2 Safe enjoyment of the military training estate The Ministry of Defence (MOD) is amongst the top 5 biggest UK landowners and remarkably the military training estate provides a location for many to purse their favourite pastimes. At the turn of the millennium the MOD adopted a policy presumption in favour of public access management wherever this is compatible with operational and military training uses, public safety, security, conservation and the interests of tenants. Over the last 10 years this policy has helped secure a range of public access opportunities throughout the UK estate and there remains an on-going proactive approach to public access management. This positive approach is set to continue, but in the last two years it has become increasingly apparent that visitors are unwittingly putting themselves at risk when coming onto the training estate. At Aldershot Training Area for example, incursion numbers have risen to be in excess of 150 a day, including dog walkers, runners and cyclists. In the first quarter of civilian incursions were recorded across Salisbury Plain. An incursion is defined as uncontrolled passage of an individual into an area of risk. These figures therefore reflect members of the public wandering into areas of extreme risk. Reasons for this increase will be varied, but it is thought that at the core is a lack or loss of understanding as to the risks across the military training estate. To readdress this knowledge gap the following pages highlight these risks, all of which are illustrated with the signs you will find when you re visiting any site. Red Flags and Red Lights Red is a colour used to project Stop! Danger! Warning! A red flag flown on military land or at night a red light is no different and are the most important of the safety signs. A flying red flag or a shining red light on any MOD site is a signal that there are life threatening activities taking place and all types of public access is completely prohibited. Sites with red flags and lights will also be managed under byelaw. In England and Wales, if public rights of way are present the byelaws are the mechanism that temporarily closes them when red flags are raised. 3 Troops training In a nutshell this is what the training estate is all about. There is the noisy activity: live firing of everything from small arms to heavy artillery, the Royal Engineers using big mechanised kit to drag vehicles from muddy holes or build bridges or convoys transporting troops and kit between locations. But military training is not all gun fire, explosions and roaring engines. There are also the quieter, less obtrusive activities. These activities are called Dry Training. Dry Training is essentially everything else: troops manoeuvring between objectives, setting up camp, positioning lines of defence, sniper training and more. Many of these activities you may not see or hear, but are fundamental to the training requirements of each and every soldier. For your safety and for the benefit of our troops, keep your dog under close control at all times, always adhere to advice given to you by military personnel and if you can, avoid areas of military training. Vehicle movements The military have an extensive fleet of vehicles at their disposal, use of which requires training and practice. These may be anything from a big lumbering Challenger tank to a fast moving quad bike. The military training estate provides the essential environment in which vehicles and their drivers can be tested. Some of these vehicles have reduced driver visibility (see the images below). Where ever you visit always be aware of where you and your animals are. Always look and listen for vehicles.

6 Pyrotechnics Pyrotechnics such as smoke canisters, flash bangs and trip flares are a common feature of training across the training area. These devices are used in a strict, controlled manner even in areas that are not subject to red flags. When visiting be aware you or your animals may experience sudden noises, smoke or spontaneous illumination. These are all part of the training that is going on around you. Military debris In parts of the training estate that continue to be or have historically been used for some form of live firing there is always an inherent risk of unexploded ordnance (UXO). For example, it is estimated that across Larkhill Range, Salisbury Plain, there is somewhere in the region of 250,000 items of UXO. Sites such as RAF Wainfleet, which has stood unused since 2009, will continue to have a residual UXO risk having been used as a range for 120 years. Even in areas of the estate where dry training is carried out there is a risk of dangerous material being found. Pyrotechnic equipment (mentioned above) may be onsite and pose a risk to you or your animal. Never touch anything that looks suspicious. If you find something that looks like it could pose a risk dial 999. Plan and be ready Prepare for your trip by looking online at for site information and firing times.
7 Ordnance Survey maps will indicate if an area falls within a Danger Area or is subject to Managed Access (i.e. subject to byelaws which may prohibit recreational activity). These are shown on the map using the following symbols. Ordnance Survey Map Extract Solid red triangles mark the boundary of military sites where all public access is prohibited when red flags are flying or red lamps are lit at night. Hollow red triangles mark the boundary of military sites where access along PROW is available at all times. Other permissive access across the site, subject to Byelaws can be restricted to facilitate military training requirements. When you re at a military site take notice of and adhere to the signs and information around you. Avoid areas where you see training and follow instructions given to you by military personnel and MOD staff. All of this information is for your safety and wellbeing.
