5 Communty Context Ipperwash s a small communty wthn the Muncpalty of Lambton Shores drectly located on the shore of Lake Huron and adjacent to the Kettle and Stony Pont Frst Natons. Composed of full tme resdents and cottages, the communty experences an nflux of seasonal resdents as well as beach enthusasts durng the summer months. The communty s prmarly resdental, wth a small commercal plaza on West Ipperwash Rd (Arbor Acres) and another on Ipperwash Rd at the Parkways (Wally Gators). There s also another shoppng plaza located nearby at the ntersecton of Lakeshore Rd and West Ipperwash Rd (Kettle Pont Plaza) whch s wdely used by resdents. The largest attracton the communty has s the beach and water access. There are several boat launches and the beach has a shallow water edge, consdered sutable for famles wth younger chldren. 10 What We Learned from the Communty Towards a Desgn Drecton In order to gan drecton for the desgn development of the Ipperwash Communty Desgn Plan, the communty was engaged n a varety of well attended hands-on publc workshops, presentatons, ntervews and surveys, and were asked about what they wanted to see ncluded n the Ipperwash Communty desgn Plan. These are some of the dscoveres dentfed by the communty: 2 Consstent opnons about opportuntes, challenges and prortes were expressed amongst the partcpants from all sources of publc engagement: stakeholder ntervews, publc workshops, presentatons, and on-lne surveys. The Beach tself generated the most concern for the communty. When asked about communty dentty, most respondents cted the beach as somethng that defned the communty as a whole. Whether t was how the beach s accessed, used, nterpreted, or mantaned, the beach remaned a key focus of all dscussons regardng the future of the Ipperwash Communty. The theme of Beach Culture was unanmously dentfed by the communty as a preferred theme for the communty. Ths theme, (one whch evolved from ntal stakeholder ntervews) as presented to the workshop partcpants, was characterzed by popular beach related actvtes wth assocated props, equpment and furnshngs. Actvtes ncluded playng on the beach, swmmng, walkng the dog, sun bathng and so forth. Props ncluded sand castles, ce cream, sun umbrellas, beach related sports gear, etc. Embracng a Style When the Beach Culture theme was translated to specfc desgn characterstcs (such as brght colours, shny materals and recognzable beach shapes) that could be adopted nto a recognzable style for streetscape elements, the response was not as favourable. The partcpants chose a more tradtonal desgn palette and further development of a beach style, evolved nto a style drawng ts nspraton from beachfront cottage rather than culture. The resultng style gude for streetscape elements offers two assocated drectons followng these preferences: one wth a more tradtonal approach, the other wth subtle adaptatons from beachfront or lakesde cottage lvng. Other popular concerns ncluded the need for local facltes requred for local, communty lesure servces, (communty meetng or event space, playground space etc), wayfndng needs and ste amenty mprovements (eg: waste bns, benches etc.). 12 Theme Development Cottage Beach water - waves - shore lne 2 Embracng a Style Developng a theme creates a bass for the style gude and communty desgn plan, buldng on magery sutable and representatve of Ipperwash. These mages are then translated nto streetscape elements (benches, lght standards, pavng, etc.). Through the communty meetngs facltated by SKA, Cottage/Natural Beach and Beach Culture were dentfed as key themes to be ncorporated nto Ipperwash s communty desgn plan. However, t was requested that the products, treatments & furnshngs be reasonably conservatve and tradtonal. 17 Recommendatons To encourage communty prde and satsfacton through enhanced communty dentty, the followng recommendatons wll address short (1-2yrs), md (3-5yrs) and long range (5-10yrs) prortes for consderaton. The recommendatons are a drect result of extensve communty consultaton, and reflect the common concerns by the attendng respondents. Although some of the prme concerns expressed so strongly by many resdents are beyond of the scope of ths plan, t was generally felt that these concerns should be acknowledged for future consderaton as a means for further communty enhancement. Beach Access Park Upgrades Hgh Prorty The beach access parks were dentfed by most survey and workshop partcpants as a key prorty for current communty upgrades. Poorly mantaned washrooms, or the lack there of, and vsually unappealng parkng and streetscape nterface were contnually noted wthn most dscussons. However, as these parks are not under the jursdcton of Lambton Shores, and are owned and managed by the Mnstry of Natural Resources, lttle can be done wthout further dscussons wth the MNR. Fundamental amentes such as washrooms, parkng and accessble walkways to the beach are basc facltes that should be mantaned for contnued beach and communty enjoyment. As older parks, many of these amentes have declned over the years and are n need of replacement, repar or upgradng. As key focal ponts along the man thoroughfares of the communty, these beach access ponts also provde frst mpressons for vstors. As such, smple mprovements to enhance the curb appeal of these parks would go a long way n terms of streetscape beautfcaton and overall communty prde. For complete success, partnershp wth the MNR wll be requred to secure the nterests of the communty. Possble arrangements mght nclude: Lease or lease to own opportuntes; Possble trade of mantenance operatons wth faclty upgrades; Possble provncal grant opportuntes for youth employment to help foster local youth nterests; Involvement of senor or seasonal volunteer groups to assst wth beautfcaton projects wth tax cut ncentves; etc. Specfcally, upgrades that were noted and should be serously consdered as prorty are: Inclusve accessble washrooms at each beach access park; Improved street front appeal wth sgnage and parkng defnton; Pedestran and cyclst amentes. Wayfndng Hgh Prorty A comprehensve Wayfndng Plan wth Sgn Desgn wll provde drecton and detaled desgn solutons at all levels of crculaton wthn Ipperwash Communty (vehcular, cyclst and pedestran). Consderaton to exstng sgn by-laws wll be requred. The followng sgns have been dentfed as a prorty for mplementaton: Communty Gateway Identfcaton sgnage (x3) on Lakeshore Road; Drectonal sgnage (x8) at man ntersectons wthn Ipperwash Communty; Beachfront Sgns (x9) at the entrance of all beach access ponts; New communty nformaton kosks (x2) at Arbour Acres and at the Wally Gators ntersecton. 3 Recommendatons, Concepts & Prortes Ipperwash Communty Desgn Plan- Muncpalty of Lambton Shores 14

18 Communty Centre and or Gatherng Space Medum Prorty Ipperwash s largely a resdental communty wth arguably no avalable lands for communal gatherng, ether ndoors or out. Currently, communty events, volunteer group meetngs or specal semnars etc. are held n Thedford. Ths was recognzed as a key concern by many communty members, and the need for a local faclty was seen as another key prorty. As such, t s a recommendaton that the Communty of Ipperwash further defne ther needs for a Communty Centre, and that ether land and or a buldng be acqured to servce the needs of the communty. Ideally, a locaton near other communty amentes (such as near the Ipperwash Rd and Parkway ntersecton) would be preferable. The followng recommendatons have evolved from what we heard: A playground s needed; A central meetng room for varous local communty group meetngs; A youth centre for optonal actvty space. Bke Lanes Medum Prorty The new bke lanes n Ipperwash Communty have been well receved by the local communty and vstors alke. Addtonal bke lanes to connect the communty further, and mproved delneaton of the exstng lanes were noted as a prorty wthn the communty. Addtonal bke related amentes should also be consdered to enhance the cyclng experence wthn Ipperwash. Exstng bke lanes should be vsually hghlghted (to make safer) wth the addton of an extra lne and bke lane dentfcaton logos; Addtonal bke lanes connectng West and East Parkway to Lakeshore Rd, and extendng along London Road would encourage a stronger connecton for the whole Ipperwash Communty. Addtonal bke racks, tral and drectonal sgns, benches and nformaton kosks along the bcycle routes wll mprove cyclst satsfacton and encourage a more actve communty. Amentes wll also appeal to the large segment of the local populaton that use other non-motorzed vehcles such as golf carts. Hghlghted Intersectons Low Prorty Three man ntersectons were dentfed as key communty focal ponts. These ntersectons are prmary decson nodes for vehcular and pedestran crculaton. Wth decreased traffc speeds, addtonal retal servces, parkng and beach access, these ntersectons provde opportuntes for mproved communty dentty through more tangble detals such as sgnage, pedestran frendly crculaton and amentes, and lghtng. Streetscape mprovements n these ntersectons wll be a catalyst for future communty use. The concepts provded n ths report provde drecton for further detaled desgn. However, the ntent of the concepts was to nclude the followng: Improved pedestran amentes (benches, waste receptacles, bke racks, nformaton kosks, etc) Improved safety va enhanced pedestran sdewalks, crosswalks, bke lane demarcaton, safety bollards and attractve dark sky street lghtng; Communty dentty va gateway markers, and sgnage; Seasonal colour va hangng baskets and celebratory banners. 3 Recommendatons, Concepts & Prortes Ipperwash Communty Desgn Plan- Muncpalty of Lambton Shores 15

Markers can have a drect lteral message (e. a communty name) or have a subtle nterpreted meanng or story. Regardless of ther desgn, markers symbolze a doorway that announces to people passng through, they have reached a specfc destnaton/communty. Markers can also draw people nto a communty, ndcatng ther basc presence off busy roadways. Ipperwash Rd at Parkway Locatng Ipperwash gateway markers closer to Lakeshore Rd. (Hwy 21), gves the communty presence on a busy throughfare. It s also the prmary landmark for people seekng the communty. They wll be smple and unobtrusve, yet easy to fnd. Markers wll be located along sdewalks/road sdes, usng consstent logc to determne ther placement and orentaton. 34 Communty Consultaton Summary & Results Communty Consultaton Sesson: June 27th, 2015 Number of Partcpants: ~68 Methods Exercse #1: Vsual Preference Survey Partcpants were asked to rank a seres of 85 mages, projected for a ten second delay, one through four (ndcatng 1: unfavourable, 2: less favourable, 3: favourable, and 4: very favourable).
