Hearn) Pages: 10 Air Force Instruction , Volume 2, Incorporating Change 1, 18 October 2012 and AETC Supplement, 30 January 2014 are supplemented as follows: This 47th Operations Group (OG) supplement establishes the 47 OG Standardization/Evaluation (Stan/Eval) Program. It applies to commanders, operations supervisors, aircrews assigned or attached to the 47 OG, and any aircrew performing Stan/Eval duties on 47 FTW aircraft. Information contained herein applies to all 47 OG units. For specific guidance on a particular mission design series (MDS), see the appropriate AFI 11-2 (MDS), Volume 2. Submit suggested improvements to this instruction to 47 OG/OGV. Request waivers to this instruction through 47 OG/OGV to 47 OG/CC for approval. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with (IAW) Air Force Manual (AFMAN) , Management of Records, and disposed of IAW Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS) located at gcss-af61a/afrims/afrims/rds_series.cfm.

2 2 AFI11-202V2_AETCSUP_LAUGHLINAFBSUP 11 MAY 2018 SUMMARY OF CHANGES This document is substantially revised and must be completely reviewed. Major changes include reduced requirements for AF Form 4348 documentation for aircrew certifications, and clarification for the approval authority and paperwork that denotes each flying/ground certification. Reduced requirements for AF Form 4348 documentation has been coordinated through AETC/A3VU. Table 7.1 Flying/Ground Certifications has been combined and standardized for all wing MDSs. Additionally, this rewrite reduces the number of required appointment letters for both Stan/Eval duties and aircrew certifications (Added) OGV is responsible for overall trend tracking. Squadron DOVs are responsible for MDS-specific trend identification (Added) A trend for flight phase requisites is defined as any item that is Q- or U on more than 10% of the evaluations on which the maneuver was sampled. A testing trend is any question that is missed more than 20% of the time during a quarter. A single occurrence will not constitute a flight or testing trend regardless of percentage. A 47 OG-wide trend is defined as any MDS-general item that is a trend in two or more MDSs (Added) OGV should notify each OG Squadron two weeks prior to the SEB. Squadrons will forward inputs to OGV no later than one week prior to the scheduled SEB (Added) SEB minutes will include Contract Simulator Instructor (CSI) SEB inputs as a separate category (Added) OGV will distribute meeting minutes via TIMS/ (as appropriate) to all SQ DOVs, all Flight Examiners (FEs), and all CSI Evaluators (Added) OGV will notify the affected squadron(s) via FCIF upon release of a new publication or publication change, and will ensure sufficient copies are available at the bookstore (Added) 47 OSS Airspace is responsible for managing the 47 OG MTR review process. Slow Routes (SR) flown by 47 FTW aircraft will be included in the MTR review process. Report these results to OGV in preparation for the semi-annual SEB (Added) Operations Supervision program procedures can be found in the AFI OG Sup (Added) Each squadron will maintain an AF Form 847 advertising program (Added) SQ FEs will meet with the SQ/CC and Chief of OGV (Chief of OGV is the designated representative for the OG/CC). OG FE s will meet with the OG/CC and Chief of OGV (Added) FE upgrade training will be documented via the 47 OG Flight Examiner Certification located on the 47 OG/OGV SharePoint (Added) For SQ FE upgrades, squadrons will submit the completed FE upgrade checklist, AF Form 4324, AF Form 4348 and an updated Letter of X (LoX) to the SQ/CC for signature IAW the 47 OG Flight Examiner Certification. For OG FE upgrades, squadrons will submit an AF Form 4348 through OGV for OG/CC signature. After OG/CC signature has been verified, squadrons will submit the completed 47 OG Flight Examiner

3 AFI11-202V2_AETCSUP_LAUGHLINAFBSUP 11 MAY Certification, signed AF Form 4324, signed AF Form 4348, and updated LoX to the SQ/CC for signature (Added) After the AF Forms 4324/4348 have been signed, squadrons will submit the signed AF Form 4324 to their SARM office to update Aviation Resource Management Systems (ARMS) or equivalent system (Added) Completed FE Certification s will be kept in the FE s training folder until the AF Forms 4324/4348 and LoX have been signed by the SQ/CC (Added) Aircrew will not act as a FE until the AF Forms 4324/4348 and LoX have been signed. Additionally, aircrew should not step until ARMS (or equivalent) has been updated (Added) The AF Form 4324, AF Form 4348, and LoX will be used to designate all Flight Examiners. A squadron FE transitioning to become an OG FE does not require an additional FE checklist. For OG FE upgrades, squadrons will submit an AF Form 4348 through OGV for OG/CC signature. After OG/CC signature has been verified, squadrons will submit the signed AF Form 4348 and updated LoX to the SQ/CC for signature (Added) OGV will maintain an FE Handbook to standardize and provide local guidance for FEs. The FE Handbook will be maintained electronically on the 47 OG/OGV SharePoint site (Added) FEs will also notify the aircrew s flying SQ/CC or available supervision if the SQ/CC cannot be reached (Added) DOV chiefs will normally be the reviewing officer unless they are the FE, examinee or unavailable. SQ/CC or DO will then be the reviewing officer (Added) The final approving officer will be the flying SQ/CC or DO (Added) OG/CDs are designated Senior FEs after completing the FE upgrade process listed in paragraphs through (Added) OGV and flying squadrons will each administer No-Notice (N/N) checkrides to a minimum of 5% of the crew force (a total of 10% of the total crew force). OGV and flying squadrons will conduct at least one N/N per quarter in each MDS. Should an OG FE be unavailable for an extended amount of time (DNIF, etc.), OGV will coordinate with SQ DOV to accomplish OGV N/N requirements (document in the SEB). Squadrons are permitted to use OG FEs to meet their N/N requirements. N/N evaluations will include a representative sample of the all instructors (i.e. FAIPs, MWS IPs, active duty, and AFRC). FEs will coordinate with the assigned flying SQ/CC (SQ/DO if SQ/CC is unavailable) before informing examinees of a N/N evaluation. Flying SQ/CCs will ensure on-loan/attached SQ/CCs are informed of their aircrew s evaluation (Added) Normal preparation is at the discretion of FE and each Flying SQ/CC (normally, the day prior) (Added) HHQ and MAJCOM requests for evaluation extensions will be submitted via esss through OGV to OG/CCE. OG/CCE will normally submit requests via TMT (Added) Requisite examinations will be administered in the OGV testing room. CSI testing may be accomplished in the CSI Stan/Eval office. All testable publications will be available electronically in all testing locations.

4 4 AFI11-202V2_AETCSUP_LAUGHLINAFBSUP 11 MAY (Added) OGV will document exam reviews in TIMS (Added) End of Course (EOC) exams are not applicable to SUPT and are not used to fulfill requisite testing requirements (Added) Each OGV MDS section chief will review and/or change all affected aircrew examinations when an applicable publication change is received. The date of publication change and date of exam review will be documented in TIMS (Added) Boldface/CAPs. FEs will administer a Boldface exam to the examinee prior to the flight phase of the evaluation. The FE will grade the exam NLT arriving at the duty desk for the step brief (Added) Requisite exams will normally be taken electronically. All exams will be graded upon test completion and validated by a testing proctor. If taking a paper test, testing proctor will grade exams immediately. Proctors will notify Stan/Eval and squadron supervision of any test failures (Added) The SQ/CC of the flying squadron will determine the study period time and/or training required prior to reexamination. Lead MDS CSI will determine the requirements for CSIs (Added) Stan/Evals will immediately place aircrew members in supervisory status in TIMS upon a failed requisite (Added) Squadron DOV will generate and administer semiannual examinations to all assigned and attached IPs. This test will consist of a minimum of 25 questions. Aircrew who have not taken the exam by the end of the semi-annual period will not fly until a passing a score is obtained. Flying SQ/CCs will be notified of test failures (a score below 85%) (Added) For periodic evaluations, DOV will create a draft AF Form 8/8a before the examination is accomplished. For N/N evaluations, the FE will ensure a draft AF Form 8/8a is created. Immediately after debriefing an evaluation, the FE will annotate all required items IAW Vol 2 (para ), sign the draft AF Form 8/8a, and return it to DOV. DOV will file the draft AF Form 8/8a in the member s FEF. DOV will create a final AF Form 8/8a for signatures in TIMS upon completion of all requisites. After the AF Form 8/8a is finalized, it will replace the draft AF Form 8/8a in the FEF (Added) AF Forms 4348 will be maintained in each aircrew s training folder located on the Sharedrive. CSI training folders may be maintained hard copy (Added) DOTs may processes/document AF Form 4348 certifications with Stan/Eval oversight (Added) In addition to the Chiefs of OGV/DOV, each squadron Chief of Training is authorized to sign the last line of the AF Form (Added) Discretionary Decertification is not required when an individual upgrades to a higher certification when the basic certification is not considered obsolete (i.e. NTA IP, IRSU, etc). If certification involves a certification authority above or below that of the original certification an AF Form 4348 or LoX update is required (reference Table 7.1). Discretionary Decertification is also not required for retirement, separation, or PCS to a non-aetc assignment.

5 AFI11-202V2_AETCSUP_LAUGHLINAFBSUP 11 MAY (Added) Squadrons are authorized to maintain computer-generated AF Forms 4348s in lieu of hard copies (Added) AF Form 4348 procedures/program. Once training is complete, DOT will update all required documentation and submit to certifying official for signature. Reference Table 7.1 for applicable certifying officials, documentation requirements and LoX abbreviations. Some certifications/qualifications may need to be documented in ARMS by filling out an AF Form 4324 and submitting it to SARMs. Once signed, the AF Form 4348 (if required) and LoX become the certification source and training documentation may be archived or disposed of IAW the RDS. Table 7.1. (Added) Flying/Ground Certifications. A legend will be included on each squadron s LoX describing any other annotations not listed below. Any new AF Forms 4348 will be IAW this regulation. Hard copy FEFs shall be stored in a secure cabinet or drawer accessible only by Squadron DOV, squadron FEs, and OGV. Positive control measures, such as a sign-out log, will be in place to track each FEF when signed out/removed (Added) File the 47 OG minor discrepancy log behind the AF Forms 942. No other items are authorized in FEF Section I. A master version of the 47 OG minor discrepancy log can be found on the 47 OG/OGV SharePoint (Added) Reviews will be accomplished IAW AFI v2 and the 47 OG FEF Checker located on the 47 OG/OGV SharePoint (Added) Initial Review. The initial review of an FEF will be documented on an MFR (example MFRs are located on the 47 OG/OGV SharePoint). MFRs will be placed in section II of the FEF on top of the aircrew s most recent AF Form 8/8a from their previous unit/pit (Added) Squadron DOV, OGV SELO, and OGV MDS-specific chief will review the TIMS-generated AF Form 8/8a prior to filing. Forms 8/8a will be routed IAW the 47 OG Form 8 Routing Slip located on the 47 OG/OGV SharePoint. The routing slip itself is not required to be maintained (Added) A separate Posting Review entry on the AF Form 942 is not required when an AF Form 8/8a is posted in the FEF. Previous Posting Review AF Form 942 entries do not need to be removed (Added) Annual reviews of the FEF will be documented on the AF Form 942. A one line entry will be made on the AF Form 942 with Annual Review entered in the Type of Evaluation column, and the date the review was completed entered in the Date Completed column (Added) 47 OG/OGV will be notified when a major discrepancy is identified. Example MFRs to document major discrepancies are located on the 47 OG/OGV SharePoint (Added) Minor discrepancies will be annotated on the 47 OG minor discrepancy log, located in Section I of the FEF. Example MFRs to document minor discrepancies are located on the 47 OG/OGV SharePoint. 47 OG Stan/Eval functions are responsible for documenting minor discrepancies associated with the member s current qualification (PIT/previous unit Form 8/8a establishing qualification to present) (Added) Flight Surgeon testing will be accomplished through ADLS. The passing certificate will be provided to the attached SARM. Testing is documented on an AF Form 1522, ARMS Additional Training Accomplishment Report, and logged into ARMS under flight surgeon training and events. Attached SARMs will track/notify assigned flight surgeons of upcoming testing due dates (Added) 47 OG FCIF Volumes I, II, III, and IV are maintained on the 47 OG/OGV SharePoint. A paper copy of Volumes I and IV will be maintained in OGV (Added) OGV will be responsible for issuing all FCIFs. Squadron, Safety, SOF, FCF, and RSU read file items will be maintained and distributed by the respective Program Manager. Primary notification of any FCIF or read file will be through TIMS.

8 8 AFI11-202V2_AETCSUP_LAUGHLINAFBSUP 11 MAY (Added) Unless otherwise designated in writing, DOV Chiefs will be FCIF monitors (no appointment memorandum is required). Squadron FCIF/publication monitors will download the FCIF library (available through SharePoint) as an additional electronic backup to the SharePoint (Added) Initial FCIF review will be accomplished through TIMS. OGV FCIF Program Manager will release an FCIF at the beginning of each calendar year to ensure annual reviews are accomplished (Added) Electronic copies will be maintained IAW para and in this Sup (Added) 47 OG/OGV SharePoint will list the FCIF Program Manager (no appointment memorandum is required) (Added) Part C Read File items are released via TIMS. In order to ensure aircrews read and acknowledge items in Part C in a timely manner, they are considered Go/No-Go items and may or may not be grounding (Added) Volume IV publications include MDS-specific Flight Manuals, checklists, and in-flight guides (Added) Squadrons will coordinate their flying-related SIIs through OGV prior to posting to aid in standardization and compliance with parent regulations (Added) Go/No-Go Procedures. Each squadron will use TIMS to verify aircrew Go/No- Go status. SARM will ensure ARMS products (or equivalent) and TIMS Go/No-Go Status are accurate and members have completed all items required for flight. Squadron Supervisors (SUPs) will have oversight of these Go/No-Go procedures. Aircrew members who fly with the 47 OG but are not input in TIMS will use paper products from ARMS to annotate Go/No-Go items (Added) DNIF status will be verified via TIMS and ARMS (or equivalent). If TIMS/ARMS (or equivalent) does not reflect accurate DNIF status, a paper copy of the AF Form 2992 will be given to the SARM office prior to stepping (Added) The SUP is responsible for informing aircrew that are off-station if any FCIF is released that could impact the aircrews subsequent flights (Added) TIMS Back-up Operations. Each respective closing SARM will save a digital copy of the TIMS Go/No-Go and FCIF Roster to the appropriate computer hard drive or government approved disk/data locker. Accomplish this once the current day s flying training events have been entered into TIMS and updated in ARMS (or equivalent) (Added) Supplementary Evaluations. OGV will conduct formal evaluations of OG and SQ functions (to include CSI) as outlined in para (Added) At a minimum, OGV will conduct evaluations IAW the AETC Big Board. The AETC Big Board can be found at The 47 OG/CC may direct additional supplementary evaluations. OGV will publish a report of findings and observations in IGEMS.
