Tactical (Silver) Level Incident Management Prerequisites Course Structure Objective Accreditation Site Main Controller & Emergency Control Centre Support Personnel One Day None Emergency Management, Site Main Controller and Emergency Control Centre Personnel who have a role and responsibility for managing the consequences associated with incident management. This course is suitable for middle and senior managers of Upper and Lower tier COMAH / high hazard operation establishments Tutors engage delegates in an open forum, sharing experiences and working through practical solutions that meet regulatory requirements. The course promotes mitigatory actions and measures aligned to the protection of people, environment, assets and reputation To provide delegates with confidence to manage emergency conditions from an On-Site Emergency Control Centre To define the roles and responsibilities of the Site Main Controller and ECC support personnel, providing clarity on structures and interface protocols associated with multi-agency emergency response Consultant practitioners with a minimum of ten years experience in high hazard operations, emergency response and preparedness Joint Oil and Industry Fire Forum (JOIFF) accreditation certificate will be awarded on completion of this course Sembcorp Protection training facilities on the Wilton International Site or at client premises 5

Operational, Tactical and Strategic Incident Management Training & Exercising TV and Radio Training Half day for up to 5 people. Full day (i.e. two half day sessions) if between 5 and 10 people Sembcorp PR department in conjunction with external consultants with experience as former broadcast journalists Persons who have been nominated by their organisation to address the media following an incident or significant company announcement which could impact on the company s reputation To prepare delegates to be able to manage local, regional or national broadcast media interviews by undertaking a series of practical TV & Radio interview exercises On completion of this course, delegates will be able to demonstrate an understanding of The different types of interview and style of approach of journalists The importance of emphasising key messages Techniques of dealing with difficult lines of questioning Sembcorp Protection training facilities on the Wilton International Site or at client premises. 6

Incident Management Exercises Exercises Styles Prerequisites Target Sector Design Accreditation Sembcorp provide a comprehensive range of exercises aimed to meet client needs and to satisfy regulatory requirements Drills, Walk-through, Control Post, Seminar, Table Top, Live Play, and Restoration & Recovery as defined in COMAH regulations None Upper and Lower tier COMAH / high hazard operation establishments Operational, tactical and strategic emergency responders Exercises are designed to engage participants in an imaginative way, providing realistic exposure under simulated emergency conditions relative to businesses specific risks / worst case or most likely scenarios To test the accuracy and completeness of emergency plans, systems and procedures Business specific against client measurement criteria and desired outcomes Consultant practitioners with multi-agency interface experience in preparedness, response and recovery The competent authority requires operators to demonstrate core elements of their emergency plan, from initial activation through to restoration and recovery. 8 Manual Handling Training Half Day In house consultants with a minimum of 10 years experience in manual handling techniques Anyone who may be required to handle loads using bodily force To raise awareness of the hazards of lifting and to reduce the risk of injury On completion of this course the delegate will have the knowledge to demonstrate an understanding of Legislation regarding manual handling Manual handling risk assessments Correct methods to reduce the risk of injury Fire Warden Half Day In house consultants with a minimum of 10 years experience in Fire Warden role and responsibilities Individuals having a responsibility for Fire Warden duties in the event of an incident and during fire drills To give the delegate a clear understanding of the duties of a Fire Warden and to effectively fill the role On completion of this course the delegate will Have an understanding of the Role and Responsibilities of a Fire Warden Understand the requirements of the Fire Brigade on attending an Emergency Situation Be aware of the different classifications of fire and select the appropriate fire extinguisher. Fire Extinguisher Awareness 1.5 hours F.E.T.A. approved fire extinguisher service engineers with a minimum of 5 years field experience Persons working on premises on which fire extinguishers are located To train the delegate to effectively respond to fire situations On completion of this course the delegate will be able to Identify, select and operate fire extinguishers appropriate to the risk Act appropriately on discovering a fire Act appropriately on hearing a fire alarm 8

9 Fire Extinguisher Practical 1.5 hours F.E.T.A. approved fire extinguisher service engineers with a minimum of 5 years field experience Persons working on premises on which fire extinguishers are located To train the delegate to effectively respond to fire situations On completion of this course the delegate will be able to Identify, select and operate fire extinguishers appropriate to the risk Act appropriately on discovering a fire Act appropriately on hearing a fire alarm Demonstrate practical experience in the use of a fire extinguisher Breathing Apparatus 10 Minute Escape Set 1/2 hour Manufacturer certified breathing apparatus service engineers with a minimum of 5 years field experience Anyone who may have to be evacuated from an area due to a potentially hazardous release/atmosphere The aim of the course is to train the delegate in the safe operation of escape breathing apparatus On completion of this course the delegate will be able to Correctly don escape breathing apparatus Self Contained Breathing Apparatus - Sabre Centurion/Contour 1 hour Manufacturer certified breathing apparatus service engineers with a minimum of 5 years field experience Anyone who may have to work in confined spaces or other potentially hazardous atmospheres To train the delegate in the safe operation of self contained breathing apparatus On completion of this course the delegate will be able to Carry out all pre-use checks Correctly don self contained breathing apparatus Work safely in self contained breathing apparatus 9

10 Air Airline Breathing Apparatus - Sabre Astral/Sabre Modul 1 hour Manufacturer certified breathing apparatus service engineers with a minimum of 5 years field experience Anyone who may have to work in areas where there is the potential of a hazardous atmosphere To train the delegate in the safe operation of breathing air trolley units On completion of this course the delegate will be able to Carry out all pre-use checks Correctly monitor breathing air trolley units Work safely with breathing air trolley units Breathing Apparatus Face Fit Testing 20 minutes A competent face fit trained instructor Wearers of tight fitting face pieces. Full Face Masks, Half Masks and Filtering Face pieces To comply with HSE guidelines and to provide a safer working environment To ensure that a tight fitting face piece matches the persons facial features and seals adequately to the wearers face A pass/fail test certificate will be issued in compliance with HSE guidelines Radio Discipline Procedures 30 mins Persons with at least 3 years experience as emergency responders Anyone who may need to use a licensed portable radio To train the delegate to correctly operate licensed portable radios On completion of this course the delegate will Be able to transmit a radio message Have an understanding of the phonetic alphabet Understand radio procedures and protocols 10

11 Standby Fireman Fire Watch 1 hour F.E.T.A. approved fire extinguisher service engineers with a minimum of 5 years field experience Personnel who are involved with working in confined spaces/drains/pits, any atmosphere which is oxygen deficient which requires the person wears breathing apparatus To train the delegate to safely control the environment adjacent to where hot work is taking place On completion of this course the delegate will Understand the duties and responsibilities of a Standby Fireman Have an understanding of the Work Control Permit system Understand the pre-task preparation that needs to be carried out Know how to respond if a fire occurs Standby Entry Duties 1 hour Manufacturer certified breathing apparatus service engineers with a minimum of 5 years field experience Individuals having a responsibility for personnel working in confined spaces or other potentially hazardous atmospheres To train the delegate in the safe control of all aspects of entry into confined spaces or work in other areas where there is the potential of dangerous gas or fumes On completion of this course the delegate will Understand the duties and responsibilities of a Gas Safety Man Have an understanding of the Work Control Permit system Have an understanding of the Entry Permit system Have an understanding of the Rescue Plan 11
