Non receipt of this Circular will not be taken as an excuse if a Club, Team or Individual does not comply with the requirements outlined in this and other Bulletins and Circulars. ENTRIES The method of entry is via SLSA Carnival Manager for all clubs. The name of the events will be as above. Entries Close: Round 1 Miami Beach - Sunday 1 st May 2016 Round 2 Burleigh Heads - Sunday 8 th May 2016 Round 3 Bribie Island - Sunday 15 th May 2016 Round 4 Dicky Beach - Sunday 29 th May 2016 Round 5 Met Caloundra - Sunday 12 th June 2016 (All entries will close on carnival manager at midnight.) A list of club entries will be sent out to be checked by the close of late entries. Entry Fee: $35 per person per carnival (inc GST) A tax invoice for all SLSQ club entries (including late entries) will be issued to Clubs in the week after each event. Late Entry Fees: $50 late fee per person (inc GST) + entry fee ($35). Late Entries/Additional Entries Close: Late entries will close at 11pm the Tuesday after each events entries close. Late entries need to be made online. No additional entries under any circumstances will be taken after this date. Clubs may enter unlimited teams per category; per event in accordance with SLSA Competition Rules (attached) Competitor Pre-Requisites At the date of entry closure for the competition to be contested: (a) Drivers are required to: (i) Be a minimum of seventeen years of age as at the date of competition. (ii) Hold their relevant state/territory maritime licence required to operate an IRB. (iii) Hold their IRB drivers award, be currently proficient as required by SLSA and have logged twenty (20) hours specific inwater IRB competition driving training under the supervision of a currently licensed IRB Surf Coach. (iv) Be endorsed by a currently licensed IRB Surf Coach as being competent for IRB competition. (b) Crewpersons are required to: (i) Be a minimum of sixteen years of age as at the date of competition. (ii) Hold their IRB crewpersons award, be currently proficient as required by SLSA and have logged twenty (20) hours specific inwater IRB competition driving or crewing training under the supervision of currently licensed IRB Surf Coach. (iii) Be endorsed by a currently licensed IRB Surf Coach as being competent for IRB competition. (c) Patients are required to: (i) Be a minimum of sixteen years of age before October 01 in the season the competition is being conducted. (ii) Hold their IRB crewpersons award, be currently proficient as required by SLSA and have logged twenty (20) hours specific inwater IRB competition driving or crewing training under the supervision of currently licensed IRB Surf Coach. (iii) Be endorsed by a currently licensed IRB Surf Coach as being competent for IRB competition. Note: The wearing of approved helmets is compulsory for patients in all events (other than the Rescue Tube Race). IRB patients are to wear helmets in both training and in competition. See also Section 2 of the Surf Sports Manual. (d) Handlers, at the date of competition, are required to: (i) Be a minimum of fifteen years of age before October 01 in the season the competition is being conducted. (ii) Hold the IRB crewpersons certificate and be currently proficient as required by SLSA. (iii) Be a member of the same club or team as the crews and be entered at the competition (exemption may be given by the Referee for a member of another club or team to be a Handler provided that the Handler is entered at the competition). (iv) Wear a competition cap and shall be required to wear a distinctive high visibility pink, orange, yellow, green or red coloured vest as determined by SLSA (or relevant SLS Event Organiser) if entering the water beyond knee depth. (v) Comply with all instructions of the officials. (vi) Make every effort to ensure that they, or the equipment that they are handling, does not impede another crew, otherwise both their competitor and the Handler may be subject to disqualification. (e) Competitors should be conversant with all current specifications, competition rules and event conditions etc. pertaining to IRB competition and comply accordingly. Attention is also drawn to other relevant sections of the Surf Sports Manual including Section 2 General Competitive Conditions and any other relevant circulars or bulletins that must also be complied with. Note: In all training and competition it is compulsory for drivers, crew and patient s to wear SLSA approved level 50 Lifejackets (level 50s Lifejackets are not SLSA approved). High visibility vests are not permitted to be worn over the top of Lifejackets. See also section 2 of the Surf Sports Manual.
3 Entry Limitations (a) IRB competition may be conducted in different categories of age, grade and gender. (b) Apart from IRB Relay events, a competitor may not compete or nominate to compete in more than eight events at any one competition. IRB Relay events may be entered in addition to this eight event maximum. (c) A Driver and/or crew may compete in a particular event once e.g. a driver cannot compete in an event in one team as a driver and compete again in the same event as a driver or crewperson in a separate team. Note: This does not preclude an eligible driver, crew or patient from the same team swapping roles in different rounds of the same event. (d) If eligible to compete in multiple grades or age categories, drivers and crewpersons may do so, but may only compete in a particular event once e.g. open male rescue is a different event to the under 23 male rescue. (e) IRB patients are to be considered as gender neutral with respect to their participation in male and female IRB events. (f) Patients may compete in any grade, age or gender category events but may only compete in a particular event once. (g) Attention is also drawn to other relevant sections of the Surf Sports Manual including Section 2 General Competitive Conditions and any other relevant circulars or bulletins which must also be complied with. Masters 35+ Events To be eligible to compete in these events, both the Driver and Crewman must have been 35 years of age or older on the 30 th September ENTRIES CANNOT BE ACCEPTED UNLESS ALL OF THE ABOVE DETAILS ARE COMPLIED WITH. Dress of Competitors: Competition caps must be worn in all events for these championships except patients which will be required to wear helmets as stated in the clarification above. All competitors will be required to wear SLSA approved level 50 Lifejackets in all training and competition. Competitors will not be required to wear the High vis vest over the top of the lifejacket. In reference to swim wear please refer to SLSA s Bulletin August 2009 (Document ID # 3/09-10) in reference to REVIEW OF SLSA SWIMSUIT STANDARDS. Scrutineering: For all details regarding Scrutineering please refer to SLSA Bulletin IRB Competition Gear and Equipment (attached). NOTE: SLSQ requires a copy of a current registration certificate or a pink flag (temporary registration marker) for each boat and a copy of the motor sealing sheets Premiership Pointscore: At the completion of all 5 rounds of the series an accumulated point score will be tallied and the winning surf club will be presented with Ocean Roar Champion Club pennant. Top 3 clubs will also be presented with place trophies. A Handicap Point score will also be tallied over the 5 rounds and top 3 handicapped clubs will also be presented with trophies. As part of the series this season SLSQ will also be presenting the following prizes for the Ocean Roar Series. 1 st Place Handicap Pointscore 1 x Powertech Propellor and 1 Pro Pell Prop Guard Random Draw (6 Draws in Total) 4 x Powertech Propellor 1 X Triangular Fuel Cell 1 x Nauta Concertina Fuel Cell Random Draws to be conducted at the Ocean Roar Presentation ceremony which will be held on Saturday 18 th June with 6 draws to be completed on the night. NB Clubs must participate in the Bribie Island 2 Day event to be eligible for the Random Draws and they must also be present at the presentation ceremony on the 18 th June Meeting and Briefing Times: IRB Duty Crews 6:30 am each morning Officials 7:00am each morning. This meeting is mandatory for all rostered officials for each of the IRB carnivals. Team Managers am on the first day of competition at each IRB Carnival. This meeting is mandatory for all clubs and only the Team Manager and Coach from each club will be permitted in the briefing.
4 Final Bulletin/ Competitors List/ Timetable of Events: Will be distributed to all participating clubs and placed on SLSQ website no later than 48 hours after close of entries. OFFICIALS All appointed officials will be required to be current accredited SLSA officials and be the holder of a current blue card. If an Official would like to nominate for the 2016 IRB Ocean Roar Series please follow the below link: 2016 Ocean Roar IRB Series Officials Nomination form Official s Nominations must be received for this event before COB Friday 22 nd April Dress: It is imperative that the appearance of competition officials/judges is of a high standard; therefore appointed officials are requested to give a high degree of attention to their quality of uniform. It is preferred that all officials wear their uniforms distributed by their Branches. TEAM MANAGERS Team Manager Declaration: Each club must have a Team Manager complete the online Team Manager Declaration before their club is eligible to compete at the 2016 IRB Ocean Roar Series. The online form requires Team Managers to provide the following details: - Club Team Manager contact details - Location of club accommodation - Agree to the Team Manager declaration. Team Managers must ensure that they complete the online Team Managers Declaration for this event before Friday 22 nd April Team Changes: It is the Team Manager s responsibility to ensure that changes to the Club s competing teams have been registered with the Carnival Administration and then the Marshall, and also that all their competitors are entered into the carnival. Failure to do so will cause disqualification of their teams. Name checks will be carried out throughout the event. GENERAL INFO Travel & Accommodation Surf Life Saving Queensland this season has worked with Moreton Shire Council in securing a 2 day event at Bribie Island of which it is sometime since SLSQ held a 2 day event at this location. For some of you this will be a new adventure and below is a link to the Moreton Shire Council Visitor Information which will provide information on the area including accommodation options. IRB SAFETY REPORTING PROCEDURES: In conjunction with the Surf Sports Committee, the IRB Competition Panel has created some IRB safety reporting documents for all IRB coaches to fill out for every IRB training session. These documents include an Injury Report, Risk Assessment Form and Daily Training Log. The Daily Training Log and Risk Assessment Form must be filled out prior to every session and if necessary the injury report must be filled out as soon as an injury occurs. Please take note if an injury does occur, a SLSQ injury report form and a marine incident report form must be filled out as well as the IRB injury report. Copies of these documents must be sent in with the IRB incident report form. These documents must be returned to Ryan Bennett at Surf Life Saving Queensland at the end of every month. The first due date for these is at the end of the month your club started training. The forms will be collated and filed in the event of any injuries sustained during training and/or competition. 5 First Aid: Will be supplied by the host club. Cancellation Policy: The following Cancellation Fee & Refund Policy will be adhered to: If a carnival is cancelled, with no postponement before the first event is conducted, 75% of all entry fees will be refunded to all Clubs (25% retained for administration costs). If a carnival is cancelled, after the first event is conducted, no refund will be given. If a carnival is postponed and re-scheduled to another date, a 75% refund will be issued to competing Clubs that cannot compete at the re-scheduled event. Misconduct: Misconduct before, during and after the carnivals will not be tolerated. Offending members risk disciplinary action against themselves and their Clubs. Competitors and/or Clubs found tampering with signs, fences or PA system cabling and equipment also risk disciplinary action against themselves. For safety reasons, any equipment found on fences may be removed. Consumption of alcohol is not permitted within the competition or marshalling area or on the Beach in any area including under Club Tents. Competitors and Club supporters drinking in these areas will render their club liable to disqualification and further disciplinary actions, as well as legal action by the police. A Carnival Disciplinary Committee will be appointed with powers to cite or take whatever action is necessary as a result of misconduct and will be readily available to convene as required. Protests: All protests shall be lodged with the appropriate carnival official in accordance with the procedures set down in the current edition SLSA Surf Sports Manual and shall identify the specific sections/clauses in the 35 th Edition Surf Sports Manual upon which the protest is based. Special Protest Forms will be readily available from the Competitor Liaison Officer. A fee of $ per appeal will be charged to lodge an appeal with the Appeals Committee. This fee is only accepted as CASH. Should the appeal be successful, the fee will be refunded.
