1 GÖCEK YACHT CLUB 16 th AUDI GÖCEK RACE WEEK ŞARIK TARA ATATÜRK s MEMORIAL 19 th May Youth and Sports Cup May 16 20, 2015 / GÖCEK TURKEY SAILING INSTRUCTIONS 1 RULES 1.1 The rules as defined in The Racing Rules of Sailing (RRS) of the ISAF The ISAF Offshore Special Regulations All races are category The ISAF Regulation 20 (Advertising Code) 1.4 IRC measurement and handicap system of the UNCL and RORC 2014, Part A, B, C 1.5 The International Regulations for Preventing Collisions at Sea (IRPCAS) will prevail the rules of Part 2 of RRS from sunset to sunrise. For the Race Week the sunrise time will be 05:54 hrs. and sunset time 20:07 hrs (local time). 1.6 Races will be organized in accordance with the Turkish Sailing Federation (TSF) Racing Rules of Sailing, Regulations for Sailors Licences, Global Yacht Racing Instructions (GYYT), Registrations and Visas & Transfer Instructions, Regulations for Disciplinary Acts & Penalties, Regulations for Sail No Assignment, Advertising Regulations. These rules will not apply to competitors from foreign countries. 1.7 The Notice of Race, The Sailing Instructions and the amendments to SI. 1.8 If there is a conflict between the rules above, Notice of Race and the Sailing Instructions, the Sailing Instructions and their amendments will be valid according to their date. If there is a conflict between languages the English text shall take precedence. 2 NOTICES TO COMPETITORS 2.1 Notices to competitors and race results with date and time will be posted on the Official Notice Board located in front of the Race Office. All these notices will be an official announcement to competitors. It is the competitors own responsibility to check the official Notice Board regularly. 2.2 The Race Office will be set at GYC Office. 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any changes to the Sailing Instructions will be posted on the official Notice Board at least two hours before the first scheduled warning signal of the day and will not be delivered to each boat individually (This changes RRS Rule 25.1). 3.2 Any change to the schedule of races will be posted by 20:00 on the day before it will take effect. In case of emergency, amendments and notices could be deliver to the boats in writing, before the warning signal. 3.3 Verbal changes may be given only on the water. The Race Committee will make the necessary changes before the warning signals and will announce these changes by VHF Ch.71 [RRS 90.(2c)]. Not hearing these changes shall not be grounds for request for redress. 4 SIGNALS MADE ASHORE Signals will be made by the Race Committee Boat when she is in the Marina, otherwise there will be no signals made ashore. 5 SCHEDULE OF RACES 5.1 The races schedule and the first division/divisions warning signal times are as follows; Race 1: Sunday, May 17, 2015 First class warning signal time: 12:55 am. Race 2: Monday, May 18, 2015 First class warning signal time: 10:55 Race 3: Monday, May 18, 2015 First class warning signal time: after end of the Race 2 Race 4: Tuesday, May 19, 2015 First class warning signal time: 10:55 Race 5: Tuesday, May 19, 2015 First class warning signal time: after end of the Race 4 Race 6: Wednesday, May 20, 2015 First class warning signal time: 10:55 1

2 5.2 To alert boats that a race or sequence of races will begin soon, postponement flag AP will be displayed with two sounds. The postponement flag will be displayed for at least four minutes before a warning signal is displayed. 5.3 On the last day of the Race Week (Wednesday 20 th May 2015) no warning signal will be made after 13:00 hrs. except after a general recall of a division of which first warning signal had been given before 13:00 hrs. If the warning signal of the first division/divisions has been made before 13:00 hrs. the warning signals of the other division/divisions may be made even after 13:00 hrs. 5.4 There will be an introductory skippers briefing on 16 th May 2015 (Saturday) at 18:30 hrs. at Martı Restaurant May 2015 dates briefing will be at 09:00 09:15 hrs. at D-Marin Göcek Marina H pontoon. 5.5 In condition of a wind of more than 25 knots, the Race Committee may decide not to start the race/may finish an already started race by a shorten course/may abandon the race. None of those options shall be grounds for request for redress 6 CLASSES 6.1 The boats entered to the Race Week will race in IRC and CHARTER classes. 6.2 IRC Class Division 1 : TCC and higher; Division 2 : TCC ; Division 3 : TCC Division 4 : TCC and lower; 6.3 CHARTER Class Division 5 : One division 7 DIVISION PENNANTS / WARNING FLAGS 7.1 All participating boats will be grouped into five different divisions to be identified by the color of their division/warning flags. 7.2 Division/warning flags for each division will be as follows: Division 1 : YELLOW pennant Division 2 : GREEN pennant Division 3 : DARK BLUE pennant Division 4: PURPLE pennant Division 5 : WHITE pennant 7.3 All boats competing in each division must display on both side of the hull the allocated numbers and stickers throughout the entire races. Their division pennant must be flown at the backstay of the boat. Sponsor flags shall be hoisted to spreaders or shrouds and stickers shall be placed on both sides of the hull. The location of the flags/pennant and hull numbers are shown in the Notice of Race. The Protest Committee may penalize boats that don t carry their numbers, pennants, stickers, and sponsor flags. This penalty may be less than DSQ at the discretion of the Protest Committee. 7.4 With the exception of division pennant and protest flag (when necessary), no other flags (including national flag) shall be flown on the backstay during any race. Penalty for this infringement may be less than DSQ at discretion of the Protest Committee. 7.5 It is not mandatory to have national letters and numbers on the sails. Presence or not of the numbers and shapes/colors of the marks shall not be grounds for request for redress. 9.2 The marks will be illuminated with white flash lights after the sunset. 10 AREAS THAT ARE OBSTRUCTIONS All participating boats shall sail clear of shallow water areas. 11 THE START 11.1 The starting line will be between a pole displaying an orange flag on the Race Committee Boat and a buoy. Position of the buoy will be as follows; For Race 1, Race 4, Race 5, Race 6 - buoy at PORT END. For Race 2, Race 3 - buoy at STARBOARD END 11.2 Races shall be started according to RRS 26, using the following signals: Warning signal: Division pennant displayed + one sound signal 5 Minutes to Start Preparatory signal: Flag P or I displayed + one sound signal 4 Minutes to Start 1 Minute signal: Flag P or I removed + one long sound signal 1 Minute to Start Starting signal: Division pennant removed + one sound signal Start 11.3 The sequence of the starts for all races will be as follows: 1 st START: Division 1 (YELLOW pennant), Division 2 (GREEN pennant), Division 3 (BLUE pennant) Division 4 ((PURPLE pennant 2 nd START: Division 5 (WHITE pennant), 11.4 Before the 1 st start all boats shall sail close to the Race Committee Boat for their divizion number/hull (sticker) numbers to be recorded All boats shall stay at least 100 m away from the starting line until their warning signal. Gross violation may be subject to protest by the Race Committee. Penalty may be less than DSQ at the discretion of the Protest Committee A boat starting later than 15 minutes after her starting signal will be scored Did Not Start (DNS) without hearing (This changes RRS A4 and A5). This time limit also applicable for the yachts which are on the course side (OCS) BEFORE THE MOMENT IN WHICH THE PREPARATORY SIGNAL IS GIVEN, THE BOATS MUST HAVE THEIR ENGINES STOPPED. The boats which violated this rule may be penalized with DSQ after a protest hearing. 3

4 12 RECALLS 12.1 Individual Recall: When at a boat s starting signal any part of her hull, crew or equipment is on the course side of the starting line or she must comply with RRS 30.1, the Race Committee will promptly display flag X with one sound (RRS 29.1). It will also attempt to broadcast her division number/hull (sticker) number on VHF Ch.71. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. (This changes RRS 62.1(a)). The Race Committee s announcements are not considered as outside help General Recall: When at the starting signal the Race Committee is unable to identify boats that are on the course side of the starting line or to which RRS 30 applies, or there has been an error in the starting procedures, the race committee may signal a general recall by displaying the First Substitute flag with two sounds (RRS 29.2.). This will also be announced on VHF Ch. 71. The First Substitute flag will be removed as follows: when the recall concerns the class scheduled to start in the FIRST start - at the time of the preparatory signal for the second start (This changes RRS 29.2); when the recall concerns the class scheduled to start in the SECOND start a few minutes after it is displayed. The starting procedure for a recalled start will begin after all scheduled starting procedures (and those of earlier recalled starts, if any). The warning signal for the renewed starting procedure will be displayed as follows: when the recalled class were scheduled to start in the FIRST start - at the time of the starting signal for the second class, and when the recall concerns the class scheduled to start in the SECOND start - one minute after the removal of the First Substitute flag Receiving or not the Race Committee announcements via radio shall not be grounds for a request for redress. 13 SHORTENING OR ABANDONING AFTER THE START 13.1 After the starting signal, the Race Committee may shorten the course by displaying code flag S with two sounds together with division pennant identifying the division. In case of shortening the course for all divisions, division pennants will not be displayed (RRS Rule 32) The course will be shortened as follows: a) For courses with laid marks at a rounding mark; b) For geographical courses at a buoy, laid near a geographical landmark, used in the description of that course in the SI 8. The shortening and position of the finishing line will be announced by VHF Shortening the course or abandoning the race shall not be grounds for a request for redress. 14 THE FINISH 14.1 The finishing line will be between a staff displaying an orange flag on the Committee Boat and a buoy. Position of the buoy will be as follows; For Race 1, Race 4, Race 5, Race 6; buoy at STARBOARD END For Race 2, Race 3; buoy at PORT END When the Committee Boat displays the Code flag L there will be a second race soon After finishing, the boats shall clear the finishing line and keep away from it. 15 PENALTY SYSTEM 15.1 A boat may take a Two-Turns Penalty when she may have broken RRS Part 2 while racing or a One-Turn Penalty when she may have broken RRS 31. After getting well clear of other boats as soon after the incident as possible, a boat takes a One-Turn or Two-Turn Penalty by promptly making the required number of turns in the same direction, each turn including one tack and one gybe (RRS 44.1 and 44.2) The boats may run their engines in order to charge the batteries provided that the shafts and propellers will not turn The Protest Committee reserves the right to either disqualify a boat or impose a discretional penalty After a hearing, a boat can be disqualified, if the Protest Committee decides, that by her breach the boat has caused injury or serious damage or gained a significant advantage in the race even if she has taken a penalty. 16 TIME LIMIT 16.1 The time limit will be for Race 1 five (5), Race 2, Race 3, Race 4, Race 5 three (3), Race 6 four (4) hours When no boat finishes within the prescribed time limit, the race shall be abandoned (RRS 35). 4

5 16.3 Boats which have not finished within the time limit will be scored Did Not Finish (DNF). (This changes RRS 35, A4 and A5) When the Race Committee is convinced that no boat will finish within the time limit for the race, the Race Committee reserves the right to extend the time limit before it has expired. The boats will be informed by VHF Ch.71. This shall not be grounds for a request for redress. 17 PROTESTS AND REQUESTS FOR REDRESS 17.1 A boat intending to protest shall inform the other boat/s at the first reasonable opportunity (as soon as possible) as follows: I. When the protest concerns an incident in the racing area that she is involved in or sees, she shall: (a) hail PROTEST ; (b) inform by VHF Ch.71 the protested boat/s (This changes RRS Rule 61.1(a)), (c) conspicuously display a protest (red) flag on the backstay. She shall display the flag until she is no longer racing, observing also the provision of SI 17.1 I (d) below; (d) inform the Race Committee on the finishing line by VHF Ch.71 and keep the protest flag hoisted until it is confirmed by the Race Committee (This changes RRS Rule 61.1(a). It is not necessary to inform the Race Committee at the time of protest (incident). II. When protesting for any other reason, she shall inform the other boat/s immediately after coming ashore Boat that intends to protest but could not continue and finish the race, or retires must inform the Race Committee finishing boat by VHF Ch. 71 as soon as possible (This changes RRS Rule 61.1(a)) Protest forms are available at the race office. Protests and Requests of Redress shall be delivered there within the protest time limit The protest time limit is 30 minutes after the Committee Boat has docks at the Marina. (This changes RRS 61.3 and 62.2) Notices will be posted within 15 minutes after the end of the protest time limit to inform competitors of hearings in which they are parties or named as witness. Protest hearings will be held in the Race Office Notices of protests by the Race Committee or Protest Committee will be posted within the protest time limit to inform boats under RRS 61.1(b) Breaches of sailing instructions 7.3, 7.4, 9.1, 11.4, 11.6, 19.2, 19.3, 22.2, 23 and 29 shall not be grounds for a protest by a boat. (This changes RRS 60.1) 17.8 A party to the hearing may ask for a reopening not later than 30 minutes after being informed of the decision. On the last day of racing, the reopening time limit is 15 minutes after being informed of the decision (This changes RRS 66) The fee for protest and request for redress by a boat will be 150, which will be returned if the protest is upheld or redress is granted Class rules (Measurement) Protests Both parties shall deposite in the Race Office all expenses, related to the measurement to be carried, such as measurer fees and/or renewed certificate fees in advance. The successful party will be reimbursed. As weighing facilities are not available during the Race Week, no measurement protest shall be accepted apart from boat and sail measurement. 18 SCORING, NUMBER OF RACES AND PRIZES 18.1 Scoring: In all races, the ranking of a boat will be derived from her corrected time (ascending) after the penalties (if any) are applied Each division will have a separate scoring Scoring will be based on the number of accepted entries The Low Point Scoring System of RRS A4 will be applied Boats DNS, OCS, DNF, RET, DNC, DSQ, DNE, and DGM will receive one point more than the number of accepted entries in their division Number of races: Six (6) races are scheduled Two (2) races are required to be completed to constitute a series When fewer six (6) races have been completed, a boat s series score will be the total of her race scores When six (6) races have been completed, a boat s series score will be the total of her race scores excluding her worst score The winner will be the boat that has the lowest total points In case of a tie between boats, RRS A8 will be applied to break the tie Prizes: After each race, a prize will be awarded to the winner of each division. 5

6 At the end of the race series, the first three places will be awarded in each division All boats of Divisions 1, 2 3, 4 (IRC class) will compete for The Best Corrected Time prize. For the purpose, for each race all of them will be arranged according to their corrected times and scored the appropriate points.. The prize will be awarded to the boat with the lowest total points (Article will apply). In case of a tie, RRS A8 will be applied. Only races with identical courses sailed by all boats shall be used for the BCT prize. If any race of any class is abandoned for any reason, then for BCT calculations it will be considered that race has not been sailed. 19 DECLARATION 19.1 There is no obligation to submit a written declaration of finishing the race The boats that made One-Turn Penalty or Two-Turns Penalty, or the boats that retired from the race, shall sign declaration forms at the race secretariat within the protest time limit. Failure to declare this will mean that the boat did not took penalty. The boat that retires from the race shall notify the Race Committee by VHF Ch. 71 as soon as possible stating her division color and number The boats which received outside help and/or ran engine because of an emergency situation or in order to charge their batteries, shall declare in writing the circumstances at the Race Committee/Office within the protest time limit. 20 CREW LIMITATION 20.1 There is no upper crew limitation for any class but a minimum crew number of 3 is mandatory unless approved otherwise by the Race Committee In case of any changes on the crew lists, Race Committee shall be informed in writing at least one hour before the warning time scheduled. Having a non-registered crewmember on board is a ground for disqualification (DSQ) by the Protest Committee The boat owner or skipper, declared in the Entry form, cannot race on another boat. If this happens, this is a ground for disqualification (DSQ) for both boats (owned and raced with) by the Protest Committee. 21 REPLACEMENT OF EQUIPMENT 21.1 Substitution of damaged or lost major equipment will not be allowed unless approved by the Race Committee. Requests for substitution shall be made to the committee in writing at the first reasonable opportunity No participating boat is allowed to have more than two main sails only to be substituted in case the first one is damaged during the race. In such case the boat is required to inform the Race Committee by VHF Ch.71 and to make a written statement as soon as they reach the shore and show their damaged main sail to the Race Committee. Failing to do so may result in a penalty imposed by the Protest Committee The boats which have furling head sail credit in their rating certificate shall not use any other head sail (except storm and heavy weather jib) Boats shall not use any pole (spinnaker, whisker or any other kind) if not declared to UNCL/RORC 22 MEASUREMENT & CONTROL 22.1 A team provided by GYC will carry out the measurements if needed The boats may be inspected before or after any race even without a protest The owner of the boat is responsible for keeping his boat in the condition in which she was measured. Whether protested or not, if during the control of a boat, the TCC value is found to be higher than the value in the certificate by more than allowed by the rules, the boat will be penalized by the Protest Committee During the races all boats shall carry appropriate anchor and anchor line. However, between the first warning signal and the finish, the anchors shall not be carried on the stem head but shall be stowed inside the chain locker or in a suitable place on board. 23 RACE COMITTE BOATS 23.1 The Committee Boat and other official boats will fly the RC flag. The absence of an RC flags shall not be grounds for a request for redress 23.2 The Race Committee boat may use the engine to keep its position at the starting and finishing lines because of the weather condition and technical reasons. This will not be ground for a request for redress. 24 TRASH DISPOSAL Boats shall not put trash in the water (RRS 55). Breach of this rule will result in protest by Race Committee and penalty imposed for that may be less than DSQ at discretion of the Protest Committee. 25 HAUL - OUT RESTRICTIONS No racing boat shall be hauled out during the Race Week except with and according to the terms of prior written permission of the Race Committee. 6

7 26 DIVING EQUIPMENT AND PLASTIC POOLS Without prior written permission of the Race Committee, underwater breathing apparatus and plastic pools or their equivalent shall not be used around any participating boat between the preparatory signal of the first race and the end of the Race Week. 27 RADIO COMMUNICATIONS 27.1 It is mandatory to have a VHF marine radio and to keep it switched on at Ch. 71 during the races. Receipt or not receipt of Race Committee announcements shall not be ground for a request for redress A boat shall not make any private radio communications between each other. This restriction also applies to mobile telephones. All boats should listen to VHF Ch.71. Any private conversations relating to the race except about safety matters may result in disqualification (DSQ). 28 DISCLAIMER OF LIABILITY 28.1 The Sailing races can be dangerous. Competitors participate in the Race Week entirely at their own risk. RRS 4 Decision to Race - The responsibility for boat s decision to participate in a race or to continue racing is hers alone Göcek Yacht Club, the Organizer of these races, its representatives, sponsors, Race Committee and Protest Committee are not responsible for any loss, damage, death or personal injury, taking place directly or indirectly as a result of the races. In particular, the owners of the boat and his/her crew should accept the following responsibilities: (a) The responsibility of their team (insurance included), the seaworthiness of the boats, the responsibility of the safe navigation, decision to start the race and to continue the race. (b) The race will be governed by the rules listed in Sailing Instruction article # 1. By participating in a race conducted under these rules, each competitor and boat owner agrees to be governed by the rules, to accept the penalties imposed and other action taken under the rules, subject to the appeal and review procedures provided in them, as the final determination of any matter arising under the rules and with respect to such determination, not to resort to any court or other tribunal not provided by the rules. (c) According to this responsibility, owners or captains should warn their team before the start of the race. (d) They should declare that they accept all these responsibilities on their entry form. Each boat will accept above responsibilities upon signing of the entry form. 29 INSURANCE Organizer strongly advices the competitors to have a valid third-party liability insurance.
