3 The Technical Delegate Authority The TD is the delegate of the FIS to the organizing body, and is a guarantor for the FIS that the competition is conducted in accordance with the FIS Rules. The TD must have a valid TD license. The TD has the responsibility to involve and utilize the FIS appointed assistant TD and the NSA appointed assistant TD in the preparation, the carrying out and the follow up of the competition. The TD is responsible for organizing the work of the jury. Personality A person who has excellent experience in the organization of Cross Country Competitions Who is active in FIS or the NSA Has experience as a former international level competitor, a team leader, a coach, as chief of competiotion Who has Knowledge of Competition Rules (ICR) Communication Skills (in English) Skiing Skills TD uses his/her Knowledge and Common Sense to: HELP organizers to conduct the competitions in the best possible way for athletes, coaches, organizers, media and spectators Guarantee competitions are carried out according to ICR Lead the Competition Jury to do its duties.

5 Competition Jury Competition Jury is appointed group of persons that: Assure competition is carried out according to ICR Decide and clarify all questions related to competition Issues covered by ICR Postponement, cancellation Late starts Reserves, Late entries Sanctions Protests Issues NOT covered by ICR Decisions of the Jury are taken by majority vote. Jury members SHOULD be licensed TDs.
