1 2018 SAIL Oswego Labatt Regatta Sailing Instructions 1. RULES and ENTRY 1.1. The regatta will be governed by the Racing Rules of Sailing (RRS) and the rules of PHRF-LO Competitors may enter by delivering a completed entry form, together with the required documents and the appropriate entry fee, to the Regatta registration desk at the Oswego Yacht Club (OYC) prior to 0830 on Friday, July 27th. The time limit to register a boat may be extended at the discretion of the Organizing Authority Entries will be divided into PHRF Flying Sails Fleets (FS) and PHRF Non Flying Sails Fleets (NFS). To enter, a boat shall have a current PHRF-LO Rating Certificate or, be a boat eligible to receive one. When a certificate is not available, a handicap will be assigned. 2. COMPETITORS MEETING and NOTICES TO COMPETITORS A competitor s meeting will be held on the OYC deck at 0830 on race day, Friday July 27th Notices to competitors will be posted on the official notice board located at the OYC, dock level, between south stairwell and ice machine. 3. CHANGES TO THE SI s 3.1. Changes to the Sailing Instructions will be posted by 0830 on the day it will take effect. Changes to the schedule of races will be posted by 2000 on the day before it will take effect. 4. SIGNALS MADE ASHORE Signals made ashore will be displayed from the OYC deck When flag AP is displayed ashore, "1 minute" is replaced with "not less than 60 minutes" in Race Signal AP. This changes Race Signal AP. 5. SCHEDULE 0F RACES, and FIRST RACE. 5.1 Five Races are scheduled. One race will constitute a series Unless postponed or abandoned, the warning signal for the first race of the series will be at 1000 hrs on Friday. Unless postponed or abandoned, the warning signal for the first race on Saturday will be at 1000 hrs. 6. FLEETS, DIVISION PENNANTS (Class Flags) and STARTING ORDER Prior to the competitor s meeting the Race Committee will issue and post on the official notice board Appendix 2 Division Splits and Starting Order indicating the Fleets, the Division splits within the Fleets, the colors of the Division Pennants (Class Flags), and the order in which Divisions will start, for the first start of the day Boats will be scored in their own Division but may start with another Division, as determined by the Race Committee after registration is closed. Five (5) entries are required to constitute a division.

2 6.3. Division Pennants will be distributed at the competitors meeting to all boats and shall be displayed from the backstay or from the mainsail leech. 7. RACING AREA The racing area will be outside the Oswego Harbor either to the west or east of the harbor entrance. 8. COURSES The diagrams in Appendix 1 show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left No later than the "Warning Signal" the Race Committee will display the course to be sailed. The letters and number designating the course to be sailed will be displayed on signboards at the stern of the Race Committee Signal Boat. This changes RRS MARKS The marks will be inflatable marks as described in Appendix AREAS THAT ARE OBSTRUCTIONS The east and west piers and breakwalls at the Oswego harbor entrance are designated as obstructions. 11. THE START, INDIVIDUAL RECALLS, and ALERT SIGNAL The start line shall be between an orange flag on a staff onboard the Race Committee signal boat at the starboard end of the line and the course side of the port-end starting mark. See Appendix The order of Division starts for the first race of each day of the Regatta will be as shown in Appendix 2, "Division Splits and Starting Order." The order of Division starts for subsequent races of each day may be altered at the discretion of the Race Committee The Class Flag (warning signal) for each Division shall be the color of that Division s pennant. Some Divisions may have the same start. When two or more Divisions have the same start all those Class flags will be displayed at the warning signal and removed at the start signal Individual recalls will be in accordance with RRS 29.1 with following addition. If any part of a boat s hull, crew or equipment is on the course side of the starting line at her starting signal and she is identified, the Race Committee will, twice, attempt to broadcast her sail number or boat name on VHF Channel 71. The Race Committee will not alter the broadcast list based on a boat s actions subsequent to the start. Failure to make an attempted broadcast or failure of a boat to hear the broadcast and the timing and order of such broadcast will not be grounds for redress. This changes RRS 29.1 and RRS 62.1(a) Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other divisions. The starting area shall be defined as 100 yards in all directions from the starting line. 12. CHANGE OF THE NEXT LEG OF THE COURSE To change the next leg of the course for a W course the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. The new mark will be a different color than the original mark. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. This changes RRS 33.

3 12.2. When changing the next leg of the course for a TW course the windward mark for the NFS Fleet will be moved to a new position, as described in RRS 33, and the windward mark for the FS Fleet will be a new mark as described in SI THE FINISH and SUBSEQUENT RACES The finish line shall be between an orange flag onboard a Race Committee boat and a mark of the course as shown in Appendix 1. When the course is shortened, the finish line shall be per RRS The first Warning Signal for subsequent races will be made as soon as practical after all boats have finished. Except, at the discretion of the Race Committee, subsequent races for the Flying Sails Fleet (FS) may be started after all boats of the Flying Sails Fleet have finished If the Race Committee intends to start another race it will display the second substitute, with no sound, while boats are finishing. This changes Race Signals. 14. PENALTY SYSTEM PENALTIES WHILE RACING. PENALTIES AT THE TIME OF THE INCIDENT US Sailing Prescription Appendix T1, as follows, applies. T1.The first two sentences of rule 44.1 are changed to: A boat may take a One-Turn Penalty when she may have broken a rule of part 2 or rule 31 while racing. However, when she may have broken a rule of Part 2 while in the zone around a mark other than a starting mark, her penalty shall be a two turns penalty POST RACE PENALTIES. PENALTIES TAKEN AFTER A RACE US Sailing Prescription Appendices T2.1 and T2.2 apply. 15. TIME LIMITS, AND DIVISION SIGNALS The time limit for each Division race is 1 hour and 45 minutes for the first boat of that Division to finish. This changes RRS Boats still racing but that fail to finish within 30 minutes of the first boat of their Division to finish will be scored TLE in both Division and Fleet Overall by the race committee without a hearing. However, no boat scored TLE will receive a score worse than the number of points awarded a DNF. Boats who leave the racing area before the end of the time limit will be scored DNF. This changes RRS 35, A4.2, A5 and A11. Boats not finishing within their time limit shall immediately return to the start area No Fleet race shall start after 1530 hours on Friday or after 1430 hours on Saturday. Except, if one Division in any Fleet starts a race before 1530 hours on Friday or before 1430 hours on Saturday then all Divisions of all Fleets may start that race. 16. PROTESTS and REDRESS Except when a boat is unable to do so, a boat intending to protest or request redress based on an incident in the racing area that she is involved in or sees shall, at the first reasonable opportunity after she finishes, inform the Race Committee, at the finishing line, of her intent to protest or request redress and, when

4 applicable, the identity of the protestee. The Race Committee shall notify the Protest Committee, the Organizing Authority and the scorer that a protest will be filed. This changes RRS 61.1(a) A protest or a request for redress by a boat or, by the Race Committee or protest committee, about an incident in the racing area she is involved in or observed, shall be delivered to the Protest Committee Chair or Organizing Authority or Race Committee within 60 minutes of when the Race Committee signal boat docks. That time limit shall be posted on the official notice board as soon as possible after the signal boat docks. This changes RRS 61.3 and If the Race Committee posts a list of boats scored without a hearing under RRS A5, before the time limit, a request for redress based on that posted score shall be made no later than one hour after the protest time limit. This changes RRS Protest forms are available from the scorer at the scorers desk located on the 2 nd floor of the club house. Forms are also available from the Protest Committee, the Race Committee or Organizing Authority. Hearings will be held as soon as possible in an area designated by the protest committee Breaches of SI s 1.2, 6.3, 18.1, 18.2, 21 and 23 will not be grounds for a protest by a boat. This changes RRS 60.1(a). Penalties for these breaches may be less than disqualification if the Jury so decides On the last scheduled day of racing a request for reopening a hearing shall be delivered; (a) within the protest time limit if the requesting party was informed of the decision on the previous day; (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule On the last scheduled day of racing a request for redress based on a Protest Committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule SCORING PHRF Flying Sails Divisions (FS) including One Design Divisions will be scored in both Division and in FS Fleet Overall." PHRF Non-Flying Sails Divisions (NFS) will be scored in Division only A boat s finishing place for Division and Fleet Overall scoring will be determined by her corrected finish time using the PHRF-LO Handicapping System and Time on Time scoring method. Boats racing in a One Design Division will be scored for the Overall Award using a rating as determined by the race committee Each boat s series score will be the total of her race scores For the PHRF Fleet Overall award, boats in all Divisions of the Flying Sails Fleet (FS) will be grouped and scored as if they were a single division for each race Only boats that have participated in at least one race of the series will be counted as a boat that is entered in the series. This changes RRS A A "TLE" score shall be two points more than the number of boats that have finished within the time limit. This changes RRS A4.1, A4.2 and A SAFETY. CHECK IN, and RETIRING FROM A RACE Prior to the warning signal of racing each day, each competing boat shall sail past the stern of the Race Committee signal boat to report their presence in the starting area.

5 18.2. Boats retiring from a race or who leave the racing area shall notify the Race Committee by hail or on VHF channel71. Except, when unable to do so, shall notify the Race Committee as soon as reasonably possible. 19. PRIZES Prizes will be awarded to the first, second, and third place finishers of each division The Fleet Overall award will be presented to the boat with the lowest total Flying Sails Fleet (FS) overall score The Downing Memorial award will be presented to the highest finishing boat from the Oswego Yacht Club in the competition for the Fleet Overall award. 20. VHF CH 71. HAILS, BROADCASTS and ANNOUNCEMENTS The Race Committee will make radio hails, broadcasts and announcements on VHF Channel Hails and broadcasts by the Race Committee do not replace the flag and sound signals required by the RRS. When there is a conflict between the RRS flag and sound signals and the hails and broadcasts of the Race Committee, the flag and sound signals and the RRS shall take precedence Hails, broadcasts, and announcements by the Race Committee on VHF radio will not constitute outside help. This changes RRS HAULOUT, DOCKING and RAFTING All boats shall remain in the water during the regatta Visiting boats and dry sailed boats will be rafted at the OYC Docks near the dry sail area OYC member boats are expected to return to their seasonal docks Dry sail Haul-in and haul-out will be on a first come, first served basis. Boats entering the haul out area should be ready to haul with boat, vehicle, and trailer prepared Dry sailed boats may be hauled out on Saturday after racing, unless the Regatta Chair advises otherwise. 22. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 23. USE OF ALCOHOL. Skippers, crew, and their guests must be of legal age to consume alcohol on OYC facilities. Underage consumption of alcohol by the skipper, crew, or guests of a competing boat on OYC grounds will result in immediate disqualification from the regatta. OYC grounds are defined as the OYC Deck, Clubhouse, Tent, and dock. At the sole discretion of the organizing authority, offending skippers, crew, and/or boat may be barred from competing in future regattas at the Oswego Yacht Club.
