line, start its motor and drop its sails. Whilst waiting for the runners to return (see 8.8 below), the boat shall keep clear of all other boats. 8.4 When both runners have completed their run and are on board the mark boat, the boat shall motor to the mark boat, to the side of the mark boat which is opposite the arrival line, where the runners will embark onto the boat. 8.5 The boat shall then motor away from the mark boat, hoist its sails, stop its motor and sail to the next mark. The motor should only be used for the purposes of maintaining head to wind to assist in hoisting the sails. 8.6 On returning to the finish line, the boat shall cross the finish line, drop its sails at any time between Lancron Navy base and the marina entrance and shall proceed under motor through the marina entrance to the Loading Dock (old fuel pontoon) where the boat s runners shall disembark. The boat must be securely berthed before the runners disembark. Securely berthed means at least two crew members must be on the Loading Dock, either holding the boat or holding a taut sheet attached to the boat. The marina rule of 4 knots will be adhered to at all times within the walls of the marina. 8.7 After the runners have disembarked from the boat at the Loading Dock, the boat shall immediately clear the area between the marina entrance and the Loading Dock.
3 Course for runners 8.8 At Manubada (Local) Island and Lolorua Island, runners shall swim from the boat to the Island and pass through a marked gate prior to ascending to the peak by a course of their own choosing. A checkpoint will be located at the summit of the Island. Runners shall then descend the peak and pass through the marked gate by a route of their own choosing before swimming to the mark boat flying a Blue flag. 8.9 Runners must swim to/from the Islands without any form of assistance, except that fins may be used. Runners may use trek poles for traversing the peaks if they wish however these must be carried by the runner from their boat and returned to their boat or the finish line in the case of the last leg From the Loading Dock (old fuel dock) in the marina, runners shall make their way to the RPYC main gate where they shall turn left and follow the highway towards Burns Peak. At the Police Headquarters, runners shall exit the highway left along the Hanuabada bypass, to the first roundabout where a checkpoint will be located. Runners shall then proceed to the summit of Burns Peak by a route of their choosing keeping in mind excavation work is underway. After passing through a checkpoint located at the summit of the peak, runners shall descend the peak by a route of their own choosing to the checkpoint located at the roundabout on the Hanuabada bypass. A checkpoint will be stationed at the point of the excavation to assist runners in identifying a safe path. After passing through the checkpoint at the roundabout on the bypass, runners shall then return to the RPYC main gate in the reverse direction from leaving the RPYC. From the RPYC main gate, runners shall then pass through the finish line which will be located near the Hobie Park adjacent to the side gate At each checkpoint, it is the runner s responsibility to ensure that the race officials have correctly marked the runner as passing through that checkpoint. 9. THE START 9.1 The starting line will be between an orange flag displayed on the committee boat at the starboard end of the line, and the permanent mark located outside the western wall of the marina. 9.2 At 1050 hrs the committee boat will display orange flag, at 1055 hrs the committee boat will display code flag A, at 1056 hrs the committee boat will display code flay P, at 1059 hrs the committee boat will drop code flag P, and at 1100 hrs the committee boat will drop code flag A which shall signal the start of the race. In accordance with the ISAF Racing Rules of Sailing, any delay to the start will be signalled by the display of code flag AP. Any alteration to the above sequence will be advised as per changes to sailing instructions. 9.3 A boat shall not start later than fifteen (15) minutes after the starting signal. 10. RECALLS 10.1 If a recall is required code flag X will be raised. Individual boats that have crossed the start line early with her hull, crew or equipment will be signalled by radio on Channel 84 as soon as is possible by the committee boat. Those boats that have crossed early are expected to return through the line taking care to avoid other yachts or around either end of the start line and cross the start in the proper direction prior to continuing the race. 11 THE FINISH 11.1 For boats, the finish shall be the Finish Line outside the RPYC Marina Entrance and shall stop the sailing time. When the boat reaches the RPYC Loading Dock, this shall be the starting time for the runners departing to Burns Peak For runners the finish shall be when they pass through the finish line located near the Hobie Park adjacent to the side gate. 12. PENALTY SYSTEM 12.1 Where boats break a racing rule of sailing on the water, they shall immediately carry out the prescribed penalty (720 degree turn for an incident that involves another boat, or a 360 degree penalty for hitting a mark). The mark boats making up the arrival lines and the Loading Dock are not considered marks during prescribed pick up or drop off maneuvers The race committee has the discretion to impose time penalties on both boats and/or runners for failing to comply with any of the provisions in these sailing instructions. In particular, see 3.2 and 10.1 above. 13. TIME LIMIT 13.1 Time limits will be as follows: any boat reaching the RPYC fuel jetty after 1700hrs must withdraw from the race and its runners shall not commence the run to Burns Peak; and any running team which reaches the summit of Burns Peak after hours must withdraw from the race.
4 14. PROTESTS AND REQUESTS FOR REDRESS 14.1 Protests and requests for redress are discouraged. Where a boat owner, in all faith, believes another boat has broken a racing rule of sailing and has significantly affected his elapsed time or believes that he has a valid request for redress, then he should first approach the race committee in a genuine attempt to resolve the matter before resorting to formal protests and requests for redress A yacht s protest shall be lodged with the organisers, in written form, no later than 30 minutes after the yacht has returned to her berth. A non-refundable K200 fee will apply The organisers will hear protests in approximate order of receipt. 15. SCORING 15.1 A boat s total elapsed time shall be the total of each of her elapsed times for the three sailing legs, i.e. start to the disembarkation of her runners at Manubada (Local) Island, Manubada (Local) Island to the disembarkation of her runners at Lolorua Island, and Lolorua Island to the Finish line outside the RPYC Marine Entrance. A boat s handicap will be applied to her total elapsed time to give her corrected time At Manubada (Local) and Lolorua Islands, a boat s start time for the next sailing leg will be deemed to be three (3) minutes after her runners embark on the boat from the mark boat. This three (3) minute period is to allow boats to move away from the mark boat, raise their sails and stop their motors, without applying a corrected time to this period The boat s runner s total time will be the total of the time for the slowest runner of each team. Times shall be taken from disembarking from their boat to embarking on to the mark boat at Manubada (Local) and Lolorua Islands and from disembarking at the RPYC fuel pontoon to crossing the finish line located near the Hobie Park adjacent to the side gate. Handicaps will not be applied to runner s times A boat s total time will be the boat s corrected time plus the total runner s time. The boat with the lowest total time shall be awarded first place, the boat with the second lowest total time shall be awarded second place, etc Runners that do not complete the correct course on any leg shall be deemed to have a time 10 minutes more than the slowest time of all the other runners on that leg Boats that do not complete the course shall be awarded a place one more than the number of boats that complete the course The results from the event shall not count towards the RPYC A Class Seasons Points Championship for the year. 16. SAFETY REGULATIONS 16.1 Boats shall carry safety equipment appropriate to the conditions. In particular, boats shall carry a suitable first aid kit, a sharp knife easily accessible in the cockpit, a life jacket for each member of the crew and runners, and adequate drinking water. It is the boat s responsibility, and not the responsibility of the race organisers, to ensure that the boat has sufficient safety equipment 16.2 Check out and check in: Each boat shall sign the Sign-On/Off sheet located on the wet bar notice board before 10.00am on the day of the race. Each boat shall sign the Sign-On/Off sheet located on the wet bar notice board within sixty (60) minutes of her runners disembarking at the RPYC Loading Dock A boat that retires from the race shall notify the committee boat as soon as possible, and in any event, shall attempt to sign the Sign-On/Off sheet located on the wet bar notice board within sixty (60) minutes of her retirement or notify race officials of the reason for not doing so. 17. RADIO COMMUNICATIONS In the interests of safety, boats are required to maintain radio watch on VHF Channel 84. A boat shall neither make nor receive while racing special radio communications not available to all boats. 18. HANDICAPS 18.1 Handicaps shall apply on a performance basis as recommended by the race committee. A boat entering without a current handicap rating will be provided with a provisional handicap by the race committee.
5 18.2 Any disagreement in regards to handicaps shall be lodged in writing, addressed to the race committee, before the start of the race. No discussions on handicaps will be entered into unless lodged in writing as stated. The race committee decision thereafter is final. 19. SPONSOR S REQUIREMENTS Any requirements of the sponsors will be announced at the briefing and will form part of these sailing instructions. 20. PRIZES The 3 Peaks Race Perpetual Trophy shall be awarded to the boat with the lowest total time (see 15.4). Additional prizes may be awarded at the discretion of the race committee. 21. DISCLAIMER OF LIABILITY 21.1 Competitors participate in the race entirely at their own risk The organising authority and/or its agents, the sponsors of the race and/or their agents will not accept any liability for damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. Yacht racing can be dangerous. The attention of owners and skippers is drawn to: a) ISAF Fundamental Rule 4 Decision to Race : The responsibility for a boat s decision to participate in a race or the continue racing is hers alone ; and AYF Special Regulations Section 1 Rule 1.02 (a), Owners Responsibility : The safety of a boat and her crew is the sole and inescapable responsibility of the owner, or owner s representative who must do their best to ensure that the boat is fully found, thoroughly seaworthy and manned by an experienced crew who are physically fit to face bad weather. He must be satisfied as to the soundness of the hull, spars, rigging, sails and all gear. He must ensure that all safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is to be used. Crew members attention is drawn to ISAF Fundamental Rule 1.2 Life-Saving Equipment and Personal Buoyancy Each competitor is individually responsible for wearing personal buoyancy adequate for the conditions. By participating in the race, the owner or his/her representative agree with and adhere to declaration in the terms set out below: To the best of my knowledge the information I have given is accurate. I understand that yacht racing can be dangerous. I agree that the RPYC and race organisers have no responsibility for loss of life or injury to members and others or for the loss of, or damage to any vessel or property. I have paid particular attention to and agree to be bound by AYF Special Regulation 1.02 and I have read and understand and agree to be bound by the sailing instructions relating to Safety and Responsibility. Before racing I will effect adequate and suitable insurance. Before racing I will ensure that my crew is aware of the undertaking in this Declaration, the importance of effecting personal insurance, and their responsibility in rules observance, and in particular in wearing personal buoyancy adequate for the conditions. I agree to be bound by the Racing Rules of Sailing, PNGYA Prescriptions and other applicable rules. The boat will be available for inspection. If any alteration likely to effect the handicap is made, e.g. to sails, mast, rig, ballast, trim, engine or propeller, I will notify the race committee immediately. I will ensure that no crew member races on my boat contrary to the terms of any ban imposed by the ISAF, or a National Authority, or the RPYC. I understand and agree that the information given in this form and also the race lists and results may be maintained on the Club s computer to be used for all aspects of race organisation The running (swimming) legs of this race involve inherent dangers in both the nature of the physical activity and the environment in which it is undertaken. The attention of the crew designated as runners (swimmers) is drawn to the fact that their decision to race or continue to race is theirs alone and that they themselves remain the judge of their physical capacity to undertake this race.
