1 1 NW SKATE OPEN HOUSE WELCOME TO OPEN HOUSE #1 MERCER SKATE RELOCATION New Westminster Secondary School (NWSS) is being redeveloped and the existing Mercer Stadium skatepark needs to be relocated. As per the agreement with School District No. 40, it is expected that the skatepark lands will need to be vacated in the early Fall of 2017 to make way for the new school construction. Planning for the new skatepark is taking place in 3 phases throughout City staff will be using the feedback we get to shape and refine the project along the way. Once a fnal concept is generated, it will be presented to City Council for approval and we will aim to start construction in Spring sixth street EXISTING SKATE AT MERCER PHASE 1 GATHERING IDEAS MAR-MAY 2017 PHASE 2 EXPLORING EARLY CONCEPTS (JUN- SEP 2017) PHASE 3 CONFIRMING A PREFERRED OPTION (OCT-DEC 2017) PURPOSE The City of New Westminster is using this opportunity to work with skaters and the community to learn about their ideas, interests and considerations for a new skatepark and its location. City staff have studied suggested locations and developed a list of potential sites. At this open house you will have the opportunity to: Review what we have heard so far about ideas and priorities for a new skatepark; Learn about the three possible locations the City is considering for the new skatepark; and Share your comments about each possible location and the project overall. SHARE YOUR IDEAS To provide feedback, please review the materials presented here and then we welcome you to: 1 Speak to a project representative at a display panel; 2 Fill out a feedback form; or 3 Complete an online survey: Thank you for taking the time to attend this open house! 4 4 CONSIDERING A LOCATION MERCER SKATE RELOCATION SITE SELECTION + EVALUATION To determine a suitable location for the new skatepark, the City takes into consideration the following factors: - City-owned land is preferred to avoid delays related to land acquisition - Adequate space (existing skatepark is approx. 1,340 sq. m. or 14,500 sq. ft.) - Relatively flat, without steep slopes - Proximity to transit - Visibility from nearby park, business or street - Near to existing amenities (i.e. washrooms, drinking fountain, seating areas and park activities/ facilities) - Fit within surrounding area (i.e. minimize noise for nearby residents and compatible with the character of the area) - Does not displace other established park uses or groups of park users - Does not displace green space or trees - Can support the structural requirements of the skatepark SITE SELECTION PROCESS Sites suggested by participants during phase 1 (13) Refined List of Potential Sites (3) During Phase 1, staff began the skatepark site selection study by asking stakeholders and the public for suggested locations. 13 sites were evaluated against the site selection criteria and 3 sites were shortlisted for further feedback Feedback on refined list during phase 2 For Phase 2, staff are presenting the 3 shortlisted sites and asking for further feedback from the public. we are here Final site selection As part of Phase 2 consultation, staff will make a recommendation for a final location to present back to public during phase 3. MERCER SKATE RELOCATION
5 5 SUGGESTED LOCATIONS 6 The following sites were suggested by participants during Phase 1 MERCER SKATE RELOCATION These thirteen sites were suggested by participants during Phase 1 of the consultation process. Staff from the Parks & Recreation Department further evaluated these sites (as per the evaluation criteria listed on Board #4) and selected three sites to take forward to the public for further consideration. Ten of the thirteen sites were removed for further consideration for various reasons, such as: A) B) C) D) E) Steep topography Eliminates green space and/or trees Displaces or negatively impacts an existing activity Site is not City-owned Structural constraints (i.e. site is on a raised deck, not on land) 13.
