1 OMMISSION ON FIRE PROTETION PERSONNEL STANDARDS AND EDUATION OMMONWEALTH OF KENTUKY FIREFIGHTER 2 OMPETENY EVALUATION JPR Task(s): Establish Incident ommand and oordinate Interior Attack of a Structure Fire andidate #: Skill No. 2-1 PERFORMANE RITERIA AND INSTRUTIONS INSTRUTIONS TO THE ANDIDATE "The candidate, given a radio and scenario, shall establish and operate in the incident command structure until such time command is transferred." Minimum PPE: Helmet PERFORMANE andidate must successfully pass this skill in 10 minutes to pass 1. Determines the need for Incident ommand (NIMS) 2. Size up incident scene on arrival. (Fire conditions, type occupancy, hazards, rescue) 3. Transmit initial report over radio; request additional resources (if required) 4. Establish and assume Incident ommand 5. 3 OMMISSION ON FIRE PROTETION PERSONNEL STANDARDS AND EDUATION OMMONWEALTH OF KENTUKY FIREFIGHTER 2 OMPETENY EVALUATION JPR Task(s): Install In-Line Foam Proportioner, Generate and Apply Foam Skill No. 2-3 PERFORMANE RITERIA AND INSTRUTIONS andidate #: INSTRUTIONS TO THE ANDIDATE "The candidate, wearing appropriate protective equipment and provided the necessary equipment and foam concentrate, shall demonstrate setting up an in-line proportioner and generating foam through a hose line and nozzle." Minimum PPE: Full PPE w/o SBA PERFORMANE andidate must successfully pass this skill in 15 minutes to pass 1. onfirm order with officer to place line in service. 2. Select proper foam concentrate for the burning fuel involved. 3. Open enough foam concentrate to handle task and place at proportioner. 4. Inspects proportioner and nozzle, ensures compatibility. 5. Adjusts proportioner to proper percentage as recommended. 6. Attaches proportioner to discharge outlet and attaches hose and nozzle to eductor. 7. Places siphon tube in container and adjusts pressure to manufacturer specs. 8. Signals driver/operator to charge the attack line. 9. Minimum PPE: Full PPE w/sba PERFORMANE andidate must successfully pass this skill in 15 minutes to pass 1. onfirm order with officer to extinguish fire, ensure crew is on SBA air. 2. Size up incident for hazards (fire conditions, fuel type, wind, escape routes) 3. Verify foam type and concentration are appropriate 4. Prepare hose lines and nozzles for attack (bleed air, adequate hose) 5. Advance hose line to point of fire attack (Upwind, uphill, apply as needed) 6. Properly proportioned foam stream is applied to the surface of the fuel (Rain down, bank down, roll-on) to create and maintain a foam blanket. 7. Maintain situational awareness during attack. 8. Minimum PPE: Full PPE w/ SBA PERFORMANE andidate must successfully pass this skill in 10 minutes to pass 1. onfirm order with officer, ensure crew in full PPE and using SBA. 2. Size up incident for hazards (fire conditions, fuel type, wind, escape routes) 3. Prepare hose lines and nozzles for attack (bleed air, adequate hose) 4. ool cylinder (solid stream applications) 5. During approach with hose lines, stream is changed from solid to wide pattern fog 7. Maintain awareness of situation, including cylinder integrity. 6. Minimum PPE: Helmet PERFORMANE andidate must successfully pass this skill in 15 minutes to pass 1. Identifies need to barricade area from entry by unauthorized persons. 2. Identifies area of origin and possible causes. 3. Looks for and identifies at least 3 potential pieces of fire cause evidence. 4. Verbalizes the need to prohibit touching or disturbing of potential evidence. 5. Verbalizes the need to leave evidence in place, unless it must be moved to preserve. 6. Preserves evidence in place. (marks with flags, cover footprints with boxes covers documents with plastic type material to prevent further water damage) 7. Moves evidence, if necessary to preserve. 8. Documents info about the evidence location, photographs in place and preserves. 9. Initiates the chain of custody for all evidence taken into custody by candidate. 10. 7 OMMISSION ON FIRE PROTETION PERSONNEL STANDARDS AND EDUATION OMMONWEALTH OF KENTUKY FIREFIGHTER 2 OMPETENY EVALUATION JPR Task(s): Set-up Hydraulic Spreaders and Remove Vehicle Door Skill No. 2-7 PERFORMANE RITERIA AND INSTRUTIONS andidate #: INSTRUTIONS TO THE ANDIDATE "The candidate, wearing appropriate protective clothing, shall demonstrate the proper removal of a motor vehicle door." PERFORMANE andidate must successfully pass this skill in 15 minutes to pass 1. onfirm order with officer to remove vehicle door 2. Plan the operation before starting work. (Method of Removal & Restraint Systems) 3. ompletes appropriate vehicle stabilization 4. Positions the hydraulic pump outside the work area, within reach of hoses. 5. Ensure crew in full PPE and using appropriate eye protection. 6. onnects spreader tool to the pump unit, ensures snug connections. 7. Gains control of the spreaders, ensuring hoses out of way. 8. Isolate the door from other systems if necessary. (Disconnect battery) 9. Prepare the area of operation of spreaders 10. Inserts tips of spreader, at the proper angle, into the object to be spread. 11. Operate the spreaders until door is separated from hinges/locking mechanism. 12. Move the door to area where it will not endanger others or interfere with operations 13. Disconnects the spreader unit from the power unit. (Ensures hoses are NOT under pressure) 14. Returns spreaders and all components to proper storage. "" Indicates a critical step. ure to complete this step constitutes failure of the station. 8 OMMISSION ON FIRE PROTETION PERSONNEL STANDARDS AND EDUATION OMMONWEALTH OF KENTUKY FIREFIGHTER 2 OMPETENY EVALUATION JPR Task(s): Set up Hydraulic Rescue Shears Skill No. 2-8 PERFORMANE RITERIA AND INSTRUTIONS andidate #: INSTRUTIONS TO THE ANDIDATE "The candidate, wearing apprpriate protective clothing, shall demonstrate the proper set-up and use of hydraulic rescue shears. Assistant may only be used to operate the hydraulic pump." Minimum PPE: Full PPE w/o SBA PERFORMANE andidate must successfully pass this skill in 10 minutes to pass 1. Inspects shears, hose and components for damage. 2. Positions the hydraulic pump outside the work area, within reach of hoses. 3. Ensures safety goggles in place, face shield down and wears gloves. 4. onnects shears/cutters to the pump unit, ensures snug connections. 5. Gains control of the shears, ensuring hoses out of way. 6. Opens blades fully by activating in OPEN direction. 7. Grasps work to be cut, at the proper angle, well back into the blades. 8. loses the blades by activating in the LOSE direction. 9. Repeats steps 6-8, to make additional cuts as necessary. 10. Removes shear blades from the work and closes blades. 11. Disconnects the shears/cutter from the power unit. (Ensures hoses are not under pressure) 12. Returns shears and all components to proper storage. "" Indicates a critical step. ure to complete this step constitutes failure of the station. 9 OMMISSION ON FIRE PROTETION PERSONNEL STANDARDS AND EDUATION OMMONWEALTH OF KENTUKY FIREFIGHTER 2 OMPETENY EVALUATION JPR Task(s): Set up and Operate a Remote Hydraulic Jack Skill No. 2-9 PERFORMANE RITERIA AND INSTRUTIONS andidate #: INSTRUTIONS TO THE ANDIDATE "The candidate, wearing appropriate protective clothing, shall demonstrate the proper set-up and use of a hydraulic jack. Assistants may only be used to place cribbing and operate the hydraulic pump." Minimum PPE: Full PPE w/o SBA PERFORMANE andidate must successfully pass this skill in 20 minutes to pass 1. Assesses for a solid, flat jacking surface. 2. Ensures safety goggles in place, face shield down and wears gloves. 3. Places board or plate where jack base will sit and shims level. 4. Inspects jack, hose and components for damage. 5. Positions the hydraulic pump outside the work area. 6. onnects hydraulic hose to pump source, ensures tight connections. 7. Positions jack under solid area of load, fully retracted, holding by the sides. 8. loses pressure relief valve. 9. Directs pump operator to begin the lift. 10. Directs cribbing be stacked in a crosshatch formation under load during lift. 11. Sufficient cribbing is used to support the load, while remaining clear of crush zones. 12. Upon completion of lift, retracts jack to allow load to rest on cribbing. 13. Lowers the load by safely releasing pressure. 14. Removes the cribbing, piece by piece, as load is lowered. 15. Once load is fully down, removes the hydraulic pump. (Ensures hoses are not under pressure) 16. andidate constantly monitors the load for shift during all operations. 17. Assistant may only be used to operate the hydraulic pump. Minimum PPE: Full PPE w/o SBA PERFORMANE andidate must successfully pass this skill in 15 minutes to pass 1. Inspects the ram, hose and components for damage. 2. Positions the hydraulic pump outside the work area, within reach of hoses. 3. Ensures safety goggles in place, face shield down and wears gloves. 4. onnects ram unit to the pump unit, ensures snug connections. 5. Gains control of the ram by the handles, ensuring hoses out of way. 6. Places ram securely between the objects to be separated. 7. Extends the ram arms, at the proper angle, by activating in the EXTEND direction. 8. When desired extension is made, ceases activation. Places in OFF or NEUTRAL. 9. Retracts the arms fully by activating in the RETRAT direction. 10. Disconnects the ram from the power unit. (Ensures hoses are NOT under pressure) 11.
