4 Non-Transportable High Pressure Gas Cylinders Periodic Inspection, Testing and Maintenance Part 2 - In-Situ On-Board Testing of High Pressure Gas Cylinders Scope a) This Defence Standard (Def Stan) Part 2 specifies the requirements for the in situ cleaning, inspection and testing of Fully Modified Naval Standard 106 litre, 258 litre, 450 litre and 610 litre High Pressure (HP) Gas Cylinders for the storage of Air and Nitrogen at working pressures up to 276 bar. Requirements for the design, manufacture, storage and installation of these cylinders are contained in Def Stan , Parts 1-4. b) The requirements specified within this Standard relate to Naval Standard HP Gas Cylinders fitted to HM Surface Ships and Submarines. Cylinders fitted in Shore Establishments may conform to these requirements but will be subject to inspection, test and maintenance requirements as defined by The Pressure Systems and Transportable Gas Containers Regulations, 1989 under written by a scheme of examination prepared by a competent person, appointed by that establishment. c) The Design Authority (DA) is Defence Equipment and Support, Marine Auxiliary Systems Pipework Engineering (DES Ship MPS-MES-MASSD). Cylinder Location Cylinder Test Interval Cylinders fitted on board HM Surface As required by BR 2000(89) Chapter 3. Ships and Submarines of the RN, RFA or RMAS, in service. Cylinders used within UK and Overseas shore establishments. As required by the relevant UK legislation (see SI 2000 No. 128, Pressure Systems Safety Regulations), or Health and Safety Regulations of host nation where this requires higher standards. Table 1 - Articles Governing Cylinder Test Intervals b) Identification of the due date for periodic inspection, testing and maintenance shall be from the date of manufacture, the last periodic test date or Start of Life Date whichever is latest. All of these are stamped on the hemispherical ends of the cylinder as shown in Figure

6 c) The responsibility for ensuring that a cylinder is tested at the prescribed intervals lies with the user. d) Equipment and methods used for cleaning, inspection and testing of cylinders shall comply with the requirements of this Standard unless specific Design Authority (DA) approval has been given for testing in a different manner. It is emphasised that cylinder surface inspection is of prime importance for the identification of defects likely to render cylinders unsafe. Figure 1 - Details of Stampings 2 Periodic Cleaning and Inspection 2.1 Place of Test Periodic cleaning, inspection and testing of cylinders installed on board HM Surface Ships and Submarines may only be carried out in situ with the specific written approval of the DA, DES Ship MPS-MES-MASSD. Details of workshop cleaning, inspection and testing of cylinders is given in Def Stan Part

7 2.2 Method of Test Inspection and testing of cylinders shall be carried out in accordance with the requirements of Clause 2. The processes involved shall be carried out in the order indicated in Clause 2.5 to Clause Preparation a) Each cylinder shall be checked to ensure that it has been depressurized. Where there is any doubt over the operation of any valve fitted to a cylinder and it cannot be assured that a cylinder is depressurized, the cylinder shall be dealt with in accordance with BS EN Only if it can be assured that the cylinder is depressurized shall the end fitting be removed. b) Fittings used on cylinders vary between applications. It is therefore important that cylinders, which shall be reconnected into systems, in HM Surface Ships and Submarines, are done so after testing with identical fittings to those with which they were disconnected. New fittings shall be supplied in accordance with Clause 4. c) Cylinders having flanged fittings shall have studs, Wills rings and backing rings removed. Stud holes and threads shall be cleaned to remove all particles of rust, jointing or foreign matter. d) A number of wide neck cylinders were manufactured with a Zinc/Aluminium spray coating on the internal surface. These cylinders shall have this internal coating removed in accordance with the procedures detailed in BR 2000(89). e) External preservation coating shall be removed to such an extent that positive identification of cylinder serial number can be determined. f) The entire external surface of the cylinder shall be inspected for preservation condition, corrosion, cracking or other damage. g) Each cylinder shall be internally cleaned until the cylinder is in a suitable condition for internal visual examination. Care shall be taken to avoid damage to the cylinder during this process. h) Internal cleansing by rumbling tends to close over defects and can conceal unacceptable pitting and cracking and is therefore not permitted. 2.4 Inadequate Markings The markings on each cylinder shall be checked. Deterioration of the legibility of the manufacturer s serial number shall be made good by restamping in accordance with the requirements of Def Stan Part 2. The history of any cylinder with an illegible serial number shall be investigated by the testing station. Unless assurance of the cylinder s history is obtained and its continued suitability for service is confirmed by inspection and testing in accordance with this Standard, it shall be removed from the vessel and quarantined for further investigation. 2.5 Inspection a) The cleaning, inspection and testing of fully modified standard Royal Naval (RN) cylinders shall be carried out by a competent person or body as defined in Clause 4 and by BR2000(89). 2-4

8 b) Approved contractors shall have a written scheme of examination and testing that satisfies the requirements of this Standard and shall maintain a list of competent examiners. These examiners shall understand and work to the requirements of this Standard. The list shall be kept with the written scheme of examination and testing. c) Each cylinder shall be inspected externally and internally, in accordance with the requirements of Clauses 2.5d) to 2.5f) for any sign of corrosion or other defect. d) Each cylinder shall be externally inspected for the following: 1) Dents, cuts, gouges, bulges, cracks or laminations (rejection limits are specified in Table 2); 2) Corrosion (rejection limits are specified in Table 2 - Rejection Limits Relating to Physical and Material Defects in the Cylinder Shell ); 3) Other defects such as fire damage, electric arc or torch burns or unauthorised modifications or markings (rejection limits are specified in Table 4). e) Each cylinder shall be inspected internally to identify any of the defects listed in Clause 2.5d)1) and 2). Cylinders may be inspected visually using an inspection lamp of adequate intensity, or using an endoscope, remote TV, ultrasonic or other Non Destructive Examination technique approved by the DES Ship MPS-MES-MASSD for the purpose. NOTE When a visual inspection is carried out, adequate intensity lighting shall be provided. f) Cylinders having studded necks to accept flanged fittings shall have existing studs removed (see Clause 2.3c). Stud holes shall be inspected to ensure that the threads are full form, clean and free of burrs and other imperfections. The threads shall be assessed using an M20 x 1.5 5H screw plug gauge to BS 3643 Part 2. There shall be a minimum full thread length of 22 mm in each stud hole. Where damage exists to the stud threads near the end face, the cylinder neck may be machined back to remove the damaged threads and the stud holes re tapped to maintain the 22 mm minimum full thread length. This must only be carried out with the specific written approval of DES Ship MPS-MES- MASSD. g) Where stud holes are damaged to an extent where the thread cannot be reclaimed in accordance with the requirements of Clause 2.5f) the cylinder shall be removed from the vessel and returned to the stores repair loop for reclamation by the manufacturer. However, with prior permission from DES Ship MPS-MES-MASSD, a single wire thread insert repair per end may be fitted using the approved DES Ship MPS-MES-MASSD procedure. h) The end face of each cylinder neck, whether accepting screwed or flanged fittings, shall be examined to ensure that it is free from corrosion pitting or scoring. Any such damage shall be removed by machining the surface to a minimum surface finish of 0.8 m R a circular lay. i) Where the bottom of a defect cannot be seen, and where its extent cannot be evaluated with certainty using special equipment, the cylinder shall be rejected and destroyed in accordance with the requirements of Clause 6. j) Any cylinders showing defects outside the rejection limits specified in Clause 2.5, Table 2, Table 2 - Rejection Limits Relating to Physical and Material Defects in the Cylinder Shell 2-5

9 k) and Table 4 shall be removed from the vessel and destroyed in accordance with the requirements of Clause 6. Defect Definition Rejection Limit Bulge Visible swelling of the cylinder. All. Dent Cut or Gouge Dent Containing Cut or Gouge A depression in the cylinder that has neither penetrated nor removed metal. A sharp impression where metal has been removed or redistributed. A depression in the cylinder in which there is a cut or gouge. Where the depth of any dent exceeds 2 mm or when the diameter of any indentation is less than 30 times its depth. Where the length of any cut or gouge exceeds 25 mm or its depth exceeds 1 mm. Any cuts or gouges of dimensions less than this shall be dressed out. Where the size of the dent or gouge is greater than the dimension for rejection as an individual defect or where the dimensions of the dent after dressing out of the cut or gouge exceed those for rejection as an individual defect. Crack A split or rift in the metal. All. Lamination Laminations may show in the form of a crack or bulge and are due to folds resulting from inclusions during the manufacturing process All. 10 Defect Definition Rejection Limit Area Corrosion Chain Pitting or Line Corrosion (Internal Surface only) Isolated Pitting Corrosion which has caused a general reduction in wall thickness over an area of the cylinder. It excludes other types of corrosion listed below. A series of pits or corroded cavities, generally of limited width, extending along the circumference of a cylinder. (Generally only occurs at tide mark on the internal surface when water is left in the bottom of a cylinder for a prolonged period.) The pitting of cylinder metal in isolated areas where the distance between pits is at least twice the diameter of the larger pit. If the depth of penetration exceeds 4 mm. Where the extent of the corrosion is such that it is difficult to determine the original wall thickness, the area corrosion allowance (4 mm) shall be deducted from the minimum design wall thickness, as detailed in Table 5, to determine the minimum acceptable wall thickness. If the total length of corrosion in any direction exceeds the diameter of the cylinder, or if the depth of penetration exceeds 4 mm. NOTE Chain pitting of a width greater than 75 mm shall be considered area corrosion. Pits at a concentration greater than one per 500 mm 2 of the surface area shall be classified as area corrosion. The depth of discrete pits shall not to exceed 5 mm. Table 3 - Rejection Limits Relating to Corrosion Defects in the Cylinder Shell NOTE 1 NOTE 2 Extensive experience is required to judge whether cylinders that have corroded internally or externally are safe and suitable for return to service. It is important that the surface of the metal is completely cleaned of corrosion products prior to the inspection of the cylinder. (See Clause 2.3f) for external cleaning and Clauses 2.3d) and 2.3g) for internal cleaning); The following procedure is recommended for (unaided) visual evaluation of corrosion: a. If the bottom of a defect can be seen it may be possible, with judgement and experience to evaluate it sufficiently to pass or fail the cylinder for that defect, in accordance with the limits given in Table 3; b. If the decision is in doubt, a cylinder shall be examined using endoscope equipment, remote TV/Video or ultrasonic techniques. It is recognized that the nature of corrosion in the cylinders renders accurate measurement extremely difficult. The rejection limits have been set with the intention that unaided visual inspection by competent/experienced personnel should be the prime method of evaluating the extent of the corrosion. The rejection limits have been set in order to allow a reasonable factor of safety, taking account of the difficulties in assessing defect depths visually. It is however, most important that visual examination is carried out with the utmost care and that it is ensured that deep defects shall not be obscured by corrosion products that have not been removed during internal cleaning; c. Where the bottom of a defect cannot be seen, and where its extent cannot be evaluated with certainty using special equipment, the cylinder shall be rejected and destroyed in accordance with Clause

11 Defect Definition Rejection Limit Fire Damage Excessive general or localized heating of a cylinder usually indicated by: charring or burning of the paint; burning of the metal; distortion of the cylinder. If paint only is charred the cylinder may be accepted. If paint has been removed by heat, or damage as in b. or c. is evident the cylinder shall be rejected. Neck Inserts Additional metal neck inserts (i.e. helicoils) fitted into the neck of a cylinder other than by sweating in (Def Stan Part 4) of screwed fittings or by bolting with M20 studs and nuts for the flanged fittings method of attaching fittings. Where more than one insert has been fitted per end or has modified the approved cylinder design (e.g. a replacement threaded portion affixed by drilling out and tapping the original neck portion). Stamping Marking by means of a metal punch. Where any cylinder has stamping on the parallel section or where the stamping is illegible or inadequate or has been altered. When it can be clearly established, from records or otherwise, that a cylinder was manufactured in accordance with Def Stan Part 2, illegible or inadequate markings may be corrected. Arc or Torch Burns Burning of the cylinder metal, a hardened heat affected zone, the addition of weld material, or the removal of metal by scarfing or cratering. Where any cylinder shows evidence of arc or torch burns. Defects on sealing face Defects on internal threads Defects such as cracks or machining flaws on the sealing face of the cylinder. Damage to the internal thread joining the flange to the body of the cylinder. All. M20 damage threads can be repaired to M22. Any damage to M22 threads shall to be rejected. The internal surface shall be dried either by use of a vacuum pump or by blowing through with dry air. b) When drying is carried out using a vacuum pump, the pressure in the cylinder shall be reduced below 6 mbar for at least 30 minutes. c) When drying is carried out by blowing through with air, the air used may be heated to increase the drying rate. Either a hot air blower or air from a compressed air system may be used, but compressed air from a system shall pass through a drier and an activated carbon filter in order to reduce oil contamination to below 1 mg/m 3 and dew point better than -38ºC at atmospheric pressure. 2-9

13 d) After drying, the interior of each cylinder shall be checked to ensure that it is dry and free from contamination, e.g. dust, grease, water, etc. Any contamination found shall be removed. The cleanliness standard applicable to HP Air and Nitrogen cylinders is Grade CA as in accordance with Def Stan If the cylinder fittings are not to be replaced immediately, the cylinder ends shall be sealed by transit/storage adapters (approved range is detailed in Annexes A and B) and Nitrogen introduced into the cylinder in accordance with the requirements of Def Stan Part 3. e) After satisfactory completion of the inspection and testing, each cylinder shall be stamped on the shoulder, adjacent to previous inspection and test marks, with the following: 1) The date of the test, quoting month and year; 2) The unique identifying mark of the testing station; NOTE Stamped markings shall be no deeper than is necessary to ensure that a permanent record is provided. 2.7 Records a) The testing station shall provide the user with certificates for each cylinder tested and retain copies in a Record Book. QA Documents shall be supplied with cylinders. If no QA Documents are available, DES Ship MPS-MES-MASSD shall be contacted, prior to commencement of work. The following information shall be required for the test certificates: 1) Certificate of Conformity; 2) Inspection and test date; 3) First level documentation as required by SSP 25; 4) Tests undertaken and to what standard; 5) Results of inspection and tests i.e. corrosion assessment, Ultrasonic prints/disc; 6) Percentage permanent expansion after volumetric expansion test; 7) Details of defects identified by Ultrasonic inspection, not sufficient in themselves to reject the cylinder; 8) Details of any renovation work carried out on the cylinder and any concessions granted; 9) Cylinder History Record Sheets, as defined by Def Stan Part 3; 10) Consignee/destination where known. b) The Test Authority shall produce three copies of all the test certification required, in accordance with the requirements of Clause 6.2.7a). One copy shall be retained by the Test Authority, one copy (excluding Ultrasonic prints/disc) shall be attached to the cylinder, when it is dispatched, and one copy forwarded to DES Ship MPS-MES-MASSD within one month of test completion. c) Records shall be retained by the testing contractor for 50 years. 2-10

14 3 Preservation 3.1 External Preservation a) Cylinder external preservation shall be to latest specification for the compartment. b) In all cases the unique cylinder serial number shall be stencilled around the centre section of the cylinder in characters at least 50 mm high (see Figure 1). 3.2 Internal Preservation a) Before replacement of fittings, each cylinder shall be checked to ensure that it is internally dry and clean; i.e. free from: grease, oil, corrosion debris, dirt, etc., in accordance with the requirements of Clause 2.6d) and as defined in Def Stan b) On no account shall cylinders be internally coated or painted. c) Cylinders not reconnected to the system after inspection shall be fitted with transit/storage adapters (as shown in Def Stan Part 1) and charged with Nitrogen as required by Clause 2.6d). 4 Replacement of Flanged Fittings a) After inspection and test, each cylinder with flanged fittings shall be fitted with new flanged adapters of the latest design. Flanged fittings shall be fitted with new fasteners, Wills ring and spacer ring and nuts in accordance with the requirements of Def Stan Part 4. b) Each time a flanged fitting is removed from a cylinder, the Wills ring and spacer ring shall be discarded and replaced by new. c) If the internal thread of the cylinder is damaged during removal of the flange it can be repaired by drilling and retapping to an M22 thread. This procedure is to be undertaken with authorisation by DES Ships MPS-MES-MASSD. 5 Air Tightness Test a) Cylinders that have had their fittings replaced in accordance with the requirements of Clause 4 shall be tested for integrity. The test medium shall be air that meets the purity requirements of no more than 1 mg/m 3 oil and dew point -38ºC or better at atmospheric pressure. A test pressure of 276 bar shall be maintained and no leakage shall be evident at any joint when tested with leak detection fluid or soapy water. b) Where a number of cylinders are reinstalled into a complete manifold system before being returned to the user, the complete system shall be subjected to a 276 bar air test for 24 hours, during which time the pressure loss from the system shall be less than 1.25 per cent. There shall be no detectable leak from cylinder joints or any welded system joints when tested with leak detection fluid or soapy water for the duration of the test. 2-11

15 6 Destruction of Unserviceable Cylinders a) Where inspection and test indicates that a cylinder is unsuitable for further use, the cylinder shall be removed from the vessel for further workshop tests. b) If a cylinder fails any of the above test criteria then it shall be destroyed at the place of test by burning an irregular hole of 75 mm minimum diameter in the cylinder wall. Drilling a hole in a cylinder is not an acceptable method of destruction. For further details see Def Stan Part 2. c) Scrapped cylinders shall be disposed of to the best advantage of the Crown with agreement from the MOD Commodity Manager/Contract Department. 2-12

22 Definitions DEF STAN Part 2 Issue 2 For the purpose of this standard, ISO/IEC Guide 2 Standardization and Related Activities General Vocabulary and the definitions shown below apply. Definition Competent Person Examiner Fitting Inspection User Description A person having accrued such practical and theoretical knowledge and actual experience to detect and evaluate features, required under the purpose of the examination and to assess their importance as to the integrity of the cylinder A person whose experience and knowledge of cylinder examination and testing will enable defects or weaknesses to be detected. A component affixed in the cylinder neck by bolting or screwing which allows connection to be made between the cylinder and an associated pipework system. A complete cylinder examination undertaken by a competent examiner using approved techniques. A person who is held responsible for ensuring that cylinders installed in HM Surface Ship, Submarines or Shore Establishment are maintained and tested at the required intervals. 3-3
