1 MISSION STATEMENT Eaglecrest Ski Area is responsible for providing affordable outdoor winter recreation by way of downhill skiing, snowboarding, and crosscountry skiing to citizens and visitors to the City and Borough of Juneau. By offering this opportunity to Juneau residents, and especially to youth, we aim to contribute to their physical and mental wellbeing and add to their quality of life. We aim to enhance Juneau as the capital city of Alaska by offering this opportunity to visitors. The significant budgetary changes include: Personnel Services increased $60,600, with $21,400 going towards the labor expense of operating six additional days. These six additional days will add.66 FTE s to the budget. The balance of $39,200 in Personnel Services increase reflects changes in wage and benefit rates and a.50 FTE for a ski patroller at a cost of $9,700. The ski patroller increase was necessary due to increased supervision needs at the snow tubing hill and terrain park. The budget for diesel fuel has been increased by $7,800. Diesel fuel prices have been in the $1.04$1.25 per gallon range for and we do not anticipate price decreases in. We depend on diesel to heat the day lodge and depend on diesel engines to power our chairlifts and provide all the electrical power for the ski area during the winter season. We have been working with AEL&P to come up with projected cost of providing electrical power to Eaglecrest Ski Area and potential long term saving of such a move. Special policies for property and employment practices liability insurance were decreased for by $9,000 for Eaglecrest. Sales revenue were increased $18,000 for. The food service, ski/snowboard rental and repairs departments have shown increases in actual sales and services, and it is anticipated to increase with the only downhill ski retailer in town has gone out of business. 159

4 BUDGET HIGHLIGHT CONTINUED Due to unseasonably warm temperatures and lack of snowfall the ski area was not able to open this winter until February 1 st. Since close to half of the ski season was lost, season pass holders were offered the option of keeping their passes and receiving a 57% credit towards the purchase of a season pass in or turning in their passes for a 90% refund. 73% of our season pass holders chose to keep their season passes and receive a credit for the season. This has had a substantial impact on the season pass revenue for. We budgeted $168,900 less in to account for these season pass credits and $19,400 less in locker revenues in to account for a similar credit for season lockers. This represents a 17% decrease in revenue budgeted for. Eaglecrest is projecting to have a negative fund balance of ($70,700 ) by the end of. The department s plan is to have a shortterm loan from the General Fund to cover the negative fund balance. It should be noted that the Eaglecrest Board s operating budgets have historically been very conservative. In a normal year operations have typically been able to add $100,000$180,000 to the fund balance. In a good year the contribution have been even higher. PROGRAM DESCRIPTION ADMINISTRATION The administration division provides overall administration to all other divisions of the ski area, including ski patrol, lift operations, mountain maintenance/vehicle maintenance, lodge operations, ski school, food service, and ski rental shop. This division coordinates and monitors the annual department budget and provides administrative and clerical support to this end. Provides administrative support to the Eaglecrest Board of Directors; personnel and payroll services for approximately 85 seasonal and 8 year round employees; produces brochures, newsletters and other marketing pieces and oversees advertising for radio and television. 160 Workload Indicators Purchase Orders processed 1,600 1,700 1,600 1,600 Personnel Actions processed Board meetings staffed Board committee meetings staffed Capital Improvement Projects managed Customer newsletters published MOUNTAIN OPERATIONS Ski Patrol Division The ski patrol division provides emergency medical services to ski area patrons and staff. The division assesses the avalanche hazard and performs avalanche control work as needed. It is responsible for enforcement of ski area policies regarding closed areas, ski area boundaries and reckless skiers; and for lift evacuation in the event of a mechanical breakdown. The division provides on hill training for the volunteer ski patrol; education to the public regarding the inherent risks of skiing; and marking hazards per the requirements of the Alaska Ski Safety Act of Lift Operations Division The lift operations division is responsible for the operation and maintenance of two double chairlifts and one surface lift. The division provides staff for skier loading and unloading operations during the ski season. Staff is also responsible for ticket checking and crowd control at entrance to lift loading areas and performs repairs, upgrades and preventive maintenance during the nonski season.

5 PROGRAM DESCRIPTION CONTINUED Mountain Maintenance Division The mountain maintenance division is responsible for repair and maintenance of all mechanical equipment at the ski area, including: three snowcats, one 4wd all terrain vehicle, one snowmobile, three diesel generators, one hydroelectric generator, six vehicles, a bulldozer, backhoe, loader and three school buses. The division provides grooming of the ski trails during the graveyard shift in order to provide enjoyable skiing for our patrons and is responsible for snow removal in parking lot areas. Lodge Operations Division The lodge operations division is responsible for selling lift tickets, season ski passes and ski lockers as well as providing information to the general public. This division provides maintenance and janitorial services for the day lodge, including four restrooms. The lodge operations divisions coordinates and schedules daily bus transportation; collecting, recording and depositing all mountain revenues and providing financial data to the administration division. BY FOCUSING ON YOUTH, WE ALSO HOPE TO BE ABLE TO TAKE ADVANTAGE OF THE UPWARD TREND IN THE NUMBER OF SCHOOL AGED CHILDREN IN JUNEAU (AS WITNESSED BY THE PLANNED CONSTRUCTION OF A NEW ELEMENTARY SCHOOL IN THE MENDENHALL VALLEY). EXPANDING THE SKIER BASE IS IMPORTANT FOR THE LONG TERM FINANCIAL VIABILITY OF OUR OPERATIONS. WE TRACK OUR FUEL USAGE VERY INTENTLY, SINCE FUEL IS A SIGNIFICANT COST FOR OUR OPERATIONS. WE CONTINUE OUR FOCUS ON ENERGY MANAGEMENT DURING THE OFF SEASON. EVEN THOUGH THE WATER FOR THE HYDROELECTRIC GENERATOR IS FREE, THERE IS LIMITED STORAGE CAPACITY. Objectives Improve energy efficiency in heating the day lodge by including energy efficiency improvements in repair or remodel projects. Maximize diesel fuel savings through use of the hydroelectric generator during the spring, summer and fall. Purchase recycled paper products to the extent possible. Encourage ski area personnel and customers to recycle aluminum cans through onsite collection containers. Recycle disposable items consumed at the business office in City Hall.
