4 Foreword This Netherland s Technical Agreement (NTA) is prepared by the project group NTA New gas appliance category. The secretariat of which is held by NEN. After a detailed discussion the Dutch Minister of Economic Affairs, Agriculture and Innovation (EL&I) has decided that the requirements for the composition of the gases which are to be permitted, in view of the safe use of applications, will be established in a ministerial regulation (MR). The minister has stated in a letter to House of Representatives of the States General (12 th of March 2012) for which gas composition the gas appliances which are to be permitted in the Netherlands shall be suitable. Appliances shall have a high calorific value setting which corresponds with the appliance category I 2E as defined in NEN-EN 437:2003 A1:2009.The minister will (possibly) decide later which distribution gases can be used safely. For the low calorific gas (the so called K-gas) which will be distributed in the distant future no appliance category is specified. Only a distribution specification is specified. Manufacturers are responsible for the safe operation of gas appliances with these distribution gases. That implies that the distribution specifications which is established by the minister must be considered as the formal specification of the normal variation in the gas quality and normal fluctuation in the supply pressure as intended in art. 1.3 sub b of the Directive 2009/142/EC of the European Parliament and of the Council of 30 November 2009 relating to appliances burning gaseous fuels (GAD). Herewith the Netherlands take a different approach than most other member states, who use gas categories as a mean of communication for the appropriateness of a gas appliance for the nationally determined gas qualities. The minister has indicated that he has the intention to use the letter to the House of Representatives of the States General as a basis for a communication in the sense of art. 2(2) of Directive 2009/142/EC (GAD). Parties participating in this NTA project feel the need to specify which test gases can be applied as an alternative to the gases mentioned in NEN-EN 437:2003+A1:2009 and the standards for appliances which refer to this standard to demonstrate a presumption of conformity with Directive 2009/142/EC (GAD). The purpose of this Netherland s Technical Agreement (NTA) is to define test gases and test pressures which can be used to demonstrate conformity with the GAD for the appliances which are placed on the market suitable for gases with a composition as mentioned in Annex C. The letter of the 12 th of March 2012 sent by the minister Economic Affairs, Agriculture and Innovation (EL&I) to the House of Representatives of the States General concerning Long-term policy on gas composition (reference ETM/EM / ) contains the composition as mentioned in Annex D. The specifications in Annex C are in accordance with the specifications mentioned in Annex D. Annex C, Table C.1, restricts the specifications for distribution of Annex D for three aspects. 1) It is assumed that the combination of a high content of higher hydrocarbons and a high CO2-content will not be distributed. To safeguard this combination research is needed on soot behaviour and on the behaviour to incomplete combustion for CO2-containing gases. The safe application of these gases cannot be secured without further investigations. The background is that CO2-containing gases in the Netherlands come from green gas, which does not contain higher hydrocarbons. As long as this is the case, this specification is in practice no restriction. 2) It is assumed that that the total content of higher hydrocarbons > C 3 H 8 in distribution gases is lower than 1 %. It is to be expected that gases with such a composition will not be made available. As long as this is the case, this specification is in practice no restriction. 3) It is assumed that gases full of ethane contain a maximum of 12 % ethane. With that the maximum contribution of ethane to the PE-content is 6 %. This is about 3/4 of the maximum PE-content. In de past 2

5 five years the contribution of ethane to the total PE-content was at a maximum 3/4, as appears from the data of Gas Transport Services B.V. (GTS). It is expected that this will also be the case in future. As long as this is the case, this specification is in practice no restriction. Annex E explains briefly the background of the requirements in this NTA. Kiwa is preparing an English report providing a more extensive explanation. This English report is listed in the bibliography. This NTA is based on a Dutch draft version of this report. With the confirmation and acceptance of this NTA the participating organizations indicate that this NTA is suitable for the purpose. 7 Gas group K of the second gas family: gas composition, gas pressures and conditions for: 1) normal use of the gas appliances; 2) testing of gas appliances 1 Scope This NTA specifies the test gases, test pressures and categories of appliances relative to the use of gaseous fuels of the second family intended to be marketed and installed with the destination to be used for both: at the low calorific gas setting, the K gases as specified in Annex C, and at the high calorific gas setting, as an appliance of the appliance category I 2E as specified in NEN-EN 437:2003+A1:2009. This document serves as a reference document for appliances as defined above to be used: in the specific standards for appliances that fall within the scope of the Directive 2009/142/EC of the European Parliament and of the Council relating to appliances burning gaseous fuels; by manufactures, notified bodies and marked surveillance authorities, in conjunction with the standards mentioned above, as an assessment base for compliance with the Directive 2009/142/EC of the European Parliament and of the Council relating to appliances burning gaseous fuels. The NTA makes recommendations for the use of the gases and pressures to be applied for the tests. The full procedure will be given in the corresponding appliance standards. The test gases and pressures specified in this NTA are intended to be considered for the verification of the essential requirements (ER) 3.4.1: Appliances must be so constructed that, when used normally, flame stability is assured and combustion products do not contain unacceptable concentrations of substances harmful to health, and ER 3.3: Ignition. Appliances must be so constructed that, when used normally: ignition and re-ignition is smooth, cross-lighting is assured, as specified in Annex 1 of the GAD (2009/142/EC). This NTA covers test gases and pressures for appliances where the primary equivalence ratio is proportional to the Wobbe index using the following technologies: 1) non-premixed burners; 2) partially premixed burners; 3) fully premixed burners; 4) appliances where the gas/air ratio is adjustable by the installer using a measurement of the O 2 content of the combustion gases. This NTA does not fully cover all the aspects relevant for test gases and pressures for appliances using the following technologies: 1) catalytic combustion; 2) reciprocating engines; 3) combustion chamber pressures with (absolute) higher pressures than 1,1 bar or lower than 0,9 bar; 4) fuel cells; 5) appliances using an adaptive Wobbe index control; 5

8 6) appliances where the gas/air ratio is adjustable by the installer using a measurement of the CO 2 content of the combustion gases; 7) appliances where the primary and/or secondary gas/air ratio is not proportional to the Wobbe index. For these appliances further requirements need to be considered. Specific product standards may specify these. The distribution gases specified in Annex D of this NTA are applicable for the appliances mentioned above. But an additional evaluation shall be made if the composition of the nominal distribution limit gases specified in table C.1 and the nominal extreme limit gases specified in table 1 are still covering the appropriate test conditions. This NTA covers test gases and pressures for appliances to be used where the conditions meet the requirements of Annex C. This NTA does not cover test gases and pressures for appliances to be used for specific applications where the normal variation in the gas quality and a normal fluctuation in the supply pressure affect other ERs than ER and ER 3.3. For these appliances further requirements may need to be considered. Specific product standards may specify these. This NTA does not cover test gases and pressures for appliances to be used outside the conditions mentioned in Annex C. For these appliances further requirements need to be considered. Specific product standards may specify these. NOTE The test gases and the test pressures specified in this NTA are in principle intended to be used with all the appliances in order to establish conformity with the corresponding standards. However, the use of some test gases and test pressures may not be appropriate in the following cases: appliances with nominal heat input greater than 300 kw; appliances constructed on site; appliances in which the final design is influenced by the user. In these cases, the specific appliance standards may specify other test conditions in order to establish compliance with the essential requirements. 2 Normative references The following referenced documents are indispensable for the application of this document. 9 3.102 Units equivalence ratio ratio between the volume flow of air and gas under stoichiometric conditions, and the actual volume flow of air and gas, with an equal flow of gas relative laminar flame speed S c ( ) laminar flame speed of a gas air mixture at an equivalence ratio divided by the laminar flame speed of a methane air mixture at the same equivalence ratio NOTE An equation to approximate this value as a function of is given in Annex E. An indicative value of S c ( =1,15) is denoted as S primary equivalence ratio p mean equivalence ratio of the gas/air mixture at the burner inlet propane equivalent PE parameter to express the amount of higher hydrocarbons in gas. Hydrocarbons in the gas being conveyed, other than methane and propane, are expressed as an equivalent amount of methane (ME) and propane (PE) which has the same ideal volume and the same average number of hydrogen and carbon atoms per molecule as the said hydrocarbons NOTE 1 Annex D uses the PE in a more direct manner. NOTE 2 For most gases the PE can be calculated using: PE = 0,5*[C 2 H 6 ] 1*[C 3 H 8 ] 1,5*[C 4 H 10 ] 2*[C 5 H 12 ] 2,5*[C 6 H 14 ] However if other (unsaturated) hydrocarbons are present the calculation is more complicated. In that case the definition should be used hydrogen/carbon ratio of a gas R ratio of number of atoms of hydrogen in all forms of combination in the fuel gas to the number of carbon atoms in the hydrocarbon. NOTE 1 Carbon monoxide and carbon dioxide are excluded. NOTE 2 A gas containing 90 % of CH 4 and 10 % of CO 2 has an R = indicative relative flame speed S indicative relative laminar flame speed calculated using the simplified formulas of E.4, representing an indication of the laminar flame speed of the gas divided by the laminar flame speed of pure methane, both at an equivalence ratio ( ) of 1,15.
