Note: A surf boat race from City Beach to Trigg Beach will be held and two Nipper events have been added 2km Beach Run and a 400m/500m Nipper Ironman event. Clubs are to note the rules of the SunSmart Endurance Championships and to encourage participation of their members in this stand-alone Championship event. Affiliated Clubs shall take reasonable steps to distribute information in the Bulletins to Individual Members. Such inclusions in the Bulletins are binding upon all Members. These championships will be conducted in accordance with the Rules and Regulations of the SLSA Surf Sports Manual 35 th Edition and subsequent amendments. The latest version of the Surf Sports Manual can be downloaded from the SLSA Members Portal. It is most important that the information in this Bulletin is brought to the attention of all Carnival Officials, Team Managers, Coaches and Competitors. Non receipt of this Bulletin will not be taken as an excuse if a Club, Team or Individual does not comply with the requirements outlined in this and other Bulletins and Circulars. For any event to be contested at the 2017 SunSmart Endurance Championships, a minimum of two (2) starters from two (2) different clubs is required. 5 Part B - ENTRY CONDITIONS B1 PROFICIENCY OF COMPETITORS Proficiency requirements for all competitions have been outlined in SLSA Policy and Guidelines 5.04 Competition Eligibility (August 2017). All members entered for these State Championships will have to undertake the relevant proficiency test for the age category by 06 November (i) (ii) (iii) It is essential all Club Surf Sports Directors/Officers endorsing the entries ensure the correctness of the current proficiency details included and where required, submit proficiency and/ or examination documentation with their entries. Notwithstanding the foregoing, SLSWA reserves the right to conduct a random detailed proficiency check of entries and under such circumstances, the selected clubs will be required to submit appropriate documentation to substantiate the current proficiency or qualification status of those members entered. The proficiency documents shall also be marked clearly to highlight the competitors names listed on the entry forms. Those members gaining their Surf Rescue Certificate or Bronze Medallion in the period from July 1 of the year of the championships to the closing date of entries - will be considered as satisfying the proficiency requirements for entry to these Championships. B2 PATROL HOUR REQUIREMENTS FOR COMPETITORS Patrol hour requirements for all competitions have been outlined in SLSA Policy and Guidelines 5.04 Competition Eligibility (August 2017). All members who wish to compete at any SLSWA competition must be financial, proficient and carry out patrol duties. (a) For all Active and Under 15 members wishing to compete in the 2017 SunSmart Endurance Championships, the minimum number of personal patrol hours required for the period of 1 January to 31 December of the year preceding the championships is as follows: Table 1: Minimum Annual Service Hour Requirements for Active and U15 Members in WA Membership Category Active and Under 15 Reserve Active Option A. Members with less than the foregoing prescribed patrol hours, without suitable approval, are ineligible to compete at these Championships and should not be entered. (i) NEW MEMBERS AND FORMER MEMBERS REJOINING New members (calculated from when they complete their relevant award) and former members rejoining during the period 1 January 2017 to 31 December 2017 are required to complete patrol hours in accordance with the following table: Award Gained/Returning member proficiency date during 2017 Minimum Patrol Hour Requirement (Active & Under 15) Minimum Patrol Hour Requirement (Active Reserve) January February March April September October November

6 (ii) NOTE: Former members are defined as those who have re-joined after previous membership has lapsed. (Eg members who were not proficient and financial for the 2016/17 season) Members gaining a new award after the close of entries to these championships will not be eligible to compete. Ie. No new SRC or BM holders can be late entries. B3 HIGH VISIBILITY LYCRA VESTS The provision of a safe environment at all SLSWA competitions is paramount. All competitors in water-based surf lifesaving events held by SLSWA will be required to wear a high visibility lycra vest. Except where otherwise specified, vests must be worn by all competitors and handlers entering the water beyond knee depth. Competitors warming up for events prior to or during competition must also wear the high visibility vests. Any competitors warming up prior to the commencement of the first scheduled event do so at their own risk and it is recommended their club provide basic water safety. B4 RESTRICTIONS & PROVISOS All events shall be contested by individuals representing clubs. B5 STATE CHAMPIONSHIP SPONSOR IDENTIFICATION It is also a condition of entry to the Championships that competitors may be required to carry sponsors logos/identification on craft, boats and equipment. However, if this occurs every effort will be made not to cover other signage, provided it does not conflict with the naming right sponsor of the Championships. PART C: ENTRIES C1 (a) C2 (a) C3 (a) (c) (d) ENTRY CLOSURE By entering using the online entry system the club declares that the proficiency and patrol hour aspects of all competitors on the entry forms are in accordance with the requirements of their membership categories. The Club Officer must also complete Appendix A Declaration Form and return to SLSWA by close of entries. This should be faxed to or ed to cinglis@slswa.com.au. Any entries received after the closing date will be considered as late entries but only up to the close of late entries. ENTRIES Entries must be registered with SLSWA by close of entries listing all competitors by 11pm Monday 06 November Each competitor entered must have completed a proficiency test and this will be detailed in the entries. ENTRY FEES The cost per competitor for these Championships is $40.00 each, irrespective of the number of events entered. Clubs will be invoiced accordingly for entry fees after the event. Entry fees are non-refundable if members do not take part in these Championships or if events are subsequently cancelled after commencement of the Championships. All prices outlined in this Bulletin include GST. C4 LATE ENTRIES (a) Late entries will not be accepted after 11pm, Tuesday 07 November Late entries will be charged the normal entry fee plus the late entry fee of $40.00 per competitor ($80 total). (c) Late entries of new members gaining their respective awards after the closing date of entries will not be accepted as per Section B. C5 (a) DECLARATION It is a condition of entry that by using the online entry system, clubs declare that the competitors entered are financial, proficient and satisfy the patrol requirements as detailed in this bulletin, and the entries are in all other ways in accordance with Association and Club regulations. As a condition of entry, all competitors agree to have any photography taken during the 2017 SunSmart Endurance Championships which is used for promotional material by SLSWA. This is in accordance with the SLSWA Surf Sports Media Policy. If a member wishes not be photographed for any reason, please communicate this to Chris Inglis at SLSWA prior to the close of entries of the Championships. 6

7 C6 COMPETITION CONDITIONS Competition conditions for all events not expressed in this Bulletin are set out in the 35th Edition SLSA Competition Manual and any subsequent amendments. C7 PENALTIES BREACH OF ENTRY REGULATIONS It is mandatory that ALL competitors are listed in the Club s entries. Entry of competitors who are ineligible due to nonqualification or proficiency, default of personal patrol hour obligations, or other breach of association or club entry regulations have penalties provided for as follows: THE PENALTY FOR BREACH OF ENTRY REGULATIONS FOR THE 2017 SUNSMART ENDURANCE CHAMPIONSHIPS WILL BE THE AUTOMATIC REJECTION OF ENTRIES FOR THOSE PERSONS FOUND TO BE IN BREACH OF REGULATIONS AND THE FORFEITURE OF THEIR ENTRY FEES. APPLICATION OF THE AUTOMATIC PENALTY WILL NOT PRECLUDE FURTHER DISCIPLINARY ACTION BY THE ASSOCIATION AGAINST CLUBS OR OTHER PERSONS IF DEEMED APPROPRIATE IN THE CASE OF SERIOUS ATTEMPTS TO DEFEAT ASSOCIATION REGULATIONS. PART D: EVENT INFORMATION D1 SAFETY AND EMERGENCY TEAM (SET) The provision of a safe environment at all SLSWA competitions is paramount. SLSWA endeavours to ensure that the appropriate safety standards as set by SLSA are met at all junior and senior surf sports carnivals/championships, including the provision of qualified personnel, rescue craft and communications. Should an emergency situation arise during competition, correct control and discipline shall be maintained under the direction of the Competition Referee and the Emergency Services Officer. The SET, under whose directions shall be placed all matters relating to the actual conduct of the 2017 SunSmart Endurance Championships, will fulfil safety related operational, coordination and advisory roles at the 2017 SunSmart Endurance Championships. The SET consists of the Event Manager Chris Inglis from SLSWA plus volunteers appointed to the following positions: Championship Referee Graham Snook Emergency Services Officer Kevin Duguid First Aid Coordinator David Reid The team will consult with Sectional Referees as appropriate and will seek advice from other relevant parties on safety issues as required. D2 CARNIVAL SAFETY Clubs wishing to enter the 2017 SunSmart Endurance Championships must supply power craft, first aid and water safety personnel on a 'pro-rata' scale based upon club participation from the previous season. A roster will be produced and released with the event program mid-november. If an IRB, water safety and/or First Aid volunteer does not attend as required, the Club risks being ineligible to participate further in the competition until the matter is resolved. D3 OVERSEAS/INTERSTATE COMPETITORS Competitors from overseas/interstate Clubs wanting to compete in these Championships must apply to the Chief Executive Officer to do so. For consideration competitors must be affiliated with International Life Saving (ILS) to participate in the 2017 SunSmart Endurance Championships, however international or interstate competitors are not eligible for points or medals. If these competitors finish in a medal or point scoring position, the next placed local competitor will be awarded the medal and points for that event. All international competitors and club teams must gain international clearance from their governing body and must be submitted to SLSWA prior to competition to compete in these championships. The name(s) of the competitor(s) will need to be ed to Chris Inglis via cinglis@slswa.com.au for manual entry into the events prior to entries closing. International individual competitors may compete in their club caps or, with the permission of their country, compete in their national colours. 7

8 D4 (a) (c) (d) (e) (f) CONDUCT AND DISCIPLINE SLSWA expects and requires of its competitors, officials and members generally, the highest standards of conduct and behaviour. These expectations and requirements are reflected under the rules for competitions in the SLSWA constitution, regulations and this bulletin. In the conduct of competition, situations may arise that may give rise to protests and/or appeals and/or disciplinary matters. Note: A fee may be imposed by SLSWA for an appeal. A competitor or team manager may protest or appeal a decision in the manner set out in this Section. The official start of a competition is when a bulletin or circular is issued calling for entries to a competition. The official completion time of competition is 20 minutes after the completion of the final event at the competition. However, matters currently in train (i.e. protest or appeal or matters of competing unfairly shall continue to a final resolution, the result of which shall be considered as being within the official completion time. D5 MISCONDUCT Misconduct before, during and after the Championships, including tampering with signs, fences or PA system equipment will not be tolerated. Offending members risk disciplinary action. The Illicit Drugs in Sport Policy (SLSA Policy 6.23) addresses the out-of-competition use of illicit drugs, concentrating primarily on education, awareness and prevention initiatives. This policy is designed to help prevent the uptake of illicit drug use and reduce the drug-related harm to individuals, families and stakeholders of SLSA and the broader community. Consumption of alcohol is not permitted at Scarborough Beach within the competition, marshalling and spectator areas. Competitors and club supporters drinking in these areas will render their club liable to disqualification and further disciplinary action. A Carnival Disciplinary Committee will be appointed with powers to cite or take whatever action necessary as a result of misconduct. Please refer to Sections 2.27 SLSA Code of Behaviour and 2.28 Abuse/Inappropriate Behaviour in the current edition of the Surf Sports Manual, as well as Member Protection Policy (SLSA Policy 6.05). D6 PROTESTS All protests shall be lodged with the appropriate carnival official in accordance with the procedures set down in the 35th Edition SLSA Surf Sports Manual, and shall identify the specific sections/ clauses in the Competition Manual upon which the protest is based. All protests must be submitted on the correct form. A copy of the form can be downloaded from the SLSA Members Portal. When lodging a protest form, you must quote the section, page, paragraph and item numbers from the SLSA 35th Edition SLSA Surf Sports Manual which supports your protest. A fee of $ will be charged to lodge a protest or appeal with the Appeals Committee. Should the protest or appeal be successful the fee will be refunded. An appeals committee will be formed after seeking expressions of interest and communicated in a later circular. Protest Categories Protests, which may lead to the imposing of penalties, fall broadly into the following categories: (a) Protests arising from entry procedures or entry eligibility. Protests arising from scrutineering or equipment eligibility. (c) Protests arising during participation in the competition and/or from a breach of rules. Lodging a Protest The conditions relating to lodging a protest shall be as follows: (a) A protest directly challenging a Finish Judge s decision cannot be accepted. A protest against the conditions under which a race or an event is to be conducted must be made verbally to the Sectional Referee prior to an event or race (as appropriate) commencing. The Section Referee or appointed official shall then inform the competitors in that event or race, prior to its start, of such a protest. A protest against the conditions under which an event or race is to be conducted cannot be accepted if it is made at any time other than prior to the event or race. (c) A protest (other than a protest under clause ) against a competitor or a team or against a decision of an official (including the declaration of a result) must be lodged verbally with the Section Referee within 5 minutes of the completion of the event or the announcement of the result of the event. 8

9 (d) (e) (f) A written protest must then be lodged with the Section Referee within 15 minutes of the verbal protest being lodged on the protest form provided by the Authority. Alternatively, if the Authority does not provide a protest form, a written protest on plain paper shall be acceptable. Where a protest is lodged, the result of the event shall be withheld until the protest is decided. If a protest is upheld, placings and trophies (where relevant or required) shall be varied according to the amended result. The result of the protest shall be noted on the back of the event result card or result records and also on the protest form. Protest Adjudication The conditions relating to the adjudication of protests shall be: (a) Immediately after the correct lodgement of a protest, the Referee or the Sectional Referee may either adjudicate on the protest, as provided for in this clause 14.3, or refer the matter directly to the Competition Appeals Committee Convener for consideration. Where the Referee or the Sectional Referee considers (in their absolute discretion) that a protest is frivolous, or not of a serious nature, they may choose not to accept the protest. (c) The assistance of video or other electronic aids may be used to consider protests. However, the onus is on the protestor to provide proof of authenticity, and any viewing mechanisms, within 15 minutes of the protest being lodged with the referee. (d) Where the Referee or Sectional Referee accepts the protest, they will adjudicate on the protest in such manner as they see fit having regard to the interests of the competitor making the protest, all other competitors and all officials in the event and also the conduct of the event itself. (e) Where the Referee or Sectional Referee refuses to accept a protest or dismisses a protest, the decision may be appealed by the competitor to the Competition Appeals Committee. Such an appeal must be lodged with the Appeals Committee Convenor in writing within 15 minutes of the Referee or Sectional Referee advising the competitor of their decision. Competition Appeal Committee (a) The Competition Appeals Committee will deal with all protests referred to it by the Referee or Sectional Referee under Clause (a) and all appeals by competitors under Clause (d). In considering protests and appeals, the Competition Appeals Committee shall allow all relevant Parties the opportunity to state their respective case and bring forward any relevant evidence to the Competition Appeals Committee. The Competition Appeals Committee will determine in its discretion who is a relevant Party for the purposes of this paragraph. (c) The assistance of video or other electronic aids may be used to consider appeals. However, the onus is on the protestor to provide proof of authenticity, and any viewing mechanisms within 15 minutes of the appeal being lodged. (d) The Competition Appeals Committee shall consider the protest or appeal and make a decision. It may uphold or dismiss a protest or appeal. The Competition Appeals Committee may, in exceptional circumstances, consider whether the breach was material to the outcome of an event when making its decision to uphold or dismiss an appeal. (e) The Competition Appeals Committee will advise the competitor and relevant parties of its decision and of any penalty (if relevant or appropriate) imposed. Reasons for this decision may or may not be provided. Note: If an appeal is upheld any appeal fee paid shall be returned. (f) The decision of the Competition Appeals Committee is final and there is no right of appeal against that decision. (g) The Competition Appeals Committee may refer serious breaches of any SLSWA rule or regulation (including any supplementary regulations) to SLSWA Management for further inquiry. D7 SUBSTITUTION OF COMPETITORS In individual events there can be no substitution. Members shall compete in heats as drawn. In events where two or more persons comprise a team, substitution of up to and including all team members is permitted providing: (i) (ii) Members to be substituted in each team must be suitably qualified members of their club. Such club members must have already been registered as a competitor prior to the commencement of the championships (ie. cannot be a late entry). This is to ensure the competitor is eligible to compete with a current and proficient award relevant to their age group and patrol hours relevant to their membership category. 9

10 (iii) (iv) (v) A competitor may be entered for more than one team in the same event provided that if the competitor competes in a round for one of the teams then that competitor is precluded from participating in any other team in that event at the same competition (except Handlers). Any members of a team may be substituted into or out of any rounds of that event. In the event of a substitution the Marshall shall make a record of the names of all competing team members. Any competitor who competes in one team in an event or is disqualified in that event cannot compete or be substituted into another team in the same event at the same competition. D8 REPLACEMENT OF GEAR BOAT AND CRAFT EVENTS Sections 5.2.4(c), 6.1(e), 8.2.1(c), 8.4.1(e), 8.5.1(f), 8.6.1(d) and 8.7.1(d) of the 35th Edition of SLSA Surf Sports Manual refers to the replacement of gear including boats, oars, skis, paddles, boards or other equipment during a race. Competitors are reminded that if replacement gear is to be utilised, it is the responsibility of the competitor/ team/ crew to ensure that any damaged equipment left in the competition arena does not impede the progress of another competitor/ team/ crew involved in the race. Any equipment utilised as replacement gear is subject to scrutineering. D9 PRESENTATION OF MEDALLIONS/TROPHIES Championship medallions in gold, silver and bronze will be awarded to the first three (3) individual/team place getters in each event. Competitors will not be permitted to receive their medal unless appropriately dressed. Competitors must present themselves with Club Competition Cap and costumes only, however Club and sponsor t-shirts and rash vests are permitted for sun protection. Every attempt will be made to ensure presentations of medals are conducted as efficiently as possible, so please ensure you are appropriately dressed and present yourself for presentation immediately concluding your event. As each final result of a particular discipline is confirmed, the three medallists will be announced over the PA and these competitors will move to the dais for their medal presentation. In the event of a medal winner not reporting to the dais, the presentation will proceed. The missing medallist will be able to collect their medal from the appropriate presentation area any time during the day, however no additional presentations will be made. Please note there will not be a presentation for a single medallist. A full copy of the State Championship results will be available on the web, on the Wednesday after the Championships completion. D10 THEFT Any person/ s found stealing signage or any equipment owned by Surf Life Saving WA or associated sponsors will be immediately reported to the local Police and that person/ s will be brought before the SLSWA Judiciary Committee. NOTE: Automatic disqualification from all Championship events will occur if any member is found guilty of theft. D11 BEACH LAYOUT & ACCESS Every effort will be made at these Championships to provide for a fair arena for all competitors and teams. If conditions are deemed unfair the Carnival Committee may relocate the arena. The Championships beach layout can be downloaded from the SLSWA Website. ACCESS TO BEACH No unauthorised vehicles will be permitted on Trigg Beach under City of Stirling regulations. ACCESS TO COMPETITION ARENA The only people permitted in the competition arena are: (a) Active competition Officials Active competitors (those in the marshalling area or in events) (c) Competitor stand-ins/proxies (these people must be wearing the competitors club cap in the marshalling area and competition arena for identification) (d) SLSWA approved photographers The Referee or Sectional Referee has the right to evict any person/s from the arena if the above access requirements are breached. Any person/s that breaches the above access requirement may be subject to disciplinary action. 10

11 D12 PARKING Parking is as per the City of Stirling s regulations. NOTE: The City of Stirling will be enforcing the parking restrictions throughout the weekend. D13 GEAR TRAILERS AND CRAFT STORAGE Gear Trailers are not permitted on the beach. One trailer per club can be parked in the marked bays on the event map. No cars are permitted to park in this area. No surf craft is permitted to be left unattended on the beach. Note: No responsibility will be taken for craft left unattended. D14 CLUB TENTS AND SPECTATOR VIEWING Clubs tents are to be erected in the designated tent areas. There is no draw for tent positions. All spectators and competitors are also requested to utilise all rubbish bins made available to ensure the beach remains tidy at all times and is left in pristine condition. Take out what you bring in. D15 SCRUTINEERING Scrutineering of craft is not required for these Championships. Officials will do random spot checks on the line at marshalling looking for safety breaches such as jagged/frayed edges, cracks, broken foot straps, etc. D16 MARSHALLING It is the competitor s responsibility to report to marshalling within required timeframes, be ready to compete and to present themselves with their equipment and competition attire when called. Failure to comply with directions of the Marshall may render competitors liable for disqualification. The announcing team will announce marshalling is open in an arena for a particular event. Competitors are then required to be in the vicinity of each separate marshalling area as relevant when the call for starters is made by the marshal. D17 JEWELLERY The removal of all jewellery and other body adornments will be in accordance with the rules. The arena referee will have authority in ruling on this. D18 ADMINISTRATION CENTRE A SunSmart sound tent will be the primary administration centre for officials, photography register, results announcements, lost property and other administrative duties. Please refer to the Championships event layout map. D19 ON-SITE BRIEFINGS An on-site briefing will be held on the beach 15 minutes prior to the start time of each discipline. D20 COMPETITOR IDENTIFICATION Competitors will be allocated a registration number once entries have closed and these will be sent to clubs prior to the weekend. All competitors must have their registration number identified clearly on their hands. PART E: HEALTH AND FITNESS SLSA MEMBERS HEALTH (a) Competitors and officials should realise the importance of fitness to undertake their respective activities and should seek expert advice on all aspects of their health before participating. Competitors and/or officials who suffer illness or injury should seek medical advice prior to participating or continuing with their activity. (c) In addition SLSWA may, at its sole discretion, require a competitor and/or official to be assessed for physical and/or psychological fitness to participate to ensure that that an unfit competitor and/or official and/or SLSWA is not placed at risk. (d) Members also have responsibilities under the SLSA Anti-Doping Policies. Members have a duty to avoid all prohibited substances and prohibited methods and should be aware of the Policy if medication is required. If appropriate, advice should be obtained from medical practitioners, pharmacists, the Australian Sports Anti- Doping Authority. 11

12 PART F: COMMERCIAL AND OTHER IDENTIFICATION ON APPAREL AND EQUIPMENT The Chief Executive Officer or his representative, Carnival Referee and Sectional Referees, reserve the right to enforce the following from the SLSA Sponsorship Policy at the 2017 SunSmart Endurance Championships. No competitor, handler and/or Club is permitted to have any sign writing, logos or corporate ID on either clothing, competition apparel, gear, equipment or on the person in the competition arena (including marshalling and presentation areas) which is deemed not in good taste. At the conclusion of events, place getters may be offered items of apparel (t-shirt etc) identified with the sponsor, which they may be asked to wear during the presentation of medals. Every cooperation is requested in this regard and members should keep in mind that the involvement of sponsor s help to curtail significant expenses that would otherwise need to be passed onto competitors and clubs. (a) As outlined in the High Visibility Lycra Vests for SLSWA Competitions Circular, fluro pink lycra vests are a mandatory requirement for competitors in water-based events. No competitor will be permitted to participate in water-based events without wearing a vest. If wetsuits or other rash vests are worn by the competitors, the high visibility pink lycra vest must be worn as the top layer of clothing. CRAFT & EQUIPMENT BOARDS The front deck of boards will be the event sponsors signage area where a 33cm X 33cm (approx.) decal, etc, may be placed and the remainder of the surface area will be the owners.
