2 Review of WHMIS must be completed by every Thunder Bay Regional Health Sciences Centre employee on an annual basis. Please note that, in addition to the current WHMIS program, this presentation includes key requirements of WHMIS WHMIS 2015 incorporates the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) for Canadian Workplaces. Please note, all sections of the course must be reviewed before you can complete the final test. Anticipated length of time to complete = 20 minutes

3 Course Objectives The learner will: 1 Understand and define WHMIS and WHMIS 2015 (GHS) 2 Identify responsibilities of workers, employers, and suppliers Recognize the different cautionary labels and identify what information should be included on each label Understand the various sections on an Material Safety Data Sheet (MSDS) and WHMIS 2015 Safety Data Sheet (SDS) and identify the location of these sheets Understand WHMIS hazardous material classes and symbols and WHMIS 2015 Classification 6 Be aware of safety and emergency procedures

5 What is GHS? WHMIS 2015 In February 2015, Canada incorporated the Globally Harmonized System or GHS, an international initiative to standardize chemical hazard classification and communication globally. WHMIS is a national hazard communication system that provides information on the safe use of hazardous products in Canadian workplaces. GHS has not replaced WHMIS. WHMIS has incorporated GHS elements, resulting in new standardized: Common set of rules for classification of hazardous products Common rules for labeling Standard format for Safety Data Sheet (SDS - formerly MSDS or Material Safety Data Sheet)

6 The letters W-H-M-I-S stand for WHMIS Workplace Hazardous Materials Information System The purpose of WHMIS is to ensure that workers have the information they need to work safely with hazardous materials. Workers have a right to know the products in the workplace that are hazardous and how to protect themselves. WHMIS has three components: 1. Worker education (This review is part of the worker s education) 2. Labeling of containers of hazardous material 3. Material Safety Data Sheets (MSDS s) / WHMIS 2015 Safety Data Sheets (SDS)

7 Responsibilities Worker Responsibilities: -participate in training -use the information she/he learns to protect own health and health of others -report any violation or hazards to their supervisor -report unsafe product conditions, problems with labels or MSDS/SDS Employer Responsibilities: -ensure the WHMIS products in their workplace are properly labeled -have an MSDS/SDS for products in the workplace -educate workers on safe handling, storage, and disposal of WHMIS products Supplier Responsibilities: -determine whether or not their product falls under WHMIS -provide appropriate labels and MSDS/SDS

8 Labels The WHMIS label provides hazard information to anyone using the material. There are three main types of WHMIS Labels: 1. Supplier Labels 2. Workplace Labels 3. Laboratory Labels

9 WHMIS Supplier Label Provides basic information about how to handle a product safely The supplier is responsible for ensuring a supplier label is on all controlled products Supplier labels have distinctive rectangular slash-marked borders Information to be included on this label: 1. Product identifier (product name) 2. Supplier Identifier (name and address of the supplier) 3. Hazard symbols(s) (correspond to the class/division of the controlled product) 4. Risk phrase(s) (explanations of the hazards and the degree of risk) 5. Precautionary measures (how to store and use the product/minimize the risk) 6. First-aid measures (treatment incase of acute exposure to the chemical) 7. The statement Refer to MSDS` (indicates that an MSDS with more detailed information is available for the products) *To be provided in both English and French

10 WHMIS Supplier Label Example of a Supplier Label There are a few situations when the supplier label may be a bit different from the basic model: Controlled products in small containers (less than 100 ml) Laboratory chemicals Samples sent to labs for analysis Compressed gas cylinders having curved labels on their necks Some controlled products may have more than one WHIMS label.

11 WHMIS 2015 Supplier Label 1. Product Identifier The product name exactly as it appears on the container and on the Safety Data Sheet (SDS). 2. Hazard Pictograms Hazard pictograms, determined by the hazard classification of the product. In some cases, no pictogram is required. 3. Signal Words (NEW) Danger or Warning are used to emphasize hazards and indicate the severity of the hazard. 4. Hazard Statements Brief standardized statements of all hazards based on the hazard classification of the product. 5. Precautionary Statements These statements describe recommended measures to minimize or prevent adverse effects from exposure to the product, including protective equipment and emergency measures. First aid is included in precautionary information. 6. Supplier Identifier The company which made, packaged, sold or imported the product, and is responsible for the label and SDS. Contact the supplier for additional product information.

12 WHMIS Workplace Label Appear on WHMIS/ controlled products that have been transferred from suppliers containers to workplace containers The department decanting the WHMIS/ controlled product is responsible for affixing an appropriately filled out workplace label before using or distributing the product Workplace labels appear on controlled products manufactured in the workplace. (i.e., Laboratory, cancer research) Workplace labels are used to replace supplier labels that have been damaged Information to be included on this label: 1. Name of the product 2. Information on how to use the product safely 3. Reference to the MSDS for further information *To be provided in both English and French

13 Workplace Label Example of a TBRHSC s Workplace Label The format for workplace labels is flexible. For example: The information can be written directly onto the container using a permanent marker The language used can be chosen to fit the specific workplace Hazard symbols and hatched borders are optional In a few special cases, any form of clear identification, such as the name of the product, a colour code or a numbering system may be used instead of a workplace label. These cases include controlled WHMIS products: In a piping system or other in-house conveyance systems Transferred into workplace containers for use by one worker only and used up during the shift on which the container was filled

14 Workplace Label A Workplace Label is NOT required when used: exclusively by the worker who filled the container and only during the shift in which the portable container was filled or for immediate use

15 Laboratory Label A laboratory label is used instead of a supplier label if the controlled WHMIS product: Originates from a laboratory supply house Is intended by the employer solely for use in a laboratory Is packaged in a container in a quantity of less that 10 kg Information to be included on this label: 1. Name of chemical 2. First aid measures 3. Risk phrase(s) 4. Precautionary measure 5. The statement refer to MSDS Labels on laboratory samples for analysis require the product identifier only when the samples are produced in the laboratory exclusively for the purpose of evaluating, testing or analysis within the laboratory.

16 If you need to know more about a product than you can find on the label, go to the product s MSDS. Key Information about MSDS s: Material Safety Data Sheets (MSDS) These sheets have more detailed information about a product s properties, its hazards, and how to prevent overexposure. An MSDS is supposed to be sent to an employer with every controlled product in the work site. MSDS s must never be more than three years old. An employer must prepare an MSDS for any controlled product produced. MSDS s have nine categories of information that must be provided. There is no specifically required layout for the MSDS, but it must include each of the nine required categories of information and any available detailed information in each category. The MSDS s for all WHMIS controlled products in your work site must be kept in a place where you have easy access to them. Occupational Health and Safety will then assist in updating the hospital inventory and assist with the review of MSDS and locate up to date MSDS as required.

17 WHMIS 2015 Safety Data Sheets (SDS) Every controlled product at TBRHSC must be shipped with a SDS and a Supplier Label. Unlike under the old WHMIS requirements, SDSs are no longer required to be update every three years. Suppliers are required to update the SDS and Supplier Label when significant new information becomes available (NOTE: Significant new information = Changes in classification and/or protective measures) There is a standardized format. Information must always be in the same section regardless of which supplier created the SDS Unlike under the old WHIMS requirements, instead on nine mandatory sections there are now sixteen. (*Note that sections twelve to fifteen require the headings to be present. The supplier has the option to not provide information in these sections)

18 MSDS s Nine Categories to be covered in a MSDS Product Information Hazardous Ingredients Physical Data Fire & Explosion Hazard Reactivity Data Toxicology Properties Preventative Measures First Aid Measures Preparation Information Identifies the product, the manufacturer, the supplier and it describes the intended product use. Provides information about where to contact the manufacturer and supplier for information in case of emergency. Lists the specific chemical names, percentages, and acute toxicity data for the individual components. Contains general information on physical and chemical properties such as the specific gravity, boiling point and evaporation rate. Lists the condition under which the product may catch fire or explode, as well as information for developing strategies and procedures to deal with the hazards. Lists conditions and substances to avoid to prevent dangerous reactions. Identifies how the substance enters the body and the possible side effects from single/repeated exposures. Identifies the product s known long term health effects such as liver or kidney damage, sensitization, cancer or reproductive effects. Includes information on required protective equipment, how to safely clean up spills and how to safely use, handle, store, dispose of, and transport the product. Provides information especially useful to anyone using the product. This section lists specific instructions for the immediate treatment of a worker who has inhaled or swallowed the product or who has had skin or eye contact. This section lists the date the MSDS was prepared and who prepared it.

19 WHMIS 2015 SDS s Sixteen Categories to be covered in a MSDS Product Information Hazard Identification Composition / information on ingredients Product identifier, recommended us and restrictions on use, supplier contact information, emergency phone number. Classification (hazard calls and category), label elements (including hazard pictogram, signal word, hazard statement and precautionary statements) and other hazards (I.e., thermal hazards) For a hazardous product that is a substance: the chemical name, synonyms, CAS No. and the chemical name of impurities, stabilizing solvents and stabilizing additives where classified and that contribute to the classification of the product For a hazardous product that is a mixture: for ingredients that present a health hazard, the chemical name, synonyms, CAS No. and concentration First-aid measures Fire-fighting measures Accidental release measures Handling and storage Note: Confidential Business Information Rules may apply First-aid measures by route of exposure as well as most important symptoms/effects Suitable (and unsuitable) extinguishing media, specific hazards, special equipment and precautions for fire fighters Protective equipment, emergency procedures, methods and materials for containment and clean up Precautions for safe handling, conditions for storage, including any incompatibilities

Reproductive effects, respiratory sensitization Aquatic and terrestrial toxicity (if available), persistence and degradability, bioaccumulative potential, mobility in soil Safe handling and methods of disposal, including contaminated packaging UN number and proper shipping name, hazard classes, packing group Safety, health and environmental regulations specific to the product Other information, including date of the latest revision of the SDS

21 MSDS s Information about the following topics must be covered in the Preventive Measures category Personal protective equipment (PPE) the clothing or equipment a worker handling a controlled product wears to reduce/prevent exposure to the substance, such as gowns, goggles, aprons, or respirators. Exact type should be specified, e.g., vinyl gloves or N 95 mask. Engineering controls measures for eliminating or reducing exposure to chemical hazards, such as enclosure of processes to prevent the release of hazardous materials, or local exhaust ventilation to remove airborne contaminants at their point of generation. Spill/leak procedures these procedures describe the steps to be taken in the event of a spill or leak of the controlled product. Waste disposal describes effective and environmentally safe ways to dispose of waste that contains the controlled product. Handling procedures/equipment describes the basic precautions to be followed when handling the product, or the basic equipment to be used during handling. Storage requirements specific instructions for preventing conditions of flammability, instability or reactivity during storage. Shipping information specific instructions for preventing the development of conditions of flammability, instability or reactivity during shipping.

Be prepared ahead of time by reviewing the following sections: SECTION Four First-Aid Measures SECTION Five Fire-fighting Measures SECTION Six Accidental

24 WHMIS Hazard Classes and Symbols WHMIS applies to materials called controlled products. A controlled product is any product that meets the criteria for one or more of the six WHMIS hazard classes. It is the responsibility of the supplier to determine if their products fall under WHMIS legislation (are controlled products). The supplier must determine which class(es) their product belongs to and ensure an appropriate supplier label is affixed to all of their products. Each class, except Class D, has a separate hazard symbol Class D has three hazard symbols - one for each of its divisions. WHMIS Hazard Classes: Class A: Class B: Class C: Class D: Class E: Class F: Compressed Gas Flammable and Combustible Material Oxidizing Materials Poisonous and Infectious Materials substances that when taken into the body, are injurious to health. They fall in three classes: Division 1: Materials Causing Immediate and Serious Toxic Effects Division 2: Materials Causing Long Term Concealed Effects Division 3: Biohazardous Infectious Materials Corrosive Materials Dangerously Reactive Materials

25 WHMIS 2015 Hazard Classes and Pictograms WHMIS 2015 has many hazard Classes. It incorporates physical and health hazard classes from the GHS and keeps the Biohazardous Infectious Materials Hazard class. WHMIS 2015 also introduces hazard classes for Pyrophoric Gases, Simple Asphyxiants and Combustible Dusts. The hazard classes contain categories or types which reflect varying degrees of hazards.

28 Hazard Categories Hazard classes consist of categories or subcategories that identify the degree of hazard. Category 1 is always more hazardous than Category 2 or 3. Similarly, subcategory 1A is always more hazardous than subcategory 1B or 1C.

29 WHMIS Hazard Symbols Symbol Description Safe Handling Compressed Gas A material which is a gas at normal room temperature but is packaged as a pressure gas. May explode when heated or dropped. Examples: Nitrous oxide, oxygen, CO2 Fire Extinguisher Handle with care Keep away from ignition Store upright Store or transport securely Store only in designated area Combustible or Flammable Oxidizing Material Flammable/combustible materials will ignite and continue to burn if exposed to a source of ignition Can ignite at lower than normal temperatures Can release flammable gas on contact with water Can spontaneously burst into flames Examples: Gasoline, alcohol, acetone, varsol Materials release oxygen or another oxidizing substance and cause or contribute to the combustion of other materials They pose a fire and /or explosion risk in the presence of flammable or combustible material May burn skin and eyes on contact. Examples: Sulphuric acid, chromic acid, chlorine Keep away from heat source and other combustibles Never smoke when working with or near material Store in cool, fire proof area Keep away from combustible or flammable material Keep away from sources of ignition Store in proper container and designated areas Wear proper protective equipment

30 WHMIS Hazard Symbols Symbol Description Safe Handling Materials Causing Immediate & Serious Toxic Effects Materials that cause harmful effects, including death within a short period of time after exposure. Examples: Carbon monoxide, hydrogen sulphide Handle with extreme caution Avoid contact with skin and eyes by wearing proper protective equipment Avoid inhaling by working in well ventilated areas and/ or wearing respiratory equipment Wash and shower after use Store in designated areas Materials causing Other Toxic Effects Materials that cause harmful effects days, months, or years after one or more exposure. Examples: asbestos, fiberglass, ethylene oxide. Avoid eye and skin contact by wearing protective equipment including eye, face and hand protection Avoid inhaling by working in well ventilated areas and/ or wearing respiratory equipment Store in designated areas Biohazardous Infectious Materials Organisms (viruses, bacteria, fungi etc.) or its toxins that may cause infectious disease. Examples: blood, urine Take every precaution to avoid contamination - use gloves, gowns, masks as required Handle the material in designated area where controls are in place to avoid exposure Use blood and body fluid precaution (Routine Precautions) when handling

Examples: Hydrochloric acid, ammonia, caustic soda Material that is very unstable May react with water to release a toxic, or flammable gas May undergo a reaction (explosion) if the container is pressurized or agitated Examples: Picric Acid, nitroglycerin Keep containers tightly closed Avoid eye and skin contact by wearing protective clothing including eye, face and hand protection Avoid inhaling by using in well ventilated area and / or wearing respiratory equipment Do not use unless you have proper instructions - these chemicals are unpredictable and can cause serious injuries if not used properly

35 Safety and Emergency Procedures How can controlled products enter the body? What preventive measures are required for the safe use of controlled products? What preventive measures are required during other interactions with controlled products? What procedures must be followed in case of an accident or emergency?

37 Preventative Measures AVOIDANCE Removing the controlled product is the most reliable method of protection. So, whenever possible, controlled products should be avoided ENGINEERING CONTROLS Engineering controls create distance between the worker and the controlled product. Isolation of the product, proper ventilation and the changing of a process. PERSONAL PROTECTIVE EQUIPMENT (PPE) It is a reality of the workplace that workers are inevitably going to have to work with a controlled product. In these situations, PPE is necessary. Workers are to receive the appropriate PPE from their employer for all tasks. Workers have to be familiar with the different kinds of PPE

38 Other Interaction Leaks or Spills Section 6: Accidental Release Measures of the SDS Remember to read the SDS and discuss any concerns with your supervisor Waste Disposal Section 13: Disposal Considerations of the SDS. Also, proper labelling of waste may be explained and references to special waste disposal regulations may be listed if they apply. Storage Requirements Section 7: Handling and Storage of the SDS. This information is included to promote the stability of the product and could include temperature isolation from sources of ignition, separation from incompatible products and more. Shipping Information Section 14: Transport Information of the SDS. Could include guidance about safe shipment. In particular, the product s sensitivity to shock and temperature may be noted

39 Other Interaction First Aid Section 4: First Aid Measures of the SDS. 1. Seek First Aid First 2. Tell your supervisor 3. File an employee incident report Fire Fighting Section 5: Fire-fighting Measures of the SDS. Only if trained to do so. (I.e., use of a fire extinguisher) NOTE: For emergencies, dial 55 Provide Switchboard with the Code being called and the exact location of the Code (i.e., Department/Room number/name/etc.) and follow your departmental sub-plans

40 Summary The WHMIS program was created to provide a safer workplace by presenting workers with the knowledge and tools to enable them to work safely. WHMIS delivers the necessary information by the following means: Labels on containers of controlled products MSDS s for each controlled product Worker training programs Obtain MSDS s for your department from the online MSDS database available on the Intranet and review all WHMIS products in your workplace. When reviewing these products pay particular attention to: Health hazards of product Preventive measures ( safe handling, storage, and disposal) First Aid If you require further information/training contact the Occupational Health and Safety at ext. 6240
