3 Health and Safety Policy Rolleston Men s Shed is committed to providing a healthy and safe working environment for all personnel Our aim is to: Provide and maintain facilities for the health and safety of all workplace personnel contractors customers and the general public Ensure all personnel are aware of their responsibilities for the safety of themselves, their fellow Members and the public Develop procedures for identifying and controlling hazards Ensure that personnel are not exposed to uncontrolled hazards and are informed of any hazards, which exist. Provide and enforce the mandatory use of protective safety clothing and equipment Ensure all personnel are informed of and are aware of emergency and accident procedures Provide personnel with adequate training and supervision. 4 OCCUPATION HEALTH AND SAFETY RESPONSIBILITIES MANAGEMENT The Supervisor is responsible for: Ultimate responsibility for all aspects of OSH within the Rolleston Men s Shed. Ensure Health and Safety programme and requirements are adequately funded All record keeping All accident or near miss investigations Ensure new or relocated members are given the correct training required to operate efficiently and safely Annually review and alter, if needed, the Health and Safety Plan Review Health and Safety Programme when new practices are introduced. Ensure that all safety personnel are known by members and that each person is aware of their duties and responsibilities Identify and control hazards in consultation with Members including investigating any matter concerning safety and health brought up by an employee and ensuring that remedial action is taken when necessary Ensure that all Members within their respective sites fully understand and observe all aspects of the Health and Safety Plan Ensure all safety aids are used when needed Ensure accident/near miss report forms (as attached) are filled out for any injury or near miss that occurs on site, and participate in the subsequent investigation Version 3 15/12/2016 Page 4 of 20

5 OCCUPATION HEALTH AND SAFETY RESPONSIBILITIES MEMBERS All Members are responsible for: Observe all safety and health rules Complete Hazard Identification form and advise their supervisor of all dangerous situations Inspect all tools and equipment before each use Advise any visitors of dangers that may exist and make sure they do not enter any areas that could be dangerous to them or their property Report all accidents and injuries to the supervisor as soon as possible after the event and fill in the appropriate accident/near miss report form (as attached) Follow all correct procedures in the operation of machinery and plant and carry out all work in a safe and efficient manner Wear and use all personal protective safety equipment as required and instructed Version 3 15/12/2016 Page 5 of 20

6 INDUCTION & TOOLBOX MEETINGS Each new member shall receive an introduction to the organisation and the current generic hazards identified. All members will be briefed on each new works site or job: The scope of the work on the site or job Hazards associated with the site and/or job and respective controls Involved in the JSA generation for the site or job Specific H&S considerations for the site. Toolbox meetings will be held each day for each work site. Version 3 15/12/2016 Page 6 of 20

7 PERSONAL PROTECTIVE EQUIPMENT Each member will have available the following personal protection equipment(ppe): a. 1 hard hat b. 1 pair of safety glasses c. 1 set of earmuffs d. safety overalls e. Safety boots/shoes required in Engineering workshop and maybe required on some external projects. Protective eyewear safety glasses or goggles will be required to be worn at all times when eye hazards exist or when the site or principal requires. The member is responsible for the care of the personal protection equipment issued and is to have it available for use and in good condition whenever it is required. The member is to comply with the Health and Safety Manual and instructions from their Supervisor as to the use of their personal protection equipment. Version 1 10/6/2015 Page 7 of 20

8 FIRST AID KITS First Aid Kits shall be provided and are located in Rolleston Men s Shed First Aid Kits shall be inspected 3 monthly or after use, and the Supervisor contacted if replacement articles are needed. Version 1 10/6/2015 Page 8 of 20

9 MACHINERY & HAND TOOLS All machinery is to be inspected before use whether owned or rented by Rolleston Men s Shed. A monthly safety check is to be carried out by the Supervisor responsible. A registered electrician must inspect all hand-held electrical plant every six months. Each item of plant must display a current inspection tag. Personnel should always be conscious of their role in the area of health and safety and be alert to dangers that may arise during the period between inspections. Version 1 10/6/2015 Page 9 of 20

10 HAZARD IDENTIFICATION All members shall be involved in identifying hazards within all sites that Rolleston Men s Shed are working on. Hazard Identification forms are available as required. Any newly identified hazard must, if it cannot be immediately eliminated, be brought to the attention of the Supervisor who shall take appropriate steps to control the hazard. All significant hazards must be identified and controlled within the organisation and addressed with the site/work supervisor. All members shall take all practicable steps to either eliminate, isolate or minimise the hazard. The Supervisor is responsible for acting upon any information given to him at any time, by any person, regarding any potential hazard. It is the Supervisor s duty to assess the hazard and eliminate, isolate or minimise it as necessary. Version 1 10/6/2015 Page 10 of 20

11 ACCIDENT AND EMERGENCY PROCEDURES General procedures in accident, emergency and evacuation situations are as set out in the respective site briefing. The Supervisor is responsible for ensuring that all Members follow the correct procedure as detailed. The Supervisor is responsible for ensuring that all accidents are reported. The employee may fill out the form, however, the Supervisor still needs to check that it has been properly filled out and sign it. Version 1 10/6/2015 Page 11 of 20

12 ACCIDENT INVESTIGATION All accidents and near misses must be investigated. An Accident Investigation form is to be filled in by the member involved in the accident, in conjunction with the Supervisor. The member should be made aware that the purpose of the investigation is to implement or alter control to ensure that the accident/near miss does not occur again not for disciplinary reasons. The member involved in the incident, the controlling Supervisor and a Management representative will discuss the accident/near miss and decide on any action to be taken (if needed). 13 JSA S AND NOTIFIABLE WORK Prior to commencing any task on site the site supervisor, and those members who will be involved in performing that task, will develop a JSA. The JSA will confirm the hazards involved and detail the control methods which expose members to the least practicable risk of harm, and will allocate responsibilities. Any works requiring notification to the DOL will be done so and a copy of the notice kept on site records. Version 1 10/6/2015 Page 13 of 20
