3 4 Standards Australia mainly develops Australian Standards (AS) but it also develops the following product types: Australian Interim Standard (AS Int), Australian Technical Specification (SA TS), Australian Technical Report (SA TR), Handbook (SA HB), Miscellaneous Publication (SA MP), Supplement (Normative), Supplement (Informative), Australian Standard Certified Reference Material (ASCRM). For guidance, see Standardisation Guide SG-003: Standards and Other Publications. 1B: Write a clear and concise statement of the nature of the issue to be addressed by your proposal. Describe who is affected e.g. businesses, community organisations or individuals affected by the problem. What are the consequences of no action? This proposal would maximise the safe use of LPG leisure cylinders, including storage, transport and connection to portable gas appliances, by reducing the likelihood of property damage, injury and even death that can occur as a result of the ignition of escaped gas. It would be achieved by adopting a new user-friendly Quick Connect Coupling (QCC) valve connection at both the cylinder valve and appliance connection. The proposed QCC connection (CGA connection 791) is the same one used in the United States, Thailand and New Zealand and is backwards compatible with the current POL (or Type 21) valve fitting allowing existing appliances to be used with the new valve connection as well as the old one. The QCC valve s enhanced safety performance results from features which include: a back-check module that prevents the flow of gas unless a connection is made; a unique easy to use right hand male ACME thread; a connection design that includes a thermal disconnect in conjunction with a female connector; and an internal POL thread which allows existing appliances with a POL fitting to be connected. The change would apply to new cylinder/valve combinations coming into the market as existing cylinders are inspected and valves replaced in line with the current 10 year cylinder inspection cycle. This would see cylinders in the market transition to the new valve over a 10 year period. The change would include mandating a QCC appliance connection to maximise safety outcomes. Consequently, the cylinder valve transition would generally align with appliance lifespans eg, gas barbeques have an average product life of 8-10 years. Without this series of amendments, Australia would continue to experience the current rate of high consequence LPG incidents that this enhanced connection design would reduce and/or mitigate. 1C: Write a clear and concise proposed scope that will outline how to address the identified issue(s). Unless this is a proposal for a new document, this should not be a scope of the document, but a scope of the work which you propose to undertake. Include what is going to be changed from the status quo and summarise the specific intent of the change. If you wish to include proposed revisions as tracked changes in the standard, or an outline of a new standard, please summarise the scope and note the attachment here, and include the document as an appendix to this form. A specific series of amendments have been identified across a series of Australian and joint Australian and New Zealand Standards which would accomplish a uniform and orderly transition. The draft wording has been prepared by an expert panel comprising the Standards Australia Technical Committee Chairs representing the Gas Technical Regulators Committee and industry. Because of the number of changes required and after consultation with the Standards Australia Sector Manager, a Standards Australia sponsored forum is proposed for the first week in October to confirm stakeholders appetite for change. The documents to be amendment are in some way referenced or applicable in regulation in most if not all Australian jurisdictions. This is how the current LPG leisure cylinder valve and connection is mandated in Australia. Changing Standards rather than individual State and Territory regulatory would ensure the transition is uniform, concurrent and national as well as being consistent with current regulatory and legislative requirements. 7 Use the full formal designation for the relevant legislation, e.g. Explosives Regulation 2013 (NSW). If more than four items of legislation are affected, provide a list as an attachment to this proposal form. 5 Section 2: Net benefit 2A: What will be the impact of the proposed project in the below categories? Explain this in terms of a positive or negative impact on the following Net Benefit criteria. 9 Public health and safety (max 200 words) Transitioning to the CGA 791 valve would result in a positive reduction in LPG gas incidents and likely reduction in the consequence of some incidents that may still occur GEA undertook a review with the report SAFE+CONNECT PROJECT - LPG leisure cylinder safety review: incidents, cylinder valves, regulations, operational impacts and conclusions (August 2017) attached as supporting material This positive reduction in incidents would have a similar positive effect in emergency response and subsequent trauma and medical treatment. Social and community impact (max 200 words) The CGA 791 valve offers important safety features not found on the current Type 21 valve including a straight forward easy to use right hand thread, enclosed soft seal which is less susceptible to dust and scoring and importantly a check valve that requires a positive connection before gas will flow. The addition of a check valve reduces inadvertent release of gas as a result of the valve being not closed properly or accidentally bumped open, and provides a significant hurdle to misuse such as self-harm and harm to others, including acts of terrorism. Additionally, the CGA 791 design incorporates a thermal fuse and a large accessible thread for improved consumer safety and operation that would also contribute to reducing leaks and incidents through ease of use and improved community confidence in the safe operation of portable gas appliances. The CGA 791 connection is also backward compatible with the current POL appliance connection. Environmental impact (max 200 words) A reduction in the release of fugitive greenhouse gas emissions into the atmosphere resulting from a decrease in LPG leakage following the adoption of the valve and check valve combination inherent in the design of the CGA791 valve. Competition (max 200 words) An increase in competition in the Australian cylinder valve market following alignment with an existing internationally recognised connection, especially one used in the Asian market. Economic impact (max 200 words) A reduction in costs to the community from injuries and property damage associated with LPG cylinder and appliance incidents due to a safer cylinder valve connection reducing the number and severity of such incidents. A minor increase in costs for consumers as a result of the QCC cylinder valve and appliance connection being more expensive than the current POL cylinder valve and appliance connection on the basis of the current price differential in New Zealand. 9 Add specific facts and examples if possible. 6 Section 3: Evidence of support Stakeholder support 3A: Describe the process taken to gain stakeholder support for your proposal (max 100 words) In early 2016, GEA formed an industry working group to review LPG leisure cylinder safety. In consultation with suppliers of these cylinders, it developed and implemented improved collection of industry data on incidents to enable assessment of strategies to reduce the number and severity of such incidents. GEA also directly engaged with the Melbourne Fire Brigade, in consultation with EnergySafe Victoria, to get more detailed incident data. In January 2017, as part of ongoing consultation, the State and Territory Government Gas Technical Regulators Committee (GTRC) advised GEA it was especially concerned about incidents involving the ignition of leaked LPG during transport and storage, resulting in personal injury and property damage (letter attached). In August 2017, GEA circulated a draft report analysing the incident data and assessing alternate cylinder valve options to key stakeholders before an open forum in Melbourne jointly hosted with the GTRC. The presentations and minutes are included for information which contains a list of stakeholders that attended including regulators, industry associations, suppliers, importers, manufacturers, resellers and emergency responders. Feedback was obtained from the attendees and incorporated into a revised report. In October 2017, GEA communicated the results, including three short listed options, to the GTRC and to other stakeholders at the Australian Gas Association s annual forum. In March 2018, GEA advised the GTRC that it supported the Australian LPG industry making a transition to the QCC cylinder valve and appliance connection. This position has subsequently been communicated to other stakeholders. Since its formation in April 2018, an expert working group comprising Standards Australia Committee Chairpersons and Technical Committee members representing the GTRC and industry has been engaged in preparing this project proposal for consideration by relevant Standards Australia Technical Committees as there are significant interactions between the Standards affected by this proposal.
