3 3 ARTICLE 1 DIVER LEVELS 1.1 LEVEL I DIVERS A Level I Diver is any diver who can complete a full list of dives which satisfies the dive requirements needed to qualify to compete in any single event at the Junior National Championships or the Senior National Championships as outlined in Diving Plongeon Canada s current rulebook. 1.2 LEVEL II DIVERS (1) 1 METRE A Level II Diver is any diver who can complete a list of dives which satisfies the following dive requirements: Group E (9 & Under) 1 Metre 4 Dives 2 dives with assigned DD of 1.8 ( Compulsory Dives ) Choose from: 101c or 101b 201c 301c 401c or 401b 2 dives without DD limit ( Optional Dives ) 2 groups covered Cannot repeat any Compulsory Dives previously performed Choose from: 101c or 101b, 102c, 102b or 103c 201c or 202c 301c or 302c 401c, 401b or 402c Group D (11 & Under) 1 Metre 5 Dives 3 dives with assigned DD of 1.8 ( Compulsory Dives ) 3 groups covered Choose from: 101c, 101b or 104c 201c or 203c 301c or 303c 401c, 401b or 403c 5223d 2 dives without DD limit ( Optional Dives ) 2 groups covered Cannot repeat any Compulsory Dives previously performed

8 8 1.4 RECREATIONAL (LEARN TO DIVE) DIVERS A Recreational Diver or Learn to Dive Diver is any non competitive diver who participates only in recreational diving programs. 1.5 MASTERS DIVERS A Masters Diver is any diver 25 years of age or older, who does not compete at the senior national level, and who can complete a full list of dives as outlined in the FINA/CADA rulebook: For Ontario competitions, the FINA rulebook may be modified as follows: 1 Metre Ages Ages 50 plus 3 Metre Ages Ages 50 plus 7 Dives (Men), 6 Dives (Women) 6 Dives (Men), 5 Dives (Women) 7 Dives (Men), 6 Dives (Women) 6 Dives (Men), 5 Dives (Women)
9 9 ARTICLE 2 COMPETITIONS 2.1 COMPETITIVE (TIER I) JUNIOR AND SENIOR COMPETITIONS (d) (e) (f) Dive Ontario will host three (3) Tier I national qualifying competitions per Dive Year (September August) which will serve as Ontario Provincial Championships The three (3) Tier I Ontario Provincial Championships will be referred to as the Ontario Winter Provincials, the Ontario Spring Provincials and the Ontario Summer Provincials The Ontario Winter Provincials shall be held in November or December, the Ontario Spring Provincials shall be held in February or March and the Ontario Summer Provincials shall be held in May or June in each Dive Year The host club for each of the three (3) Provincial Championships shall be determined by a bidding process established by the Dive Ontario board of directors from time to time, provided that: (iii) the bidding process shall be undertaken annually prior to the annual general meeting, in order that it may be approved and ratified at the annual general meeting all Dive Ontario member clubs having access to suitable facilities and infrastructure are eligible to bid for any Provincial Championships the bidding process and competition schedule shall be reviewed by the Dive Ontario technical committee from time to time as required The Tier I Provincial Championships are open to Level I divers only At the Tier I Provincial Championships an age group diver may compete only in: his or her applicable age group events; and in any open events, subject to the following minimum DD requirements: A. Women s Open 3M 11.5 (g) (h) B. Women s Open Tower 12.0 C. Men s Open 3M 14.8 D. Men s Open Tower 14.2 There will be no Group E events at the Tier I Provincial Championships Unless otherwise specifically set out herein, all rules set forth in the Diving Plongeon Canada Rulebook shall apply 2.2 DEVELOPMENTAL (TIER II) JUNIOR AND SENIOR COMPETITIONS Developmental (Tier II) competitions sanctioned by Dive Ontario are open to Level I, II & III registered divers only At any Ontario Developmental (Tier II) competition, an age group diver may compete only in his or her age group events, save and except age group E divers who may compete in either the E or the D age group on each board, but not both
10 10 (d) (e) (f) Any diver who fully qualifies for the Junior Elite Nationals or the Junior Development Nationals in any event in any Dive Year is not eligible to compete at any Developmental (Tier II) competition in Ontario in that Dive Year There shall be no Tier III events at the Ontario Developmental (Tier II) Provincials At any Developmental (Tier II) competition other than the Ontario Tier II Provincials, the host club shall have the discretion to include: Tier III events; and Age Group E events Except as otherwise specifically set out herein, all rules set forth in the Diving Plongeon Canada Rulebook shall apply to Developmental (Tier II) competitions in Ontario 2.3 SENIOR QUALIFYING COMPETITIONS Participation at any invitational competition is by invitation of the host club or organization Diving Plongeon Canada Rulebook & Dive Ontario rules shall be applied to all Senior events at a Senior National Qualifying Competition and where a Senior National Qualifying Competition is not a Junior National Qualifying Competition, any events which are not senior qualifying events shall be subject to the rules for Invitational Competitions 2.4 INVITATIONAL COMPETITIONS Participation at any invitational competition is by invitation of the host club or organization Diving Plongeon Canada Rulebook & Dive Ontario rules may or may not be applied in whole or in part at the discretion of the host club or organization. ARTICLE 3 REGISTRATION & RULES OF GENERAL APPLICATION 3.1 ATTENDANCE AT COMPETITIONS No diver may compete at a competition sanctioned by Dive Ontario unless the diver is supervised by a duly qualified and certified coach in attendance at the competition who is registered with Dive Ontario in compliance with its administrative policies or who is otherwise eligible to coach at such competition in full compliance with Diving Plongeon Canada s requirements. For greater certainty, where a coach is registered with Dive Ontario, but is not a Fully Qualified Coach as defined in Dive Ontario s Administrative Polices, the High Performance Implementation Committee shall have the discretion to authorize such coach to be on deck and to supervise one or more divers registered to compete in a Dive Ontario sanctioned competition. 3.2 LATE REGISTRATION AT COMPETITIONS All divers must be registered with Dive Ontario for at least 2 weeks (14 days) prior to the start of any competition sanctioned by Dive Ontario If a diver withdraws from a competition after registering to compete, the diver shall not be relieved of the obligation to pay the competition s registration fee
11 11 If any diver registers for a competition less than 2 weeks prior to the start of a competition, then, in addition to the registration fees, the diver shall pay a $25 late filing penalty to the host club 3.3 MEET PACKAGES The host club shall submit its technical meet package to Dive Ontario office at least 6 weeks prior to the commencement of the competition. 4.1 RULES ARTICLE 4 ONTARIO TIER I PROVINCIAL CHAMPIONSHIPS The rules set forth in the Diving Plongeon Canada Rulebook shall apply to all Tier I Provincial Championships in Ontario, with the exception of regulations relating to competition fees, which shall be governed by our provincial regulations For greater certainty, at the Tier I Provincial Championships all events will be full list as opposed to options only with the exception of open events (which are optionals only) The Tier I Provincial Championships are combined championships for all Level I divers, including both senior and age group divers (d) The Tier I Provincial Championships shall include competitions on 1 metre, 3 metre and platform in each age group and open category 4.2 AWARDS Dive Ontario will provide medals for presentation to the first, second and third place finishers in each event at each of the three (3) Ontario Tier I Provincial Championships Dive Ontario will provide ribbons for presentation to the fourth, fifth and sixth place finishers in each event at each of the three (3) Ontario Tier I Provincial Championships Each of the three (3) Ontario Tier I Provincial Championships are open to out of province divers provided that they are registered with Dive Ontario, Diving Plongeon Canada or an equivalent international diving federation (d) Out of province divers shall be entitled to receive any medals or ribbons which they earn as a result of their placing in the competition 4.3 SYNCHRONIZED DIVING A minimum of two (2) synchronized diving events (1 male event & 1 female event) shall be contested at the Ontario Summer Provincials 4.4 SPECIAL RULES & MINIMUM DDS FOR OPEN EVENTS The following special rules apply the Open Events at all Tier I Ontario Provincial Championships: X01 or X02 dives are not allowed on 1M or 3M, where X denotes any group X02 dives are not allowed in any Open Platform event (iii) X01 dives shall be performed from the 10M platform only
12 12 The following special minimum DDs apply the Open Events at all Tier I Ontario Provincial Championships: The Minimum DD for Women s 1M Open is 10.8 The Minimum DD for Women s 3M Open is 11.5 (iii) The Minimum DD for Women s Platform Open is 12.0 (iv) The Minimum DD for Men s 1M Open is 13.0 (v) The Minimum DD for Men s 3M Open is 14.8 (vi) The Minimum DD for Men s Platform Open is DIVER ELIGIBILITY & REGISTRATION Ontario Divers must be registered with Dive Ontario as Competitive Divers in order to be eligible to participate at any of the three (3) Ontario Tier I Provincial Championships Late registrations may be accepted on the deck subject to documentary evidence that the diver is registered with Dive Ontario as a Competitive Diver and payment of any applicable late registration fees or penalties 4.6 PROPOSED SCHEDULE Friday: D Platform (Fridays) Boys A 1m & Girls A 3m (iii) Boys & Girls C platform if there is too many, divide (iv) Boys B 1m & Girls B 3m (v) Men s Open 1m & Women s Open 3m Saturday: Girls B 1m & Boys B 3m Boys & Girls A platform (iii) Boys D 1m & Girls D 3m (iv) Boys C 1m & Girls C 3m (v) Men s Open Platform & Women s Open platform Sunday: Girls C 1m & Boys C 3m Girls A 1m & Boys A 3m (iii) Boys & Girls B platform (iv) Girls D 3m & Boys D 1m (v) Women s Open 1m & Men s Open 3m
13 13 ARTICLE 5 TIER II ONTARIO PROVINCIAL CHAMPIONSHIPS 5.1 RULES The rules set forth in the Diving Plongeon Canada Rulebook shall apply to all Tier II Provincial Championships in Ontario, with the exception of regulations relating to competition fees, which shall be governed exclusively by provincial regulation Any diver who fully qualifies for the Junior Elite Nationals or the Junior Development Nationals in any event in any given Dive Year is not eligible to compete at the Ontario Tier II Provincials in that Dive Year The Ontario Tier II Provincial Championships shall include competitions on the 1 metre and 3 metre springboards in each age group (A, B, C, D & E) (d) Late registrations may be accepted on the deck subject to documentary evidence that the diver is registered with Dive Ontario as a Competitive Diver and payment of any applicable late registration fees or penalties 5.2 AWARDS Dive Ontario will provide medals for presentation to the first, second and third place finishers in each event at the Ontario Tier II Provincial Championships Dive Ontario will provide ribbons for presentation to the fourth, fifth and sixth place finishers in each event at the Ontario Tier II Provincial Championships 6.1 SPORT SPECIFIC SELECTION CRITERIA ARTICLE 6 QUEST FOR GOLD SELECTION CRITERIA In each year, the Board shall establish a Quest for Gold Selection Committee in accordance with the rules and regulations of the Ministry of Tourism, Culture and Sport. The sport specific athlete selection criteria to be utilized in the identification, ranking and selection of athletes for Ontario Cards under the Quest for Gold Program in any year shall be such criteria as are established by the Quest for Gold Committee and approved by the Board in accordance with the rules and regulations of the Ministry of Tourism, Culture and Sport. The following categories are eligible for consideration: Women s Open: Men s Open: Girls A: Boys A: Girls B: Boys B: Girls C: Boys C: ARTICLE 7 SELECTION OF PROVINCIAL AND SPECIAL TEAMS The selection formula for named Provincial or special teams will be determined, as required by the Dive Ontario Technical Committee and presented to all Ontario clubs and unattached divers at least three months prior to selection of such teams, wherever feasible.
14 ONTARIO PROVINCIAL TEAM The Ontario Provincial Team shall be selected annually at the end of the Ontario Summer Provincials and shall be comprised of ten divers and one coach as follows: Age Group Male Female Open 1 1 A 1 1 B 1 1 C 1 1 D 1 1 (d) The process for selection the ten athletes shall be the same as the method used to select the recipients of the Outstanding Diver Awards in each age group (See section 8.3 below). The Outstanding Coach of the Year shall be the coach who accumulates the most points in a Dive Year, where each athlete named to the Ontario Provincial Team represents one point. In the event of a tie, more than one coach will receive recognition. This coach (es) will be named Coach of the Year. ARTICLE 8 TRIALS OR GAMES SELECTION CRITERIA Dive Ontario s High Performance Committee shall determine the selection criteria for the coaches and manager positions and will communicate selection process in the meet package for the competition chosen for the team selection. 8.1 APPEALS (d) (e) (f) The host committee must have a meet Technical Director. The Event Jury of Appeal shall consist of: The event referee All of the respective judging panel (iii) The meet Technical Director or his/her designate The Meet Jury of Appeal shall be comprised of: The meet Technical Director or designate The Vice President Technical or designate (iii) The officials Chairperson or designate The Event Jury of Appeal and/or the Meet Jury of Appeal rule on technical matters. Non technical matters shall be handled by the Board of Directors. As per Diving Plongeon Canada Inc. rules Appeals Procedures, all decisions will be binding.
15 MEDALS AND RIBBONS PROVINCIAL CHAMPIONSHIPS All awards are to be purchased by Dive Ontario. Awards for first through sixth place finishers at provincial championships must include: Dive Ontario logo Name of event: Boys/Girls, 1M, 3M, Platform Age Group A, B, C, D, or Open Competition Level I, II or III Date (iii) The purchase of ribbons for other place finishers will be optional. If purchased, these must include name of event, current Dive Ontario logo and the date. (iv) For each event at the Provincial Championships, awards will be given to the top six athletes regardless of their place of residency. 8.3 OUTSTANDING DIVER AWARDS Outstanding Diver Plaques will be provided by Dive Ontario and awarded at the end of the Ontario Summer Provincial Championships in each Dive Year to the outstanding Ontario diver in each of the following categories: Women s 3M Synchro Men s 3M Synchro Women's Open Men's Open (iii) Girls D (11 & under) Boys D (11 & under) (iv) Girls C (12 13) Boys C (12 13) (v) Girls B (14 15) Boys B (14 15) (vi) Girls A (16 18) Boys A (16 18) Eligibility for the Outstanding Diver Awards is determined as follows: The outstanding diver award in each of the open events is open to all participants, regardless of age. The outstanding diver award in each age group will be awarded only to an Ontario registered diver, registered in that age group. No divers from out of province are eligible. (iii) The synchro awards will be awarded to only Ontario registered divers of any age. No synchro team with a diver from out of province will be eligible for this award. The recipient of the outstanding diver award in each category shall be the eligible diver who accumulates the highest number of points by adding each diver s total point score from all three events (1M, 3M & Platform) in the applicable age group or open category.
16 WEB OFFSET TEAM TROPHIES The Web Offset Publications Trophy will be awarded at the Tier II Provincial Championships (d) Points will be earned and calculated using the following system: 1st place 16 points 2nd place 14 points 3rd place 12 points 4th place 11 points 5th place 10 points 6th place 9 points 7th place 7 points 8th place 5 points 9th place 4 points 10th place 3 points 11th place 2 points 12th place 1 points Exhibition divers shall not earn points Synchronized diving events will not earn points It will be the responsibility of the club to bring the trophy to the next Tier II Provincial Championship 9.1 HOST CLUB RESPONSIBILITIES ARTICLE 9 PROVINCIAL CHAMPIONSHIPS HOSTING POLICY (d) (e) (f) (g) (h) (j) (k) Select meet date within the appropriate month Provide facilities and pay all facility costs Work with VP Competitions to prepare meet package. Once approved, Dive Ontario will distribute to all Ontario clubs. The host club is responsible for distributing to out of province clubs. Organize office staff, volunteers, table workers, runners, etc. Prepare, post and distribute results Provide hospitality and refreshments, if required Contact local media Operate concessions, souvenir sales etc. Oversee the running of the meet. For Tier II calculate awards for the Webb trophies according to the technical regulations. For Tier I calculate the team points for the order of diving clubs 9.2 DIVE ONTARIO RESPONSIBILITIES Provide hosting grant

In the dive year, Diving Plongeon Canada changed its rules to provide that all provinces, including Ontario, would have a maximum of 3 qualifying competitions to be determined by the provincial association. (n) Effective in the Dive Year: the three (3) Ontario Tier I Provincial Championships will be designated as the three (3) junior national qualifying competitions; each of the three (3) Ontario Tier I Provincial Championships will be allocated to a host club by way of a bidding process to be established by the Dive Ontario board of directors from time to time, provided that: the host club shall be a Club member duly registered with Dive Ontario; the host club shall have access to suitable facilities and infrastructure required to host the Ontario Tier I Provincial Championships; all bids should be submitted by August 15 in order that they may be reviewed and the successful bidders announced at the annual general meeting in September 9.3 RESULTS The host club must forward the meet results to Dive Ontario and national office within seven days for all provincial championships and all designated national qualifying meets The host club must forward the meet results to Dive Ontario within seven days for all sanctioned meets If the meet results in 11a) and b) are not received in the Dive Ontario office within one week from the last day of the competition, there will be a weekly penalty of $100 deducted from the hosting grant until the results are received (d) (See also Administrative Policies, Section 4a)
18 18 ARTICLE 10 FEE SCHEDULE The Fees payable by divers for all dive competitions sanctioned by Dive Ontario shall be: Registration Fee... $40 ($10 to be paid to Dive Ontario) Event Fee, per event... $25 (to a maximum of $100/diver)
