4 1 Purpse/Scpe This chapter establishes the minimum standards fr successful cmpletin f the GM Offshre Travel Requirements. 2 Requirements It is BP's plicy, pursuant t BP's Cde f Cnduct, t cmply with all applicable laws and regulatins. 5 1 Offshre water survival training certificate/card The training shall be cmpleted every fur years. Any deviatin frm this requirement shall require an apprved waiver frm the destinatin s Offshre Installatin Manager (OIM) r Well Site Lead (WSL). Waiver details will be captured in the regin s cmputerized reservatin system. Offshre Water Survival Training including Helicpter Underwater Egress Training (HUET) is required if persnnel are being transprted ffshre by helicpter. The training must be delivered utilizing the Mdular Egress Training Simulatr (METS) r an equivalent with five underwater exercises with a minimum f three inversins. (BP Emplyees are required t use BP apprved vendrs fr THUET). Cntractrs can attend either HUET r THUET t satisfy this requirement. Hwever, beginning in 2017, BP emplyees shuld cmplete THUET. Emplyees wh have a current HUET certificate will still be able t fly. When they renew this curse, thugh, they will be expected t cmplete THUET. HUET r reciprcal prgram Trpical Helicpter Underwater Escape Training (THUET) HUET prtin f BOSIET 2 BP GM Offshre Readiness Prgram Mdule Attendees travelling ffshre must cmplete the main Offshre Readiness Prgram Mdule via e- learning prir t traveling ffshre. Each asset has als created a site-specific mdule which accmpanies the main Offshre Readiness Prgram Mdule allwing attendees t fully understand the expectatins and requirements f each BP perated asset. The site-specific mdule can be taken upn arrival at an asset. 3 Transprtatin Wrker Identificatin Credential (TWIC ) is required as specified in the abve table t wrk n the Outer Cntinental Shelf as f September 25, Safe Gulf r reciprcal prgram (cntractr nly) Internatinal Assciatin f Drilling Cntractrs (IADC) Petrleum Educatin Cuncil (PEC) Offshre Marine Services Assciatin (OMSA) Assciated Safety Cuncils (ASC) OPITO Internatinal Minimum Industry Safety Training (OPITO IMIST) RigPass 5 Current Gvernment issued ID 6 Letter f Determinatin Freign natinals wh are nt US lawful permanent residents (green card hlders) are required t have the Letters f Determinatin t travel ffshre. T request a LD, BP Emplyees shuld cntact BP s Immigratin Attrney. Cntractrs at BP wh have been asked by a BP staff t travel ffshre shuld have the BP persnnel cntact BP s Immigratin Attrney fr guidance n btaining the LD. The LD request must be submitted ne (1) mnth prir t traveling ffshre due t the time required fr prcessing. 7 Fr GPO Vessels the e- learning mdules are ptinal due t materials presented in the e-learning mdule being addressed thrugh the BP awarded cntract sectins 4, 6, & 8 (HSE requirements), GM

6 standardized bridging dcument prcesses, vessel inductin prcesses, and G/N G checklist. These dcuments can be fund under the reference sectin f this plicy. 8 Cmpanies are respnsible fr ensuring their persnnel have ISN prfiles with up-t-date training. BP checks the passenger s ISN number t ensure that their cmpany and TQ statuses are acceptable. A waiver is required when these cnditins are nt met and the passenger is traveling t a prductin facility. An ISN number is typically nt required fr travel t a vessel, but ISN is always required fr travel t a rig. 3 Prcedures 3.1 BP Badge Emplyees Cntact BPGMLgistics@bp.cm t register in Helipass. Yu will receive the Helipass Persnnel Registratin Frm, which yu must cmplete and return t the same address. Helipass registratin is required befre arriving at the Heliprt fr ffshre travel. Certificatins may be updated at the Heliprt upn arrival. New passengers must scan their TWIC cards at the Heliprt prir t check-in. Visitrs t GM: Hsting entity will have visitr cmplete a Helipass Persnnel Registratin Frm and * t BPGMLgistics@bp.cm. (This includes nn-bp guests.) 3.2 All Suppliers (Cntractrs) May be registered by the cmpany that emplys them. Registratin is als available by cntacting BPGMLgistics@bp.cm and submitting the Helipass Persnnel Registratin Frm. Helipass registratin is required befre arriving at the Heliprt fr ffshre travel. Certificatins may be updated at the Heliprt upn arrival. New passengers must scan their TWIC cards at the Heliprt prir t check-in. All subcntractrs are required t register their emplyees under their cmpany name. Subcntractrs can either d this themselves r thrugh their primary cntractr t BP. Hwever, the primary cntractr t BP cannt register the subcntractr s emplyees withut a mutually signed cnfidentiality agreement t prtect emplyee infrmatin. Under n circumstances can a subcntracted emplyee be registered as the primary cntractr s emplyee. Cntractrs wh perfrm wrk n BP Gulf f Mexic facilities n the Outer Cntinental Shelf are required t register their ISNetwrld ID with Helipass prir t travel ffshre. Dmestic services and vessels are currently the nly exceptin. Questins regarding ISNetwrld and BP s requirements shuld be sent t the Cntractr Safety Management team at BPGMSEMSCV@bp.cm.

7 3.3 Transit Offshre by Supply Vessel On ccasin, Fast Supply Vessels (FSV) r Offshre Supply Vessels (OSV) transprt persnnel t ffshre lcatins in lieu f helicpters. Fr transprt t BP assets and BP cntracted MODUs: Offshre Lgistics Crdinatrs shuld prvide at least 96 hurs advance ntice t their respective Onshre Lgistics Crdinatr Onshre Lgistics Crdinatrs shuld prvide at least 72 hurs advance ntice t the Aviatin Ops Supervisr with the fllwing: Passenger cunt Required bus departure time/date Return passenger cunt (if applicable) All passengers must be registered in Helipass prir t travel and must meet the requirements specified under Sectin 2 Requirements Passengers prcess thrugh heliprt as usual and lad directly nt a vehicle fr direct transit t supply vessel prt Vehicle is supervised entire rute and stps nly in the event f emergencies Passengers exit vehicle and immediately bard the supply vessel, prviding supply vessel with applicable identificatin fr manifesting purpses Once nbard, passengers remain until arrival at ffshre destinatin Persnnel transfers frm GPO IMR vessels t BP assets and BP cntracted MODUs are rare and ut f scpe; an MOC with OIM r Well Site Leader apprval is required. Supervisrs Psitin Respnsibilities Assure all emplyees and spnsred visitrs are registered in Helipass prir t travel. Assure all emplyees and spnsred visitrs have required valid ffshre travel dcuments (identificatin, TWIC, Letter f Determinatin, etc.) Assure all emplyees and spnsred visitrs cmplete required training as specified in Sectin B-Requirements. Cnfirm emplyees and spnsred visitrs cmply with GM Offshre Water Survival Training plicy and have ther required training. Fllw designated Helipass prcedures fr cntractrs and subcntractrs.
