1 IDENTIFICATION Department Position Title Infrastructure Shift Supervisor Firefighter Position Number Community Division/Region Yellowknife North Slave PURPOSE OF THE POSITION The Shift Supervisor Firefighter is responsible for supervising Firefighters, and for combating, extinguishing and preventing fires at the Yellowknife Airport, with the overall objective of saving life and property. SCOPE Located at the Yellowknife Airport and reporting to the Fire Chief, the Shift Supervisor Firefighter is expected to lead and / or assist in routine crew training, daily administrative duties, fire prevention and education duties, ensuring the readiness of emergency response equipment, and participate with inter-agency response with other emergency services. Yellowknife Airport is one of twenty-six airports in Canada included in the National Airports System. The airport handles 58,000 flights per year and more than 550,000 passengers. Incumbents are the first level of supervision in the fire rescue service and will provide leadership alongside, or in the absence of, the Fire Chief. The scope of work will also include standard emergency and non-emergency operations as related to structural fire suppression, emergency medical services, structural rescue, confined space, hazardous material intervention, in addition to: Supervising Career Firefighters and Relief Firefighters and assessing their performance; Operating crash fire vehicles and rescue equipment at emergency scenes; Responding to a variety of emergency situations (Aircraft, Medical, Hazardous Materials, Dangerous Goods, Fuel Spill, Escort Duties); Operating a variety of fire suppression and rescue equipment; Properly wearing special protective clothing; Taking charge at emergency scenes; Directing fire crew response and responding agencies at emergency scenes. 2 RESPONSIBILITIES 1. Take charge of staff and major firefighting equipment while responding to all emergency situations, (Aircraft, Medical, Hazardous Materials, Dangerous Goods, Fuel Spill, Escort Duties) both life threatening and non-life threatening at the Yellowknife Airport to provide temporary fuselage integrity and an escape area for occupants. Assign firefighting, rescue and first aid duties to firefighters by ordering subordinate staff into dangerous situations and circumstances; Coordinate the approach of major firefighting equipment at the scene of an aircraft emergency or structural fire (may operate vehicle); Direct and assist with rescue and building evacuation activities; Assume full direction of operations at the scene until arrival of Fire Chief; Direct and assist in complete extinguishment and/or holding action at the scene of a structural fire until the local fire department arrives; Assign; duties to auxiliary firefighting personnel; Respond s as a member of an Airport Emergency Services team at the airport for non-aviation related emergency situations. 2. Supervise the operation and participate in the operation of a wide variety of auxiliary equipment and perform special techniques in the suppression of fires and the rescue of people to preserve lives and property. Raise and climb ladders; connect and disconnect hose lines; hold nozzles; apply foam, water and dry chemicals streams / extinguishers; Wear a self-contained breathing apparatus, SCBA, to provide breathable air in an Immediately Dangerous to Life or Health atmosphere (IDLH); Administer First Aid and administer oxygen (inhalers and resuscitators); Gain entry to aircraft, structures and vehicles using gasoline, air powered and hydraulic tools, or alternatively gain entry using axes; bars, pike poles, shovels, saws and bolt cutters; and/or gain access with ropes and ladders; Set up emergency lighting using portable generators; Communicate using two-way radio and telephone communication equipment; Assign duties and plan tactical responses to situations as they are presented. 3. Supervise and conduct fire prevention and safety programs and participate in a continuous program of job training according to the established Syllabus of Training to ensure staff currency in knowledge in all aspects of the firefighting trade. Lecture on topics pertinent to aircraft crash and structural firefighting and rescue practices and fire prevention and protection; Develop and supervise aircraft crash firefighting and rescue practice exercises; Supervise fire and evacuation drills; Supervise and participate in inspection of departmental buildings to ensure adequate fire prevention measures are in place. 3 4. Supervise the performance of minor preventative maintenance on vehicles and equipment to ensure equipment is functional and operates throughout its expected life cycle. Ensure maintenance is performed such as: replacement of wiper blades and clearance lights, cleaning and lubrication of latches and moving parts, scraping and repainting of compartments, piping and bumpers etc.; Supervise the cleaning, tightening and repair of piping systems and cleaning of vehicles; Assist mechanic in major maintenance of fire vehicles; Ensure performance of maintenance and repairs of all ancillary firefighting equipment; Ensure regular checks and recharge of all firefighting ancillary equipment; Ensure daily maintenance is performed on the interior and exterior of the fire station (including landscaping and painting); Ensure completion of maintenance and inspection duties in compliance with Standard Operating Procedures (SOP s) such as vehicle run ups, hose testing, ladder checking etc.; Ensure First Aid kits are checked and replenished. 5. Participate in a fire education program to teach other Department personnel, employees of other airport agencies and outside organized groups to ensure current knowledge of firefighting and safety techniques and practices. Prepare and present lectures on topics pertinent to air crash and structural firefighting and rescue practices; Ensure the safety program is being maintained in line with national, territorial and GNWT policy; Supervise and participate in a year round fire prevention and safety program which includes: Inspection of all buildings and testing all fixed fire protection systems (sprinkler and fire alarm systems); Observe operation of buildings to ensure adequate fire prevention measures; Perform safety inspections and airfield inspections (bird and animal control); Prepare fire and safety inspection reports and recommend corrective action; Prepare banners, posters, slogans, and newsletters in accordance with annual education programs; Inspect and recharge GNWT fire extinguishers at the Yellowknife Airport. 6. Participate in the implementation of airport security and associated programs to help ensure the protection of the public and staff at the Yellowknife Airport. Maintain a security presence in the Air Terminal area and airside portions of the airport for specified times during the day; Check site buildings; Perform security duties, security patrols, vehicle and traffic control on ATB, road system and parking lot; January 4, 2017 GNWT Job Description Page 3 of 6

4 Implement and. maintain airport security pass system and (Airport Vehicle Operator's Permit) AVOP's program; Perform some administrative duties when assigned by the Fire Chief 7. Perform applicable duties relative to the Shift Supervisor role. Assign duties to Career Firefighters and Relief Firefighters; Monitor and correct performance; Provide coaching / advisement and guidance to subordinates; Complete job evaluations; Recommend disciplinary action; Perform administrative duties to ensure completion in timely and accurate manner of: applications for leave, shift schedules, training currency, and/or issues related to the management of a crew on a day to day basis Maintain and accurately complete a legal daily shift log; Investigate accidents/incidents which occur at the airport and prepare written reports based upon his/her observations and investigations; Other duties as required/assigned by management. WORKING CONDITIONS Physical Demands Whether practicing, or in a real circumstance, the incumbent is involved in long periods of lifting and operating equipment while wearing heavy protective equipment and breathing apparatus. Annually the incumbent is exposed to live fire/rescue training in worst case scenario at 1500 degree F; this event usually carries on for two to four days. Environmental Conditions The incumbent is regularly exposed to extremes of weather while working outside, whether in a drill or real fire. The incumbent is regularly exposed to fire, fumes, toxic substances, and infectious substance(s) while performing first aid and rescue. Sensory Demands The incumbent must always be alert and ready to respond to an emergency situation. While reacting to an emergency it is imperative that the incumbent maintain constant awareness of his/her surroundings to be able to detect changes in the wind, smoke, temperature, terrain, fire, etc. The incumbent must be consistently observant of the airport operations and anticipate potential hazards. Mental Demands The incumbent must be alert and on edge, ready to enter very disturbing environments with extreme demands which may be physically and mentally difficult to overcome. The incumbent must be able to respond from a relaxed environment to full response with high demand for accurate quick decisions, and to maintain composure during emergency situations. 5 KNOWLEDGE, SKILLS AND ABILITIES Knowledge Skills Fuel and aircraft crash rescues, firefighting and specialized equipment. Handling of high explosives and radiological components transported on aircraft and ejection seat systems on military traffic. Rules and regulations of the Fire Department, maintenance equipment, building construction and related codes, hydraulics Water distribution systems and hydraulics Organizational skills and strong oral and written skills to provide reports to management relating to observed occurrences or circumstances upon which operational decisions will be based and to provide descriptive and concise instruction to subordinates. Skilled in the operation of all firefighting and rescue equipment including fire vehicles. Abilities: Proven ability and physical strength to do prolonged and arduous work under adverse conditions, Must be able to react quickly and remain calm under duress during real and training situations as well as to follow orders or instructions given by the Fire Chief or the Manager of Safety and Security. Typically, the above qualifications would be attained by: Grade 12 education, completion of Level I, II, and Ill of the Airport Firefighter Certification program, and a Fire Officer Certification Program and two (2) years of experience as a paid airport firefighter. Alternatively this knowledge might be acquired through five (5) years of experience as a paid airport or structural firefighter or equivalency in other emergency response service roles. Skill / Learning and Experiential assets include: Restricted Radio Operators course and Airside Vehicle Operators Course; FR Certification and First Aid Certification/EMR training; Courses in Fire Suppression, Fire Prevention, and Fire Inspection; NFPA 1003 certification; Experience managing staff and resources; Teaching and Training Adults. 6 ADDITIONAL REQUIREMENTS A pre-employment and annual medical that states that the employee is physically fit; Departmental entry level fitness test; Annual physical abilities standard test; Valid NWT Class 3 Drivers License with air endorsement on permit; Transport Canada security clearance through a Criminal Records Check; Transport Canada's VISA Security Training Program.
