2 The Southern Wisconsin & Northern Illinois Fire/Rescue Association & Our host, The Monroe Fire Department, invite you to attend the 75TH ANNUAL FIRE SCHOOL ********************************************************************* History On Sunday, September 10, 1937, this Association held its first School of Firemanship in New Glarus, Wisconsin. For the next twenty-three years, the Fall Fire School was hosted by different fire departments in both Wisconsin and Illinois. On September 18, 1960, the school came to the Green County Fairgrounds in Monroe, Wisconsin, and has never left marks the 75th consecutive year of the Fire School and the 51st consecutive year hosted by Monroe Fire Department. In 1980, the school was expanded to include classes on Saturday. In 1998, the Fire School was further expanded to include Friday, making it a three-day event Fire School The three-day tradition continues at the 75 th SWNIFRA s 2011 Monroe Fire School. This year, students will have the opportunity to select from some new classes. We also have some new Instructors again this year. The biggest addition to this year s fire school is the 4 hour classes on Saturday allowing students to take 2 classes in the same day, one class in the morning and then a different class in the afternoon. Also, classes will start at 8am instead of 8:30 this year It is our hope that the 75 th Fire School will prove to be the best Monroe Fire School yet!

3 2011 Cost of Classes Students will pay a registration fee of $40.00 plus the individual class fee. If you are participating in more than 1 class, you only pay ONE registration fee of $40.00 for the fire school. Ex: Forcible Entry Class is $40.00, plus registration fee of $40.00 = $80.00 Total. If taking 2 classes it would be $40.00 registration fee and 2 class fee s at $40.00 each for 8 hr classes = $ Be sure to note the different prices between Members and Non-members. 6 Friday Classes-8 Hr Class Descriptions & Numbers F-1, Basic & Intermediate SCBA Training Lead Instructors: Jeff Van Patten & Jim Cook / Antioch (IL) Fire Department Course Description: This class is designed as a confidence builder for those individuals who have limited experience using Self Contained Breathing Apparatus. The majority of this class takes a hands-on format with students working in a maze with blacked-out masks. The mission of this course is to return the student to their department with a full understanding of their SCBA, its components, uses, limitations, and emergency procedures, and the ability to survive in a hostile environment using their mind, body, and SCBA. Cadets/Explores welcome Safety Rules Apply & SCBA F-2, Advanced SCBA Training (New) Lead Instructor: Jerry McCormick, Naperville FD Class Description: this class is geared towards the firefighter that has had an introductory firefighting class and has basic SCBA skills. The class will cover donning and doffing skills, shifting the scba, removal of scba while utilizing scba, and several mazes. Minimum requirements are basic PPE use and SCBA use Objective #1: review different donning/doffing methods Objective #2: demonstrate methods of low profile. Will use wall simulator and wire simulator Objective #3: mazes. Safety Rules Apply & SCBA F-3, Swift Water Rescue & Flood Awareness (New Format) Lead Instructor: David Sheen / Janesville FD Course Description: Swift water and flood awareness is designed to help keep the rescuers safe in a swift water or flood environment. Class will cover self rescue skills, basic swift water rescue techniques and flood awareness. Prepare yourself, and your department to safely respond to your next high water or flood incident. Class will be held at the Janesville training site. This training site includes a low head dam and a larger more challenging area for real life training evolutions. Each student will be fully involved in a variety of simulated self rescue and rescue situations. ATTENDEES WILL NEED THE FOLLOWING: Personal Flotation Device (PFD), Footwear for river; tennis shoes with socks are the best, scuba boots with tennis shoes are o.k. Swimsuit, towel, outdoor wear for weather. Wetsuit bottom strongly recommended. Gloves and river/rescue helmet recommended if available. NO sandals, open toe footwear or aqua shoes. F-4, Bus/Heavy Rescue Extrication Lead Instructor: Paul Simpson / Capt Mississauga Fire Rescue Squad, Ontario Canada, Transportation Emergency Rescue Committee Canada - International Extrication Judge Course Description: Because the school-bus incident with entrapment doesn t happen often, preparing yourself with this class now, rather than on the street is important. This class will demonstrate the skills needed to address school bus rescue incidents as well as give students hands-on experience with the tools and equipment needed to perform extrication procedures. Safety Rules Apply F-5, It s Not Just Pulling Hose 1 st part of class (New) This is a 4hr class teamed up with Fireground Ops, The 1 st fifteen minutes to makeup the other 4hrs Lead Instructor; Ricky Madsen Huntley Fire Nick Weir, Woodstock FireClass Description; This class will show the essential aspects and principles of properly deploying hand and supply lines. Since pulling hose is a practical skill, majority of this class will be spent bedding and deploying each different type of hose load used. There will be multiple hose loads outlined in the course, along with deploying charged and uncharged hand lines on multiple levels of buildings and divisions. This is a great class for basic to advanced firefighter looking to develop better methods of hose deployment. 7 Course Description: Ever feel like when your department gets to a scene, the first 5-15 minutes are complete chaos? People constantly running back to the rigs for equipment? The Chief having to tell each person what to do and where to do it? This class is geared towards meeting company goals that are needed in the first fifteen minutes on a fire scene. Having a systematic approach on arrival will almost always decide the outcome of your fires. We can t win every fire yet when we get off the rigs prepared, tools in hand and knowing YOUR function as well as the function of your company, you are setting yourself up to win. We are going to focus on engine company operations, seating assignments, and truck work for departments without a truck. As in any job, the better prepared you are the better the outcome. This class will give you something to take back to your department and help you focus on being ready for any incident before you get off the rig. Objectives: Preventing freelancing, keeping the company safe by being more prepared, company goals (1 st due, 2 nd due etc., seating/riding assignments F-6, Forcible Entry/Back to the Basics Lead Instructor: David & Paul Yakowenko, Walworth County FF Association Course Description: Students will participate in time proven and state of the art approaches to common forcible entry problems including metal and wood door forcible entry, Inward & outward opening doors, forcing in restricted space and limited visibility, Padlocks Hinges & cutting with power saws multiple types of metal & wood & Vertical Ventilation. Students will learn efficient rapid and safe methods to negate common security devices so operation to search, place lines and access victims can commence. The focus is on the problems you are likely to encounter and the best ways to combat those problems using proper technique and tools. Rotate through a variety of challenging prop skill stations. Students will get plenty of hands on experience using both hand and power tools in a safe manner Safety Rules Apply & SCBA F-7, Compartment Fire Behavior & Flashover Survival Class Full Lead Instructor: Josse Allen Course Description: This class puts the student on a front row seat in experiencing firsthand the real life fire behavior that occurs in compartment fires. Using a flashover simulator, firefighters will watch and feel the fire progress through the growth stages of incipient to pre-flashover to an up-close-and-personal encounter with flashover again, and again. Instructor Josse Allen will take you beyond the fire triangle by presenting advanced fundamentals and developing those critical thinking skills necessary for a coordinated fire attack. Firefighters will learn to recognize the indicators of flashover, back draft, and smoke explosions. As importantly, the firefighter will learn tactics for countering an impending hostile fire event. Firefighter or officer, if you re looking to gain a comprehensive understanding of compartment fire behavior then this class if for you! Safety Rules Apply- Live Fire F-8, Emergency Incident Rehabilitation- Operations level Lead Instructor: Dana Carr / Rock River Region EMS Course Description: The purpose of this eight (8.0) hour course is to provide EMS personnel with an intermediate level of understanding Emergency Incident Rehabilitation. The course provides EMS personnel with information on how to establish and initially operate an Emergency Incident Rehabilitation Area. The course provides information on Heat related stress, Cold related stress, Establishing and Operating a EIR Area, Caring for Emergency Responders during EIR Operations, Post Incident EIR Considerations and case studies dealing with EMS response personnel at the operations level. F-9, First In, The Dynamic Fire ground Lead Instructor: Steve Chikerotis / DDC Chicago Fire Mike Mason Lt Dowers Grove Fire Course Description: This 1 day seminar given by 2 of the fire service communities most spirited & engaging speakers combined with 60 years of experience will provide you with a full day of incredible fire ground behaviors applicable for all ranks within the fire service. These 2 leading firefighter authors will captivate you as they unfold fireground topics on leadership, fireground dynamics, first-in tactics & strategies, risk management, command & control involving structure fires as well as concluding with a question & answer roundtable

8 workshop. This seminar also provides text materials as well as CD programs for all participants. F-10, Tractor Rollover/Heavy Rescue Lead Instructor: Mark Baker / Stateline Farm Rescue Course Description: This is a one-day version of the popular two-day course we have offered in previous years. The agricultural Industry consistently ranks first or second in the U.S. in work-related injuries and death. This course will help the participant understand their local agricultural industry and why emergencies occur. Participants will experience, firsthand, agricultural rescue principles and the necessity of pre-planning and teamwork in the successful operation of an agricultural emergency. Safety Rules Apply F-11, Vehicle Extrication-Crash Bash Lead Instructor: William Puckett / South Beloit, IL Fire Department, International Judge Course Description: This program is heavy hands-on car cutting. Students will learn techniques and procedures from a group of instructors who specialize in extrication/disentanglement. Students will rotate through a series of evolutions which will include stabilization (cars on side, on wheels, on roof), door-popping, fifth-door, Noah s Ark (or clamshell), dash-pushes, dash-lifts, and tunneling Safety Rules Apply F-12 Responding to Electrical & Natural Gas Emergencies Lead Instructor: Alliant Energy & WE Energies Course Description: This will provide an overview of how an electrical distribution system works. This training will provide you with tips on what to do when arriving at the scene including the proper placement and equipment when responding to an emergency including what to do when power lines are down or on vehicles or equipment. We will cover the appropriate rescue process when dealing with electrical wires. This session include a demonstration of electrical fault simulations and hazards that are common with high voltage electrical systems of vehicles This session and will provide an overview of recognizing and avoiding the hazards of natural gas when responding to an emergency. This training will provide information on the different types of natural gas emergencies and the tactics for appropriate response. This will be an interactive session where some participants will be able to assist in exploding a mock home and using equipment to determine the levels of natural gas or carbon monoxide F-13 RIT Air Pack Management: Emergency Ops Lead Instructor: RICO Rescue Course Description: This unique and challenging 1 day program is designed to expose you as well as prepare you for the complexities of utilizing RIT Packs both physically and mentally that can be experienced during an unthinkable event; a Mayday and the rescue of one of our own, or the rescue of a civilian. The course reviews all variations and models of RIT AIR PACKs from various manufacturers and their applications and relationships to each other. Extensive hands on applications are than applied in scenario based environments. Chief of Chicago Fire Course Description: Weather you are the youngest rookie or a seasoned officer, Chief O Donnell and Captain Fornell cover topics that every firefighter put in the position of leading a team must know, including: safe attack practices, accountability, size-up procedures, reading a fire, building ventilation, self escape options, and safe operational tactics for firefighter assist teams. The first part of the class consists of a full day intensive classroom instruction while the second day will put the strategy and tactics learned to use in intensive hands-on live burns. The numerous risks faced by today s fire service dictate that well trained and skilled firefighters be available to respond and perform the unthinkable in rescuing one of their own. This 2-day hand s on interactive program provides some of the most intensive disciplines in firefighter rescue and survival. Participants enrolled in this program will receive and be able to take back with them the solid basics as well as the most advanced up to date techniques and maneuvers in rapid intervention for the dynamic fireground. No firefighter engaged in firefighting should be without this life saving program taught by some of the country s most experienced national instructors in this field of discipline. Whether you re right out of the academy or it has been some time since you had to have the rubber meet the road, this course will sharpen your skills & answer your questions. From water supply to pulling a line on a basement fire, you will experience the heat. Our staff of experienced instructors will work with each firefighter at a fixed burn tower under smoke conditions. Rescue techniques using hand tools & hydraulics, roof & door maneuvers, modified dash rolls & dash lifts, tunneling & most of all Teamwork. This class will consist of scenario based evolutions. Topics include an in-depth look at relay pumping, trouble shooting, drafting, hydrant operation, and fireground hydraulics to achieve proper hose stream pressures. Bring a calculator to class to assist with the hydraulic calculations. This class is suitable for pump operators with experience and those who have attended the basic pump operations class in the past years. We are going to focus on engine company operations, seating assignments, and truck work for departments without a truck. As in any job, the better prepared you are the better the outcome. This class will give you something to take back to your department and help you focus on being ready for any incident before you get off the rig. This is a class on how to capture the person doing the job that they love. The scene as it changes at every second from every angle. The more advanced steps of photo editing programs, and the important use of safety techniques, plus keeping a good working relationship with the agencies in your area. The Fire Education Pre-Registration Form must be received no later than Friday, August 12th, 2011, to assure placement for desired classes. Class fees do NOT include lunch. (Students will be bused back to the fairgrounds for lunch, where they can purchase from food vendors on the grounds or they may bring their own.) Safety Rules The following Safety Rules regarding personal protective equipment (PPE) will apply for classes at this year s Monroe Fire School. These classes are identified in the Class Information section. NO EXCEPTIONS WILL BE MADE. If Safety Rules Apply is indicated in the class description, students must bring the following equipment in order to participate: 1. Helmet (NFPA approved) and proper eye protection 2. NOMEX TM protective hood 3. NOMEX T M PBI coat with liner & NOMEX TM PBI pants with liner (NFPA approved) 4. Firefighting boots (NOTE: 3/4-length boots are not approved in lieu of pants) 5. Gloves (Cal OSHA or NFPA approved) 6. Self-Contained Breathing Apparatus. Note: One SCBA for each two students from the same department will be accepted provided they are in the same class. Air cascade systems will be available to refill tanks. Each tank must have an acceptable hydrostatic test date stamped on it. Dates are to be within five years for steel tanks and three years for aluminum composite tanks. All SCBAs must be positive pressure type and be NFPA approved. Any training involving Live Fire will comply with NFPA Standard #1403 LIVE FIRE TRAINING EVOLUTIONS. Wherever an SCBA is required, no facial hair will be allowed. This includes any facial hair other than mustaches. Protective hoods over beards are not safety approved. Each class will have a Coordinator/Safety Officer assigned to it and present at all times. The Coordinator/Safety Officer will inspect all protective clothing and equipment and will have the final say as to whether or not a student will be allowed to participate. The Coordinator/Safety Officer s word is final and he or she can dismiss any student who, in their belief, is acting in an unsafe manner.

20 ACCOMMODATIONS Camping at the Green County Fair Grounds Camp sites are available for camper, trailer, and tent units at the Green County Fairgrounds. The cost will be determined by the Fair Board. The Fairgrounds will be open for camping on Thursday, Friday, and Saturday nights. The camping fee is for, and will be collected by, the Green County Fair Association, who owns the grounds. Bring your own tables and chairs. The Monroe Fire Department and surrounding fire departments are fully responsible for cleaning the grounds and buildings after the fire school, so your cooperation in using the garbage receptacles provided on the grounds is appreciated.
