3 1.0 PURPOSE PAGE : 3 OF 11 This procedure regulates the emergency management and emergency response plan. It s based on the principles: Protect people, protect the environment, protect plant and property and bring the incident under control. 2.0 SCOPE This procedure applies at all sites & offices of AlMansoori Specialized Engineering. 3.0 RESPONSIBILITIES As there is not enough time in an emergency to decide who is in charge, to survey outside agencies to identify sources of help, to train people for emergency response. Provisions for these must be taken prior to the emergency. Site manager and the management are to plan for emergencies and to develop, communicate and review emergency response plans (in cooperation with facility safety personnel, the fire services and relevant local authority). 4.0 PROCEDURE EMERGENCY PLANNING The steps to proceed the emergency planning and management are: Establishing a planning team Analyzing Capabilities and hazards Developing the emergency response plan basic components and structure to be documented Implementing the emergency response plan An effective safety management system should ensure that a general emergency plan exists, based upon the company identified needs, which establishes evacuation procedures, assigns responsibilities to specific individuals, provides for notification of outside agencies, establishes means of communication, provides for in-house emergency response, and prepares the business for other effective actions. The next step is to customize the general emergency plan to specific emergency situations likely to occur. The plan has been written and all employees trained to be familiar with alarm signals evacuation procedures etc. Specific training has been given for personnel with particular responsibilities within the emergency plan. The use of tabletop and actual exercises are invaluable in and improving the plan.

4 PAGE : 4 OF 11 It is valuable for local external emergency teams to be fully briefed on likely emergencies and be familiar with the site in question. IDENTIFICATION OF POSSIBLE EMERGENCIES Before starting to draw up an emergency plan, it is necessary to identify the various types of incident and the situations considered as emergencies and the effects these may have on the surrounding environment. Dependent upon the nature and scale of the emergency, it may only be necessary to implement a part of the total emergency plan. The following are the situations considered as emergencies; On-Site: 1. Fire (Buildings, warehouses, process plant, bulk storage, etc.) 2. Explosion 3. Bomb threat 4. Vandalism 5. Serious accident/illness on site 6. Toxic releases/ major release to atmosphere 7. Large spills to drain 8. Loss of services (steam, compressed air, water, electricity, etc) 9. Road traffic incident (on or off-site) External: 1. Earthquake 2. Extreme weather conditions (strong winds, storm etc) 3. Aircraft INTRODUCTION The following checklist describes the elements that should be included in Company emergency plans where relevant. All managers should think laterally to ensure that all foreseeable eventualities are covered in their plans. Emergency planning must also be able to cope with the unexpected event. This requires that plans are sufficiently flexible and often non-specific to allow personal initiative to be exercised within clear lines of responsibility.

5 PAGE : 5 OF 11 One of the most important aspects of emergency planning is to identify the emergency team leader(s) who must have the right technical and leadership skills and authority to enable instantaneous decisions to be made within clearly defined delegated authority. There is also need to identify a local Emergency Response Centre (ERC) from which the Emergency Team will be controlled in all incidents that require co-ordination of effort. The ERC must contain high integrity communication systems. EMERGENCY PREPAREDNESS PLANS Emergency Plans must be available for the following locations: 1. At the Site of the Incident Sufficient resources and equipment must be available to deal with most eventualities (see the Sections below). 2. Abu Dhabi Offices This is where local support is available to the Incident Controller. In particular, support will be in the following areas: Personnel (Next of Kin) Media (dealing with National (and possibly International Media) Technical Support Logistic Support (e.g. Transportation of injured, accommodation, catering etc.) Protection of Vital Records Duplication if appropriate Source of Energy Controls Location of Main Isolators etc. Post-event planning Contingency Plan if the office/essential staff are lost Appointment/training of first-aiders/fire wardens First-aid/Medical provisions Inventory and location Transportation of Injured Facilities and responsibilities Training (including orientation of new staff) Routine Drills Responsibilities and Frequency Exercises Responsibilities and Frequency EMERGENCY PLANS Emergency Plans should include the following: Communications - to incident site to be - to co-operative help compatible - to statutory authorities with local - to Shareholders site plans.

6 PAGE : 6 OF 11 Designation of Emergency Controller and Team with delegation of financial authority and call-out arrangements. Designation of Emergency Response Centre (ERC) with appropriate resources. Action Plan - Simple action list for use in ERC. Transportation - How/where/who procures suitable transport (air, road, etc.) to support the incident site. Technical Back-up - (Drilling/oil Spill/Gas release etc.) who/how/where help is obtained. Personnel factors - Next of kin / counseling / medical care. Handling the Media who / where / how information is given to the media. Liaison/reporting with the Authorities - explicitly defined. Reporting to shareholders who/when. Pre-planned availability of Oil Spill (and other) Emergency Equipment and Resources and pre-plans for how heavy equipment could be transported to site. Training (including orientation of new members) Exercises Frequency/Responsibility Incident Investigation Responsibility. RESPONSE TEAMS Managers are to identify and designate members of Emergency Response Teams for incidents which may occur within their sphere of activities. Teams must be defined for the following situations (which may be concurrent): Incident Control Fire/Explosion Search and Rescue Injury/Illness Sudden or accidental death Rescue/Transportation of injured Evacuation Structural Failure Mechanical Damage Chemical spill Pollution incident Communications Technical Evaluation/Repair Standard Operating Procedures should cover situations that have the potential to become, incidents such as loss of well-control.

7 PAGE : 7 OF 11 Annex A ABU DHABI HEAD OFFICE OFFICE PLAN This checklist applies to Emergency Plans for incidents that occur in the Abu Dhabi Head Office and Mussafah Base office. INCIDENTS TO BE COVERED Fire Sudden Illness, Injury or Fatality Structural Damage The Plan and Equipment should include the following (as appropriate) Communications -Alarm -Systems and alternatives -Procedures -Personnel (Next of Kin) -Media Assignment of an Emergency Response Centre (ERC) Action Plan -Simple action list for use in the ERC Emergency Team/Leader -List/Responsibilities/ Call-out arrangements Mutual or Outside Aid -List of Civil Defense, Ambulance and Police contact nos. Evacuation/Emergency Plan -Overall -Escape Routes (to be displayed) -for staff - "See this - do this - "Hear this- do this" -for floor (fire) wardens Fire Protection/Fire-fighting equipment Checklist Fire/Smoke Detection Maintenance Responsibilities Hazardous Materials List List and location of protective clothing etc. Protection of Vital Records Duplication if appropriate Source of Energy Controls Location of Main Isolators etc. Post-event planning Contingency Plan if the office or essential staff are Lost

8 PAGE : 8 OF 11 Appointment/training of first-aiders/fire wardens First-aid/Medical provisions -Inventory and location Transportation of Injured -Facilities and responsibilities Training (including orientation of new staff) Routine Drills -Responsibilities and Frequency Exercises -Responsibilities and Frequency ADDITIONAL PLANNING In addition to an 'Office' Emergency Plan, the Abu Dhabi Head Office should have developed emergency procedures to cover any out-of office incident involving Wireline, Mud Engineering Services and Tubular Inspection Services including those at the Musaffah Base. Emergency Plans should include the following: Communications -to incident site -to client -to co-operative help -to Emergency Services -to Shareholders to be compatible with local site Plans Designation of Emergency Controller and Team with delegation of financial authority and call-out arrangements Designation of Emergency Response Centre (ERC) with appropriate resources. Action Plan Transportation Technical Back-up Personnel factors Handling the Media -Simple action list for use in ERC. - How/where/who procures suitable transport (air, road, etc.) to support the incident site. -who/how/where help is obtained. - next of kin/counseling/medical care -who/where/how information is given to the media.

The plan, and the resources required to achieve the intent of the plan must include: Communications -Alarm system -Public address -Intrinsically safe radios -procedures - on site - off site -accommodation/site -Local community -Next of kin -Civil Defense Support -Client Support -All telephone numbers etc. on/off site for use in emergency.
