Established from parent committee ISTEC in full members, 4 observers 3 Main areas of focus NAVIGATION OPERATIONS IN PORTS & TERMINALS LOADING AND DISCHARGING OF OIL TANKERS One publication so far Guide to Safe Navigation (including ECDIS)

4 Safe navigation (including ECDIS) Emergency backup and contingency planning if both ECDISs fail Jamming and spoofing of GPS Excellent feedback has been widely received from our industry. It has been decided to update the current guidelines with a target for completion in mid 2019 Many new issues will be included. Spare parts available on board for ECDIS or for other bridge equipment Route check procedure Error management - What can go wrong (human element & equipment) Incidents effecting the Safe navigation globally and/or locally; review the most recent incidents and include the lessons learnt in the next issue of the guidelines Maintenance of Software & Firmware of Navigational/Communication equipment Standard on the maintenance of software Maintenance of ECDIS - develop a standard for the technicians to complete a specific set of checks Update (if necessary) T&P, CATZOC, and Safety Contour/Safety Depth chapters of the Navigation and ECDIS Guidelines ver.1 Revisit UKC as stated in the Navigation and ECDIS Guidelines ver.1 Revisit frequency of position verification to be revisited as stated in the Navigation and ECDIS Guidelines ver.1 Difference between ENC information and Port information with respect of channel depths etc. (Huelva was given as an example) Voyage planning with ENC Passage planning on ECDIS Monitoring of Passage with ECDIS The pilotage plan Guidance on Alarm management - ECDIS, Radar, Echo sounder ECDIS unit along with relevant alarm settings NP232, Voyage Data Recorder (VDR) policy Guidance of the settings and configuration of ECDIS Polar Navigation

6 Anchoring Guidelines ISTEC and NSC working jointly on anchoring guidelines and proposed update on IACS UR A1+A3 We are working closely with IACS and other industry associations Guidelines on safe anchoring Guidelines in its 10 th draft and we expect that they will be finalized and released late 2018 or Q1 2019

8 Standardized bridge design Nautical sub-committee is producing a checklist / guidance mainly aimed for new buildings Focus on IMO regulations and guidelines towards a unified approach. The ultimate aim of these guidelines is to add a level of safety which may reduce the risk of nautical accidents.
9 E-NAVIGATION
10 E-NAVIGATION S Mode Nautical Sub-committee is currently working on S-Mode developments and guidelines. The draft guidelines include Principles which aim to improve the usability of electronic navigation equipment. The draft guidelines contain four appendices: Navigation-related terminology and icons of functions (Hotkeys and Shortcuts) Logical grouping of information ("essential information blocks") List of functions that must be accessible by single or simple operator action Standard and user settings

12 IHO Depth contours in ENC s After having submitted papers to the IHO s Hydrographic Services and Standards Committee, they have been well received with the following outcome: - Depth contours in ENC s: IHO has endorsed the proposal for additional depth contours in ENC s. The IHO will produce a circular letter to all HOs urging them to include additional depth contours in their ENCs.
13 IHO - Higher density depth contours Formation of high density contour ENCs will make it possible to distinguish and depict on ECDIS safe and unsafe waters (no-go areas) ECDIS with original ENC defaults to 30m contour ECDIS with Band 6 high density ENC defaults to 22 m contour
14 IHO - T & P notices - T&P NMs in ENC We have highlighted the need for encoding T & P information as ENC updates. The IHO urged HOs to ensure all T&P notices are received as digital ENC updates and are also producing a draft document for PSC inspectors and Mariners on T&Ps in ENC. We expect a new guideline from IHO on T&Ps that we will be engaging in.
15 IHO - CATZOC - Quality of ENC data IHO issued a circular letter advising Hydrographic Organizations on the importance of encoding CATZOC in ENC.
16 CATZOC in US waters Nautical Sub-Committee campaign to address the classification (CATZOC) of hydrographic data in US waters has won backing from the American authorities. Mariners will eventually be able to determine UKC with increased accuracy improving safety factors with collateral commercial benefits.
17 CATZOC in US fairways Huge achievement as : Previously no US fairway had CATZOC classification We have now three US regions where they have started classifying their fairways This means that we can now do a safer UKC calculation and potentially have a larger cargo intake

19 Pilot guidelines Taking into account the need to review and update the outdated International Best Practices for Maritime Pilotage. The secretariats of INTERTANKO and IMPA are currently looking in to what the best solution for a joint approach in updating the guidelines.
