3 1. Summary and Operating Recommendations This report presents intact trim and stability calculations for Motor Vessel Storm Warning, an aluminum small passenger and deck cargo vessel. Based on the results of an inclining test performed after completion of modifications to the vessel, the trim and stability characteristics have been evaluated and compared with applicable standards. The results, as outlined in this report, indicate that the vessel has adequate stability under all normal operating conditions, provided the recommendations and guidance contained in this report are followed. Compliance with the following U.S. Coast Guard stability criteria of 46 CFR Subchapter S is demonstrated herein: (Wind-Heel Criterion) (Righting Energy Criteria) (Passenger-Heel Criterion) (Lifting) Operating Recommendations: The following recommendations are offered for ensuring that adequate stability levels are maintained: 1. ROUTE: Near Coastal routes in and around Valdez and Prince William Sound, Alaska. (Considered Exposed Waters for stability purposes.) 2. HULL OPENINGS: Any openings that could allow water to enter into the hull or deckhouse should be kept closed when rough weather or sea conditions exist or are anticipated. 3. WEIGHT CHANGES: No significant fixed weights shall be added, removed, altered and/or relocated without evaluating their effect on stability. Such changes will cause this report to become invalid. 4. BILGES: The vessel s bilges and voids shall be kept pumped to minimum content at all times consistent with the pollution prevention requirements. 5. LIST: The Master should make every effort to determine the cause of any list of the vessel before taking corrective action. 6. STABILITY INFORMATION: This report contains information needed by the Master to assess the trim and stability of the vessel under normal operating conditions. A copy should be kept aboard and reviewed by anyone who will be operating the boat. This report is valid only for "Storm Warning", and becomes invalid if any changes are made to the vessel that could adversely affect her stability. Cargo Loading Guidance: 1. A maximum cargo weight of 15,000 pounds may be carried as long as the cargo height does not extend above the height of the handrail around the cargo deck. 2. A maximum cargo weight of 8,000 pounds may be carried with up to 20 square feet of exposed profile area of cargo extending above the height of the handrail around the cargo deck. 4 3. Whenever heavy cargo is carried, the number of passengers shall be limited to 12 (in addition to the crew.) Responsibility of the Master: These recommendations and instructions should ensure adequate stability under normal conditions. They are not, however, intended to override the judgement of the Master, who must use every means at his disposal to ensure that the stability of the vessel is adequate to meet the sea and weather conditions encountered. 5 2. General Notes 1. All weights and displacements are in long tons, unless otherwise noted. Note: 1 Long Ton. = 2240 pounds. 2. Longitudinal positions are referenced from midship. Positive values are aft and negative values are forward of midship. For purposes of this report, midship is located at Frame 5, which is 8-feet forward of the house bulkhead.. 3. Vertical positions are referenced from baseline unless otherwise noted. (Note: The baseline corresponds with the bottom of the keel.) 4. Trim (in feet) is calculated as the difference between the drafts forward and aft. (i.e., a 0.5 ft trim by the stern would mean that the stern is down 3 in, and the bow up 3 in, from a level waterline.) 5. 19 6. Intact Stability Standards - Lifting 46 CFR Storm Warning is equipped with a 10,000 ft-lb hydraulic crane for use in cargo loading operations. It is intended for use in harbors and bays under calm conditions. (See Appendix D for the crane manufacturer s specification sheet.) The following safe working loads are consistent with the manufacturer s recommendations, with additional restrictions to ensure compliance with all stability criteria: Reach Partially Protected Waters Maximum Lift Exposed Waters Maximum Lift 3 to lbs 1000 lbs Part 173 of Subchapter S specifies minimum required intact stability standards for vessels engaged in lifting. There are two standards, one for vessels operating in Exposed Waters, and another for vessels operating in Partially Protected or Protected waters. Exposed Waters: The residual righting energy up to the angle of maximum GZ must be greater than or equal to 15 ft-degrees. >> This criterion is satisfied for all lifts allowed by the manufacturer up to a limit of 1000 lbs. Partially Protected and Protected Waters: The residual righting energy up to the angle of maximum GZ must be greater than or equal to 10 ft-degrees. >> This criterion is satisfied for all lifts allowed by the manufacturer up to a limit of 2000 lbs.
