1 International Dragon Edinburgh Cup 2016 Abersoch - North Wales Tuesday 5 th July to Friday 8 th July 2016 The Organising Authority (OA) is South Caernarfonshire Yacht Club (SCYC) in conjunction with the British Dragon Association (BDA) Regatta Location BDA Northern Championship will be based at Abersoch s SCYC. Visitor s moorings supplied by SCYC 1 RULES NOTICE OF RACE 1.1 This Regatta will be governed by The Racing Rules of Sailing (RRS), the prescriptions of the RYA, the International Dragon Class Rules, the Edinburgh Cup Deed of Gift and the British Dragon Association Rules. 1.2 The Edinburgh Cup is an IDA International Ranking Event for the purposes of the IDA s International Ranking List. See Competitors automatically grant to the organising authority without payment the rights in perpetuity to make, use and show any motion pictures, still pictures and live taped or filmed television of, or relating to, the event. 2 ADVERTISING 2.1 Advertising is permitted in accordance with ISAF Regulation 20. Failure to comply with this regulation shall not be grounds for protest by a boat. This changes RRS 60.1(a) 2.2 Competitors may be required to display advertising and bow numbers chosen and supplied by the Organising Authority. 3 ELIGIBILITY AND ENTRY 3.1 The Edinburgh Cup is open to all boats of the International Dragon Class with valid measurement certificates. 3.2 The Regatta is open to Dragon owners or helms of any nationality who are members of a yacht club which is recognised by its National Authority. 3.3 The helm and at least one other member of the crew shall be current members of their National Dragon Class Association. Boats entered by British Dragon Association members shall either have paid a fee to the BDA for 2016 or replaced a boat that has paid one. 3.4 Eligible boats may enter by completing the appropriate entry form available on-line on the SCYC web site ( together with the required payment, or by post to: South Caernarvonshire Yacht Club Abersoch PWLLHELI LL53 7DP 3.5 Entries shall be submitted to the OA no later than 1 st June 2016, late entries may be accepted at the discretion of the OA. 2 4 CLASSIFICATION 4.1 To qualify for the Corinthian Trophy each participating helm and crew member is required to have registered with ISAF, and to have been allocated a Sailor ID. See the ISAF website: for more information. 4.2 The ISAF Sailor Classification Code, Regulation 22, shall apply to any boat entering the Corinthian Trophy. The helm and all crew members of that boat shall hold a valid Group 1 Classification to be eligible. The closing date for boats wishing to enter the Corinthian Trophy will be 01 JUN 2015 and the crew deadline will be 19 JUN Late entries may be accepted at the discretion of the OA. Should a boat whose Corinthian Trophy entry has been accepted need to change a crew member during the Edinburgh Cup the name of the new crew member with their valid ISAF ID and Classification shall be submitted to the OA for their approval. 4.3 The Classification Protest Time Limit is the end of Protest Time on the first day of racing or, in the case of a crew change, at the end of Protest Time on the first day of racing of the new crew member. 5 FEES 5.1 Required Fees are as follows: Northern Championship: 160 Edinburgh Cup: 285 Northern & Edinburgh Cup 390 Note: competitors may enter both the Northern Championship and the Edinburgh Cup for a reduced fee as indicated above, see the registration form for more details. All bank charges are at the expense of the competitor. 6 SCHEDULE 6.1 Registration and Weigh in: Date Time Monday 4 th July :00-18: There will be a skipper s briefing at 18:30 on Monday 4 th July 2015 in SCYC 6.3 Six races are scheduled. The scheduled time of the warning signal for the races are as shown below, additional races may be scheduled on any day as necessary to achieve a series. No warning signal will be displayed after 12:00 on the final day of the regatta. 3 7 MEASUREMENT & MINIMUM EQUIPMENT 7.1 Boats competing in the regatta may be subject to measurement before the championship begins. 7.2 Each boat shall produce a valid Measurement Certificate (or photocopy) and present it with the entry form on registration. 7.3 All sails intended to be used at the Championship shall have been pre-measured before arrival at the event. No more than 8 separate sails may be used during the regatta, and only the correct sail number may be used except with prior written permission of the Race Officer. 7.4 All helms and crews will be weighed at registration. 7.5 Boats shall carry two red or orange flares. 7.6 The organising authority reserves the right to conduct measurement and safety equipment checks at any time for compliance with the class rules and NOR. 7.7 Substitution of crew will not be permitted without prior written permission of the Race Committee. Replacement crew shall be weighed before racing. 7.8 Each boat will sail with the same number of crew for the whole event. 8 SAILING INSTRUCTIONS Sailing Instructions will be available at registration and may be posted on the event website at an earlier date. 9 VENUE 9.1 The venue will be South Caernarfonshire Yacht Club, Abersoch, LL53 7DP 9.2 The Race Area will be the waters to the east of SCYC in Tremadog Bay 10 THE COURSES The courses will be shown in detail in the Sailing Instructions and are intended to be windward leeward type courses. 11 SCORING 11.1 Four races are required to be completed to constitute a series. (a) When fewer than 4 races have been completed, a boat s series score will be the total of her race scores. (b) When 4 or more races have been completed, a boat s score will be the total of her race scores excluding her worst score. 12 SUPPORT BOATS 12.1 Coach/Support boats shall register with the Organising Authority during the entry period and may be required to display an identification flag provided by the Organising Authority. Coach/Support boats shall be required to pay a fee for launching and berthing during the regatta Coach/ Support boats shall be kept at least 100m to leeward of the starting line and its extensions during racing except when asked to assist by the Race Committee or in case of an emergency. 4 13 BERTHING AND CRANEAGE 13.1 Boats shall be launched at Pwllheli marina, sailed over to Abersoch bay, and moored on the moorings provided in front of SCYC at Abersoch In the event of a strong south east or easterly winds the fleet will be instructed in good time by the race officer to berth at an assigned berthing area at Pwllheli marina, rafting as required One lift in, one lift out, Abersoch based moorings, and Pwllheli marina berths as per 13.2 for the event is included in the entry fee for each of the two championships. A vessel required to be berthed at the marina during the event will make their own arrangements with the marina staff and settle up accordingly Boats shall be required to use test certificated lifting slings, the appropriate test certificate should be presented to Hafan Pwllheli marina staff prior to any lift taking place The crane will be available from 09:00 to 16:00 on Monday 4 th July 2016 for launching and will be available immediately after racing on Friday 8 th July 2016 for lifting out. Boats wishing to use the crane outside these times should do so by arrangement with Hafan Pwllheli marina staff. 14 HAUL OUT RESTRICTIONS Boats shall not be hauled out during the Regatta, except with prior written permission of the Race Committee 15 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around competing boats between the preparatory signal of the first race and the end of the Regatta. 16 RADIO COMMUNICATION 16.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Support boats shall not communicate with or transfer goods or equipment to or from their competing boats from the time of the Preparatory signal until all the boats have ceased racing or the Race Committee signals a postponement, general recall or abandonment The race committee may communicate with competitors during the regatta via VHF Channel PRIZES 17.1 Prizes will be awarded to the first boat, and the first Corinthian boat, in each race, and for the overall Series to at least the first three helms and crew Prizes for daily races will be awarded at the daily prize giving at SCYC unless notified otherwise The winners of Trophies shall have temporary possession of the Trophy for a period of one year, and will arrange appropriate insurance for each Trophy. By taking part in the event, each competitor agrees and acknowledges that: (a) (b) (c) (d) (e) (f) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; Their boat is in good order, equipped to sail in the event and they are fit to participate; The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race 19 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 2,000,000 or the equivalent for each and every claim made.
