1 Qualification details Title New Zealand Certificate in Maritime Operations (Level 4) with strands in Fishing and Watchkeeping Version 1 Qualification type Certificate Level 4 Credits 120 NZSCED Engineering and Related Technologies > Maritime Engineering and Technology > Marine Craft Operation Qualification developer Competenz Next review December 2020 Approval date May 2015 Strategic purpose statement The purpose of this qualification is to provide the maritime industry with personnel who have the skills and knowledge required by the International Convention on Standards of Training, Certification and Watchkeeping f Seafarers (STCW) to act independently under broad guidance as mate on a fishing vessel watchkeeper on a commercial vessel. The Fishing Strand is intended f people wishing to act as Mate on a metre fishing vessel, operating within coastal and offshe limits under the International Convention on Standards of Training Certification and Watchkeeping f Fishing Vessel Personnel (STCW-F). The Watchkeeper Strand is intended f people wishing to act as Watchkeeper Deck on commercial vessels < 500GT operating within coastal and off-she limits under the International Convention on STCW. Completion of this qualification is a pre-requisite to applying f a Maritime New Zealand Watchkeeper Deck <500 GT Mate Fishing Vessel Limited Certificate. Award of these certificates by Maritime New Zealand may also require the completion of: a logbook, al exam and ancillary certificates. Outcome Statement Graduate profile Graduates of this qualification will be able to: Apply safe and sustainable wking practices and contribute to effective communication and emergency response on board a vessel. Plan and conduct a coastal passage and determine Maintain a safe navigational watch and operate a vessel. Monit loading and stowage of cargoes. Monit compliance with legislative requirements. Graduates of the Fishing Strand will also be able to: Apply knowledge of the seamanship skills required on a fishing vessel when supervising operational tasks. Graduates of the Watchkeeper Strand will also be able to: Lead firefighting operations on board a vessel. Operate survival craft and rescue boats. Qualification Reference 2513 Page 1 of 5

Education pathway Employment pathway This qualification can build on the skills developed in: New Zealand Certificate in Maritime Crewing (Level 3) with strands in Deck Crewing, Engineering, Passenger Services, and Superyacht Crewing [Ref: 2506] New Zealand Certificate in Maritime Crewing (Level 4) [Ref: 2511] New Zealand Certificate in Fishing Vessel Crewing (Level 3) [Ref: 2891]. This qualification can lead to: New Zealand Certificate in Maritime Operations (Level 5) [Ref: 2512] New Zealand Diploma in Fishing Vessel Operations (Level 6) with an optional strand in Fishing Vessel Skipper [Ref: 2893] New Zealand Certificate in Nautical Science (Level 6) [Ref: 2515]. Holders of this qualification will have the skills and knowledge required to wk in a watchkeeping role on a commercial fishing vessel under the Maritime New Zealand SeaCert licensing system as follows: Watchkeeper deck <500GT in near-coastal area Mate Fishing Vessel Limited With the relevant additional training and experience, graduates may progress to employment as: Master <500GT near coastal Skipper Fishing Vessel limited Mate Skipper Fishing Vessel unlimited Watchkeeper Deck Unlimited, which is the mandaty prerequisite to Master of a Feign Going Ship (Master Mariner) qualifications. Qualification specifications Qualification award Evidence requirements f assuring consistency This qualification can be awarded by an ganisation which has an approved programme of study, industry training programme leading to the qualification. The certificate will display the logo of the NZQF and may display the name and/ logo of the awarding body. All Tertiary Education Organisations (TEOs) either arranging training delivering programmes that lead to the award of the qualification are required to participate in a consistency process scheduled by NZQA. This will involve reviewing evidence associated with graduate s achievement of outcomes, and agreeing acceptable thresholds f qualification outcome achievement and areas f improvement. 3 To demonstrate how graduates are achieving the qualification graduate profile outcomes, TEOs are required to produce their own evidence in a high level rept. Evidence will include the following: Employer surveys to determine if graduates of the qualification meet graduate profile outcomes. Evidence of effective processes to ensure programmes continue to meet current industry needs. A range of wkplace evidence demonstrating that graduates meet the graduate profile outcomes. Successful completion of the Maritime New Zealand Log Book and Exams. Any other relevant evidence as appropriate. Further infmation can be found on the NZQA website. Minimum standard of achievement and standards f grade endsements Other requirements f the qualification (including regulaty body legislative requirements) Achievement of all outcomes. There are no grade endsements f this qualification. Entry to this qualification is open but completion does not guarantee the award of a Maritime New Zealand license. All persons wishing to qualify f a seafarer license must also check the Maritime New Zealand pri certification and minimum service requirements f that license. General conditions f the programme leading to the qualification General conditions f programme Programmes leading to this qualification must be in accdance with the relevant maritime certificate requirements. TEOs arranging training delivering programmes towards this qualification must ensure that the training arranged and programmes of learning delivered, are kept up-to-date with regard to amendments to, and replacements of relevant legislation, regulations. Credits 20 Conditions Programme must cover the requirements of the STCW-Basic certification as detailed in the following tables: Table A-VI/1-1 Survive at sea in the event of ship abandonment. Table A-VI/1-2 Minimize the risk of fire and fight and extinguish fires. Table A-VI/1-3 Take immediate action upon encountering an accident medical emergency. People currently wking towards the reviewed national qualification should complete the requirements of that qualification by 31 December New enrolments into programmes leading to the reviewed national qualification will not be accepted after 31 December It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
