1 YMCA OF DELAWARE COMMUNITY LIFEGUARD COURSE GUIDELINES & STANDARDS All YMCA of Delaware lifeguards are trained with the Ellis & Associates ILTP Curriculum. Licensed Instructors with the YMCA of Delaware are expected to deliver community certifications in accordance with the ILTP Curriculum & Ellis & Associates Instructor Guidelines. Instructors who deviate from these guidelines are subject to disciplinary action in accordance with the YMCA of Delaware Personnel Policy and their Instructor license may be suspended or revoked by the YMCA of Delaware as well as Ellis & Associates. Department Leadership aware of deviation of these guidelines & standards are subject to disciplinary action in accordance with the YMCA of Delaware Personnel Policy. Instructor Eligibility & Expectations (Instructor to Student Ratio of 1:16 max is permitted) The individual has access into the Ellis & Associates Portal to review necessary resources within the library of the portal as well as a copy of the Lifeguard ILTP Book The individual has a current ILTP Instructor License with the YMCA of Delaware The individual is trusted by Department Leadership as well as the Association Director of Aquatic Safety to ensure proper protocols & training standards The individual is capable of meeting the requirements of being an ILTP Lifeguard Instructor as well as the physical ability to provide land and water demonstrations throughout the course. The instructor must be in a bathing suit at all times when conducting pool based trainings and in professional attire during all other learning sessions as expected by their Aquatic Department Leader. The instructor will be early or on-time for all training sessions. The instructor must provide in-water demonstrations for all first time certification courses and traditional renewal certification courses. The instructor must be able to perform all classroom & pool based skills at all times. Eligibility for Community Members to begin a course The individual has access into the Ellis & Associates Portal o Renewal 1. The individuals ILTP Certificate is not expired greater than 15-days past the listed expiration on their ILTP Credential 2. The YMCA of Delaware has a copy of certification on file or the individual can produce a copy of certification to YMCA of Delaware Department Leadership. o First Time Certification 1. The individual is 15 years of age 2. The individual has the availability to attend all course dates & times 3. The individual can demonstrate all ILTP Course Curriculum in water pre-requisites. 4. The individual has paid all required course fees to the YMCA of Delaware

2 Certification Course Options Department Leadership & Branch Licensed Instructors need to identify which format of community training will be offered Blended First Time Certification Course (15-18 hours) o Minimum of three individuals in attendance during the majority of the course o Minimum of five individuals in attendance during all scenario practice to ensure proper protocols & standards are met o All individuals must meet all course completion requirements as outlined within the ILTP Course Completion Requirements o All individuals MUST complete the online flipbook as pre-course work o All individuals MUST be issued their own Big Easy Mask o Instructor (s) must ensure all curriculum topics are discussed & practiced Blended Renewal Course (10-12 hours) o Minimum of three individuals in attendance during the majority of the course o Minimum of five individuals in attendance during all scenario practice to ensure proper protocols & standards are met o All individuals must meet all course completion requirements as outlined within the ILTP Course Completion Requirements o All individuals MUST complete the online flipbook as pre-course work o All individuals are encouraged to bring their own Seal Easy / Big Easy mask issued & provided at previous certification course o Instructor (s) must ensure all curriculum topics are discussed & practiced Pre-Course Communication Requirements Communication must occur frequently to ensure community members are aware of expectations Department Leadership to Association Director of Aquatic Safety o Communicate course dates, course types and instructor (s) leading the course Department Leadership to Ellis ILTP Instructor (s) o Schedule instructor (s) to lead certification course o Communicate expectations o Gather proper training equipment for course o Confirm needed pool & classroom space is available Association Director of Aquatic Safety to Department Leadership & Instructor (s) o Ensure the class is created in the Ellis & Associates Portal o List all community members are on the roster and sent pre-course flipbook training & welcome note

3 Post-Course Communication Requirements Communications must occur within 24-hours of the final date of the certification course Department Leadership or Ellis ILTP Instructor to Association Director of Aquatic Safety o Communicate those who passed and/or did not pass the course o Communicate expected date on certification o Communicate duration of training day o Communicate instructors to be listed on course roster & certification Association Director of Aquatic Safety to Department Leadership o Close out class accordingly in the Ellis & Associates Portal after being informed by Department Leadership or Ellis ILTP Instructor o Communicate to Community Members about course evaluation & certifications Department Leadership and/or Ellis Instructor o Make sure any extra arrangements needed for participants are scheduled & conducted o Communicate these details to the Association Director of Aquatic Safety International Lifeguard Training Program Course Completion Requirements The following is provided as a summary explanation of the basic course objectives required to be successfully accomplished by each lifeguard candidate before receiving an ILTP Certificate. These objectives meet or exceed Model Aquatic Health Code "Lifeguard Course Content". Skill Competency Objectives All lifeguard candidates must be provided training and subsequently demonstrate the ability to perform each of the following Skill Competency Objectives (as described in the Skill Competency Workbook, issued to each lifeguard candidate prior to the start of the course) 1. Conscious Guest on the Surface conscious guest in distress on the surface of the water. The Course Instructor(s) shall provide sufficient training experience to equip the lifeguard candidate with the technical expertise to successfully and safely perform the following rescue skills: front drive + escapes, rear hug, two-lifeguard strategy. 2. Conscious Guest below the Surface conscious guest in distress below the surface. The Course Instructor(s) shall provide sufficient training experience to equip the lifeguard candidate with technical expertise to successfully and safely perform the following rescue skills: duck pluck. 3. Conscious Guest on the Bottom conscious guest in distress on the bottom. The Course Instructor(s) shall provide sufficient training perform the following rescue skills: deep water rescue.

4 4. Unconscious Guest on the Surface n unconscious guest in distress on the surface. The Course Instructor(s) shall provide sufficient training perform the following rescue skills: rear hug (non-breathing), use of resuscitation mask in the water, in water emergency care, and rapid extrication. 5. Unconscious Guest Below the Surface n unconscious guest in distress below the surface. The Course Instructor(s) shall provide sufficient training perform the following rescue skills: duck pluck (non-breathing), use of resuscitation mask in the water, in water emergency care, and rapid extrication. 6. Unconscious Guest on the Bottom n unconscious guest in distress on the bottom. The Course Instructor(s) shall provide sufficient training perform the following rescue skills: deep water rescue (non-breathing), use of resuscitation mask in the water, in water emergency care, and rapid extrication. 7. Suspected Spinal Skills and Extrication (2 person and team scenarios) o Lifeguard candidate must demonstrate competence in managing aquatic emergencies involving suspected neck and back injuries. The Course Instructor(s) shall provide sufficient training experience to equip the lifeguard with the technical expertise to successfully and safely perform the following rescue skills: vise grip, over arm vise grip, squeeze play, back boarding, strapping, and extrication. 8. Health Care Provider Level Basic Life Support, including CPR, AED, Oxygen Administration, and First Aid (individual and team scenarios) o Lifeguard candidate must demonstrate individual competence in managing a CPR/AED, emergency oxygen and aquatic first aid scenario (adult/child/infant) while functioning as an individual and in a team-based scenario. The Course Instructor(s) shall provide sufficient training experience to equip the lifeguard candidate with the technical expertise to successfully and safely perform all skills contained in these subject areas. Written Exam o The lifeguard candidate must demonstrate academic competency of 80% or better on Final Written Exam. Final Exam items cover all chapters in the ILTP lifeguard manual / online course. If a student requests a reasonable accommodation, the YMCA of Delaware will honor that request within testing parameters. Lifeguards may attempt to pass the written exam up to 2-times. If an individual fails a written exam two-times, they must retake the course again. Overall Course Score o The lead Instructor evaluates individual lifeguard candidates on their overall performance of all of required competencies, in water and on deck or in the classroom. The lifeguard candidate's knowledge and skill demonstration during scenarios, drills, and practical exams will also be assessed. Further, lifeguard candidates will be evaluated on their overall maturity, professionalism, and the ability to work with others on a team. Lifeguard candidates who receive an overall score of "Fail" must successfully retake the course in its entirety to receive a course completion credential.

5 Attendance o All lifeguard candidates must be physically present for and actively participate in all classroom, practical, and in-water sessions, according to the minimum hour requirements for the specific ILTP course type in which the candidates participate. Prerequisite Screening (The Swim) o All lifeguard candidates must be capable of successfully completing all in-water prerequisite skills for the specific recertification course type in which the candidates participate. All ILTP Lifeguard Candidates attending (Pool Certification / Recertification) must be able to demonstrate a 100 yard swim, 1-minute tread without hands, feet first surface dive to the deepest part of the facility pool and climb out of the pool without the use of a ladder Guest Recognition Training o All lifeguard candidates must receive basic training in Proactive Guest in Distress recognition throughout ILTP classes of all course types. Facilities who have access to the Vigilance Awareness Training Program include the complete VAT Core Elements, further enhancing course content related to proactive guest in distress recognition. Equipment Standards All community courses must ensure course equipment compliance by meeting the ILTP Course Equipment Supply Guidelines which are outlined by Ellis & Associates and adopted/supported by the YMCA of Delaware General Equipment o 48-inch Rescue Tubes (1 for every 2 students) o Big Easy Masks (1 for every student) If a means exists to sanitize between shared use, a 1:3 ratio may be used o Backboard with three body straps and head immobilizer (1 for every 10 students) o Adult and Infant CPR Manikins (1 for every 4 students minimum; 1:2 strongly recommended) o Gauze pads/rolls (1pad/roll for every 2 students) o Epinephrine auto trainer (1 for every 4 students) BLS / Emergency Response Equipment o Practice Trauma bag (1 complete bag for every 10 students) Oxygen Tank, regulator & related tubing BVMs (1 adult & 1 pediatric) Manual suction device Non rebreathing masks (1 adult, 1 pediatric) Pulse Oximetry device (working) AED Trainer w/ electrode pads, adult & pediatric (working & matches facility AED) Medical Gloves (1 box per bag) Towel Pool Supplies o 10-pound brick for prerequisite training o Submersible Manikin or silhouette o Hip Packs (5-6 for every 16 students) o Clock or watch to keep track of time as needed o If conducting an outdoor class, precautions for sun exposure and weather, such as sunscreen, clothing, sunglasses, etc. (all students and instructors) o If conducting an open water lifeguard course, all related equipment should be available for show during classroom section (Chapter 13) and during open water in-water demo and practice. (Sp. Fac. with open water only).
