8 Overview WHMIS The Wkplce Hzrdous Mterils Infmtion System (WHMIS) provides infmtion bout mny hzrdous mterils used in wkplce. WHMIS clls se hzrdous mterils controlled products. Under WHMIS, wkers hve right receive infmtion bout ech controlled product y use its identity, hzrds, sfety precutions. The gol WHMIS is reduce injury disese by communicting specific helth sfety infmtion bout controlled products so tht infmtion cn be used reduce exposure hzrdous mterils. WHMIS hs developed clssifiction system six hzrd clsses. These clsses re depicted by eight hzrd symbols tht identify specific hzrds controlled products. After controlled product hs been clssified, following three WHMIS elements re used communicte helth sfety infmtion: WHMIS lbels: Lbels on controlled products lert wkers identity product, hzrds, precutionry mesures. Mteril Sfety Dt Sheets (MSDSs): Technicl bulletins provide detiled hzrd precutionry infmtion. WHMIS eduction trining progrms: The employer provides eduction trining f wkers so tht y cn wk sfely with ner controlled products. Wkers need know how WHMIS wks, hzrds controlled products in ir wkplce, sfe wk procedures y must follow. Note: Not ll controlled products in wkplce re sold with WHMIS lbels Mteril Sfety Dt Sheets. 10 Clssifiction controlled products A controlled product is product tht flls in one me hzrd clsses described below. Mnufcturers suppliers clssify se products ssign one me pproprite hzrd symbols. Employers must educte trin wkers recognize eight hzrd symbols know wht y men. The following re only brief descriptions ech clsses. CLASS A: COMPRESSED GAS This clss includes compressed gses, dissolved gses, gses liquefied by compression refrigertion. If pressure in continer is greter thn 40 psi, gs is Clss A product. The cylinder my explode if exposed het physicl shock (when dropped). Exmples: oxygen cetylene in cylinders f welding; propne CLASS B: FLAMMABLE AND COMBUSTIBLE MATERIAL This clss includes solids, liquids, gses cpble ctching fire in presence sprk open flme under nml wking conditions. Clss B hs six divisions: DIVISION 1: FLAMMABLE GASES These re compressed gses (Clss A) tht fm flmmble mixtures in ir. Exmples: butne, propne, hydrogen gs DIVISION 2: FLAMMABLE LIQUIDS These re liquids tht hve flsh points below 37.8 C. 11 DIVISION 3: COMBUSTIBLE LIQUIDS These re liquids tht hve flsh points 37.8 C me but less thn 93.3 C. Exmples: kerosene, minerl spirits, butyl cellosolve DIVISION 4: FLAMMABLE SOLIDS This is specil group solids (usully metls) tht meet very specific technicl criteri such s bility cuse fire through friction ignite burn so vigously persistently tht y crete hzrd. Exmples: vrious mgnesium lloys, beryllium powder DIVISION 5: FLAMMABLE AEROSOLS These products re pckged in erosol continers. Eir erosolized product itself propellnt my ctch fire. Exmples flmmble propellnts: propne, butne, isobutne DIVISION 6: REACTIVE FLAMMABLE MATERIALS These products rect dngerously in one two wys: eir (1) y spontneously crete het ctch fire under nml conditions use y crete het when in contct with ir point where y begin burn, (2) y emit flmmble gs spontneously ctch fire when in contct with wter wter vpour. Exmples: luminum lkyl compounds, metllic sodium, white phosphous CLASS C: OXIDIZING MATERIAL These mterils increse risk fire if y come in contct with flmmble combustible mterils. 12 CLASS D: POISONOUS AND INFECTIOUS MATERIAL Clss D hs three divisions: DIVISION 1: MATERIALS CAUSING IMMEDIATE AND SERIOUS TOXIC EFFECTS These mterils cn cuse deth immedite injury when person is exposed smll mounts. Exmples: sodium cynide, hydrogen sulphide DIVISION 2: MATERIALS CAUSING OTHER TOXIC EFFECTS These mterils cn cuse life-thretening serious long-term helth problems s well s less severe but immedite rections in person who is repetedly exposed smll mounts. Helth problems include immedite skin eye irrittion, llergic sensitiztion, cncer, serious impirment specific body gns systems, reproductive problems. Exmples: xylene, sbess, isocyntes DIVISION 3: BIOHAZARDOUS INFECTIOUS MATERIAL These mterils contin hrmful micro-gnisms tht hve been clssified in Risk Groups 2, 3, 4 s determined by Wld Helth Orgniztion (WHO) Medicl Reserch Council Cnd. Wkers who wk with ner controlled products must know how hle m sfely. 18 Lbelling controlled products Two types lbels re required by WHMIS: supplier lbels wkplce lbels. In generl, suppliers re responsible f providing supplier lbels employers re responsible f providing wkplce lbels mens identifiction. Employers must lso ensure tht ll lbels t ir wkplce re legible tht y re replced if dmged. The purpose WHMIS lbels is lert wkers hzrds controlled product sfe procedures necessry wk with ner tht product. F this hppen, wkers must be educted recognize underst infmtion provided on supplier lbels, wkplce lbels, mens identifiction (such s wrning signs, colour codes, plcrds). Employers re responsible f developing this eduction trining in consulttion with wker representtives occuptionl helth sfety committee. Supplier lbels WHMIS requires tht supplier lbels be plced on continers ll controlled products sold f use in wkplce. A supplier who produces impts product f distribution sle in Cnd must prepre supplier lbel f tht product. Supplier lbels cn be esily recognized by distinctive WHMIS htched bders. The lbel on pge 16 is one exmple n cceptble supplier lbel. Seven items infmtion must be included within distinctive htched bder: 1. Product identifier: Often chemicl nme product trde nme, common nme, code nme, code number. 14 WHMIS LABELS

19 2. Hzrd symbol(s): One me eight WHMIS symbols indicting hzrd clsses controlled product. 3. Risk phrses: Phrses tht lert wkers specific hzrd(s) product. There should be t lest one risk phrse f ech hzrd symbol. 4. Precutionry sttements: Sttements tht describe essentil precutions wkers should tke specific personl protective clothing equipment (PPE) y should wer when hling (using, sting, disposing ) product. 5. First id mesures: Sttements tht describe immedite first id mesures required. 6. Supplier identifiction: The nme supplier (mnufcturer distribut), preferbly with ddress telephone number. 7. Reference MSDS: A sttement indicting tht n MSDS is vilble. Additionl requirements f supplier lbels: Only bove seven infmtion items cn be printed within WHMIS htched bders. Or infmtion, such s directions f use, must be plced outside WHMIS htched bders. The written infmtion must be shown in both English French. The infmtion must be crect current. Colours tht conflict with Trnspttion Dngerous Goods (TDG) lbelling cnnot be used. F exmple, colour nge cnnot be used becuse it is used by TDG identify explosives. If product is in single continer, supplier must pply supplier lbel. If number inner continers re pckged in multi-continer shipment (such s box wrpped pllet), supplier must pply lbels on both inner outer continers unless re is written greement tht purchser will pply supplier lbels inner continers. 22 The Trnspttion Dngerous Goods Act my require dditionl lbels during trnspt. F multi-continer shipments, supplier lbel is not required on outer continer if TDG lbel is present. Only inner continers require supplier lbels. Employers re responsible f checking tht supplier lbels hve been pplied controlled products received t ir wkplce. With multi-continer shipments, employer must pply supplier lbels inner continers if employer hs greed in writing do so. With bulk shipments, employer must pply supplier lbels provided. If supplier sends lbelling infmtion insted lbels, employer must develop pply, t minimum, wkplce lbel (see pge 19). If supplier lbel is missing when product is received, if employer believes lbel contins inccurte infmtion, employer must temprily ste tht product while he she is ctively seeking infmtion from supplier mnufcturer. The temprily sted product cnnot be hled used until proper lbel hs been obtined. If supplier lbel lter becomes illegible is ccidentlly removed, employer must replce lbel with eir supplier lbel wkplce lbel (see pge 19). Multi-continer shipment with supplier lbel. 18 WHMIS LABELS

Wkplce lbels provide three types infmtion: Product identifier Specific sfe hling infmtion personl protective clothing equipment required Reference MSDS, if n MSDS hs been produced by supplier The fmt f wkplce lbels is firly flexible. F exmple: The infmtion cn be written directly on continer using permnent mrker. The lnguge(s) used cn be chosen fit specific wkplce. Hzrd symbols htched bders re optionl. 26 Infmtion included on n MSDS A Mteril Sfety Dt Sheet is technicl bulletin tht provides specific hzrd infmtion, sfe hling infmtion, emergency procedures f controlled product. Since MSDS contins detiled helth sfety infmtion specific ech controlled product, it should be used s key source infmtion f developing trining progrms sfe wk procedures. It is lso vluble reference source helth sfety infmtion f wkers, helth sfety committees, emergency service personnel. WHMIS legisltion lists generl guidelines minimum content requirements f n MSDS. WHMIS requires 54 items infmtion in nine sections. If infmtion f ny 54 items is eir not vilble not pplicble, n MSDS must clerly indicte tht fct. No section MSDS cn be left blnk. See pges f list 54 items n explntion ech one. The following re nine recommended section hedings types infmtion be provided in ech section. 1. PRODUCT INFORMATION This section identifies product, mnufcturer, supplier, it describes intended product use. It lso provides infmtion bout where contct mnufcturer supplier f infmtion / in cse emergency. 2. HAZARDOUS INGREDIENTS This section lists specific chemicl nmes, percentges, cute xicity dt f individul components. 3.
