1 Annual Refresher Program
2 Estimating the Potential Harm Identify a resource for determining the size of an endangered area of a hazardous materials incident. Using readily available reference sources, identify initial containment and isolation zones for products identified in exercise. Determine the proper amount of foam coverage needed to contain a spill of product identified from a 55-gallon drum. Demonstrate methods for plotting the spread of product vapors, liquids, or solids utilizing the chemicals physical properties. Identification of Possible Hazard Sources Conduct a simulated response to given locations in your district and identify what actions would be taken for response to a product release/leak at that facility. Determine response route based on weather conditions Determine staging locations Identify product location Identify water supply options Determine possible evacuation distances Demonstrate notification procedures for Technician Level response Predict the Behavior of a Material & Its Container At simulated response area, determine the potential consequences of container failure, and methods of determining product behavior Use MSDS for product and identify basic chemical properties Identify hazards associated with the container in a variety of situations
3 Use Monitoring Devices to Determine Chemical Properties Using monitoring devices available to you on your first responding equipment, determine basic chemical properties Oxygen deficiency Combustible gases Toxic gases and vapors Other chemical properties Determine product levels, concentrations, and quantities as part of initial response plan. Determine Personal Protective Clothing Given a simulated product, identify the proper levels of personal protective clothing/equipment needed to perform Operations Level defensive control actions. Level A / B / C / D as available and required by product Demonstrate donning of protective equipment required for given product Demonstrate the selection of back-up and decon team personal protective clothing for given incident Performing Defensive Control Actions Determine defensive control objectives at the operations level for a given scenario A spill from a 55 gallon drum is approaching a storm sewer or drain. Demonstrate the level of protective clothing and techniques for diking or diverting the flow of product away from the drain using equipment available on your primary response unit.
4 Simulated HazMat Incident Given a simulated hazardous materials incident, the fire company will respond, locate, isolate, identify and mitigate incident at the Operations Level. 1. Respond to simulated incident location -Proper response route based on location, wind, topography 2. Locate caller, or product, and determine container condition and incident factors -Develop a plan of action for incident *Include notification procedures for Technician Level Response Team 3. Identify product from safe distance based on factors available during incident -MSDS or placard or labeling -Witness or victim reports -Use monitoring devices available to first responders 4. Determine proper defensive control actions at the Operations level -Isolation, set-up of control zones, -Determine warm zone activities 5. Predict behavior of material and container based on chemical properties and other contributing incident factors. 6. Perform defensive control actions as indicated. -Determine proper personal protective clothing for incident 7. Terminate incident and perform decontamination of personnel and equipment.
5 Emergency Decon Procedures Objective Three members of a company shall build an emergency decontamination station using materials found on an engine. Description When a need or potential need has been determined for decon, an emergency catch basin shall be constructed, the typical materials used will be a roof ladder, an extension ladder, and 8-10 pike pole, three hose rope tools, and a salvage cover. An 1 3/4 fog line shall be used to flush contaminated persons. A company member shall function as a decontamination worker to flush product from the affected person(s) while wearing full turnout gear and SCBA. Reference None Required Knowledge and Skills Recognition and identification of the nature of the products present. Ability to choose a safe location for the emergency decontamination station based on initial isolation distances, topography, and weather. Evaluation Criteria Build a decontamination station sturdy enough to allow ambulatory and non-ambulatory patients to be deconned. Recommended Maximum Time Assemble tools and build the decon station in five minutes or less. Procedure 1. Select a safe location for emergency decontamination. 2. Collect the needed tools at the decontamination site. 3. Create a triangle using the ladders, placed on their beam. Complete the triangle with the pike pole. 4. Secure the three corners at the point of contact using a rope hose tool, rope or webbing. 5. Lay the salvage cover inside the triangle frame to create a catchall. 6. Deploy a charged 1 3/4 fog line. 7. Assign a member in full turnout gear and SCBA to perform the decontamination.
