5 Introducton The RSPCA welfare standards for hatcheres are used to provde the only RSPCA-approved scheme for the hatchng, handlng, transport and cullng/kllng of chcks, poults and ducklngs. They take account of UK legslaton, government welfare codes, scentfc research, veternary advce, recommendatons of the Farm Anmal Welfare Commttee (FAWC) and the practcal experence of the farmng ndustry. The standards are based upon the Fve Freedoms as defned by FAWC (hence the name Freedom Food see page ). Although these freedoms defne deal states, they provde a comprehensve framework for the assessment of anmal welfare on farm, n transt and at the place of slaughter, as well as representng an mportant element of farm assurance requrements. Freedom from hunger and thrst by ready access to fresh water and a det to mantan full health and vgour. Freedom from dscomfort by provdng an approprate envronment ncludng shelter and a comfortable restng area. Freedom from pan, njury or dsease by preventon or rapd dagnoss and treatment. Freedom to express normal behavour by provdng suffcent space, proper facltes and company of the anmal s own knd. Freedom from fear and dstress by ensurng condtons and care whch avod mental sufferng. These freedoms wll be better provded for f those who have care of lvestock practse/provde: carng and responsble plannng and management sklled, knowledgeable and conscentous stockmanshp approprate envronmental desgn consderate handlng and transport humane slaughter. 6 RSPCA Farm Anmals Department The RSPCA s Farm Anmals Department develops the RSPCA welfare standards for farm anmals. These detaled documents are ntended to represent best practce n the care and welfare of farm anmals. The RSPCA works to contnually develop and mprove the welfare standards usng a range of nformaton, ncludng the latest scentfc research and practcal farmng experence. We regularly consult wth other anmal welfare and agrcultural scentsts, veternary surgeons, and farmng ndustry representatves. Ths helps to ensure that the RSPCA welfare standards contnue to be at the forefront of farm anmal care and welfare, and are also achevable on commercal farms. The standards also take account of feedback from RSPCA Farm Lvestock Offcers, who carry out montorng of the Freedom Food scheme, Freedom Food Assessors who audt scheme members, and the scheme members themselves. We always value constructve feedback and deas for mprovement from those who are mplementng the RSPCA welfare standards. The RSPCA does not approve equpment, but sets standards to ensure any equpment permtted for use s managed approprately to safeguard the welfare of anmals. Freedom Food Ltd Freedom Food s the RSPCA s farm assurance and food labellng scheme. Freedom Food assesses and approves farms, haulers and abattors that meet all of the applcable RSPCA welfare standards. (Please note that Freedom Food does not approve equpment). Processors and packers must also apply for scheme membershp for traceablty and lcence fee purposes. Products from anmals reared under the Freedom Food scheme can be labelled wth the scheme s food label: RSPCA Assured. Use of the RSPCA Assured name and mark are strctly subject to Freedom Food membershp, tracebablty, lcence fee and artwork approval. Membershp of the scheme s subject to an annual fee and successful assessment, as well as montorng vsts by Farm Lvestock Offcers from the RSPCA s Farm Anmals Department. Freedom Food s a charty n ts own rght and not for proft. Any surplus ncome goes back nto mprovng farm anmal welfare. Any queres relatng to the operaton of the Freedom Food scheme (e.g. admnstraton, assessments etc.) should be drected to the Freedom Food offce ( ; nfo@freedomfood.co.uk). 7 Management M 1.0 M 1.1* M 1.2 All records and other documentaton that the RSPCA welfare standards for hatcheres requre the producer to keep and mantan, must be made avalable to the Freedom Food Assessor and RSPCA Farm Lvestock Offcer on request. Where changes are beng made to exstng equpment that may affect brd welfare, or new equpment s beng nstalled that has not prevously been assessed, managers must nform Freedom Food beforehand. All hatchery staff must: a) have access to a copy of the current verson of the RSPCA welfare standards for hatcheres b) be famlar wth ts content c) understand and apply ts content n the area relevant to ther dutes. M 1.3 At least every 6 months, managers must revew procedures relatng to the followng: a) bosecurty b) hatchery hygene management c) brd welfare d) personnel tranng. M M 1.4 M 1.5 M 1.6 M 1.7 M 1.8* All hatcheres must receve annual nput from the attendng veternary surgeon, or other sutably qualfed person, to revew the procedures lsted n M 1.3. Managers must develop and mplement a bosecurty plan to mnmse the rsk of dsease ntroducton and spread of dsease. Managers must be able to demonstrate effectve bosecurty measures for all personnel enterng the premses. A vstor s book must be kept up to date, ncludng records of the prevous premses vsted where poultry were present. Managers must develop and mplement plans to prevent and deal wth emergences such as fre, freeze, flood, storm damage, breakdown of envronmental control systems or nterrupton of essental supples, e.g. electrcty. Managers must provde an emergency acton board, sted n a promnent poston that s vsble to all staff and the emergency servces, whch must nclude: a) the procedures to be followed by those dscoverng an emergency b) the locaton of water sources for use by the fre brgade c) a map grd reference, GPS co-ordnates and postcode for the locaton of the unt. M 1.9 All surfaces and equpment wthn the hatchery must be: a) mantaned n good condton b) cleaned regularly. M 1.10 Managers must: a) dentfy tranng requrements of staff b) ensure the competence of staff n carryng out ther dutes c) record any tranng undertaken by staff d) contnually montor the competence of the staff employed to handle the eggs and brds. 8 Management M 1.11 M 1.12 M 1.13 M 1.14 Relevant staff must receve approprate tranng to enable them to mantan all hatchery equpment n full workng order. Managers must appont a named Brd Welfare Offcer (BWO) who s responsble for the welfare of all brds durng handlng and sortng. The BWO (see M 1.12) must carry out daly checks on all personnel who come nto contact wth the brds durng the ncubaton and sortng process, and durng the dsposal of cull and unwanted brds. Managers must mantan records of producton data, whch must nclude documentaton on: a) place of orgn of eggs enterng the hatchery b) health of breedng flock c) movement of brds leavng hatchery d) vaccnatons gven to brds e) number of brds hatched each week f) overall hatchablty g) the daly mortalty (where the cause of death can be dentfed, ths must be stated) h) the number of brds culled per day (ncludng reason for cullng). M 1.15 Managers must develop and mplement a transport plan whch: a) mnmses the tme brds spend n transt from the hatchery to the rearng unt b) ensures that brds are transferred safely and wth care. M 1.16* Managers must develop and mplement a Wld Anmal Control Plan whch ncludes: a) physcal excluson methods as a prmary means of control b) the removal of tems that mght encourage the presence of wld anmals (see nformaton box below) as a prmary means of control c) provsons that specfcally exclude the snarng and gassng of anmals and the use of glue traps. * Methods of physcal excluson and dscouragement of wld anmals nclude: Constructon/mantenance of fencng approprate for excludng the anmals n queston Removal of shelter/cover (e.g. weeds) n the area surroundng the buldngs Removal/protecton of obvous food sources Mantenance of drans Mantenance/proofng of buldngs aganst wld anmals. M 1.17 Managers must: a) have access to a copy of the Code of practce for the preventon and control of salmonella n breedng flocks and hatcheres (Defra, PB 1564, 1993) b) be famlar wth ts content c) mplement the recommendatons as approprate. 9 Handlng and storage of eggs HSE 1.1 Measures must be taken to: a) mnmse the rsk of dsease entry nto the hatchery b) avod cross-contamnaton. HSE 1.2 Eggs that have arrved from layng unts must never come nto contact wth newly-hatched brds or hatch debrs. Separate areas for the handlng of each of these are essental to avod dsease transfer. HSE 1.3 HSE 1.4 HSE 1.5 HSE 1.6 Eggs must be thoroughly santsed, usng processes such as fumgaton, before beng placed n the setter. Drty eggs must not be ncubated. There must be communcaton and a plannng procedure between the breedng flock manager and hatchery to ensure that there s an adequate supply of eggs, to reduce the need for eggs to be stored for prolonged perods. Eggs must not be stored for longer than 14 days. Under normal crcumstances, the RSPCA recommends that eggs should not be stored for longer than 7 days. HSE 1.7 HSE 1.8 HSE 1.9 Measures must be taken to reduce the possblty of mcrobal contamnaton of eggs and trolleys/trays. Trolleys and trays must be cleaned and dsnfected regularly usng products approved by Defra. Manual handlng of eggs must be kept to a mnmum. 10 Hatchng Hch 1.1 Hch Hch 1.2 Hch 1.3 Hch 1.4 Hch 1.5 Hch 1.6 The temperature and humdty wthn the setters must be accurately montored. The temperature and humdty wthn the hatchers must be accurately montored. The ventlaton system must be checked and montored to ensure that a fresh supply of oxygen s avalable. Records must be kept of checks made to ensure that the eggs placed n setters are beng turned frequently to allow brd embryos to develop properly. Operators must check the eggs n accordance wth Hch 1.3 at least 3 tmes each day. Alarm systems must be ftted to montor any fluctuatons n temperature and humdty durng the ncubaton perod that could reduce the hatchablty of fully developed brds. There must be: a) an effectve means of communcaton to alert relevant personnel n the event of equpment falure b) an approprate contngency plan to mnmse any dsturbance durng the ncubaton perod. Hch 1.7 Hch 1.8 When eggs are transferred from the setters to the hatchers, care must be taken to avod any unnecessary movement and dsturbance. Santaton must be conducted n accordance wth the: a) hatchng equpment manufacturer s gudelnes (n partcular to calculate brd exposure tme wth regards to the volume and ventlaton rate of the equpment) b) santser manufacturer s gudelnes (n partcular to calculate santser concentraton). Hch 1.9 When usng a noxous substance, such as Formaln, santaton must be: a) performed only once n the hatcher b) conducted when the majorty of the brds are pppng and not at peak emergence. Formaln s a noxous substance and can cause rrtaton to the brd s eyes and nasal passages, especally f used ncorrectly. Consderaton should be gven to the use of alternatve santsers, whch are as effectve but less noxous. Hch 1.10 Hch 1.11 Hch 1.12 Brds must not be removed from the hatcher before they are suffcently dry to enable them to mantan body temperature. All trays contanng newly hatched brds must be examned mmedately when removed from the hatchers and brds must be separated from the remans of the egg shells. Hatcheres seekng to gan Freedom Food approval must contact the RSPCA Farm Anmals Department to: a) dscuss the desgn of automatc separatng equpment n detal b) obtan wrtten permsson about the use of the equpment for brds reared under the Freedom Food scheme. 11 Hatchng Hch 1.13 Where automatc sorters are used, the followng condtons must be satsfed: a) the tppng of brds from the hatcher trays must be gradual and ensure that brds are delvered drectly onto the sortng equpment b) brds must be protected from fallng from the sdes of the sorter or fallng nto the debrs c) empty hatcher trays must be examned thoroughly for any remanng brds or unhatched eggs pror to washng. Hch 1.14 Any brds that are deformed, sck or njured, or whch have not hatched successfully, must be removed wthout delay and humanely culled (see Cullng and kllng secton). 12 Handlng Hnd 1.1 Hnd 1.2 Hnd 1.3 Hnd 1.4 Hatcheres consderng new automatc handlng equpment to facltate the sortng process of brds at dfferent stages, such as feather sexng, must contact the RSPCA Farm Anmals Department to obtan wrtten permsson for the use of the equpment for brds reared under the Freedom Food scheme. The BWO (see M 1.12) must carry out an assessment of all equpment n operaton to dentfy any potental welfare rsks to brds durng the handlng process. Brds must be handled carefully and n a compassonate manner when beng transferred from trays for examnaton and sortng. Care must be taken to ensure that brds are not njured durng the handlng process. The handlng process starts when chcks leave the hatcher and ends when the chcks have been loaded for transport. It nvolves both mechancal and manual handlng, ncludng the sortng and sexng of the chcks. Hnd 1.5 Hnd 1.6 Hnd 1.7 Manual handlng of brds must be kept to a mnmum at all tmes. Where brds are manually transferred from one area to another n trays, care must be taken when lftng and placng the trays to avod causng unnecessary movement of, and dsturbance to, the brds. Where automatc conveyor belt systems are used these must: a) be desgned to ensure that brds cannot become trapped b) provde adequate sde protecton to contan the brds. Hnd 1.8 Hnd 1.9 Hnd 1.10 Where necessary, addtonal sde protecton must be ftted to the conveyor belt system to ensure the wellbeng of the brds. The desgn and speed of the automatc conveyor belt must not cause njures to the brds. Where brds are transferred between dfferent levels, the angle of the conveyor belt must not cause the brds to lose balance. The RSPCA commssoned research to nvestgate potental welfare ssues that may arse durng the handlng process at hatcheres. Brd behavour can be used to ndcate whether the desgn of equpment and systems s approprate for example, loss of posture and dsorentaton. Sgns of njury, bleedng or brusng of brds, and also 7-day mortalty followng placement at the farm, are all useful welfare measures, whch can all be nfluenced by factors such as the number and heght of drops between adjacent conveyors and the speed of the conveyor belts. Gven the veloctes and acceleratons wthn handlng systems, there s scope for consderable damage to the brds, and for poor welfare, f systems are not properly set up and mantaned. Hnd 1.11 The postonng of the conveyors must ensure all drops between adjonng conveyors are as short as possble. RSPCA welfare standards for hatcheres 6 May 2017 * ndcates an amendment

13 Beak trmmng of layng hen chcks and turkey poults * Beak trmmng s aganst the prncples of the RSPCA welfare standards. However, t s acknowledged that, at the current tme, prohbtng beak trmmng could result n a negatve mpact on welfare n some layng hen and turkey flocks. The RSPCA wll contnue to work towards a phase-out of beak trmmng and wll work closely wth the ndustry to help acheve ths goal; ncludng gvng due consderaton to all relevant research and practcal aspects of pullet, layng hen and turkey rearng, nutrton and breedng that may mpact on the ssue. In the meantme, where t s deemed necessary to mnmse the rsk of njurous peckng and cannbalsm, nfrared beak trmmng (IRBT) s the only permtted method. IRBT s the only legally permtted method for day old layng hen chcks, except n emergency stuatons for older brds (Mutlatons (Permtted Procedures) (England) Regulatons 2010). Infrared technology has been shown to offer hgher standards of welfare compared wth conventonal methods by mprovng the accuracy and reducng the rsk of pan assocated wth the process. Further nformaton can be found n the followng RSPCA welfare standards: layng hens; pullets; and, turkeys. BT 1.1 Beak trmmng must only be carred out: * a) on layng hen chcks and turkey poults b) before 24 hours post-hatchng c) usng nfrared trmmng equpment. BT 1.2 The BWO (see M 1.12) or other named supervsor must: a) ensure and record that the nfrared equpment s set up approprately b) record the names of all operators of the nfrared equpment c) ensure and record approprate tranng of all operators d) ensure all operators are competent. BT 1.3 Brds must be handled n a careful and compassonate manner at all tmes to ensure they are not njured and to mnmse the rsk of dscomfort and dstress. BT 1.4 Unft brds must not be placed on the carousel, but humanely culled/klled (see Cullng and kllng secton) wthn a maxmum of 15 mnutes (see also CK 1.4). BT 1.5 The approprate sze mask must be used to trm only the mnmum amount of beak, and never more than one thrd. BT 1.6 Brds must not be suspended on the carousel for more than: * a) 20 seconds n the case of layng hen chcks b) 13 seconds n the case of turkey poults. 14 Beak trmmng of layng hen chcks BT 1.7 The release of brds from the carousel must: a) not cause njury b) allow the brds to acheve a normal uprght poston mmedately * c) n relaton to a) and b), be regularly nspected throughout the process (see BT 1.8). The tray or conveyor belt should be postoned as close as possble to the ste of release to mnmse the drop heght, and where a chute s used ths should be desgned to prevent brds from fallng out and should not be too steep. BT 1.8 Followng release from the carousel, n the event that any brds are found to be njured or not recoverng and rghtng themselves durng nspecton (see BT 1.7 c)): a) they must be examned, and f necessary, humanely culled mmedately b) no more brds must be placed on to the carousel untl the problem s rectfed c) detals of the problem along wth the remedal acton taken must be recorded. BT 1.9 If the equpment s stopped for any reason durng operaton: a) all brds must be removed from the carousel wthout delay b) brds that have been suspended for the longest tme must be removed frst. BT 1.10 The effectveness of the nfrared trmmng, n terms of ensurng brd welfare and checkng that the correct amount of beak s beng treated, must be montored every hour and recorded. 15 Vaccnaton V 1.1 V 1.2 V 1.3 V 1.4 V 1.5 V 1.6 V 1.7 V 1.8 V 1.9 V 1.10 V 1.11 All vaccnes must be stored n an approprate contaner. Records must be kept to ensure that there s an adequate supply of vaccnes for the number of brds beng hatched each day. Vaccnes must be used accordng to the manufacturer's recommendatons and/or as drected by the veternary surgeon. Vaccnes that have reached ther expry date must not be used. Where lve vaccnes are used, these must only be prepared mmedately before use, to mnmse the rsk of reduced effectveness. Records of vaccnaton batch numbers must be kept. All vaccnaton procedures must be carred out wth care and, where njecton s requred, care must be taken not to cause any unnecessary damage to the brds. Records must be kept and updated on a daly bass of those responsble for admnsterng vaccnaton procedures. There must be a named person, responsble for the mantenance of all automatc njecton equpment. All personnel responsble for admnsterng vaccnatons by njecton must have receved approprate gudance on sutable handlng technques of the brds by an apponted, named supervsor. Equpment used n the admnstraton of vaccnes must be mantaned and managed n a hygenc manner, n lne wth the manufacturer's recommendatons and/or as drected by the veternary surgeon. 16 Cullng and kllng CK 1.1 CK CK 1.2 Brds awatng cullng/kllng must be treated humanely. No brd must be left for longer than 15 mnutes before beng culled/klled, from the tme of removal from the hatcher. Permtted methods of cullng/kllng are: a) nstantaneous mechancal destructon (maceraton) b) exposure to a maxmum of 2% oxygen by volume and 90% argon (or other nert gas) by volume n atmospherc ar c) exposure to a maxmum of 30% carbon doxde by volume and a mnmum of 60% argon (or other nert gas) by volume n atmospherc ar, wth no more than 2% resdual oxygen. CK 1.3 CK 1.4 The use of 100% carbon doxde gas s not permtted as a method of dsposng of brds. a) Where a brd should be culled mmedately, e.g. where sufferng would be prolonged f left untl dsposed of by the normal method, t must be: b) klled by dslocaton of the neck usng a procedure that ensures severance of all the major blood vessels and spnal cord and then c) placed n a macerator mmedately. CK 1.5 The cullng/kllng of brds must only be carred out by a person that s: a) traned b) competent. CK 1.6 CK 1.7 CK 1.8 All equpment used n the cullng/kllng of brds must be nspected daly by traned operators to ensure that t s workng effectvely, and a record kept of the outcome. Where gas mxtures are used, the gas concentraton must be controlled and montored accurately, usng correctly calbrated and approprate gas analyss equpment. Where gas s used, brds must be placed nto the gas contaner only once the correct gas mx/concentraton has been acheved. There should be a vsual or audtory alarm system to alert the operatve f the resdual volume of oxygen exceeds 2% and/or the concentraton of carbon doxde exceeds 30%. The gas montorng and alarm system should be easly observable by the operatve at all tmes. CK 1.9 Partcular care must be taken to ensure that there are no ar pockets that could reduce the effectveness of the gas. CK 1.10 CK 1.11 CK 1.12 CK 1.13 There must be a constant supply of gas mxture readly avalable at all tmes whle dsposng of brds. There must be a system or procedure n place to determne when the gas supply s comng to an end. Brds must be thoroughly checked to ensure that all are dead before dsposng of the carcases. 17 Cullng and kllng CK 1.14 Where maceraton s employed as a method of dsposal, the specfcatons for the equpment must ensure the followng: a) the brds must not be deflected upwards by the blades or projectons of the mechancal devce b) the brds must go straght nto the blades or projectons c) handlng large numbers of brds must not reduce the effectveness of the machne. CK 1.15 Where maceraton s used: a) the operator must ensure that death s caused nstantaneously b) whatever the desgn of macerator employed, the number of brds, speed of operaton and effectveness of the macerator must be montored to protect the welfare of the brds at all tmes. One way to ensure death s beng acheved nstantaneously s to examne the post-macerated waste, whch should have the consstency of a lumpy porrdge and contan no dentfable, whole body parts (wth excepton of the lmbs). The RSPCA wll revew the types of macerator avalable, as the sutablty of these may vary accordng to ther desgn and the number of brds that are handled at a tme. CK 1.16 All hatchery waste must be treated by rapd maceraton so as to nstantaneously kll any lvng embryos. The Humane Slaughter Assocaton (HSA) has ssued ts Code of Practce for the Dsposal of Chcks n Hatcheres (ISBN ). 18 Transport Ths secton deals wth the transport of brds by road. The RSPCA Farm Anmals Department must be contacted f brds are to be transported by ral, ar or sea. T 1.1 T 1.2 T T 1.3 T 1.4 T 1.5 Care must be taken when transferrng brds to transport contaners pror to transportaton. Where brds are transferred nto transport contaners drect from an automatc conveyor belt, measures must be taken to mnmse any rsk of njury caused to the brds. Packng materals used nsde transport contaners must be dry and free from moulds. The desgn of contaners must ensure that there s adequate ventlaton and ar crculaton to mantan an optmal temperature wthn the contaner durng transportaton. The transport contaners must be desgned to optmse arflow when they are stacked. Holdng facltes must: a) mantan thermal comfort b) ensure that brds are protected from any draughts. T 1.6 T 1.7 The level of lghtng n the hatchng faclty must be reduced to keep the brds calm. Brds must be delvered to the rearng unt wthn 24 hours of the tme of removal from the hatchers. Research has shown that the ncdence of asctes n meat chckens was sgnfcantly greater when chcks were ether transported 51 to 100 or 101 to 150 mles compared wth less than 50 mles. 19 Transport Research has shown that the ncdence of asctes n meat chckens was sgnfcantly greater when chcks were ether transported at 80 or 150 per contaner compared wth 100 per contaner. The data suggested that 100 chcks per contaner s optmal and at other denstes a possble stress effect s present. T 1.12 The heght of the transport contaners must: a) enable the brds to mantan a normal posture when standng b) prevent brds from escapng. T 1.13 T 1.14 When placed n the transporter, transport contaners must be properly secured to prevent movement and dsturbance to the brds durng transportaton. The transporter must be ftted wth approprate equpment that: a) ensures a controlled envronment b) mantans a constant nternal temperature of the vehcle durng transportaton. T 1.15 T 1.16 T 1.17 T 1.18 T 1.19 The nternal temperature of the vehcle must be mantaned at 24 C and the temperature varaton must not be n excess of 3 C above or below ths temperature. T 1.15 must be satsfed pror to loadng the brds. A sutable montorng devce must be ftted to alert the drver of any changes to ths range of temperatures to enable the drver to respond accordngly. Contngency plans must be n place n case of the event of a falure n the temperature control system, whch nclude approprate contact numbers of relevant personnel. All transporters must have a lvestock capacty document on board at all tmes. The lvestock capacty document gves data on the sze of the transporter and the calculated carryng capacty for brds. Every effort must be made to ensure journeys are completed wthout unnecessary delays. Contngency plans must be n place n case there are delays. All drvers must have a means of communcaton and an emergency procedure manual that contans all necessary emergency contact numbers. Drvers must be famlar wth approprate procedures that need to be taken n the event of an emergency.
