3 Introduction to Company Safety Policy Company Safety Policy Kiernan Electrical Safety Policy It is the policy of Kiernan Electrical to comply fully with the Safety, Health and Welfare at Work Act, 2005 to ensure so far as is reasonably practicable the safety, health and welfare of all employees at our places of work. Kiernan Electrical commit to provide such information, training and supervision as may be needed for this purpose. This Company Safety Statement is a plan to minimise the risk of injury and ill-health at this place of work. Kiernan Electrical shall also comply with all other legislation applicable to our activities e.g. the Safety, Health and Welfare at Work (General Application) Regulations 2007 and Health and Welfare at work (Construction) Regulations It is also the policy of Kiernan Electrical to protect, so far as is reasonably practicable, persons not employed by this company who may be affected by our activities. In pursuance of the general statement of safety policy, the company will provide and maintain a safe place of work, safe equipment and safe systems of work. We shall carry out a detailed hazard identification exercise, risk assessment and implement control measures as required. Resources shall be made available as necessary. All employees have the responsibility to co-operate with management to achieve a healthy and safe workplace and to take reasonable care of themselves and others. It is the policy of this company to consult all staff and employees on matters of health and safety and employees are hereby notified of the company policy and are encouraged to comply with their duties under the 2005 Act to notify the company management of identified hazards in the workplace. The allocation of duties for safety matters and particular arrangements to implement the policy are set out in the Company Safety Statement. This safety statement is distributed to all Contracts Managers, Site Foremen and Designated Supervisors and shall be available at locations where this company carries on business.
4 Scope of Works The scope works on site at present include: Mother Liquor Tank Solvent Tank Farm
5 Site Team Members Kiernan Electrical site team members include: Chris Lettice Kiel Fitzgibbon
6 Site Layout and extents of work area to be clearly indicated to all personnel by site supervisor Site Layout
7 Site Security Site securities are located at the entrance to the site. Personnel must ensure that they are signed in when on site at all times
8 Safe Means of Access & Egress Ensure work area entrances and exits are always clear of obstructions. Ensure all entrances and exit doors in the area are working and are/can be opened. Never block a door or keep a fire door open. Never, ever use a fire extinguisher to hold open a door. Never lay unprotected leads through a doorway.
9 Emergency Procedures In the case of a emergency on site the instructions as issued in the site induction must be followed. In the event of a fire alarm activation in the building you are working in all personnel must proceed to the nearest external assembly point and wait until a full head count is carried out. No personnel can return to work without the instructions of the safety instructors and assembly marshals on site Personnel should use the Buddy system to ensure all personnel are accounted for in the event of an emergency In the event of a site evacuation personnel must proceed to the site assembly points located as indicated in relevant site inductions Kiernan Electrical personnel must remain at the assembly point until it is indicated that it is safe to return to work
10 All Kiernan Electrical personnel have a duty to themselves and to their work colleagues to ensure that they maintain a safe working environment at all times. Kiernan Electrical employees have a duty to ensure that they follow all site rules and instructions as laid out in inductions and permits. Kiernan Electrical personnel have a duty to ensure that they keep all work areas as clean and tidy as is possible and thus ensure a safer working environment. Kiernan Electrical employees have a duty to ensure that they report any un-safe act, damage or injury to their site supervisor and/ or to site safety personnel. Unsafe acts could lead to possible accident or injury and must be followed up on to ensure this is not the case. Duties of Employees
11 Communications Kiernan Electrical require that all personnel associated with the company are aware of their duties and responsibilities in the work area. Kiernan Electrical also require that all their employees have an input into the safety and working procedures of the company in the areas where Kiernan Electrical are working. For this reason Kiernan Electrical give regular Tool Box Talks to it s employees on site. Kiernan Electrical employees can relay any concerns that they have regarding safety, at any time, to one of the site supervisors and can report to the site foreman, regarding their concerns, at any time. All Kiernan Electrical Employees must ensure that they are aware of the site contact phone numbers
12 Particular Risks & Relevant Kiernan Rules In and around the production area Kiernan Electrical will be required to wear a white coat & be required to wear long sleeves at all times. This is in order to prevent contamination of products and also due to the possibility of product from processes in plant accumulating on electrical containment such as racks and trays. The plant where Kiernan Electrical carries out work Leo Pharma carry out regular clean ups of the different areas of the plant where Kiernan Electrical work. The clean ups are carried to the highest standard possible but due to the nature of the plant it is impossible to keep some inaccessible areas completely clean. Kiernan Electrical personnel are not permitted to discard garments of any kind in the production areas on site. In all areas garments should be left neatly in safe areas such as in Kiernan Electrical site boxes.
13 If an accident occurs on site, personnel must report to the supervisor/ safety personnel. A first aider will be summoned and any cuts will be cleaned and protected If deemed necessary, by the Kiernan Electrical first aider and/or the site first aider, the injured person may be instructed to report to a site nurse/doctor for examination, cleaning & protection of the cut/ injury. It is important that Kiernan Electrical personnel report on-site accidents to the plant supervisors in the area where the accident has occurred, this ensures that the site medics can be made aware of any product being used in the area at the time of the accident and enables them to treat the cut or abrasion correctly. First Aid
14 Accident Reporting Procedure Kiernan Electrical believes that all accidents are preventable, however when an accident or near miss occurs Kiernan Electrical personnel are required to report these and any subsequent injuries immediately. This ensures that all incidents can be investigated to examine possible causes and to enable control measures to be put in place to ensure that these incidents do not re-occur. Kiernan Electrical personnel must report all incidents to the project supervisor immediately after the incident has occurred. Contact must be made with the site supervisor and Pilz personnel in the area where the person involved in the accident is working. Site emergency numbers should be recorded on site and Kiernan Electrical employees should make themselves aware of, and be familiar with these numbers in the event of an emergency.
15 Site Specific Safety rules When working at height safety harnesses with extendable lanyards must be worn. Aluminium ladders cannot be used in MCC Rooms. Equipment must be checked before use to ensure that it is suitable and safe to use. Ladders must be used safely and correctly. Never, ever work off the top 3 steps of step ladder. Never, ever work on an extension ladder that is not footed or tied The relevant PPE must be worn in all areas at all times. Mobile phones are prohibited in all areas. Smoking is only permitted outside the main gates and/or in designated areas as per the relevant site instructions. Messing and horse-play will not be tolerated in any work area. Good housekeeping is essential in all areas. Untidy work areas will not be tolerated. Task risk assessments must be filled out on a daily basis for work being carried out on site. Task risk assessments must be read and signed by all personnel. Method statements will also be in place for the job and these method statements must be read and signed by all personnel working on the project.
16 Good Housekeeping/ Waste Management All work areas must be kept clean and tidy at all times. Regular tidy up of the area must be under-taken and all waste must be removed at regular intervals and at the end of each day. Production bins are not to be used under any circumstances for any waste created by Kiernan Electrical. All waste should be segregated correctly into separate waste bins which are provided on site. Under no circumstances will the incorrect placement of waste into the in appropriate bins be tolerated. If in doubt ask.
17 Control of Hazardous Substances / Environmental Issues Hazardous substances may be used during production. These hazardous substances are in drums and can be found in rooms & laydown areas where Kiernan Electrical carry out works. Under no circumstances should these drums be moved, altered or damaged by Kiernan Electrical personnel. If it is necessary for Kiernan Electrical to work in these areas employees must contact Leo Pharma personnel and request that the drums be moved to prevent accidental damage and to prevent Kiernan Electrical personnel coming in contact with these drums. Kiernan Electrical personnel must report any leaks of substances emanating from pipes or broken drums to Supervisor personnel immediately and must vacate the area immediately until any spill or leak is dealt with and/ or the area is deemed safe to work in. If Kiernan Electrical are using any sprays or oils on site they must ensure that these are safe to use and are accompanied by a relevant Material Safety Data Sheet. Kiernan Electrical must not pour any liquids, material or substances down any drain on site. Materials and liquids must be disposed of correctly and this must be discussed with on site personnel to ensure that the correct means are used, tracked and documented.
18 Permits required on site Kiernan Electrical personnel must make themselves aware of any permits required on site. If permits are required on site the must be read in full. Any instructions indicated on the permit must be followed in full and all PPE requirements in place. Permits must cover each task fully and all areas.
19 Safety Incentive Scheme Kiernan Electrical works to achieve an incident and accident free work place. This is achieved by all personnel employed by the company working towards this goal. By striving to achieve this Health & Safety goal Kiernan Electrical continues to flourish as an operating company and this is recognized by the fact that Kiernan Electrical are carrying out projects for major companies on an ongoing basis. By operating to a high safety standard Kiernan Electrical will continue to obtain projects from high profile companies thus ensuring employment for its personnel in increasingly difficult economic times.
20 Disciplinary Procedure Kiernan Electrical operates to the highest standards and site supervisors will not tolerate any incidents of blatant disregard, by employees, for their own safety or that of other personnel on site. Verbal warnings will be issued for any misdemeanors and personnel will be instructed as to their future conduct. If there is no noticeable change in behaviour recorded over a short period of time personnel will be informed as to their misdemeanors and will be asked to leave the work site. Kiernan Electrical operates in high profile projects and plants and the importance of high standards of Health & Safety and behaviour and proper representation of the company cannot be over stated. Kiernan Electrical employees are required to be courteous and good natured towards their fellow employees and more importantly to other personnel in the work place. Incidents of disregard for other personnel will be dealt with accordingly
21 Bullying Complaints Procedure Bullying of employees on site will not be tolerated to any degree by Kiernan Electrical Kiernan Electrical want every employee to enjoy working for the company. This can be achieved by good nature and camaraderie between all employees. Kiernan Electrical strives to ensure that all employees are happy in the work environment and if any person is not comfortable in their environment due to unnecessary behavior toward them by other employees they must report this immediately to the site supervisor. The incident will then be investigated and all parties will be spoken to. If it is found that undo stress and hardship has been placed on another employee the guilty party will be warned as to his future conduct. If there is no improvement in a short period of time the person(s) will be told to leave the work site.
22 Alcohol & Drug Policy Kiernan Electrical requires that all personnel respect the nature of the work that they carry out on site and the danger of working with electricity. For this reason Kiernan Electrical does not permit personnel on site who appear to be under the influence of drugs and/or alcohol. If a person reports for work in a condition that is deemed unacceptable the person will be told to leave site and will not be allowed to return unless in an acceptable condition to carry out work on site. Persistent occurrences of this offence will be seen as a disregard for the company and the person in question will be asked to leave site and will not be allowed to return.
23 On completion of this induction you are required to fill out and sign the attached form. This form must be filled out and signed before carrying out any work on site. Induction Sign Off
