Approval of the Agenda The agenda was sent out on The Committee approved the agenda. 3. Approval of the Minutes of the 75 th Meeting in Cancun (MEX), Remark: The decision for the Youth Cup categories was to have the normal two categories and a third category for the older ladies. 4. Report of the last FIS Council Meeting The Race Director briefly reported that the FIS Council approved all changes made in the Cancun meeting. 5. Report Youth Cup / Summer Grand Prix 2016 The Race Director also started with a thanks to the organisers. The SGP start in Oberwiesenthal showed a growing and developing venue. Now, a new athletes area for the cross-country part needs to be developed for the future due to the growing numbers of spectators that make organising this part of the event more challenging. Villach celebrated the 20 th anniversary of the Alpenarena. A mid-week event is not easy and a new OC was in place but it worked very well. A point to improve for the future is the event in itself, for example the speaker did not work out so well during this summer. Oberstdorf is in a class of their own in terms of the event organisation. They have a great speaker, a video wall production system and also record number of spectators. A new challenge for all juries was the jumping performance of Jarl Riiber who jumps on a different level than what everybody was used to in the past. In total, about spectators visited the events in the course of the week. The Summer Grand Prix can therefore be seen as a useful promotional tool, the Race Director concluded. Youth Cup Also for the Youth Cup, the Race Director looked back on a successful summer. One new organiser, Vuokatti, joined the calendar in August, which grew the Youth Cup from initially one to four organisers by now. He joined thanked all organisers and the respective NSAs and concluded that Nordic Combined can be very proud of its international activities on the Youth level. For the Youth Cup in Oberstdorf, the Race Director was able to report a record number of 15 nations and close to 120 athletes. Due to its long history, the Youth Cup in Oberstdorf attracts a number of athletes, which makes it almost difficult to organise by now. He mentioned that the Sub-Committee will be tasked with coming up with a Youth Minutes 76 th Meeting Nordic Combined Committee,

5 Cup quota system to handle this issue in the future. It was also remarked that, while Oberstdorf offers training opportunities on the K 90, the times need to be coordinated better in the future so that not all teams come to train at the same time. In terms of the Nordic Combined Ladies, a clear and positive development can be seen on the jumping hill. This year, the female athletes jumped from 4 gates lower in average compared to last season and still the distances jumped were also longer. 75% of the girls would probably not have a problem to jump the K 90 hill. Also on the crosscountry side, the level was higher and it was visible that many of the girls spent more training hours on roller-skis compared to last year. Jyri Pelkonen, speaking on behalf of the organisers in Vuokatti, added that they would like to return to the calendar next and like to offer a full week of education and training together, so that everybody, athletes and coaches/parents can spend more time together and share know-how. 7. Report Equipment Control Equipment Controller Guntram Kraus made his report and stated that the total number of disqualifications (36) is too high. He controlled 100 % of the athletes on top and more by draw in the equipment control container. Out of the 36 disqualifications, 21 were on top and 15 in the container where the complete suit and not only the newly added belt were controlled. These numbers show that the control on top is very important and has to be continued with. He explained that due to the new belt that had to be incorporated into the suit, a lot of teams and athletes lost focus on the total shape of the suit, which also partially explains the large number of disqualifications. In terms of the two rule changes that were run as a test phase during the summer, he reported that the belt is working very well in preventing the athletes from dragging the suit down. News out of the Ski Jumping Equipment Committee are that they want to reduce the maximum tolerance of the belt from 3 cm to 2 cm to make it even more effective. The underwear, which had to feature short legs during the summer test phase and the zipper in front of the suit worked as well but with the added belt, the problem of athletes using the underwear to drag the suit down has evaporated as well. So in Kraus opinion, it would also be possible to return to the rule in which it is left open to the athletes to choose long or short-legged underwear. 8. FIS Nordic Combined World Cup presented by VIESSMANN season 2016/ Equipment Guidelines Suits: belt maximum tolerance from 3 to 2 cm After a brief discussion about generally following ski jumping in their rule changes or not, the Committee approved of the new guideline. Underwear: Choice of short or long-legged underwear left open to the athletes The Committee approved to follow ski jumping and stay with the old rule. Testing methods: controls on top The Committee briefly discussed the testing methods for the crotch measurement on top, which was done in the same way as last season. The Equipment Controller will educate selected National TDs to ensure the procedure is done in the same way throughout the season. 6 will also take over duties in selected venues in the upcoming season. The Race Director pointed out that there was a lot of protest and criticism by the teams in response to the disqualification and that, in the end; they have to trust and respect the FIS staff. Their measurement is the final one. 9. Calendars 2016/17, 2017/18, 2018/19 The Race Director presented the calendars for the next winter and the upcoming years. - Youth Cup Calendar 2016/17 At the moment, there is still the final decision to be made about an additional Youth Cup in Eau Claire, USA. Harrachov, CZE has been moved to one week earlier to avoid a clash with the OPA Alpencup competitions. The Chairman also pointed out that the Alpencup is open for all international ladies as in the past. See enclosure 1 - Summer Grand Prix 2017 The Race Director presented a calendar draft with one major change: the traditional organisers of Oberwiesenthal and Oberstdorf, joined by an Austrian event in Tschagguns/Partenen will move one week earlier to make room for a second block of SGP events beginning of October. Planica and Villach plan on presenting a package deal of the two organisers, including a show race on snow from the snow tunnel facilities in Planica in the midweek. See enclosure 2 - COC 2016/17 The Race Director pointed out the new organiser in Otepää and the very practical calendar in terms of travelling, as each period is held in one region. 3 opening events are planned in Klingenthal with a 5 km event on the first day. In Nizhny Tagil, the competitions have to be moved to the small hill because the wind net is not ready. Paul Einar Borgen added the suggestion to hold unofficial ladies COC events in Høydalsmo and Otepää to test/experiment with ladies rules and see the participation. The Race Director answer that competitions like these are outside of the system and it can t be called a FIS event but it would be certainly possible to hold an open international event. The Sub-Committee needs to create Ladies COC rules until the Committee meeting in Portoroz next spring. The Race Director continued that it if is the goal to have one COC ladies event in each period in 2018/19, there will most likely have to be compromises and maybe even sacrifices on the men s side. See enclosure 3 - World Cup, season 2016/17 The Race Director reported on the latest developments for the upcoming winter season. First of all, the events in Lahti in January were confirmed and with ski jumping s withdrawal from Nizhny Tagil, there were discussions to try and go there together with the Ladies Ski Jumping. The Russian Ski Federation will make a final decision on the 6 th of October. He also added that he was able to fulfil the teams wish for a connected trip to Asia and that he hopes that all top athletes will take part in the full trip now that Sapporo and PyeongChang are connected. As both venues are well connected travel-wise, no charter flights will be offered. The Chairman thanked Lasse Ottesen and the OCs/NSAs for the most attractive Nordic Combined calendar in a very long time. 25 World Cup events are a record in the history of NC and record-breaking numbers of TV will hopefully follow as well as successful new sponsoring contract negotiations in See enclosure 4 Minutes 76 th Meeting Nordic Combined Committee,

7 - World Cup, season 2017/18 In the 2017/18 winter, a first World Cup event in Otepää in conjunction with a COC Ladies is confirmed. The Race Director pointed out that the main event of the season might be the Olympics but for Nordic Combined, the Ladies Continental Cup will take centre stage. Ideally, a second Ladies COC event will be added in the last period. Looking at the starting field at the Youth Cup from Oberstdorf, 30 female athletes from 11 nations would be eligible to start in this new Continental Cup series, so it is of central important to plan the winter Youth Cups very carefully in order not to collide with COC events. For the future, a general strategy of all three Nordic disciplines that was discussed in the Nordic Coordination group will be to start together in Ruka and Lillehammer, work out an additional Nordic event in middle Europe and finish the season with Lahti and Oslo, so that five Nordic events build a frame for the different calendars. See enclosure Ladies Nordic Combined In order to get support and start the institutional development for Ladies Nordic Combined, a strategy document has been compiled that was reviewed by Sarah Lewis and is highly supported by FIS, as Race Director Lasse Ottesen explained. After going through the document with the Committee members, guest Florian Kurz, Secretary General of the German Ski Federation asked how the development of the ladies will be feasible when it is already so difficult with the men s World Cup. The Race Director explained that introducing the World Cup Ladies would be the most difficult step. Discussions with NSA s / TV rightholders and sponsors for future NC Ladies events needs to start already now. It will have to be looked closely at the WC and COC rules and of course trying not to hurt the men is an obligation but some sacrifices will have to be made, like for example reducing the COC quotas to 2+1 for men and adding 2+1 for ladies. The strategy will be, like in cross-country skiing, to keep the ladies together with the men, a division between both will not work. Creative rules will have to be made to accommodate the needs. Florian Kurz recommended to integrate the practical aspects, the how to do it into the strategy paper. Committee member John Heilig asked the Race Director to explain the aggressive timeline of the development until the Olympics in Beijing in The Race Director clearly referred to the Agenda 2020 stating that Nordic Combined is on the IOC watch list due to being the only winter sports discipline, which does not include women. If Nordic Combined brings the girls in 2022, the Nordic family is complete with both genders in all three disciplines. It is a know fact that without the status as an Olympic discipline, Nordic Combined would most likely not have a future. He admitted that 2022 is a steep development and will depend on many factors, especially given the fact that Nordic Combined is attempting the same development that took Ski Jumping five years (from the WSC to the Olympics) in basically one to two years. The Chairman, Horst Hüttel, added that Nordic Combined is a FIS discipline and it doesn t need girls to stay in the FIS family but it needs them to stay in the IOC family. It will be a hard and long way and there are no exact answers at the moment but the situation was the same for Ladies Ski Jumping in 2006 and looking back, the development went great. 8 The Race Director added that the general approach to the ladies should not be one of being defensive and forced into the development but a positive one. The goal is to develop the sport from a traditional into a modern discipline. Dimitri Dubrovski (RUS), added that there is no doubt that the Ladies is important for the future development of Nordic Combined. Clear goals will help to develop structures in each National Association. At the moment, however, there is just a general strategy but no clear plan. The Race Director answers that he needs all the Committee members to make this strategy happen, to develop the next, more concrete steps of the plan. Several guests and members made some practical suggestions on how to include the development of Ladies Nordic Combined in spite of the strained financial situation. Such suggestions included keeping the ladies with the ski jumping Continental Cup to facilitate an easier sharing of athletes between both disciplines, to change the hill sizes in the men s Continental Cup to include more normal hills so that the ladies can be brought along and the set up of a FIS-funded development program to help nations to set up the ladies structures. Eric Lazzaroni continues that the ladies are not a yes or no question and that everybody has to work now to find the money and to make a plan. The working group Financial Matters is a first good start into this direction. The funds will also be increasing if the ladies are added to the men s programs. It will be essential to bring them along; otherwise they will never be popular. So system to bring them along has to be created and it will be important to give them the space. He expressed that his is confident that it is possible to can reach the steep goals set for the ladies calendar if everybody starts to work hard right now. John Heilig and Paul Einar Borgen added that developing the ladies might also make Nordic Combined eligible to access new sources of funding from equal opportunities funds, for example from the National Olympic Committees. German Ski Federation Sports Director Karin Orgeldinger mentioned that the strategy document is very important for exactly these processes of obtaining funding. If a high demand from FIS as the governing body of the sport is visible, the NOC will start funding. In terms of next concrete steps, the Race Director explained that a Mixed Team event could be planned in the Youth Cup in Trondheim in the upcoming winter. Several Committee members uttered their support of this idea. Jyri Pelkonen added that there is a lot of potential in the general idea but it should also be thought about how the sport development program of the ladies should be set up to ensure attractive competitions once they get to the televised level. The Race Director answered that this is in the hands of the NSAs but of course, initiatives like the training camp in Vuokatti may be a way to bring knowledge together. The Committee unanimously approved of the strategy document. 11. Other Items Arising - EYOF in Turkey New Committee member Ozkan Koyoncu explained the absence of Nordic Combined on the upcoming EYOF held in Erzurum. There is no interest for the sport in the local community, there are no athletes and all educated TDs/OC members Minutes 76 th Meeting Nordic Combined Committee,

9 from the Continental Cup and Junior World Championship events in the past have been lost. Together with the loss of the jumping hills in a landslide, it was not possible for the organisers to include Nordic Combined on the program. He apologized for the negative signal to the Nordic Combined community and promised to be an active member of the Committee for the future. Chairman Horst Hüttel commented that while the Committee understands the reasoning of the OC, it is nevertheless very disappointed. Nobody of the local OC asked the Committee for help in terms of officials and know-how and as Ski Jumping as well as Cross-Country events will be held, it does look very strange from the outside to exclude only Nordic Combined. Koyoncu pleaded for more help and support from the international community in order to build a program in Turkey to which the Race Director answered that there are development and solidarity programs for new countries in place in the FIS system in which also Turkey could participate. - Nomination WSC 2019 Seefeld TD: Branko Simic (SLO) TDA: Tapio Nurmela (FIN) The Nordic Combined Committee approved of the nominations. - Working Group Financial Matters Working Group Chairman Paul Einar Borgen reported on the first activities of the newly founded group. The main objective was finding ways to cut the costs without taking anything away from the sports level. He reported that the highest costs are without doubt the service teams, the cost for competition equipment and suits and the installation of new team/cadre structures for the ladies. On the OC side, the biggest costs are the prize money and the facilities (improved standard of cabins) that have to be provided as well as the planned inclusion of ladies events. Preliminary ideas were for example changing the quotas for the Continental Cup events, reducing the number of judges or picking national TDs instead of international ones, limit the amount of service people via a rule. Borgen also pointed out the cost of the ever-changing rules in ski jumping and mentioned limiting the number of suits per athlete per season as measures. The Working Group will meet again in Seefeld during the winter to discuss what could be possible to do and what the consequences would be. Everything, including alternatives, will be discussed with teams and OCs and a report will be ready in time for the spring meetings with concrete proposals of actions. He also invited all members of the Nordic Combined Committee to send ideas to the working group if they have any. Presentation Junior World Championships Utah 2017 Dave Jarrett gave a short update on facilities and different aspects of the Nordic Junior World Ski Championships in USA in the upcoming winter on behalf of the OC.
