1 Council Agenda Municipal Offices- Stone Mills The four hundred and ninety second meeting of the Council of The Corporation of the Township of Stone Mills was called to order on at in the Municipal Council Chambers in Centreville, Ontario. Members Present: Eric Smith, Reeve John Wise, Deputy Reeve Doug Davison, Councillor Martha Embury, Councillor Deb Thompson, Councillor Wenda Lalande, Councillor Kevin Richmond, Councillor Staff Present: Bryan Brooks, C.A.O/Clerk Roger Hogan, Deputy Clerk Christina Beaushaw, Treasurer Jeff Thompson Public Works Manager Jacob Detlor, Chief Building Official Regrets: Members of the public were present to observe the meeting. 1. 3 THAT Council receive the verbal report from Blake Thompson 5.2. BluEarth Renewables, Loyalist Solar Project Connection Line Andrea Garcia will commit to internet disruption resolution went over costs associated with the project proposed overhead in two locations. Murphy Road Canopy preservation 5 endangered species- blanding turtle, whipperwhil, bobblelink, loggerhead shrike frequent inspections by a licenced biologists, signage installing eco passage on Rattie rd. as a mitigation factor MNRF have signed off on mitigation plans. - funding two education streams as part of loggerhead shrike education Renewable Energy Approval from the Ministry of Energy. Motion Number Motion Number THAT Council receive the Amended Transmission Line proposal from BluEarth pertaining to the Loyalist Solar Project. FURTHER THAT BluEarth Renewables confirm that in the event that there is any service disruption to the internet services as a result of the Loyalist Solar Project, BluEarth will cover costs and execute an amendment to the Road Use Agreement confirming their willingness to correct the problem. FURTHER THAT Council for the Stone Mills Township accept and endorse the Schedule F - The Transmission Line route as presented and direct the Reeve and C.A.O to execute the agreement with BluEarth. Loyalist Solar Project Stormwater Managment Plan Dan Santos, Stantec presented council with the storm water management plan and explained to council the technology and design of the impacted areas and the recommended techniques to be utilised. 5 THAT Council approve the StormWater Management Plan for the Loyalist Solar Project as presented. b. Loyalist Solar Project Traffic Management Plan Chelsea Davis presented Council the Traffic Management Plan and the procedures that will be followed as part of the project. Thompson That Micon Aggregates be awarded the Crushing Tender for years 2018, 2019 and 2020 with options of yearly extensions, limited to 2 Page 5 of 7

6 extensions. FURTHER THAT Council concur with the disqualification of the tender from the two contractors that didn't price the tender in compliance with the tender form. d.
