3 1. About Batu Berhanti Light Buoy Location 1) Batu Berhenti Light Buoy locates at the entrance/exit of East Keppel Fairway where crosses ferry connecting Singapore and Batam Island. It was originally installed in 1970 by MSC. The buoy was modified into the Resilient Light Beacon (RLB) in March However 3 month later, it was crashed by a ship and flowed away, and once again changed back to the buoy structure. 3

About Batu Berhanti Light Buoy TSS (Traffic Separation Scheme) 2) The purpose of the installation of Batu Berhanti Light Buoy is to identify the shallow water area at the east bound route of TSS. to represent the end mark of the deep water route to represent the entrance of East Keppel Fairway and to indicate the western border of crossing routs to return back to the TSS lane. 4
5 1. About Batu Berhanti Light Buoy Pattern Diagram Batu Berhanti 3) The deep sea area of more than 200m depth appears in northern part of this shallow water area. This peculiar geographical shape makes the complicated tidal current and makes it difficult to maneuver a vessel, and thus causes the frequency of ship s collision and/or sideswipe with Batu Berhanti Light Buoy. 5

About Batu Berhanti Light Buoy Frequency of Ship's Collision 9 Frequency of Ship's Collision Against Batu Berhanti Light Buoy Year The Batu Berhenti Light Buoy has been frequently collided with ships navigating nearby. Consequently, the collided buoy has started drifting causing a great danger to ships safe navigation. 6

8 2. Background of the study 1. Malacca Strait Council (MSC), as the designated Work Performance Auditor of ANF, has been pointed out; a. the recent increasing of the ship s collision to the Batu Berhenti Light Buoy and b. needs for some measures to avoid such an accident th TTEG Meeting in 2015 a. Indonesia presented the Awareness of High Risk Situation of the Batu Berhenti Buoy, and needs for considering the solution. b. The Meeting requested Indonesia to formally raise its proposal for utilizing the ANF for the installation of an AIS AtoN on the Batu Berhenti Light Buoy at 16 th ANF Committee meeting in c. The Meeting also requested Singapore to work with Indonesia to identify the root causes of the frequent collisions with the Batu Berhenti Light Buoy at 16 th ANF Committee meeting in
9 2. Background of the Study d. MSC proposed a meeting amongst technical experts to deliberate on this issue before the 16th ANF Committee meeting. e. The Meeting noted that such a meeting among technical experts would be useful, and for practical reasons, can be convened together with the ANF Committee meetings or other appropriate meetings. 3. the 16 th ANF Committee meeting a. the informal meeting amongst the Littoral States and MSC was held b. the Littoral States requested MSC to make a study proposal including the budget estimation to 17 th ANF Committee meeting. c. The reasons why MSC were requested to do so are: i. MSC donated the buoy. ii. MSC has definite and reliable information on the buoy as a work performance auditor. 9
10 2. Background of the Study 4. MSC accepted the request from the Littoral States and consulted with the Japan Aids to Navigation Association (JANA) for the cooperation in the technical field Study. and decided to make a study proposal at the 17 th ANF Committee meeting for the approval. The reason MSC asked JANA cooperation is that its experience and know how will be useful for the study, as shown in next slide. 10
11 2. Background of the Study Proposal About the Japan Aids to Navigation Association (JANA) 1. Objectives Japan Aids to Navigation Association (JANA) is a juridical foundation established for the purpose of carrying out the activities to develop and improve the technology for marine aids to navigation facilities and equipment and to maintain the performance of such equipment so that the safety of marine traffic may be secured, efficiency of operation of vessels improved, and the international cooperation in the field of aids to navigation (AtoN) promoted. 2. Establishment JANA was established on 1 April 1982 under the authorization of the Minister of Transport. 11

Promotion of popularization and dissemination regarding AtoN facilities and equipment c. Standardization of AtoN equipment and the inspection therefor d. Promotion of international cooperation in the field of AtoN, etc. 4. 13 3. Objective The objective of the study proposal is as follows; - To Investigate the causes of ships collisions with the Batu Berhenti Lighted Buoy. - To study on effective measures to prevent collision. - To find other appropriate and effective alternative measures, if any. 13

Study Implementation Procedure Study Work Flow Planning and preparation Investigation of the current situation Purpose why the Buoy is being operated Details of incidents including the study on how it occurred Study on and extraction of possible causes and problems Study on case of incidents of the same kind so far occurred in Japan Site investigation Analysis of data Current ships' navigation conditions at site (Compiling the ships' navigation tracks) Assumed possible causes which may lead ships to collide Study on the effective preventive measure response when the collision incident occurs Verification of effectiveness of the studied measure Cost estimate necessary for implementation of the measures Report (submission of the study completion report) 14

Study Implementation Procedure What is IWRAP Analysis AIS data by IWRAP (IALA Waterway Risk Assessment Program) - IWRAP is a modeling tool useful for maritime risk assessment. - Using IWRAP you can estimate the frequency of groundings and collisions in a given waterway based on information about traffic volume/composition and route geometry.
