3 1.0 Introduction This Temporary Vehicle Restraint System Policy (TVRS) applies to all schemes on the Highways England network where Appendix 1/17 requires a Temporary Vehicle Restraint System to be provided between running lanes and the works areas for all works taking longer than 3 days. The installation of a Temporary Vehicle Restraint System will significantly reduce the risks for workforce and third parties during roadwork construction activities. However, the introduction of a TVRS can introduce different risks for both. This policy will ensure these risks are identified and controlled. All Temporary Vehicle Restraint System installation, maintenance, modification and removal must be carried out by a competent person. All installations will be part of the design risk assessment procedure for the holistic design of Temporary Traffic Management (TTM). This will include a site survey, risk assessment, design drawings and permits. The installer must provide a detailed drawing and method statement/ risk assessment for each installation which will include the level of experience of the team. 2.0 Requirement for TVRS If a contract does not include a definitive requirement for TVRS then a TVRS should be provided under the following scenarios; Works requiring permanent barrier to be removed and structure left unprotected Works within 3 metres of the edge of carriageway (lane closure can remove the need for a TVRS) Where plant operates within 2m of the edge of carriageway Where an excavation of 500m or greater is within 3.25 metre of the edge of carriageway A location specific site survey and risk assessment must be completed for each installation, modification and removal. This will determine the design of a Temporary Vehicle Restraint System and ensure all risks are man 3.0 Site Survey, Risk Assessment and Design A TVRS Site Survey Form is to be completed before any works associated the TVRS are undertaken. The Site Survey Form provides a check list to ensure all risks are identified to allow the appropriate control measures to be incorporated. Every installation, modification or removal requires a risk assessment to be completed for the area. Emergency access must be considered. Where an emergency access cannot be maintained at the front of the TVRS then an access point must be installed at the closest possible point to the minimum length requirement. Page 3 of 8

4 4.0 Installation, Modification and Removal All works must be supervised by a competent person. When installing barrier where a gap is required, such as an access or exit, the longitudinal run must be installed continuously then remove sections for gaps so that gaps can be closed at a later date if required. When removing the TVRS in a longitudinal run consider the position of the remaining terminal e.g. if moving a section on a longitudinal run between access/exit points. The position of the remaining terminal may not be deemed safe. When installing, modifying or removing TVRS consideration should be made access to other works locations within the area. In poorly lit areas TVRS sections are not highly visible and there is an increased risk of vehicles and plant hitting any unfixed section of TVRS. 5.0 TVRS Installation Procedure 1) Conduct Initial Project TVRS Site Survey & Risk Assessment 2) Conduct Works Area Site Survey 3) Site Survey 4) Conduct Works Area Risk Assessment 5) Risk Assessment 6) Guidance for TVRS 7) Produce TVRS Design, as part of main TM design 8) Produce Temporary Works Pack 9) Install Temporary Barrier System 10) Sign off installation 11) Conduct Weekly inspection of TVRS system 6.0 Terminals The installation of terminals poses significant risk to road users and special consideration should be given to the design to ensure these risks are mitigated. A risk assessment must be carried out to determine the appropriate method for use of terminals and special consideration must be made for; Emergency vehicle routes Works traffic routes Page 4 of 8

5 Sight lines and direction of bends Location of drilled pins including; - Location of structures (bridge decks, waterproofing) - Location of services Cushion Terminals Cushion terminals are to be used on the first terminal on any longitudinal run unless where a flare of 1.5m or a full lane width can be achieved, or TVRS can be attached to permanent barrier. Subsequent terminals within the same run of barrier i.e. access points may be ramped terminals providing a risk assessment determines the safe use. (This does not apply to slip roads) Ramped Terminals The risk assessment may determine ramped terminals as a safer option. P1 ramped terminals can be safe solution when significant flare can be achieved. Recommend minimum flare is 1.5m. If this cannot be achieved a cushion terminal must be used. If P1 ramped terminals are used with minimum setback flare close cloning is required before the P1 and level to gage ramp. Recommendations 7 cones (3.5m) minimum; 10 cones (5m) preferred. This is a visual deterrent only. On P1 terminals that have significant flare and set back with good line marking demarcations cones should be avoided as a maintenance risk to road worker and road user. Chevron markings should be installed on all end terminals both approach and departure. This will help road user visually identify terminal end. This control will highlight end terminals during work operations, for example road closures at night hazard to works vehicles reversing Ramped terminals at works access/exit locations can be flared 600mm in addition to setback where relaxed limits apply. When removing a TVRS in a longitudinal run consideration must be made to the position of the remaining terminal. The position of the remaining terminal may not be deemed safe and if this terminal must be change to a cushion if a setback of 2.5m cannot be achieved. 7.0 Certification, Approvals and Tagging Under no circumstances should any works activities be undertaken behind a TVRS that has not been installed as per the design approved drawing. Following any installation or modification of the TVRS the TTM coordinator must certify that the TVRS has been installed correctly and is safe to work behind. The Supplier /installer/ TSCO must be informed: Page 5 of 8

6 If a works vehicle or plant makes contact with the TVRS Following a road traffic accident within the extent of the scheme If the TVRS has been struck by a third party In any of the above situations the section of TVRS from terminal to terminal will be deemed unsafe. No work activities must take place in this area, nor should any vehicle park in this area, nor should any individual enter this area. It is not safe to work behind TVRS whilst removal is in progress, the TVRS is deemed incomplete The TSCO will determine whether it is safe for works vehicle to proceed through the site past the uncertified barrier. 8.0 Inspections & Audits The Temporary Vehicles Restraint System must be visually inspected weekly. The Temporary Vehicles Restraint System will be inspected for: Plant/material/debris stored in safety zone Realignment from original location Correct number of pins in terminals and longitudinal run Reflectivity of studs No drainage impacts Reflective strip on ramped terminal Safety zone markers at access/exit locations Correct road marking/stud detail adjacent Accident damage Please note; if any realignment or accident damage is detected then the section of TVRS between terminals must be red flag and no works can be undertaken behind barrier until approved by the TSCO / installer. 9.0 Competencies Installers of Temporary Vehicle Restraint Systems should hold National Highways Sector Scheme 2B Accreditation. The installers must provide certification that each installation, modification and removal has been undertaken in accordance with manufacturer s instructions. The Design team should demonstrate a clear understanding of all TVRS available within the sector and specifications for use. A member of the site TTM team should be confident in undertaking site Page 6 of 8

7 surveys and rick assessments based upon the specifications of the chosen TVRS and be able to review the method statements and risk assessments of the installer. Supervision must be provided for all installations, modifications and removals of Temporary Vehicle Restraint Systems Incident Management Each project will have an incident management plan and where an incident involves the TVRS then the TTM team must be notified immediately. Any unauthorized alteration to the TVRS, then the TVRS, from terminal to terminal, will become uncertified. No individual or vehicle should enter this area until the TSCO /INSTALLER has determined whether it is safe for works vehicle to proceed through the site past the uncertified barrier. Any incidents involving unauthorized alterations to the TVRS must be recorded. Any damage and/or near misses to TVRS including terminals should be kept and reviewed by the project team to determine if any actions are required to mitigate risk Working within access or Exit Where possible a secondary run of TVRS installed behind the gap should be considered. This is usually only practical when in a contraflow phase. As previously mentioned in section 5.0 Installation, Modification and Removal, the longitudinal run of the TVRS must be installed continuously then remove sections for gaps. This will allow for gaps to be closed when required. This should be considered for works that require vehicles and personnel in a gap for longer 3 working shifts. When works require vehicles and personnel to be working adjacent to an open gap (access or exit) for less than 3 working shifts then consideration must be made whether to undertake works overnight with a lane closure overnight Safety Zone The site specific policy statement will identify the correct safety zone for scheme. This is to be determined by the TVRS coordinator and communicated with the site team during the site induction. Under no circumstance should any lengths of the TVRS been stored within the working width of the in-situ Temporary Vehicle Restraint System. No plant or machinery is to be operated or stored in the safety zone. Page 7 of 8

8 13.0 Surface Condition Assess surface condition as on newly laid surfaces temporary barrier could result in depressions in the newly laid surface. Rubber pads can reduce the intensity of the pressure on the surface to avoid rework. Research has shown the standard barrier far exceeds the loading sustainable by the asphalt surface, the addition of the Flexible base significantly reduces this effect to a reasonable level 14.0 Inclusion of TVRS in Site Induction It is widely quoted that temporary barriers should have a 600mm safety zone, based on N2 testing criteria from BS EN :2010. Workers should be aware that the barrier is likely to move more than 600mm dependant on the size of the vehicle, speed of impact and angle of impact. Each site induction should include a section on Temporary Vehicle Restraint System Record Keeping Records should be kept for all installations, modifications and removals. This should include all site surveys, risk assessments and designs. Accurate and up to date records should also be kept of all measurements on site at any time. All incidents on site involving third parties should be recorded and monitored. Any incidents involving unauthorised alterations to the TVRS must be recorded. Any damage and/or near misses to TVRS including terminals should be kept and reviewed by the project team to determine if any actions are required to mitigate risk. Page 8 of 8
