4 Entrapment occurs when: body is held against submerged suction outlet by force of pools suction article of clothing, jewelry, hair or a limb is caught in outlet. What is an Entrapment?

7 Proposed Changes to the Alberta Pool Standards Alberta Health is considering the following antientrapment changes to the Alberta Pool Standards: Improve requirements based on science Provide clarity

8 Proposed Change #1 Some definitions added for clarity. Maximum flow rate Maximum possible flow based on pump running at full speed

9 Proposed Change #2 Operating records must be maintained to provide information regarding (5.1): Proposed - Equipment maintenance, including pump modifications which potentially affect flow rate

10 Proposed Change #3 Water speed and flow are limited so that outlet covers operate safely. Current - Suction outlet cover water velocity maximum 0.5 meters/second (1.5 feet per second) as calculated in Schedule C. Proposed - Manufacturer s flow rate used instead

11 Proposed Change #4 How water flow is divided across multiple outlets is specified for clarity when sizing outlets. Assumes 1 outlet is blocked. 12 Proposed Change #5 The water flow rate must be known so that outlets can be properly sized. Proposed: Where flow rate cannot be determined an engineer must be consulted

13 Proposed Change #6 As well as safe outlet covers, there must also be suction prevention measures such as dual drains. New options proposed: Outlets on different planes no longer require engineer

17 Proposed Change #7 Outlet problems are dangerous so immediate actions must be taken. Current - immediate closure is required for all outlet problems. Proposed - Options may be considered with AHS to allow the pool to remain open.

19 Going Forward Nothing has changed as of today. Operators still have to meet the requirements as outlined in the 2014 Pool Standards and Alberta Swimming Pool, Wading Pool, and Water Spray Park Regulation. You now have a heightened awareness that some changes may be coming.

30 What type of sump is in use? Does the sump meet the manufacturer s requirements? See Appendix C How is the outlet cover installed to the sump? If existing frame is in use, is the frame cracked, broken or damaged? Is the cover securely attached to a sump or fitting? Was the manufacturer s required hardware used to secure the cover (such as stainless steel screws, anchors, adapters, etc)? Upon visual inspection is the cover undamaged (cracked or broken)? Has the cover been installed according to manufacturer s specifications? Is the center-to-center distance between the outlets no less than 90 cm (36 inches)? (Include measured distance) Is the distance from the outside edge of one outlet to the inside edge of the second outlet no less than 66cm (26 inches)? Are the outlets on different planes? a) Manufactured sump b) Field fabricated a) Existing frame b) New frame c) Secured directly to the pool basin All covers are not compliant with all sumps and fittings. Replace with compatible cover and/or create compliant sump per cover manufacturer s instructions. Include a diagram with the dimensions of the sump. If cover is approved by manufacture for sumpless install please include note. Ensure manufacturer s installation requirements are met Do not modify the cover or frame (such as drilling new holes) unless specified by manufacturer. Use required adapter if necessary. If frame is damaged it must be replaced. Manufacturer supplied hardware is corrosion resistant. Some covers may need additional security such as epoxy for installation. Refer to manufacturer s specification. All submerged suction outlets must be visually inspected on a daily basis. This must be documented by the facility. If cover was not installed according to manufacturer s specification approval by a professional engineer or manufacturer s confirmation approving the modification is required. For systems with 3 or more interconnected outlets the measurement is centre to centre for the most widely spaced outlets of the group. For systems with 3 or more interconnected outlets the measurement is from the outside edge of one outlet to the inside edge of the most widely spaced outlet of the group. E.g. one (1) on the bottom and one (1) on the vertical wall, or one (1) each on two (2) separate vertical walls. Suction outlets shall not be installed in seating areas.

31 Are the outlets interconnected? Include information on how this was confirmed e.g. engineered drawing, line location, pool service professional. Are any outlets unblockable? Include appropriate drawings and information as required. Refer to Pool Standards, 2016 for definition of unblockable suction outlet.

32 Part IV Secondary Anti-Entrapment Device (See Part B of Flowchart) Does the facility have any of the following, if yes move to part V. If no, then complete remaining sections of Part IV Unblockable outlet in accordance with ANSI/APSP-16 Multiple outlets with adequate flow ratings, and with centre to centre distance between the covers of at least 36 inches Drains on different planes What secondary anti-entrapment system is employed? Safety Vacuum Release System (SVRS) Permanently disable the single outlet. Verify that the overflow and skimmers are capable of handling the required system flow and that minimum turnover rates are achieved.* Automatic pump shut off A gravity flow system able to safely limit suction* Suction-limiting vent system Convert single suction outlet to return inlet by changing the piping, provided that the system piping and skimmer(s) are capable of handling the full system flow* Other* (specify): * These systems will require review and approval by a professional engineer What secondary anti-entrapment device is installed? 33 Has the device been installed according to manufacturer s specifications? Part V Other Submerged Suction Outlet (See Part C of Flowchart) Detail Result Information Is there a skimmer equalizer line or submerged suction outlet used for vacuuming? Is there a cover on the skimmer equalizer lines or are they permanently sealed or disabled? An ANSI/APSP-16 approved outlet cover is strongly recommended. Is there a fitted lid (cover), self closing cover, a plug or other means to prevent entrapment (cover tested to IAPMO-SPS 4) on the vacuum line? Are there additional submerged outlets or openings in the pool where entrapment may occur? Detail what methods have been used to prevent entrapment for other identified submerged outlets or openings.
