2 Agenda Who we are and our responsibilities The AFM as the SAR Point of Contact Where, when, why and how we conduct SAR The application of technology in SAR together with Calypso Results/Statistics

3 Role and Tasks Primary Role: The primary role of the Armed Forces of Malta is the maintenance of the security and integrity of Maltese territory in peace time and in crisis.

4 Role and Tasks Primary Tasks: Maintain Territorial Integrity. Maintain Integrity of Maltese Airspace. Maintain Integrity of Territorial Waters and other areas of maritime jurisdiction. Provide SAR services. Protect sensitive locations. Contribute towards international peace and stability.

5 Search and Rescue Who? The AFM is the Nation Defence combined Force, incorporating Land Maritime and Air. Recognition: The Armed Forces is recognised at the SAR Point of Contact Mission: To conduct SAR in the Malta SRR using assets and resources to render aid to persons in Distress

6 Where? More than quarter of a million square kilometres Almost 600NM in length and 130NM in width Stretches from 30NM from the Tunisian coast to Crete Within the SRR, RCC Malta is legally responsible for the co-ordination of all SAR actions

7 When? Whenever any person is in distress within the Malta SRR. When RCC Malta is first RCC. Whenever assistance is requested by a neighbouring SAR authority. Whenever an AFM unit becomes aware of a distress situation when deployed outside the Malta SRR. Whenever a Maltese-registered vessel is in distress.

8 Why? International obligations. EU Obligations. Tradition and customary law. Humanitarian obligations. Dependence of Malta on SLOCs and the maritime environment. Flag State responsibilities.

9 How? National SAR Plan which implements the provision of several conventions of the ICAO & IMO. Establishment of a National System with internationally recognised SAR responsibilities.

12 How? Calypso Project The Malta Channel is a heavy maritime traffic area. In fact is on e of the Major Sea Lanes used. Because of this, risks associated with Oil Spills and increased risks associated with safety and security at sea, cannot be neglected. Risks can be minimised by using tools for surveillance and operational monitoring against pollution threats, as well as a capacity to respond in case of emergencies associated with lives at sea.

13 How? An adequate and efficient response to associated risks requires a sufficient base of oceanographic information in support of risk-prediction models for prevention measures or in the case of emergency interventions.

14 How? Certain SAR Cases are sometimes complex and the position of the search object because of time and currents affecting it, would not be where the incident occurred but in another location. The Calypso Project through its radars, and its display of real time maps and information on sea surface currents, will help the AFM together with its existing SAR Program to determine where the object is drifting. The project s application will also ensure redundancy of the AFM SAR Software display of currents in the Malta Channel.

16 Results? SAR Statistics: 2008, 597 cases 2009, 378 cases 2010, 328 cases 2011, 410 cases 2012, 143 cases till today AN AVERAGE OF 1.2 CASES DAILY

17 Conclusion Obligations in SAR can never be neglected and our scope, even through the Calypso Project is that of sustaining and supporting these operations in an area of heavy Maritime Traffic, by use of modern technology, making SAR Operations more efficient.
