Please enter your nominations through Qld Carnival Manager. No faxed entries will be accepted. 1.2 Branch will invoice clubs for Entry Fee of $5.50 (inc GST) per member per event, after the championships. 1.3 ENTRIES CLOSE ON SUNDAY 31 JANUARY 2016 via Qld Carnival Manager 1.4 A late entry fee of $30 (inc GST) plus $5.50 (inc GST) per competitor per event will apply to all entries received after 31 January Competitor and Club Requirements are as follows: Competitors must have successfully completed their Junior Activities Preliminary Evaluation, Competition Skill Evaluation, Surf Education Age Award, and Surf Rescue Certificate (U14 only) during the 2015/16 season up to the time of the nominations closing, to be considered as satisfying the entry requirements for these championships Competitors must have properly completed and signed the Association Application for Membership Form All Team Managers and Age Managers must have completed an application/appointment form and Screening Form for Suitability card (Blue Card) Team Managers and Assistants are to wear green and orange club vests, which will be distributed at Team Manager meeting. Each club will be responsible for their given vests, until they are returned to Branch Gear and Equipment Officer at the conclusion of Championships. 2 1.5.5 Team Managers must attend all briefings Branch IRB Officer, Mr Jeff Heaton will be coordinating IRB Roster. All Clubs need to supply EITHER an IRB Driver or Crew if you have up to 10 competitors, and if you have more than 10 competitors, you need to supply an IRB Driver and Crew. These need to be nominated on the attached form, a club IRB roster will be released prior to the Championships. Club s IRB shift allocation on the roster will be determined by club s nominations. Eg more competitors nominated, more shifts allocated Clubs must provide 1 Official per 8 competitors or part thereof. These need to be nominated on the attached form. A separate Official nomination form has also been sent out to all qualified officials. Probationary Officials are also welcome to officiate Clubs must provide three Water Safety Officers. These need to be nominated on the attached form. CLUBS NOT SUPPLYING THE PRE-REQUISITE NUMBER OF OFFICIALS, IRB DRIVER AND CREW AND WATER SAFETY MAY BE DENIED A START AT THE CARNIVAL Competitors to compete at State Titles must compete in a similar event at Branch Titles. 4 3 GENERAL NOTES 3.1 Events will be conducted in accordance with the Surf Sports Manual, 35 h Edition plus any subsequent bulletins from SLSA Australia. 3.2 All gear and equipment may be scrutineered at any time during the carnival. 3.3 If only one team or individual marshalls for an event, then that event is a non event. 3.4 Competitors for an event must be ready and able to compete when that event is marshalled. Events will not be held up for competitors without the proper equipment/apparel. 3.5 The Attachments TEAM MANAGER DECLARATION, LIST OF OFFICIALS AND WATER SAFETY OFFICERS, and LIST OF IRB DRIVERS AND CREWPERSONS must be completed and returned to Branch Office by MONDAY, 25 January This may be by post, or fax. 3.6 COMPOSITE TEAMS - The following solution was adopted at Council Meeting, to be trialled. a) Have mixed/male and female team events b) Clubs nominate their teams as club teams c) Team Managers to liaise with each other to formulate team prior to marshalling. d) If composite get placing they get the medals e) Points will be allocated for composite team towards champion club on pro-rata basis (eg. surf team winning - each competitor gets 1.5 points towards their club.) f) Charges (fees) to club done after carnival is over. Composite teams are not eligible to compete at the State Youth Championships. 4. If Clubs are unable to make a full male or female team, they may nominate a mixed team which will compete in the Male team event. Mixed teams will not be allowed to compete at the Youth State Championships. Female competitor, who competes in a Female Team event, can not compete in a mixed team in the same event. 7 Competitor conditions 7.1 High vis pink vest during ALL water events SLSQ High Visibility Clothing Policy, No , will be implemented requiring all competitors in ocean or open water-based surf lifesaving events held in Queensland to wear a high visibility lycra/rash top/singlet.

I am aware that it is mandatory for each Club Team Manager to attend all relevant Team Managers Briefings with respect to the Branch Championships. 2. I certify that I have read the Special Notice to Team Managers and am fully aware of my responsibilities to my club, BRANCH, SLSQ, and the SLSA. 3. I certify that all members nominated are holders of the appropriate Association Awards and that all capitations are paid, proficiency tests completed, and that Under 8 to Under 14 events comply with the Association's minimum age requirements on or before 30 September I certify that all members nominated have correctly completed and signed the Association for membership form. 5. I certify that the club has supplied the appropriate level of Officials, Water Safety, IRB Drivers and Crew as specified in Sections 1.5.6, 1.5.7, and of this Bulletin. I acknowledge that our club may not be allowed to compete if we do not satisfy these ratios, and if arrangements have not been made with the Referee prior to the Championships. 6. 8 SPECIAL NOTICE TO TEAM MANAGERS SURF LIFE SAVING WIDE BAY CAPRICORN CHAMPIONSHIPS At various meetings at State Centre, reports of misbehaviour at Surf Carnivals have been noted with grave concern. The Australian Council has resolved that each Team Manager be notified by special notice of his obligations and responsibilities to his club, and to Surf Life Saving Australia. It is an express condition of acceptance of club Entries for the Branch Championships that the club's Team Manager signs the attached form, verifying that he has read and will do everything in his power to comply with this notice. Each club is now requested to ensure the following items and conditions are implemented: - 1. Each club travelling to the Branch Championships shall have a Team Manager duly appointed by the club in resolution or action. 2. The Team Manager shall be held responsible to the club and to the SLSWBC for the conduct of all team members in travelling to, during, and returning home from the Branch Championships. 3. Any group of two of more members who depart the main body of the team (for purposes of travel or any other reason) shall have a sub-manager appointed by the Team Manager for the duration of their departure. 4. Team Managers shall, at all times, exercise control over their teams and ensure member's conduct and appearance does not have an adverse bearing upon the good name of his club nor the Association. 5. Special care is to be exercised at high-density congregation points, especially air or bus terminals and during the trip. Air Navigation orders lay down procedures as regards intoxication, interference to aircrews, disorderly or offensive behaviour, and any act that threatens the safety of the aircraft. Any person contravening this order is guilty of an offence.

9 6. Before departing your accommodation point - the Team Manager shall conduct an inspection of the rooms accompanied by the Manager, and preferably a senior member of the team. It shall be confirmed that no complaints are being made, nor will be made re the team's conduct or conditions of accommodation fixtures. 7. A report shall be furnished to the club by the Team Manager immediately following the completion of the Championships (within 14 days) and report any misconduct or complaint. 8. Team Managers should be cautious of the exchange of team uniforms during or at the Carnival, as mis-reporting of incidents may occur. 9. Remember that the venue of the Branch Championships is the traditional support base for local clubs and any misconduct will certainly be noticed and jeopardise future activities of those clubs. You can readily imagine the situation applied in reverse. 10. The Branch will form a Judiciary Committee which will hold itself ready for a meeting in the event of any complaint. Such Committee shall have the power to also act at the time and shall have jurisdiction over any Lifesaver attending the Branch Titles or associated Carnivals held at that time. 11. Team Managers and Assistants are to wear green and orange club vests, which will be distributed at Team Manager meeting. Each club will be responsible for their given vests, until there are returned to Branch Gear and Equipment Officer at the conclusion of Championships. 12. IT IS MANDATORY THAT ALL COMPETING CLUB TEAM MANAGERS ATTEND THE TEAM MANAGER S BRIEFINGS.
