2 ABOUT USU National Safety Education Center is an Training Institute Education Center (OTIEC) serving the Mid West region. NSEC is part of a national network of non-profit organizations authorized by to deliver occupational safety and health training to public and private sector workers, supervisors, and employers. Our partnership, which consists of Northern Illinois University & the Construction Safety Council, allows us to teach courses in Region V (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin). 3 The certificate program in Public Sector Safety & Health Fundamentals supports s mission by training public sector employees in occupational safety and health to reduce incident rates for workers in state and local governments. The certificate program is also open to individuals in the private sector.
