1 HAZARDOUS MATERIALS TECHNICIAN MANIPULATIVE SKILL OBJECTIVES SURVEYING THE HAZARDOUS MATERIALS INCIDENT 1. Given three hazardous materials, one of which is a solid, one a liquid and one a gas, and the following monitoring equipment, test strips and reagents, select the appropriate equipment and demonstrate the proper techniques to identify and quantify the materials: A. Carbon monoxide meter NFPA 472, 2008 Edition, (1), (1), 7.4.2(3)(4), Given incident information, a sample with an unknown concentration of CO, a calibrated meter with instruction manual and appropriate PPE. Field-test meter. 5:00 Minutes from ready time of meter B. Colormetric tubes NFPA 472, 2008 Edition, (2), (2), 7.4.2(3)(4), Given incident information, a sample of a substance, Colormetric tubes and Pump and appropriate PPE. Select appropriate tube for suspected substance. Following manufacturers instructions, properly prepare tube and pump for sampling. Draw sample. C. Combustible gas indicator (CGI). NFPA 472, 2008 Edition, (3), (1), 7.4.2(3)(4), Given incident information, a sample with an unknown concentration of flammable gas or vapor, a calibrated C.G.I. with instruction manual and appropriate PPE. Field-test meter. 5:00 Minutes from ready time of meter

2 D. Oxygen meter. NFPA 472, 2008 Edition, (4), (1), 7.4.2(3)(4), Given incident information, a sample with an unknown concentration of Oxygen a calibrated Oxygen meter with instruction manual and appropriate PPE. Field-test meter. 5:00 minutes from ready time of meter E. ph indicators and / or ph meters. NFPA 472, 2008 Edition, (6), (2), 7.4.2(3)(4), Given incident information, a sample of an unknown substance, a ph meter and/or indicator strips and appropriate PPE. Select a measuring device. Prepare device for sampling. 5:00 Minutes (from ready time if meter is used) F. Radiation detection instruments. NFPA 472, 2008 Edition, (8), (3), 7.4.2(3)(4), Given incident information, a sample of a suspected radioactive source, a calibrated Radiation survey meter with instruction manual and appropriate PPE. 5:00 Minutes from ready time of meter G. Reagents. NFPA 472, 2008 Edition, (9), (3), 7.4.2(3)(4), Given incident information, an unidentified chemical sample, a chemical classification kit and appropriate PPE. Safely handle sample. Conduct tests in conformance with ID kit directions. Correctly classify chemical or chemical family.

3 H. Test strips. NFPA 472, 2008 Edition, (10), (2)(3), 7.4.2(3)(4), Given incident information, a sample of an unknown substance, test strips. (Example, water finder, M8 or M9) and appropriate PPE. Select an indicator strip. Prepare strip for sampling. 3:00 minutes I. Passive Dosimeters NFPA 472, 2008 Edition, (5) Given incident information and assignment during an incident. Select dose meter for incident Don dose meter during prescribed time 3:00 minutes J. Photoionization Detector NFPA 472, 2008 Edition, (7), (1), 7.4.2(3)(4), Given incident information, a sample of a suspected Chemical Nerve Agent, with instruction manual and appropriate PPE. 5:00 Minutes from ready time of meter 2. Demonstrate field maintenance and testing procedures for monitoring equipment. NFPA 472, 2008 Edition, Given a monitoring device (Carbon monoxide, CGI or Oxygen) and instruction manual. Handle in safe manner. Follow manufacturer instructions. - Clean and purge - Field test - Field calibrate Check and verbalize expiration date. Demonstrate proper storage. 25:00 Minutes

4 IMPLEMENTING THE PLANNED RESPONSE 3. Demonstrate the setting up of a multiple station decontamination corridor for individual or mass decontamination. NFPA 472, 2008 Edition, 7.4.5(1)(2)(3) Given an assignment, decon equipment, incident information and 2-person team. Select appropriate site; uphill, upwind. Containment of decon solutions and runoff water. Clearly marked entry point. Tool drop. Wash station, (may be multiple). Rinse station, (may be multiple). SCBA drop/bottle change. PPE drop station. Clearly marked exit point. 15:00 Minutes 4. Demonstrate the decontamination process corridor for individual or mass decontamination.. NFPA 472, 2008 Edition, 7.4.5(1)(2)(3) Given a decon corridor and equipment (properly set-up), proper PPE (firefighter turnouts as minimum), 2-person team and a scenario for a decon situation, i.e., victim ambulatory/non-ambulatory or entry team. Determine appropriate type of decon. Determine appropriate PPE for responders. Establish communication with person to be decontaminated. Use proper method to decontaminate person. Contain and prevent spread of contamination. Determine effectiveness of decontamination process with wipe samples or meters or lab test. Properly remove PPE (if needed). 15:00 Minutes

5 USING PROTECTIVE CLOTHING 5. Demonstrate Assist/Donning, working in, and doffing chemical protective clothing for Level A and B Personnel Protective Equipment. NFPA 472, 2008 Edition, 7.4.2(3)(4) Given a 2-member team, Level A or B PPE, chemical information and chemical resistance chart and a specific Hot zone task. Skills for person Donning Level A or B suit. Inspect equipment prior to donning. Adjust equipment as needed. Don CP suit. Don boots. Don SCBA. Don face piece. Check face seal. Don inner gloves. Don outer gloves. Don head protection. Skills for person assisting in Donning of Level A or B Suit. Assist donning suit. Assist donning boots. Correctly tape* suit to boots (if required). Completely tape* hood of PPE to SCBA face piece (if required) Assist donning SCBA. Connect supply hose to SCBA regulator. Tape* front of suit (if required) Assist donning inner gloves. Assist donning outer gloves. Tab all ends of tape* (2 minimum). 25:00 Minutes

6 PERFORMING CONTROL FUNCTIONS 7. Demonstrate the appropriate method to contain a leak from the following locations: A. Fusible metal of plug NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(a) plugging equipment and material, 2-person team. B. Fusible plug threads CONDITION NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(b) plugging equipment and materials, 2-person team. C. Side wall of cylinder NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(c) plugging and patching equipment and materials, 2-person team.

7 D. Valve blowout NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(d) plugging equipment and materials, 2-person team. E. Valve gland NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(e) plugging tools, equipment and materials, 2-person team. F. Valve inlet threads NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(f) plugging equipment and materials, 2-person team.

8 G. Valve seat NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(g) plugging equipment and materials, 2-person team. H. Valve stem assembly blowout NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(1)(h) plugging equipment and materials, tools as necessary, 2-person team. 20:00 Minutes 8. Demonstrate the ability to perform the following on the fittings of a pressure container: A. Close valves that are open. NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(2)(a) Given appropriate PPE, a simulated leak, tools as necessary, 2-person team. Select appropriate valve to close. Safely close valve. 5:00 Minutes

9 B. Replace missing plugs NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(2)(b) Given appropriate PPE, a simulated leak, plugging equipment and materials, tools as necessary, 2-person team. C. Tighten loose plugs NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(2)(c) Given appropriate PPE, a simulated leak, tools as necessary, 2-person team. Tighten loose plug(s). 5:00 Minutes 9. Demonstrate the ability to contain the following type of leaks in 55-gal drum: A. Bung leak. NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(3)(a) Given a 55-gal drum, appropriate PPE, a simulated leak of a known material, appropriate tools and 2-person team. Tighten bung and stop the leak. B. Chime leak. NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(3)(b) Given a 55-gal drum, appropriate PPE, a simulated leak of a known material, plugging equipment and materials, 2-person team. 15:00 Minutes

Nail puncture. NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(3)(d) Given a 55-gal drum of a known material, appropriate PPE, plugging and/or patching material, 2-person team. 5:00 Minutes 10. Demonstrate the ability to place a 55-gal drum into the overpack drum using the following methods: A. Rolling slide-in method. NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(4)(a) Given a scenario involving a 55-gal drum (half empty), appropriate PPE, overpack drum, and a 2-person team. Use correct techniques to move drum into overpack drum. Standup overpack drum and secure lid.

11 B. Slide-in method. NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(4)(b) Given a scenario involving a 55-gal drum (half empty), appropriate PPE, overpack drum, and a 2-person team. Use correct techniques to move drum into overpack drum. Standup overpack drum and secure lid. C. Slip-over method. NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(4)(c) Given a scenario involving a 55-gal drum (half empty), appropriate PPE, overpack drum and a 2-person team. Use correct techniques to move drum into overpack drum. Standup overpack drum and secure lid. 5:00 Minutes 11. Demonstrate the ability to install a dome cover clamp on an MC-306/DOT-406 cargo tank: NFPA 472, 2008 Edition, 7.4.2(3)(4), 7.4.3(8) Given an MC-306/DOT-406 dome, dome cover clamp, appropriate PPE, tools as necessary. Safety enter area as team. Gain access to dome area. Safely and properly install clamp on dome cover. 5:00 Minutes

12 REPORTS AND DOCUMENTATION 12. Demonstrate the proper completion of required reports, (LERP or SOP). NFPA 472, 2008 Edition, 7.6.3(2) Given incident records (personnel exposure records, debriefing records, critique records, activity log, exposure records), proper report forms, pencil or computer. Date, incident location, personnel involved are listed. Correct information is listed in appropriate locations on report forms. Proper grammar and spelling use for narrative portions of reports. 30:00 Minutes
