Hazard control is approached through a hierarchy of control that is, it is always best to eliminate the risk first and then if not possible follow the remaining methods: Elimination (or substitution): remove the hazard or substitute hazardous materials or machines with less hazardous ones. Engineering Controls: undertake modifications to plant in order to reduce the source of exposure. Administrative Controls: alter the way the work is done. Change work practices such as standards and operating procedures. Personal Protective Equipment: provide individuals that are exposed to the hazards with equipment which will limit exposure. 3 Control of Hazardous Substances (COSHH) COSHH Consultancy The Control of Substances Hazardous to Health (COSHH) Regulations 2002 requires employers to prevent worker exposure to hazardous substances or, where this is not reasonably practicable, to ensure adequate control. Regulation 12 states that every employer who undertakes work which is liable to expose an employee to a substance hazardous to health shall provide that employee with suitable and sufficient information, instruction and training. Are you compliant with the COSHH Regulations 2002? COSHH Regulation covers substances that are hazardous to health, these can come in many forms, as illustrated. They do not cover lead, asbestos or radioactive substances as these are covered by individual regulations. We can help you to ensure your site is fully compliant, and that your workforce is competent to carry out their work safely. We can support you with consultancy and offer training for your employees. COSHH covers Substances that are hazardous to health. Substances can take many forms and include: chemicals products containing chemicals fumes dusts vapours mists nanotechnology gases and asphyxiating gases and biological agents (germs). If the packaging has any of the hazard symbols then it is classed as a hazardous substance. germs that cause diseases such as leptospirosis or legionnaires disease and germs used in laboratories. Our consultants, who include Chartered Chemists with in depth industrial knowledge, can help you to create an initial policy, with a review of your current documentation or arrangements, or with Risk Assessments of Hazardous Materials on your sites. We can offer analysis, guidance on storage management and practical management of products and substances. Since the Chemical (Hazard Information and Packaging for Supply) Regulations 2009 (CHIP) were revoked on 1st June 2015 companies have had to comply with the European Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures (the CLP Regulation). We can assist you to mange the change over, particularly as some chemicals now fall within the specified hazards which had previously not approved. 4 COSHH Training COSHH Awareness The COSHH Awareness Course is aimed at those who use substances hazardous to health at work and introduces delegates to the hazards associated with those substances, the risks and controls available and what to expect from a COSHH assessment. The course covers the legal aspects of substances hazardous to health and how these apply to attendees. This will enable them to understand their legal obligations and in turn help the employer comply with their legal duty. 5 Dangerous Substances and Explosive Atmospheres DSEAR Training DSEAR Awareness The course covers the legal aspects of The Dangerous Substances and Explosive Atmosphere Regulations (DSEAR) It will enable delegates to understand their legal obligations and in turn help their employer comply with their legal duty. The primary legislation applying to the control of substances that can cause fires and explosions in the workplace is the Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) (SI 2002 No.2776). This requires employers to assess the risks of fires and explosions that may be caused by dangerous substances in the workplace including gases under pressure and substances that are corrosive to metals. These risks must then be eliminated or reduced as far as is reasonably practicable. The aim is to protect employees and other people who may be put at risk, such as visitors to the workplace and members of the public. DSEAR places duties on employers (to assess and eliminate or reduce risks from dangerous substances. Complying with DSEAR involves: Assessing risks Preventing or controlling risks Control measures Mitigation Preparing emergency plans and procedures Providing information, instruction and training for employees DSEAR Consultancy As part of your management of dangerous substances and explosive atmospheres we will assist you to assess risks, and then identify, and mark up hazardous area zones with appropriate, compliant diagrams and signage on site. This will assist you to ensure that equipment is provided and work is managed to meet the zonal classification, preventing potential explosive risks. Where your processes or storage arrangements may create a risk of an explosion a risk assessment should be undertaken. So whether you are undertaking decanting or refueling, defueling or paint spraying, or your processes include battery charging, dust producing processes, the use of ingredients such as flour or the use of (Liquefied Petroleum Gas) LPG etc., we can assist you to undertake this task. Your policies, procedures, safe operation procedures and emergency response arrangements will be reviewed and then a detailed report will be produce giving you clear actions and time frames around tasks that will be required to be completed. 6 Environmental Management: Spill Containment and Control Spill Containment and Control Consultancy A spill can be defined as the uncontrolled release of a substance sufficient in size and nature to present a threat to the environment and / or people. Accidental spills of hazardous liquids, oil, fuel and chemicals can cause serious health and safety and environmental problems and current legislation is in place to protect people and the environment. If spillages are not controlled and damaging consequences occur, then severe penalties can be issued to businesses. Having the correct products and procedures in readiness will reduce the negative impact that a spill would cause, not only to people and the environment but also on your business. An excerpt from the COSHH regulations says: procedures have been prepared, including the provision of first-aid facilities and safety drills (which should be tested at regular intervals); information is available about emergency arrangements including details of hazards; suitable warning and other communication systems are established so that remedial actions and rescue operations can commence as soon as such an event occurs. This means that training to ensure the preparedness of systems, procedures, equipment and operator response is essential. 7 Spill Training Spillage Response Awareness The course is aimed at managers, supervisors and spill response teams and anyone with health, safety and environmental responsibilities. After completing the course the attendees will have: Knowledge of the requirements for setting up spill response procedures Knowledge of the requirements for setting up spill response teams Knowledge of the correct spill equipment to use This training gives an awareness of the requirements for organisations to identify potential spillage situations and deal with them effectively and to limit on site and off site damage. The course covers: Relevant health, safety and environmental legislation; i.e. COSHH Types of spill kit and response materials Identifications and control of source pathway and receptors Personal protective equipment requirements Identification of local spill response procedures Dynamic risk assessment Half day Spillage Response The course is aimed at managers, supervisors with responsibility of spill control and all spill response teams. N.B. This course may require a pre-course visit to establish the local procedures and systems. 8 Respiratory Protection and Control of Hazardous Substances The Regulations The Health and Safety at Work etc Act and the Management of Health and Safety at Work Regulations 1999 require you to provide and maintain a safe working environment, so far as is reasonably practicable. These regulations set out the basic requirements for you to follow. In addition to the COSHH Regulations 2002, The HSE recommend that you should use RPE* while you are planning to install engineering control; clearing up a spillage; maintenance; emergencies; cleaning, eg pressure washing; a short term one-off procedure; and whenever required for safe working. RPE may need to be used to satisfy requirements in the following pieces of legislation. You will need to consider whether any of these Regulations apply to you and comply with any specific requirements they contain on RPE: Control of Asbestos Regulations 2012;7 Control of Lead at Work Regulations 2002;8 Ionising Radiations Regulations 1999;9 Confined Spaces Regulations 1997 * Specialist Respiratory Services Respiratory Protection Equipment (RPE) Training It s vital that your staff understand and use respiratory protective equipment correctly. 9 Face Fit Testing Are your workers wearing RPE protected? Recent research has shown that around 50% of RPE used does not offer the wearer the level of protection assumed. The major reason for this is that it simply does not fit!.* Face Fit Testing Services Arco conducts two forms of face fit testing, qualitative and quantitative, both result in matching an individual s face shape with a compatible mask to ensure a tight seal is achieved. Our team is able to carry out face fit testing on-site to ensure the RPE selected is adequate, suitable for the environment and protects the wearer. Qualitative Testing Used only for disposable and half face masks. The individual wears a hood over the head and shoulders and the tester sprays a bitter solution into the hood. The wearer carries out a series of exercises, such as turning the head from side to side. If the individual can taste the solution, there is a break in the mask s seal. Quantitative Testing Used for all tight fitting respirators, including Full Face Masks. The mask is attached to a particle counting machine (a Portacount). The machine detects whether airborne particles are passing into the mask via a break in the seal. At the end of the test the machine will give a pass or fail. The latest figures from the HSE Health and Safety Statistics, Annual Report for Great Britain 2014/15 show:** About 13,000 deaths each year from work-related lung disease and cancer, are expected to have been caused from past exposure to chemicals and dust. Almost all of these deaths were due to work-related cancers, or from Chronic Obstructive Pulmonary Disease (COPD). The current figures (based on 2005 data) show there are at least 8,000 deaths from work-related cancer every year in Great Britain alone. There were 2,538 deaths in 2013 due to mesothelioma (a cancer of the lung lining) caused by past exposure to asbestos. In 2013 there were 217 deaths where asbestosis was detailed as the primary cause. There were another 170 pneumoconiosis deaths in 2013, largely due to coal dust, but with a small number due to silica dust. Who needs Face Fit Testing? It is essential for any wearer of tight fitting RPE to ensure it is adequate and suitable. Adequate Correct for the hazard and reduces exposure sufficiently to protect the wearer s health. Suitable Correct for the individual, task and environment. RPE should be selected correctly for the task, and all users must be trained in the correct use of the equipment. Reusable RPE should also be inspected and maintained at required intervals. In the case of tight fitting respirators, wearers should have a Face Fit Test carried out at the initial selection of the Respiratory Protective Equipment, change of make, style and size of RPE, and change in the wearer s facial characteristics. How do I find a competent Face Fit Tester? The Fit2Fit RPE Fit Test Providers Accreditation Scheme was established by the British Safety Industry Federation (BSIF), working with the Health and Safety Executive (HSE) and other industry stakeholders. By choosing a Fit2Fit accredited Face Fit Tester you can be confident the Tester has completed and met the criteria to be deemed competent in Face Fit Testing. 10 Face Fit Testing Training Qualitative Face Fit Testing Training Our Qualitative training course covers the 14 points of competency laid out in the HSE 282/28 Fit Testing of Respiratory Protective Equipment Facepieces. Completing this course will assist any candidate who wishes to complete the Fit2Fit accreditation with BSIF. Selection of adequate and suitable RPE. Ability to correctly fit a facepiece and perform pre-use fit checks. How to perform a correct Fit Test with the chosen method. Interpretation of the Fit Test results. HSE Regulations and the Approved Codes of practice relating to Face Fit Testing. Aimed towards individuals wishing to attain the competence level and carry out Face Fit Testing for half mask and filtering facepieces, as stipulated in document OC 282/28 Para 24. This will assist in Fit2Fit accreditation. Understand the importance of HSE 282/28. Understand the theory of qualitative testing. Be able to set up a qualitative test kit in accordance with manufacturer s instructions. Be able to complete sensitivity test. Be able to record details of tester and results of sensitivity test. Be able to instruct the candidate in the requirements of the test. Complete a fit test in accordance with HSE 282/28. Be able to identify poorly and correctly fitting face pieces. Interpret the results and rectify any failures. Troubleshoot certain problems within the qualitative test equipment.
