When using pressure systems, (the Trust / NTW) has a duty to provide a safe workplace and safe work equipment. 1
2 1.2 The Pressure Equipment Regulations 1999 came into effect to implement the requirements of the European Community Pressure Equipment Directive. These regulations were supplemented by the Pressure Systems Safety Regulations These Regulations apply mainly to the in-service aspects of pressure stems such as operation and periodic examination. They also deal with design and construction aspects of systems, which are outside the scope of the Pressure Equipment Regulations (PER). See Appendix A for the User / Owner Decision Tree. 2 Scope 2.1 This Practice Guidance Note (PGN) together with any associated procedures and guidance notes, shall be observed by all employees of the Trust and is applicable to all Pressure Systems/Equipment directly operated or managed by the Trust. 2.2 The Estates Department will appoint Estates Responsible Officers to manage relevant pressure systems and appoint competent persons to carry out statutory inspections. Competent contractors may be employed to carry out repairs and maintenance. 3 Statement 3.1 The Estates Department will put systems in place to ensure that the requirements of the pressures systems safety regulations and good practice are complied with including: Suitable and sufficient assessment of the risks Reduce the risk of failure Provide safe and suitable equipment, and user information Know the operating conditions, and provide suitable training Fit suitable protective devices and ensure they function Carry out suitable maintenance and inspections 4 Responsibilities 4.1 Head of Estates and Facilities The Head of Estates and Facilities shall ensure the execution of this PGN relating to Pressure Systems. They shall ensure the identification and prioritisation of system improvement schemes, and appoint and audit the 2
3 Estates Responsible Officers and ensure that they are adequately trained. 4.2 Responsible Officer (Estates) The Responsible Officer will have accountability for ensuring the requirements of this guidance are met and to include: Issuing instructions based upon this policy and the supporting legislation, Approved Code of Practice (ACOP) and other relevant guidance Ensure that a schematic diagram exists for all pressure systems Liaise with the insurance company in respect of statutory examinations and the production of the written scheme Identifying all pressure systems in use throughout the Trust and maintain detailed records on the components and operational criteria of those systems Ensure that Estates staff who come into contact with pressure systems are trained in their use Ensuring that visitors and contractors are made aware of and comply with instructions given relating to pressure systems at induction, whenever appropriate Ensuring that all necessary records are maintained Ensure that this PGN is reviewed annually Ensure that any on-going maintenance requirements are adhered The Responsible Officers are as follows: Central Sector North Sector South Sector Estates Officer (Mechanical) Estates Officer (Mechanical) Estates Officer (Mechanical) 5 Guidance 5.1 The Pressure Systems Safety Regulations 2000 Summarised The Pressure Systems Safety Regulations (PSSR) covers pressure systems containing a relevant fluid which is: Gas above 0.5 bar gauge; 3
4 A liquid with a vapour pressure of 0.5 bar gauge or greater at either its working temperature or 17.5 deg. C Steam at any pressure Examples of pressure systems include: Boilers and steam heating systems Water Heaters Calorifiers Process Plant and Piping Air Compressor Sets (fixed and portable) Air Receivers Pressure Cookers, Autoclaves and Retorts Heat Exchangers and Refrigeration Plant Valves, Steam Traps and Filters Pipework and Hoses Pressure Gauges and Level Indicator 5.2 The Regulations cover all aspects of pressure systems from initial design and construction (including in-service repair and modification) through to installation, operation, maintenance, examination in accordance with a written scheme and record keeping. 5.3 A Health and Safety Commission ACOP L122 is available to support the requirements of the Regulations and is entitled, Safety of Pressure Systems. This Approved Code of Practice also includes additional guidance text within it, (i.e. there is not a separate guidance booklet). 5.4 It should be borne in mind that whilst the requirements contained within a Health and Safety Executive (HSC) Approved Code of Practice are not law, the Code does have special legal status. The Code states, if you are prosecuted for breach of Health and Safety Law, and it is proved that you did not follow the relevant provisions of the Code, you will need to show that you have complied with the law in some other way or a court will find you at fault. Hence it is essential to be aware of the ACOP interpretation of the Regulations. 5.5 Statutory In-Service Examinations 4
5 5.5.1 The Pressure Systems Safety Regulations 2000 (PSSR 2000) and their associated Approved Code of Practice recognises and reinforces the safety provided previously by statutory in-service examinations at prescribed intervals. 5.6 Written Scheme The Regulations also contain a requirement for a Written Scheme of Examination (WSE) that specifies the nature of and frequency with which examinations should be carried out. The derivation of examination intervals requires a number of factors to be taken into account, including consideration of: Design details Method of construction Conditions of use Standards of maintenance The safety record of the system Its current condition, and an evaluation of the conditions of operation of the system Suggested intervals between examinations are: 14 months for Steam and Pressurised Hot Water Boilers 26 to 38 months for Receivers (normally 26 months recommended) 24 to 48 months for Compressed Air Receivers (normally 26 months for a thorough examination recommended) 5.7 It must also include every pressure vessel and those parts of pipelines and pipe work which, if they fail, may give rise to danger. The written scheme must specify the nature and frequency of examinations, and include any special measures that may be needed to prepare a system for a safe examination. The pressure system must be examined in accordance with the written scheme by a competent person. For fired (heated) pressure systems, such as steam boilers, the written scheme should include an examination of the system when it is cold and stripped down and when it is working under normal conditions. 5.8 Competent Person The Estates Responsible Person shall ensure that appointed external organisational bodies having United Kingdom Accreditation Service accreditation to the British and European standard BS EN 45004: 1995, for 5
