3 Using Chemical Protective Clothing Level B Suit Level B protection requires a garment that includes an SCBA or supplied-air and provides protection against splashes from a hazardous chemical. This ensemble is worn when the highest level of respiratory protection is necessary but a lesser level of skin protection is needed. Chapter 5, 2013 edition; (3) Hazardous Materials Operations Skill Sheet HMO - 1 The candidate, with a complete set of chemical protective clothing, shall don full personal protective equipment according to manufacturers recommendations. The candidate shall also demonstrate and describe the inspection for the PPE according to the manufacturers specifications. P F P F DONNING PPE 1. Performs a visual inspection of PPE (damage or defects) - CRITICAL 2. Dons non-encapsulating level B PPE and secure closures 3. Dons work boots (suit leg opening over top of boot) Evaluator Note: No opening between boot and suit 4. Dons SCBA 5. Pull suit hood up completely 6. Dons inner and outer protective gloves 7. Attach SCBA regulator and make sure SCBA is functioning properly 8. All personal protective equipment donned properly (no exposed skin) CRITICAL 9. 4 Using Chemical Protective Clothing Level C Suit Level C is composed of a splash-protecting garment and an air-purifying device (APR or PAPR). Level C protection includes any of the various types of APRs. Emergency response personnel would not use this level of protection unless the specific material is known, it has been measured, and this protection level is approved by the IC after all qualifying conditions for APRs and PAPRs have been met. Chapter 5, 2013 edition; (3) Hazardous Materials Operations Skill Sheet HMO - 2 The candidate, with a complete set of chemical protective clothing, shall don full personal protective equipment according to manufacturers recommendations. The candidate shall also demonstrate and describe the inspection, cleaning, maintenance and storage procedures for the PPE according to the manufacturers specifications. Safely Performs the following steps: P F P F DONNING PPE 1. Performs a visual inspection of PPE (damage or defects) - CRITICAL 2. Dons level C PPE and secure closures 3. Dons work boots (suit leg opening over top of boot) Evaluator Note: No opening between boot and suit 4. Dons APR or PAPR with canister/cartridge : Candidate may simulate the use of a canister/cartridge 5. Assures adequate air flow 6. Pull suit hood up completely 7. 5 Emergency Decontamination The emergency responder must be prepared to competently perform this emergency decontamination procedure should the entry team encounter an unexpected emergency. NFPA 472 Chapter 5, 2013 edition; 5.4.1(4) Hazardous Materials Operations Skill Sheet HMO- 3 Given a scenario, the candidates, working within a team, will identify the potential for contamination, determine the need for emergency decontamination, and demonstrate emergency decontamination on emergency personnel. Safely Performs the following steps: P F P F EMERGENCY DECONTAMINATION EMERGENCY PERSONNEL 1. Wears appropriate full PPE at all times. CRITICAL 3. Washes down outer clothing with flooding quantities of water 4. Ensures facepiece & air supply remains in place until all other PPE removed. 5. Removes PPE from top down. 6. Ensures contamination spread to inner clothing minimized. 7. Overpacks contaminated clothing/tools/equipment. Candidate must successfully perform 5/7 steps including ALL CRITICAL CRITERIA Score: /7 Score: /7 tested the above skills in their entirety. Skills sheets altered in any way will NOT be accepted.
6 Mass Decontamination The emergency responder must be prepared to competently perform this mass decontamination procedure should victims become contaminated., Chapter 5, 2013, 5.4.1(4) Hazardous Materials Operations Skill Sheet HMO - 4 Given a scenario, the candidates, working within a team, will identify the potential for contamination, determine the need for mass decontamination, and demonstrate mass decontamination on victims. Expected time to complete skill(s) is 20 minutes. MASS DECONTAMINATION Ambulatory P F P F 1. Wears appropriate full PPE at all times. CRITICAL 2. Sets up mass decontamination corridor 3. Instructs victims to go through mass decon 4. Instructs victims to remove contaminated clothing 5. Washes down victim with flooding quantities of water 6. Monitors for additional contamination using the appropriate detection device 7. Sends victims to medical treatment area 8. Overpack contaminated clothing/tools/equipment. Candidate must successfully perform 5/8 steps including ALL CRITICAL CRITERIA Score: /8 Score: /8 MASS DECONTAMINATION Non-Ambulatory 1. Transfers victims to the non-ambulatory wash area 2. Removes victims clothing and place in appropriate container 3. Washes down victim with flooding quantities of water 4. Monitors for additional contamination using the appropriate detection device 5. Sends victims to medical treatment area 6. Overpack contaminated clothing/tools/equipment. 8 Technical Decontamination The emergency responder trained to the operations level may be called upon to provide support to a hazardous materials technician team working in a technical contamination reduction corridor. The operations level responder will take direction from hazardous materials technicians throughout the technical decontamination process. Chapter 6.2, 2013 edition; (4) Hazardous Materials Operations Skill Sheet HMO - 5 Given a scenario, the candidates, working within a team, shall don Level B or C chemical protective clothing and shall set up and work in a technical decontamination corridor. The candidate trained to the operations level shall perform all tasks under the supervision of and as directed by a hazardous materials technician, and shall follow all operating guidelines as provided by the AHJ. Expected time to complete skill(s) is 20 minutes. TECHNICIAL DECONTAMINATION P F P F 1. Wears appropriate full PPE at all times. CRITICAL 2. Considers location for decontamination corridor based on surrounding conditions. 3. Ensures emergency decontamination area is available at all times. 4. Provides protective measures for environment. 5. Prepares decontamination solutions as directed by hazmat technician. 6. Clearly marks hot zone entry and egress points. 7. Sets up equipment & supplies as required by hazmat technician: - Tool drop area - Contaminated materials disposal area. - Decontamination stations. 8. Overpacks and labels contaminated clothing/tools/equipment. 9. Decon personnel self-decontaminates. 10. Ensures medical support provided as required for all responders and victims. 9 Product Control Absorption A defensive tactic accomplished by applying an absorbent product to a hazardous material in order to soak it up. Chapter 6.6, 2013 edition; (3)(a) Hazardous Materials Operations Skill Sheet HMO - 6 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate how to perform product control using absorption techniques. ABSORPTION: P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Approaches spill from uphill/upwind side. 5. Deploys absorbent material in pools of liquid without splashing. 6. Shovels contaminated absorbent material into overpack container. 7. 10 Product Control Adsorption A defensive tactic accomplished by applying an adsorbent to a hazardous material in order to chemically bind the two materials together. Chapter 6.6, 2013 edition; 6.4.1(3)(b) Hazardous Materials Operations Skill Sheet HMO - 7 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate how to perform product control using adsorption techniques. ADSORPTION P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Approaches spill from uphill/upwind side. 5. Deploys adsorbent material in pools of liquid without splashing. 6. Shovels contaminated adsorbent material into overpack container. 7. 11 Product Control Damming A defensive tactic used to protect the environment by separating the hazardous material from existing waterways. Chapter 6.6, 2013 edition; (3)(c) Hazardous Materials Operations Skill Sheet HMO - 8 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate how to construct a dam to separate a liquid hazardous material from existing waterways. Expected time to complete skill(s) is 15 minutes. UNDERFLOW/OVERFLOW DAM P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Approaches spill from uphill/upwind side. 5. Assesses terrain for best location of dam. 6. Uses appropriate method (underflow/overflow) based on specific gravity of product. 7. Adequately holds back product. 8. Places tools/equipment in tool drop area. 9. 12 Product Control Diking A defensive tactic accomplished by confining the product to a specific area. Chapter 6.6, 2013 edition; (3)(d) Hazardous Materials Operations Skill Sheet HMO - 9 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate construction of a dike to confine or divert a liquid hazardous material spill. Expected time to complete skill(s) is 15 minutes. DIKING P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Approaches spill from uphill/upwind. 5. Assesses terrain for best location of dike. 6. Constructs dike of adequate size to confine or divert the entire spill. 7. Places tools/equipment in tool drop area. 8. Advances to contamination reduction corridor. Candidate must successfully perform 6/8 steps including ALL CRITICAL CRITERIA Score: /8 Score: /8
13 Product Control Dilution A defensive tactic accomplished by adding water to the hazardous material to reduce its harmful effects. Many hazardous materials are water reactive; therefore, use of this technique should be limited to instances where other tactics are ineffective. Chapter 6.6, 2013 edition; (3)(e) Hazardous Materials Operations Skill Sheet HMO - 10 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate dilution of a hazardous material through the addition of water to the spilled material, within 10 minutes. This technique shall only be used in conjunction with damming, diking, diverting and/or retaining tactics to confine diluted products. DILUTION P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Ensures adequate water supply to complete task. 5. Approaches spill from uphill/upwind. 6. Assesses terrain to determine flow of diluted product. 7. Ensures dam, dike, diversion, and/or retention area are in place. 8. Applies water to hazardous material from uphill/upwind location, minimizing splashing. 9. Places tools/equipment in tool drop area. 10. Advances to contamination reduction corridor. Candidate must successfully perform 8/10 steps including ALL CRITICAL CRITERIA Score: /10 Score: /10
14 Product Control Diversion A defensive tactic used to redirect the movement of a liquid hazardous material spill. Usually used in conjunction with retention tactic. Chapter 6.6, 2013 edition, (3)(f) Hazardous Materials Operations Skill Sheet HMO - 11 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate diversion of a liquid hazardous materials spill by redirecting the flow of the product, to an appropriate retention area. Expected time to complete skill(s) is 15 minutes. DIVERSION P F P F 1. Identifies appropriate PPE for product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Approaches spill from uphill/upwind side. 5. Assesses terrain and selects or creates a retention area to hold spill. 6. Starts diversion distant to the spill and works towards spill. 7. Adequately redirects flow of product. 8. Places tools/equipment in tool drop area. 9. Advances to contamination reduction corridor. Candidate must successfully perform 7/9 steps including ALL CRITICAL CRITERIA Score: /9 Score: /9
15 Product Control Retention A defensive tactic where a natural depression, a ditch or a responder-made hole is used to collect and confine a liquid hazardous material. Usually used in conjunction with diversion tactic. Chapter 6.6, 2013 edition; (3)(g) Hazardous Materials Operations Skill Sheet HMO - 12 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate use of a retention area for a liquid hazardous materials spill, by using natural depressions, a ditch or by digging a hole to adequately confine the product. Expected time to complete skill(s) is 15 minutes. RETENTION P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Approaches spill from uphill/upwind side. 5. Assesses terrain for best location of retention area. 6. Constructs retention area and associate structures distant to the spill. 7. Places tools/equipment in tool drop area. 8. Advances to contamination reduction corridor. 16 Product Control Remote Valve Shutoff A defensive tactic used at fixed facilities or on tank trailer units. Use of mechanical, hydraulic, or pneumatic emergency shutoffs, remote to the actual spill to shut valves and contain hazardous materials in its container. Chapter 6.6, 2013 edition; (3)(h) Hazardous Materials Operations Skill Sheet HMO - 13 Given the required tools, equipment, supplies, and a simulated hazardous materials spill, and working as part of a team, the candidate shall demonstrate use of a remote shutoff to contain a hazardous material in a fixed facility tank or highway tank trailer. REMOTE VALVE SHUTOFF P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Approaches spill from uphill/upwind side. 5. Activates remote shutoff to contain product. 6. Uses appropriate method to confine released product. 7. Places tools/equipment in tool drop area. 8. 17 Product Control Vapor Dispersion A defensive tactic where water spray is used to reduce vapors or to divert a vapor cloud. The released vapor must be water soluble. Due to the inherent dangers associated with this technique, it should be limited to instances where lives are threatened and dispersion of the vapor cloud will protect people from harm. Chapter 6.6, 2013 edition, (3)(i) Hazardous Materials Operations Skill Sheet HMO - 14 Given the required tools, equipment, supplies, and a simulated hazardous materials vapor release, and working as part of a team, the candidate shall demonstrate use of a water spray to reduce or divert the vapor cloud. VAPOR DISPERSION P F P F 1. Identifies appropriate PPE for the product (Chemical or Thermal). CRITICAL 3. Minimizes intentional contact with spilled product. CRITICAL 4. Ascertains that technique is necessary to protect civilians/victims. 5. Approaches container from uphill/upwind side. 6. Deploys appropriate attack line, charges line, adjusts nozzle pattern to medium width fog, bleeds air from line prior to entry. 7. Directs water spray at vapor cloud. 8. Ensures that water is NOT directed into container. CRITICAL 9. Ensures that appropriate defensive tactics are employed to control runoff. 10. Places tools/equipment in tool drop area. 11. 18 Product Control Vapor Suppression A defensive tactic where volatile liquids are released, resulting in fire or the potential for fire due to the presence of vapors. Chapter 6.6, 2013 edition, (1), (3)(j) Hazardous Materials Operations Skill Sheet HMO - 15 Given the required tools, equipment, supplies, and a simulated volatile hazardous materials release, and working as part of a team, the candidate shall demonstrate the application of special purpose or hazard suppressing foam. The candidate will properly apply and maintain a foam blanket, using roll-on, rain-down, and/or bank-off methods to safely suppress the vapors. 19 Implement the Planned Response NFPA 472 Chapter 5 (2013 ed.) (3)(a)(b)(c)(d)(e); Hazardous Materials Operations Skill Sheet HMO- 16 The candidate, given a scenario for a facility and/or transportation hazardous materials incident and Hazardous Material Operations level equipment, shall implement the planned response for a hazardous materials/wmd incident to favorably change the outcomes consistent with the emergency response plan and/or standard operating procedures. Safely Performs the following steps: P F P F 1. Initiates the ICS (Incident Command System) for the incident 2. Establishes scene control through control zones. 3. Determines the location of established control zones at hazardous materials incidents. 4. Establishes and demonstrate the ability to perform emergency decontamination 5. Participates in safety briefing prior to allowing personnel to work at a hazardous materials incident that may or may not involve criminal or terrorist activities 6. Establishes a means of evidence preservation where criminal or terrorist acts are suspected. 20 Communicating the Planned Response NFPA 472 Chapter 5 (2013 ed.) (4)(a)(b)(c)(d)(e); 5.5.2; Hazardous Materials Operations Skill Sheet HMO- 17 The candidate, given scenarios for a hazardous materials incident an Incident Action Plan (IAP), shall communicate the planned response to the Incident Commander and other response personnel. Safely Performs the following steps: P F P F 1. Communicates the status of the planned response to the Incident Commander through the normal chain of command 2.Evaluates the status of the actions taken in accomplishing the response objective 3. 21 Choose Correct PPE Ensemble for a Given Hazardous Material & Don, Doff & Inspect PPE NFPA 472 Chapter 5 (2013 ed.) (1)(2)(3); (3); Hazardous Materials Operations Skill Sheet HMO- 18 The candidate, given a hazardous materials, an ERG, a selection of PPE, shall choose the PPE ensemble needed to handle a leak/spill of the material. Expected time to complete skill(s) is 30 minutes. Safely Performs the following steps: P F P F 1. Looks up correct PPE ensemble to use for specified chemical in ERG 2. Explains reason for choosing particular PPE ensemble 3. Successfully completes all steps within 30 minutes 4. Performs suit inspection for: a. Tears, holes, discolorations, suit integrity d. Seams/stitches e. Boots & glove attachments 5. While seated, places feet into suit and gathers suit around waist 6. Is cautious regarding stepping on suit 7. Dons chemical boots 8. Dons PPE 9. Assistant fastens all snaps, zippers & flaps 10. Performs a physical task (such as threading a nut into a bolt) demonstrating ability to perform work while in PPE 11. Doffs suit 12. Records use, documents any repairs and requests testing 13.
