1 2.6 Wksite Clothing - Personal Protective Equipment (PPE) Requirements Purpose This Field Instruction describes the selection use maintenance of approved Personal Protective Equipment (PPE) f all Hizon Power wkers, visits. Scope PPE reduces the risks associated with coming into contact with anything that may cause harm injury from any identified hazard / risk. This instruction applies too: everyone, including visits contracts who enter a Hizon Power operational depot construction site, undertake wk f Hizon Power excludes special PPE requirements f substations, gas oil-filled equipment chemicals as defined in Safety Data Sheets (SDS) other specific wk instructions Safety Befe commencement of wk, a risk assessment must be carried out using the Risk Analysis Procedure (OSH ), to identify document the hazards risks associated with the task ensure appropriate control measures are implemented. It is imptant that, appropriate control measures must be identified, documented implemented to lessen control the identified hazards. Instruction All wkers must make themselves aware comply with all site-specific PPE requirements PPE must not be used in isolation of other risk controls PPE must meet the requirement of Hizon Powers PPE Stard All PPE must have non-metallic fasteners comply with AS / NZS stards Ensure all PPE is checked, fit f purpose, serviceable, fitting well befe use Any PPE that has exceeded its test certification date must not be used, retested befe use PPE must not be tampered with, modified altered in any way All PPE must be sted in accdance with manufacturer s instructions All PPE must be cleaned serviced in accdance with manufacturer s instructions Any damaged defective PPE must be removed from service infm supervis CS10 # Wksite Clothing - Personal Protective Equipment (PPE) Requirements Page 1 of 7

2 Selecting Crect PPE Tables 1 2 use to select the crect level of PPE required when perfming switching / wking on different types of live electrical equipment. A higher level of clothing must be wn if the risk assessment switching operat deem it necessary accding to the circumstances, f example: on near live low voltage busbars, conducts, live low voltage cable jointing, load testing when racking switchgear. Some switching methods may allow the wker to be outside of physical contact with the electrical equipment. A comparison of the following may reveal that the level of PPE may be reduced to a minimum of o Distance between the wker the electrical equipment f that switching method. 4 Minimum PPE The minimum PPE f anyone visiting Hizon Power operational sites in a non-operational capacity remaining outside of the three (3) meter danger zone of any live exposed electrical apparatus. Non - Operational Wkers - Office Wkers / Visits High visibility clothing high-visibility vest Enclosed footwear Note: Non-Operational wkers must NOT enter an Operational Controlled Wksite, including within the Safe Approach Distance (SAD) until the completion of a Risk Assessment (JRA) to identify any additional PPE required, this would also include additional PPE f hling chemicals in accdance with the chemical Safety Data Sheet (SDS) (outside operational area) Clothing must have an ATPV (arc thermal protective value) rating of 5 Cal/cm² The minimum PPE when carrying out operational construction, maintenance wk activities outside the three (3) metres danger zone of any exposed live electrical apparatus: Safety footwear, toe capped, ankle suppted, laced up, no slip-on, safety boots Note: Contracts must maintain a PPE stard that as a minimum complies with requirements participation as outlined in Hizon Powers SHMS OSH PPE stard. However, Fire Retardant (FR) Arc Thermal Protective Value (ATPV) rated clothing is NOT required f contract wk scopes where there is NO requirement to wk within the vicinity of live exposed electrical apparatus the completion of hot wks in accdance with a completed risk assessment. All other requirements of Hizon Powers SHMS OSH PPE Stard remain. Contract is permitted to wear hi-visibility colour aligning their own business needs, however the hivisibility colour must meet the requirements of AS/NZS :2011 High Visibility safety Garments CS10 # Wksite Clothing - Personal Protective Equipment (PPE) Requirements Page 4 of 7

5 (inside operational area) Clothing must have an ATPV (arc thermal protective value) rating of 5 Cal/cm² The minimum PPE when carrying out operational construction, maintenance wk activities inside the three (3) metres danger zone of any exposed live electrical apparatus: Safety footwear, toe capped, ankle suppted, laced up, no slip-on, safety boots Level 2 Clothing must have an ATPV (arc thermal protective value) rating minimum 14 Cal/cm² The minimum PPE when carrying out operational, construction maintenance activities as described in Tables 1 2 Overalls buttoned at the wrist Safety footwear, toe capped, ankle suppted, laced up, no slip-on, safety boots. 6 Face shield with wn under face shield switching, minimum rating of 40 Cal/cm² coat leggings, minimum rating 40 Cal/cm² Level 4 Clothing must have an ATPV (arc thermal protective value) rating of 40 Cal/cm² The minimum when carrying out, operational construction maintenance activities as described in Tables 1 2 Safety footwear, toe capped, ankle suppted, laced up, no slip-on, safety boots switching minimum rating of 40 Cal/cm² coat leggings minimum rating of 40 Cal/cm² hood with wn under hood Note: F live electrical wk switching activities, all buttons fastened shirts tucked in. PPE must meet the minimum FR Cal/cm² Special PPE requirements such as oil gas filled equipment, refer to SDS sheets. Wet weather, thermal clothing, undergarments jewellery Wet weather thermal protective garments obtained from Hizon Power authised suppliers can be wn over the protective clothing Non-natural fibre garments, f example, nylon polyester are not recommended to be wn under protective clothing Metallic objects must not be wn when undertaking live wk, f example, neck chains, earrings, rings, watches, bracelets other jewellery Arc flash protective clothing / switching suits Arc flash is the heat light energy released when an insulat fails current flows through a nmally non-conductive media such as air. The flash produced due to this breakdown is similar to the light radiation emitted by a commercial electrical arc welder. 7 A blast is an arc flash that yields an explosion, a massive amount of energy that rapidly vapises metal conducts, blasting molten metal superheated material (plasma) outward with extreme fce. This violent event can cause destruction of switchgear nearby equipment. The high velocities of molten metal particles can cause severe burns, blindness, internal gan damage death through inhalation. Consider the level of arc flash protection clothing necessary when conducting switching operations Befe approaching any apparatus, assess the risks consequences of a potential arc flash Determine an emergency action plan based on a potential arc flash event Consider using a safety observer.
