Raffles cnducted t benefit United Way f Prtage Cunty must be pre-apprved as these raffles are spnsred by United Way f Prtage Cunty, exclusive hlder f the raffle license(s). IMPORTANT: Raffles are highly regulated by the State f Wiscnsin, s please read this dcument t familiarize yurself with all raffle regulatins and guidelines as set frth by the Wiscnsin Divisin f Gaming- Office f Charitable Gaming. Wiscnsin law prvides that nly charitable rganizatins can btain a raffle license in Wiscnsin. Individuals and businesses d nt qualify fr a raffle license. NOTE: Prir t running a raffle t benefit United Way f Prtage Cunty, please cmplete a 2017 United Way Raffle Agreement and frward it t Fred Hebblewhite at fred@unitedwaypc.rg. Yu can als cntact Fred at the UW ffice at fr mre infrmatin. Once yur raffle has been apprved yu will be sent the current year, United Way f Prtage Cunty raffle license number. What is a Raffle? A raffle is a game f chance in which tickets are sld and a drawing fr a prize(s) is held. A drawing fr raffle prizes is a randm selectin f an rganizatin s raffle ticket prtin frm a cntainer husing all raffle tickets purchased fr the raffle. A Raffle is NOT a sweepstakes r lttery invlving randm numbers t determine a winner. Purchasing a raffle ticket(s) des nt guarantee a return and the cst f a raffle ticket(s) is NOT tax deductible. There are 3 types f Legal Wiscnsin Raffles Advanced Ticket Sale Raffle There are tw ways t cnduct a legal Advanced Ticket Raffle. The first is t raffle a prize r multiple prizes by putting all prizes n ne raffle ticket. Fr example, if yu have fur prizes t raffle (a pair f basketball tickets, a televisin, dinner ut, and a gas card) they are all listed n ne ticket. Ticket buyers purchase a raffle ticket(s) with the hpe f winning ne f thse prizes. Winning ticket hlders d nt get t chse their prize. The secnd way is t run multiple raffles simultaneusly. In this case, yu must create and sell a unique raffle ticket fr each f the prizes. Cnducting a raffle in this manner wuld require yu t create a raffle ticket fr each prize: a pair f basketball tickets, a televisin, dinner ut, and a gas card. This enables the ticket purchaser t buy a ticket(s) fr prizes they are interested in winning. Each different raffle prize cnstitutes a unique raffle. Ttal number f tickets sld and Grss mnies raised must be tracked separately fr each f these prize raffles. Same Day Ticket Sale Raffle Same Day Ticket Sales Raffles invlve selling raffle tickets nly n the same day yu d the prize drawing. If yu have multiple prizes, buyers wh purchase a Same Day Raffle Ticket can chse which prize they wish t win by putting their ticket stub in an identified cntainer. Calendar Raffle A Calendar Raffle is a raffle fr which a drawing is held and a prize awarded n each date specified n a calendar. Cntact United Way fr cmplete details abut Calendar Raffles. 2 Raffle Guidelines Advanced Ticket Sale Raffle Requirements (Class A License): Tickets cannt be sld mre than 270 days befre the drawing. N raffle ticket may exceed $100 in cst. Raffle tickets must be sld face-t-face with purchaser. Phne, internet, mail r any ther frm f nn face-t-face sales f raffle tickets are prhibited by bth federal and state law. Ticket purchaser must cmplete the ticket stub face-t-face, prviding: name, address and phne number. Ticket purchaser must be given their receipt prtin f the ticket at time f payment. Raffle tickets must be identical in frm and include all the fllwing cmpnents: Cnsecutive numbering n bth prtins f the ticket License # issued (prvided by United Way f Prtage Cunty) Name and address f Spnsring Organizatin (United Way f Prtage Cunty) Price f the ticket and the discunted price applicable t multiple ticket purchases Date, time and lcatin f the Raffle Drawing A place fr the ticket purchaser t enter his/her name, phne and address. An address fr each ticket sld is required whether yu are selling tickets internally r externally. Only prizes with a retail value f $500 r mre must be listed n the ticket. Winners d nt need t be present t win. Raffle drawings must be held in public. If the raffle is cancelled, the rganizatin must refund the mney t ticket purchasers. These rules apply t 50/50 Raffles as well. Same Day Ticket Sale Raffle Requirements (Class B License) Raffle ticket may nt exceed $10 in cst. Discunted price fr multiple ticket purchases can nt exceed $10. Fr example: 1 ticket fr $5.00, 3 tickets fr $10. All raffle tickets must be identical in frm. Tickets d nt need t be numbered cnsecutively. Hwever, bth prtins f a ticket must have a matching number. These tickets can be purchased at ffice supply stres. Must be present t win. A ticket purchaser can give the ticket t anther persn wh may claim the prize n behalf f the purchaser but nly if that ther persn is present at the drawing. Raffle drawings shall be held in public. The time f the drawing and prizes t be awarded must be psted prir t the drawing the time f the drawing. If the raffle is cancelled, the rganizatin must refund the mney t ticket purchasers. Page 2
