1 Customs and Trade Compliance TO: Vince Vendors SUBJECT: Procedures for correct documentation of hangers (for finished goods ship to U.S.) DATE: June 4, 214 Vince has developed a program to save duties on certain hangers shipped with our finished goods. We appreciate the cooperation of our vendors in helping us with this program. This memo is to remind you of the rules regarding this program, so that we can continue to pass review by U.S. Customs. Specifically, there are three areas of compliance: 1. Hanger style: only specific substantial hangers, suitable for reuse are eligible 2. Hanger origin: the country of origin for eligible hangers must be identified 3. Hanger documentation in shipping paperwork: the hanger value and origin must be a separate line item on the invoice NON-ELIGIBLE HANGERS: Plastic hangers of flimsy construction are NOT eligible. The value of these hangers continues to be included in the total cost of the garment. These are one-piece molded-plastic hangers, including insubstantial all-plastic hangers that will be used for one-time display purposes only, such as hanger styles 47, 496 (most WalMart hangers) No notation regarding hangers needs be made for non-eligible hangers. ELIGIBLE HANGERS: Substantial hangers, as identified by Vince, are eligible. Substantial hangers suitable for reuse, including plastic hangers with metal swivel hooks, and wood or fabric-covered hangers: 1. Plastic top or bottom hangers with metal swivel hooks which can be recycled or reused, such as styles 498, 68, 494, etc. Some retailers have certified recycle programs with US Customs for all-plastic hangers. Target s style numbers are identified on the following page 2. Plastic suit hangers with metal swivel hooks and a horizontal metal bar with clips, which can be recycled or reused, such as style 494: 3. Wooden hangers in HTS Fabric-covered hangers in HTS HANGER ORIGIN We gain additional benefits when hangers are eligible for Generalized System of Preferences (GSP) or Free Trade Agreement (FTA) benefits. Therefore, we request that you complete an origin validation form for each hanger style that qualifies for GSP or FTA that you ship to us. We can accept a blanket form per calendar year, however we do need a separate form for each hanger manufacturer.
